Minimum Wage employees across the state will see their paycheck go about for the New Year. New York City employees for large companies will see an increase to $15 dollars an hour; Long Island and Westchester County workers will see the minimum wage set at $12 dollars an hour, the rest of the state will see an increase to $11.10 an hour.

The state Department of Health says as of Thursday new cases of flu have been reported in 58 counties, including the five boroughs of New York City. Only Wyoming, Yates, Seneca and Hamilton counties are not reporting any cases yet. Officials say the number of people hospitalized with laboratory-confirmed flu was 363 this past week, a 41 percent increase over the previous week. So far this season more than 1,300 people have been hospitalized with the flu.

Delaware County Sheriff's Office responded to a tractor trailer accident on State Route 10 in the Town of Hamden Thursday Night. 41 year old Shaun Koch of Varysburg was driving a milk tanker on State Highway 10 when he ran off the right side of the roadway and the truck and trailer rolled over onto the side. Koch suffered a head injury and was transported to Delaware Valley Hospital in Walton where he was treated and released. A small quantity of milk was spilled as a result of the accident, the DEC Spill Response Team was notified, Koch was charged with Driving While Intoxicated with a Commercial Vehicle, moving from lane unsafely and criminal possession of a controlled substance, he was arraigned in the Town of Hamden Court and was remanded to the Delaware County Correctional Facility on $2,000 cash bail or $4,000 bond.

Monaco said that they are at 91% of their state goals of $419,000 for 2019.

The Fenimore Art Museum of Cooperstown announced that an exhibit of photos from famed photographer Herb Ritts will be displayed their next year. The Ritts exhibit will be on loan from the Rock & Roll hall Of Fame in Cleveland, featuring photos of David Bowie, Tina Turner, Michael Jackson, Paul McCartney, Elton John, Billy Joel, and Madonna. The exhibition opens on April 2nd & will be on display through early September.

Bethel Woods officials announced that the they will host the Music and Culture Festival, Celebrating the 50th Anniversary of the 1969 Woodstock festival at the original site. The 3 day event will be held August 16th to the 18th at Bethel Woods, the line-up & the date of the sale of the ticket will be announced shortly.

State Police & Local Law Enforcement Agencies are participating in the "Drive Sober or Get Pulled Over" campaign again this year, during the Christmas & New Year’s Holiday season. Checkpoints will be established all over the state, last year, police issued over 40,000 tickets from DWI, Speeding, Distracted driving & failing to obey the "Move Over Law", among other infractions

Governor Cuomo announced that temporary lane closures for road and bridge construction projects on New York State highways will be suspended from 6:00 AM tomorrow through 6:00 AM Wednesday, January 2nd, to ease travel during the peak New Year's travel days. Some work may continue behind concrete barriers or for emergency repairs. The New York State Thruway Authority will also continue its 48-year tradition of offering free coffee and hot tea to travelers at all 27 travel plazas along the Thruway from 11:00 PM New Year's Eve through 7:00 AM New Year's morning to promote safe and alert driving.

Delaware County Sheriff’s Deputies arrested 32-year-old Jamison Galietta of Hancock, for Tampering with Physical Evidence, Criminal Mischief, Menacing, Criminal possession of weapon, Criminal obstruction of breathing, and Harassment, following an investigation into a domestic dispute at his residence. Galietta was arraigned in the Town of Hancock Court and later remanded to the Delaware County Correctional Faculty on $25,000 cash bail pending action in the Town of Hancock Court at a later date.

The Johnson City Police Department arrested 26-year-old Tyler DeCamp of Deposit as the 5th person involved in the stabbing of 2 men at a Johnson City McDonalds last week. Decamp was charged with 2 counts of attempted murder, he is accused of stabbing both victims. He was taken into custody in Johnson City Thursday, 4 others were already charged in connection with the incident Monday. Decamp was being held at the Johnson City Police Department pending arraignment.

Police in Vestal announced that they are seeking 87 year old Charles McGlynn of Vestal, as a missing vulnerable adult. McGlynn suffers from dementia, and may require medical attention, he was last seen Tuesday afternoon at about 3:00PM on Hazel Drive in Vestal, he may be driving a 2009 grey Honda Civic with license plate number ANW-2161, he is described as a white male, 6'1", about 150 pounds, with white hair & a mustache, and blue eyes & wears glasses, he was wearing a white shirt, blue jeans and a blue jacket. State Police and the American Red Cross are Co-hosting the 5th annual State Trooper Christopher Skinner Memorial Blood Drive in Kirkwood today. Trooper Skinner was intentionally run down by Almond Upton while he was conducting a traffic stop on I-81 in 2014, a blood drive has been held in Skinner's memory every year since his death. The blood drive today runs from 12:00 Noon until 6:00 PM at the 5 Mile Point Fire Company at 16 Crescent Drive in Kirkwood. The blood drive is open to the public as well as those in Law Enforcement, appointments can be made at redcrossblood.org or at 1-800-red cross.

The Delaware County Chamber of Commerce will hold their next Friday Breakfast event in Walton on January 11th. The event will run from 8:30 to 10:00 am at the Castle on the Delaware 139 Stockton Avenue in Walton. The featured speaker is Perry Dewey, Superintendent at DCMO BOCES, who will talk about on-campus, work-ready training programs for graduating high school seniors and how Delaware County's educational leaders are collaborating with the business community. Former Broome County Family Court Judge Rick Miller has had a lawsuit filed against him by 2 former employees in his office of sexual harassment. The lawsuit claims that Miller subjected the employees to harassing and abusive behavior at least 50 times between 2015 and June of 2017. Miller was removed from the bench in 2016.

Chenango County has 3 solid waste and recycling facilities operated by the Department of Public Works, the Pharsalia Landfill, plus 2 Transfer Stations, 1 in the Town of North Norwich and the other near Brisben.

4 Deposit men have been arrested in connection with a stabbing at the McDonald's on Main Street in Johnson City on December 20th. 2 men were taken to Wilson Hospital with stab wounds, Arrested for 2 counts each of gang assault were 22 year old Dane Edwards, 33 year old Jay Moore, 24 year old Travis Dise & 31 year old Christopher Nugent of Deposit, they were taken into custody without incident and will appear in court at a later date; additional arrests are expected.

Illegally manufactured fentanyl was the driving force behind a 45.2% increase in deaths involving synthetic opioids from 2016 to 2017, according to a new report by the US Centers for Disease Control and Prevention. In all, there were 70,237 drug overdose deaths in 2017. Opioids were involved in 67.8%, or 47,600 of those deaths. Of those opioid-involved overdose deaths, 59.8% of them, or 28,466, were due to synthetic opioids. A separate report from the CDC's National Center for Health Statistics released earlier this month found that in 2016 fentanyl surpassed heroin as the most commonly used drug in overdose deaths in the US.

The state Department of Health announced Thursday that the flu virus is prevalent in New York state. Health care workers, who are not vaccinated, are now required to wear a surgical procedure mask around patients. The department has also launched a flu tracker that allows people to stay up-to-date about flu rates in their county. Department reps say there have been over 3,000 flu cases in the state so far this season

The Otsego County Chamber of Commerce will hold their annual State of The State Breakfast on January 2nd at the SUNY Oneonta Otsego Grille in the Morris Conference Center. The event will begin at 8:30, State Senator Jim Seward & Oneonta Mayor Gary Herzig will be among the guest speakers.

The City of Oneonta Department of Public Service will be replacing a water main valve located on West Ann Street today. Work is to take place starting at 8am with water outages to begin at 9am. Residents on West Ann, Baker, London, Wilcox, and River Street (between Ann and Wilcox) will be without water for the duration of the project. West Ann St will be closed to traffic for the duration of work. Drivers on West Ann Street are advised to move vehicles from driveways prior to 8am. More information is available at 432-2100

Chenango County Sheriff department arrested 39 year old Joseph Horton following a sealed indictment handed down by a Chenango County Grand Jury. On April 4th, 2018 the Chenango County Sheriff’s Office conducted an investigation into a burglary at the Unadilla Motocross Track in the Town of Columbus, where vehicles, generators, and several pieces of equipment were stolen. The investigation and physical evidence recovery led to the sealed indictment and arrest of Horton, who was located at the Chenango County Correctional Facility where he was being held on separate charges, he is scheduled to be arraigned in Chenango County Court at a later date.

Governor Cuomo signed legislation to establish a sexual assault survivors' bill of rights. The new law requires the Department of Health, in consultation with the Division of Criminal Justice Services, the Office of Victim Services, to establish a sexual assault survivors' bill of rights. Notifying victims of their legal rights will help ensure survivors request and receive the information they need to navigate complicated medical and criminal justice systems.

Governor Cuomo announced $4.2 million for snowmobile trail maintenance and grooming across New York State and designated the weekend of January 25-27 as a free snowmobiling weekend for all out-of-state and Canadian snowmobilers. During this promotional weekend, the requirement to register in New York is waived for properly registered and insured out-of-state snowmobiling enthusiasts wishing to explore New York's 10,400 miles of snowmobile trails. The trail grants support 10,400 miles of designated trails across the state for snowmobilers, the program is funded by snowmobile registration fees collected by the DMV.

Oneonta Police arrested 28 year old David Thomas of Oneonta for attempted Murder, Assault and Strangulation, following a domestic dispute. Police accuse Thomas of twisting the unidentified woman's neck “in a violent manner,” causing extensive damage, she was transported to Fox Hospital & was transferred to Bassett Hospital in Cooperstown where she required surgery.

State Police are seeking the public’s assistance locating the people responsible for throwing 2 dogs out of an SUV on I-81 Wednesday. Troopers patrolling I-81 in the Whitney Point area spotted a tractor trailer parked in the left lane, Wednesday morning, they observed the truck driver carrying one badly injured dog and another following behind him. A State Police K9 handler bandaged the injured dog to stop bleeding, the Broome County Humane Society was contacted and took possession of the dogs. The truck driver observed a Dodge Durango SUV slow down, roll down their rear window and throw the dogs out of the window. Anyone with information is asked to call State Police at 749-1614.

The Salvation Army Empire State Division provided nearly 4 million meals to individuals and families who needed it most, through last year’s Annual Red Kettle Campaign. This year, with just 10 ringing days left in this year’s campaign, the kettles are trending short of the statewide goal. Volunteer bell ringers are needed throughout The Salvation Army's 48-county region. An hour of bellringing yields enough money in the kettle to provide thirteen meals. The New York State Department of Health is advising parents/guardians, caregivers and health care providers to be aware of the signs and symptoms of enterovirus EV-D68, which has now been confirmed in 39 children in New York State. EV-D68 can cause mild to severe respiratory illness, or no symptoms at all. EV-D68 infection most commonly results in mild symptoms such as runny nose, sneezing, cough, body aches and muscle aches. Severe symptoms, may include wheezing and difficulty breathing. Recent cases in NYS have been confirmed among individuals who reside in Western and Central New York, the Capital Region and Long Island, and specimens have been received from other regions for specialized testing at Wadsworth. 18 Year Old Gunnar Hassard of Oneonta has been arrested and charged with a hate crime after allegedly posting pro-Nazi posters around the SUNY Purchase campus, where he was a freshman. Hassard is accused of hanging 16 posters containing Nazi imagery, swastikas and images of Adolph Hitler; he was arraigned in Harrison Town Court yesterday and charged with Aggravated Harassment in the First Degree, a class E felony.

The Department of Environmental Protection announced plans to build a $34 million hydroelectric facility at Cannonsville Reservoir, which should produce enough electricity to power more than 3,500 homes each year. DEP officials announced that they will host 2 public meetings today, 1 at 9:00 AM at the Deposit State Theater, at 148 Front Street in Deposit & another at 12:30 PM at the Upper Delaware Council office, 211 Bridge Street in Narrowsburg. Governor Cuomo & area leaders announced the start of construction on the $20.5 million Canal Plaza with 48 apartments and new commercial space to Binghamton's North Side. The project will transform and revitalize land that is currently a brownfield; it will include 3 commercial suites totaling about 15,000 square feet, 1 of which will be occupied by Catholic Charities of Broome County for the operation of Encompass Health Home, which will deliver assistance to Medicaid-eligible adults and children with chronic medical and/ or behavioral health conditions. The project will be partially funded with $1.1 million in Community Development Block Grant - Disaster Recovery funding from the Governor's Office of Storm Recovery.

Governor Cuomo announced yesterday that he will not run for president in 2020. Cuomo recently won election to serve a 3rd term as New York's Governor; he told reporters will serve the entirety of his 3rd term as Governor.

Delaware County Sheriff’s Deputies arrested 28 year old Kristin Shoulars of Milton, after she was stopped for Traffic violations on State Highway 17 in the Town of Hancock. During the stop, it was found that her privileges to operate a motor vehicle were suspended, a search of the vehicle revealed that she was in possession of several controlled substances. Shoulars was charged with Aggravated Unlicensed Operation, 4 counts of Criminal Possession of a Controlled Substance, she was arraigned in the Village of Hancock Court where she was remanded to the Delaware County Correctional Facility in lieu of $1,000 cash bail or $2,000 secured bond.

A New York City man arrested for selling heroin and cocaine in Norwich, has pleaded guilty to drug charges. 21 year old Kodi Glenn pleaded guilty to 3rd-degree criminal possession of a controlled substance; Glenn will serve 3 years in prison plus 2 years of probation.

8 people were left homeless following a fire on Main Street in Worcester Tuesday night. Fire was visible from the rear of the home when firefighters first arrived, all residents escaped without injuries. Fire Fighters from Oneonta, Schenevus, East Worcester, and Westford fire departments responded, with no injuries reported. The cause of the fire is under investigation.

Delaware County supervisors released their preliminary, proposed 2019 budget to the public on Wednesday, November 14 which reflects a 1.5602 % increase from the 2018 budget. There will be a public hearing on the proposed 2019 budget, at the next Board of Supervisors meeting Today at 1:00 PM at the Charles Cook County Office Building at 111 Main Street, Delhi.

Two people were injured when a Pickup Truck & Oneonta City School Bus collided Monday afternoon at route 8 & Country Club Road. The driver of the pickup, 35 year old Benjamin Goodwin of Laurens was ticketed for running a red light, the unidentified bus driver & a driver’s aid suffered minor injuries in the crash & were taken to Fox Hospital, 3 children on the bus were not injured.

Oneonta Mayor Gary Herzig is expected to ask the Oneonta Common Council to re-name the Oneonta Municipal Airport in honor of former Oneonta Mayor & Businessman Sam Nader at their December 4th meeting. Nader rallied to have an airport established when he was mayor of Oneonta in the 60's.

The National Baseball Hall Of Fame & Museum will celebrate the Boston Red Sox’s 2018 World Series championship through Autumn Glory, the annual tribute to the World Series Champions in Cooperstown. The exhibit is now open, it features artifacts from the Red Sox, including a bat used by World Series MVP Steve Pearce, A jersey worn by David Price, Game-worn glasses used by Joe Kelly, a Hoodie worn by Red Sox manager Alex Cora in Game 5 & a Helmet worn by Brock Holt. The Autumn Glory display will be up through the conclusion of the 2019 Major League Baseball postseason.

The State DEC is continuing with their investigation into the shooting deaths of 8 deer & the injury of a 9th one, in Otsego County last week in the town of Milford. So far, no arrests have been made.

The Bainbridge Glow Gun Held at General Clinton Park raised over $5400 for Bainbridge native Bob Jinks. Money was raised at the event, plus through a local Bottle & can Drive, the amount raised was 270% above the initial goal, according to organizer Heather Bucalos of Sidney.

State Police Superintendent George Beach announced the line of duty death of Trooper Jeremy VanNostrand this morning. Trooper VanNostrand was reporting to work at the State Police barracks in Fonda when he was involved in a motor vehicle crash at about 7:45 AM. The investigation revealed that Trooper VanNostrand was stopped in traffic in his personal vehicle, waiting to turn into the station, when he was rear-ended and pushed into oncoming traffic; he was transported to Albany Medical Center where he succumbed to his injuries. Trooper VanNostrand served with the State Police for 6 years, he is survived by his wife & daughter, and funeral arrangements will be announced shortly.

Sidney town officials announced that there will be a public open house at the new Town Facilities at 44 Grand Street in the village of Sidney this Saturday from 10:00 AM to 1:00 PM. Tours of the Sidney Historical Society Museum will also be held, all are welcome to attend.

The Otsego County Health Department announced that a skunk has tested positive for rabies in Burlington Flats. 1 unvaccinated dog was exposed to the rabid skunk & will be euthanized, the next Otsego County Rabies clinic will be December 5th from 4:00 to 6:00 PM at the Susquehanna Animal Shelter.

Attorney General Barbara Underwood released the annual "Pennies for Charity: Where Your Money Goes; Fundraising by Professional Fundraisers" report, which found that nearly 1/3rd of charitable donations ended up in the pockets of professional fundraisers. In 2017, more than $1.18 billion was raised in New York State through 964 fundraising campaigns conducted by professional fundraisers on behalf of charities. The Binghamton Devils today announced they will be holding a the “Put the Biscuit in the Basket” food drive starting on Wednesday and running until Saturday, December 15, benefitting CHOW. Some individuals on Medicaid receiving treatment for opioid use disorder might have received opioid prescriptions outside of their treatment programs, according to an audit issued by State Comptroller Tom DiNapoli. Auditors examined state Department of Health records from 2013 to Sept. 3th 2017 and identified 18,786 Medicaid recipients who received 208,198 prescriptions for opioids through Medicaid while also receiving opioids such as methadone, as part of a treatment program for opioid use disorder. DiNapoli recommended the Department of Health develop a report that can be used to notify treatment programs when I-STOP indicates recipients are receiving dangerous prescriptions; & to take steps to ensure Medicaid managed care organizations require reviews prior to dispensing opioids to recipients with opioid use disorder. Delaware County Sheriff’s Deputies arrested 24 year old Kyle Gardner of Franklin for DWI, & Driving with a blood alcohol content of 0.08% or higher, following a 1-car accident in the Town of Franklin, where the vehicle was found to have travelled over an embankment. Gardner was subsequently released on an appearance ticket and scheduled to appear before the Town of Franklin Court at a later date.

Oneonta Mayor Gary Herzig joined 50 mayors from across the State in Albany recently, to discuss the New York Conference of Mayors priorities for the 2019 Legislative Session. The mayors announced that the Creation of a Municipal Investment Initiative, Increase State Funding for Infrastructure & Allow Municipalities to be Compensated for the Cost of Providing Services to Large Tax Exempt Properties.

Delaware County Sheriff’s Deputies arrested and charged 30 year old Stephen Tanner of Deposit for Criminal Contempt for allegedly violating of an order of protection issued by the Delaware County Family Court. Tanner was arraigned at the Village of Deposit Court, where he was later remanded to the Delaware County Correctional Faculty in lieu of $1,000 cash bail or $2,000 secured bond. Tanner is set to appear in the Village of Deposit Court at a later date.

49 year old Wade Bostwick of Milford was found dead in his Center Street after Milford firefighters responded to smoke showing at his Center Street Home Saturday. Fire investigators believe that the fire started in a defective hot water heater in the basement, the fire was called in by Bostwick son. The Investigation is continuing.

State Senate Democrats announced that State Senator Andrea Stewart Cousins will be the first female leader of the Senate in State history. Stewart Cousins has been the Minority Leader since 2012; Democrats are taking over the State senate for the first time in over 8 years.

NY State of Health announced that Qualified Health Plan enrollees can begin renewing their coverage for 2019 starting today. Consumers must enroll or renew by December 15, 2018 for coverage beginning January 1, 2019. Renewal notices have been sent to more than 500,000 households with current NY State of Health coverage with information about their 2019 eligibility, health plan options, and costs. Delaware County Sheriff’s Deputies arrested 39 year old Michael Allen of Delhi with disseminating indecent material to minors and endangering the welfare of a child. Allen is accused of electronically sending pornographic material to a minor. Allen was arraigned at the Town of Delhi Court, where he was later remanded to the Delaware County Correctional Faculty in lieu of $5,000 cash bail. Allen is set to appear in the Town of Delhi Court at a later date for further court proceedings.

ACCO Brand employees rallied together for the Sidney United Way campaign this year, with 250 employees taking part in this year’s fundraiser. The donations will help local charities such as the Sidney Emergency Squad, Local Girl and Boy Scout Troops, Delaware Valley Humane Society, Tri-County Senior Center, American Red Cross, Local Food Banks, Catholic Charities and many others. the fall 2018 campaign raised and donated more than $25,000 to help support the work of the Sidney United Way.

New York State’s unemployment rate fell to 4.0% in October 2018, matching its lowest level on record, according to preliminary figures released by the State Department of Labor. The number of unemployed New Yorkers fell in October, from 397,600 to 387,700, its lowest level since April 2001. There was also a 26,600 person increase in the state’s civilian labor force, the largest monthly gain recorded since March 2004. Current labor force data extend back to 1976.

The Delaware County Board of Supervisors has proposed a 103 Million dollar budget proposal for fiscal year 2019 this week. The plan calls for a Property tax increase of about 1.56%. A public meeting will be held on the budget at the next board meeting on November 28 at 1:00 PM in Delhi.

The American Red Cross is facing a severe blood shortage and urgently needs donors to give blood today at 2 area locations. The Otsego County Sheriff’s Office arrested 33-year-old James Carey Jr. of Oneonta for disseminating indecent material to minors and endangering the welfare of a child. Carey is accused sending and receiving nude photographs” between himself and a 12-year-old girl, he was sent to the Otsego County Correctional Facility and is scheduled to appear in Town of Otsego Court on November 28.

Governor Cuomo today announced $22.9 million in grants to support 11 critical municipal water infrastructure projects in the Southern Tier. This funding represents $46.6 million in taxpayer savings and supports the creation of more than 3,200 jobs. These grants are funded through the state's highly successful Water Infrastructure Improvement Act program. The Village of Hancock will get a grant for 2.4 Million dollars toward their $4 Million dollar drinking water project.

2 people were arrested after an alleged domestic dispute last month where a shotgun was displayed. Troopers responded to a residence on Hotchkiss Hill Road in Greene where 32 year old Brian Brick of Greene allegedly waved a shotgun during a dispute, he left in a truck with 37 year old Michael Halstead of Scranton, Pennsylvania. Halstead is accused of accepting the shotgun from Brick; he cannot legally possess weapons as a convicted felon. Halstead was charged with Criminal Possession of a Weapon; he was arraigned in the village of Greene Court and remanded to the Chenango County Jail on $5,000 cash bail or $10,000 bail bond. Brick turned himself in to State Police last week, he was charged with Criminal Possession of a Weapon & Menacing, and he was arraigned and remanded to the Chenango County Jail on $10,000 cash bail or $15,000 bail bond.

State Police arrested 34 year old Donald Shurock of Oxford for Resisting Arrest and 2 counts of Criminal Mischief, Troopers were dispatched to a domestic dispute on Lucas Lane in the town of Oxford, where Shurock damaged property and also took the victim’s phone while the victim attempted to call for help the previous day. After an investigation, Shurock Jr. was arrested. He was arraigned in the town of Oxford Court where he was remanded to the Chenango County Jail on $2,500 cash bail or $10,000 bail bond. An order of protection was issued by the judge.

State Police arrested 53 year old Michael Kane of Bainbridge for DWI, after a trooper monitoring traffic on State Highway 7 in the town of Unadilla observed the vehicle that Kane was operating to have an equipment violation. After a traffic stop was initiated, Kane was arrested and released on appearance tickets returnable to the town of Unadilla Court on November 19th.

Delaware County Sheriff Deputies’ responded to a physical domestic dispute on Dry Brook Rd in the Town of Tompkins in August, upon completion of the investigation 65 year old Gerald Brundege of Tompkins was arrested for Harassment, 53 year old Mary Brundege of North Branch, NY was arrested for Harassment, she was released on a Criminal Summons. 64 year old Erpherd Brundege was arrested on an Arrest Warrant issued by the Town of Tompkins Court for Harassment, Reckless Endangerment & Assault; he was arraigned in the Village of Walton Court and released on his own recognizances. All parties are to appear in the Town of Tompkins Court at a later date to answer the said charges.

State Police arrested 43 year old Arzou Hami of Coventry for Menacing a Police Officer, Menacing, Criminal Possession of a Weapon and Resisting Arrest. A trooper was dispatched to a residence on State Route 235 in the town of Coventry that Hami was allegedly breaking property, allegedly threatened the victim with a Barbecue skewer. When the trooper entered the residence, Hami was sitting on the floor; she displayed a knife and threatened the trooper several times. Hami was tased and was taken into custody. She was arraigned in the town of Afton Court where she was remanded to the Chenango County Jail on $10,000 cash bail or $20,000 bail bond. She will return to Afton Court on November 14th.

The State Department of Health announced that it has issued the 2nd 2-year report on the Medical Use of Marijuana Under the Compassionate Care Act. The report recommends changes to increase patient access, which includes allowing practitioners to certify patients who previously did not qualify for medical marijuana; permitting all practitioners who can prescribe controlled substances to people to become registered providers; and initiating a pilot study to assess the cost-benefits of health insurance coverage. Captain Heggelke said that the incident occurred after 9:00 PM Monday; The Delaware County Coroner's Office ordered the bodies removed for autopsies, which were being performed at Lourdes Hospital in Binghamton this afternoon, the official cause and approximate time of death is expected to be in the final Autopsy report, which may be released later today.

The Trial for Ernest Franklin of Guilford has been delayed again, until early next year. Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. Ernest Franklin is being held without bail pending the start of his trial; Heather Franklin was released on bail.

State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.

State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

Governor Cuomo today announced the state is dedicating $3 million for state-of-the-art studies to reduce flooding and ice jams and improve ecology on 48 priority flood-prone streams throughout New York State. The DEC and Office of General Services will implement the studies as part of the Resilient NY program, which will consist of flood studies to identify the causes of flooding within each watershed and develop, evaluate, and recommend effective and ecologically sustainable flood and ice-jam hazard mitigation projects.

State Police arrested 32 year old Jessica Klinegardner of Tompkins for Unlawful Possession of Personal Identification Information, after a complaint by the victim that she noticed suspicious charges on her deceased mother’s credit card. An investigation revealed that Klinegardner was working as a home health aide for the deceased victim; she was issued an appearance ticket to appear in the town of Tompkins Court on December 6th.

The Delaware County Chamber of Commerce will hold their 1st Friday Eat & Meet this Friday in Hobart, from 8:30 to 10:00 am at Liberty Rock Books at 678 Main Street. The CDC and the State Health Department are urging New York State Residents to get their flu vaccine as soon as possible, as an early flu season has already started. A flu outbreak in 1 Michigan school district led that district to close with students & teachers experiencing a flu outbreak. State Police arrested 38 year old Annvernette Ellis of Edmeston for Driving While Intoxicated, Criminal Possession of a Controlled Substance and Aggravated Unlicensed Operation plus several traffic tickets. A trooper on patrol near the intersection of State Highway 20 and State Highway 8 observed Ellis commit several traffic offenses, a traffic stop was initiated and found Ellis was drinking an alcoholic beverage while driving, she also possessed oxycodone. Ellis was arraigned & was remanded to jail pending future court action.

24 Year old Kevin Perry of Laurens was sentenced in Otsego County Court to 2 concurrent prison terms of 25 years to life. Perry pleaded guilty to 2 counts of 2nd degree murder for the killing of his parents Solveig & Timothy Perry, in the family home in Laurens last December.

The State Health Department announced 5 suspected cases of the Acute Flaccid Myelitis virus in New York. So far, 4 of the cases were reported just outside of New York City and a 5th case in Buffalo, Health officials confirmed 39 cases of EV-D68 in children across the state, which is a virus that is linked to Acute Flaccid Myelitis. The Centers for Disease Control and Prevention revealed that they are investigating 155 suspected cases of AFM nationwide.

The State Labor Department announced local unemployment rates today. Statewide, the rate was at 4.1% for September, in Chenango County, unemployment was 3.6%, in Delaware County, 3.9% and in Otsego County, 3.5%.

State Police arrested 45 year old James Mumbulo of Edmeston for 27 counts of Overdriving, Torturing and Injuring Animals, after State Police were dispatched to check the welfare of several animals at a rented dairy farm on County Route 20 in Edmeston. Troopers located 27 deceased cow carcasses and several inches of manure, there was no food or water in the barn. After consulting with a veterinarian and the District Attorney’s office, Mumbulo was arrested. He was released on appearance tickets returnable to the town of Edmeston Court on November 19th.

Delaware County Sheriff’s Deputies arrested 24 year old Frances Thomas of Harpersfield for cruelty to animals; failure to provide proper food and sustenance. Deputies allege that Thomas failed to care for a dog over a period of time, failing to provide it with proper food, water, shelter and veterinary care. Thomas was issued an appearance ticket and is scheduled to appear at the Harpersfield Town Court at a later date.

State Police arrested 2 people after a traffic stop on State Highway 28 in the town of Otsego. The driver, 20 year old Victoria Sawyer of Worcester, NY was arrested for Criminal Possession of a Controlled Substance and Aggravated Unlicensed Operation, The passenger, 32 year old Brandon Brinson of Wilmington, North Carolina was charged with Criminal Possession of a Controlled Substance and Controlled Substance in a Non-Original Container. Sawyer and Brinson were arraigned in the town of Otsego Court and released on their own recognizance and will reappear at a future court date.

State Attorney General Barbara Underwood announced that following her office’s investigation into rent-to-own Practices of the Manufactured Home Park industry, 8 have
agreed to major reforms of their practices. As part of the settlement, the owners must reimburse tenants for any down payments and other costs expended and allowing
tenants to rescind their Option to Purchase Agreement. Locally, JKLM Communities of Oneonta, who own the Valley Stream Trailer Park in Oneonta, has agreed to
discontinue rent-to-own practices found to be unlawful, the Attorney General’s office will continue to work with the New York Housing Association and its members to
reform practices for the benefit of manufactured home park tenants throughout the state.

New York State’s unemployment rate fell to 4.1% in September 2018, reaching its lowest level since June 1988, according to preliminary figures released by the State
Department of Labor. The biggest job gains were in the fields of Educational & Health Services; Leisure & Hospitality & Construction.

Delaware County Sheriff’s Deputies arrested 18-year-old Devon Dority of Hamden for Menacing and Attempted Assault. Dority is accused of attempting to cause physical
injury by throwing a knife at a person during a domestic dispute. Dority was arraigned at Hamden Town Court and was remanded to the Delaware County Jail on $1000
bail. Dority is scheduled to appear at Hamden Town Court at a later date to answer the charges.

The Oneonta Police Department announced that their 8th annual Food Drive is now underway. Donations may be dropped off at the Oneonta Police Department anytime

State Police at Deposit arrested 28 year old Rio Myers of Damascus for Driving While Intoxicated, Criminal Possession of a Controlled Substance, & Unlawful Possession of Marihuana. A trooper on patrol was on the lookout for a vehicle operating erratically, a description was provided. The trooper was able to observe the vehicle in the town of Hancock unable to maintain a lane. A traffic stop was initiated and Myers was arrested, he was also found to be in possession of THC wax. He was released on appearance tickets returnable to the town of Hancock Court on October 22.

State Police arrested 25 year old Eric Frank of Oxford for Assault & Criminal Possession of a Weapon, Menacing and Reckless Endangerment, Troopers were dispatched to a residence on County Road 32 in Oxford for a report of a dispute. A complainant told troopers that Frank pointed a shotgun at the complainant then fired it in the air. He’s also accused of punching the complainant in the face then with the stock of the gun. Frank allegedly then struck the mailbox with his vehicle. Frank was arraigned in the town of Oxford Court and remanded to the Chenango County Jail on $15,000 cash bail or $30,000 property bond.

Delaware County Sheriff's Department investigators have filed more charges against 29 year old Lacey Benson of Fish's Eddy, for 2 counts of Promoting Prison Contraband. Benson was being booked into the Delaware County Jail on Separate Charges, when she was found to possess a hypodermic syringe with the needle attached, hidden inside her body, later that same day she was found to be in possession of 2 more hypodermic syringes with needles attached, inside the Delaware County Jail. Benson was arraigned & was sent back to the Delaware County jail without bail.

State Police arrested 26 year old Thomas Harris of Unadilla for DWI, Reckless Driving and Harassment Sunday, after a trooper monitoring State Highway 357 observed
Harris driving at about 100 miles an hour. Harris was stopped; his B.A.C was measured at .20%. Harris is also accused of making numerous threats of physical violence
toward troopers and their family members. He was arraigned in the town of Sidney Court and remanded to the Delaware County Jail on $5,000 cash bail or $10,000
property bond.

Norwich Fire Department responded Monday night at about 10:30 PM, to a Trailer Fire on River Street. Investigators believe that the cause of the fire was from a tree that
took down a power line, the trailer was a complete loss. No injuries have been reported.

New York sent an estimated $24.1 billion more in tax payments to Washington than it got back in federal spending in federal fiscal year 2017, getting back 90 cents for every dollar, according to a report released today by State Comptroller Tom DiNapoli. In 2017, New York was one of just 11 states that sent more to Washington than it  received. Only New Jersey, Massachusetts and Connecticut fared worse while New Mexico fared the best. While New York received 10 cents less per dollar of taxes, most states received more than they paid.

Assemblyman Cliff Crouch encourages new farmers to apply for the state’s New Farmers Grant Program. Empire State Development and the state Department of
Agriculture recently announced $1 million in new funding is now available to promote agricultural growth and support people who are entering or newly entered farming
with individual grants worth up to $50,000. For the past 5 years, the program has awarded nearly 90 farms with grants totaling $3.27 million.

Governor Cuomo today announced $5 million in state funding is available to support the recruitment and retention of Certified Recovery Peer Advocates and nurse
practitioners to assist New Yorkers suffering from addiction. The New York State Office of Alcoholism and Substance Abuse Services will award up to 170 grants to
certified outpatient and opioid treatment providers to help secure approximately 120 nurse practitioner and 50 Certified Peer Recovery Advocate positions across the
state.  Applications will be accepted through November 7th. Interested parties can review the Request for Applications at oasas.ny.gov.

SUNY Broome celebrated the grand opening of a $12.7 million advanced manufacturing building yesterday. The Advanced Manufacturing Center was built on the site of
the old mechanical building, the new facility houses classrooms and high-tech labs for welding, soldering, fermentation and food processing; the building is already in
use this fall semester.

Governor Cuomo announced the Syracuse Mets are committing to sign a lease extension to call Syracuse home for at least 25 years. New York State is committing $12.5 million to Onondaga County's major renovation project at NBT Bank Stadium in Syracuse, in preparation for the arrival of the Mets' minor league franchise in 2019. The Governor also announced the team has been renamed and will now be known as the "Syracuse Mets."

The Delaware County Sheriff’s Office arrested Mark Tubbs and Angela Huggins both of Sidney, for 1 count each of Unlawful Possession of Marijuana and Endangering the Welfare of a Child. The pair are accused of possessing marijuana in their apartment, where a 9 year old child also resided. The arrests came during the execution of arrest warrants at the Huggins and Tubbs residence by the Delaware County Sheriff’s Office Special Response Team. Both Huggins and Tubbs will appear in the Village of Sidney Court shortly to answer these charges.

Delaware County Sheriff's Department Investigators arrested 35 year old Philip Albergo of Meridale and charged him with Criminal Possession of a Weapon, Unlawfully Dealing With Fireworks and Dangerous Fireworks. Albergo was out on Probation on an unrelated charge, Probation Officers discovered a high capacity ammunition feeding device, which is banned in New York State, they also seized numerous unlawful fireworks. Albergo is being held at the Delaware County Correctional Facility as a Probation Violator, to be arraigned in the Town of Meredith Court on these charges at a later time.

The Town of Sidney Zoning Board of Appeals meeting, regarding the Muddy River Hops, that was originally scheduled for this evening at 7:00 PM has been cancelled. The meeting was due to be held in the Town of Sidney Office building at 44 Grand Street.

Delaware County Sheriff’s Deputies arrested 39 year old Eric Rossman of Davenport for criminal possession of stolen property, following an investigation into a stolen vehicle in the Town of Harpersfield earlier this year. Deputies encountered Rossman after responding to an accident in the Town of Delhi where he left the scene, they also discovered that Rossman was operating a motor vehicle with a suspended license, which led to several other charges. Rossman was arraigned at the Town of Davenport Court and was remanded to the Delaware County Correctional Facility in lieu of $5,000 cash bail or $10,000 secured bond, he will appear in the Town of Davenport and the Town of Delhi courts at a later date.

The Town of Hartwick will receive $1 million in grant money from the state for upgrades to the town’s water system. The money will be used to replace water mains, the auxiliary well and the primary well-house building, and to help pay for new mixers for the water storage tank and an emergency backup generator, as well as replacing or repairing water meters.

19th Congressional District Candidates will be debating in Walton on Tonight from 6:30 - 8:30 p.m., at the Walton Theater on Gardiner Place. Congressional candidates who have secured a place on the ballot have been invited, including incumbent John Faso and Democratic challenger Antonio Delgado, Green Party candidate Steven Greenfield and Independent Diane Neal. New York state’s health care jobs exceeded 1.2 million in 2017, according to a report released today by State Comptroller Tom DiNapoli. Health care employment rose by more than 18 percent over the past decade, more than double the pace of overall employment growth. DiNapoli’s report found the health care industry in New York provided nearly $71 billion in wages, with an average annual wage of $57,200 in 2017. New York ranked 3rd in the nation for its share of health care jobs.

Governor Cuomo announced that the New York Air National Guard is preparing to deploy 75 Airmen from the 106th Rescue Wing to assist in the response to Hurricane Michael, which is hitting the Florida panhandle today. The Airmen from the 106th Rescue Wing will deploy to Gulfport, Mississippi with one HC-130 search and rescue aircraft, one HH-60 Pave Hawk Rescue helicopter and two inflatable rescue boats. In addition, the New York Army National Guard is preparing to deploy 2 heavy lift helicopters to Tallahassee, Florida with 20 Soldiers. The HC-130 can conduct search operations from the air and can refuel helicopters in flight, which extends the range of the helicopters.

Delaware County Sheriff's Department and State DOT Inspectors conducted a commercial vehicle inspection on State Highway 30 in the Town of Colchester. 3 Inspections were conducted; Deputies issued 17 summonses for various safety violations including unsafe tires, uninspected motor vehicle, unregistered vehicle, loose cargo, spreading debris on the highway, & inadequate brakes. 2 of the vehicles were taken out of service, 1 driver was arrested for a displaying a forged commercial motor vehicle inspection certificate and issued multiple summons returnable to the Town of Colchester Court.

Delaware County Sheriff’s Office Criminal Investigation Division arrested 46 year old Michael Lynch of Sidney following the execution of a search warrant at his County Highway 23, Town of Sidney, and residence. Members of the Criminal Investigation Division, acting on a tip, obtained a search warrant for Lynch's residence, they seized marijuana plants, drying marijuana and a number of rifles and shotguns, Lynch was charged with criminal possession of marijuana & unlawful cultivation of cannabis, he was issued an appearance ticket for Town of Sidney Court at a later date.

The Regional Economic Development Council awards will include $690,000 for the Bethel Woods Center for the Arts, located on the site of the original 1969 Woodstock Music and Art Fair held 50 years ago. Bethel Woods will use the state funding for the 50th anniversary event for next year, which is planned as a 3-day festival like the original event.

The Otsego County Health Department will hold the next Rabies Vaccination clinic tonight in Otego. The clinic will be held at the Otego Fire Department from 6:00 to 8:00 PM. More information is available at 547-4230.

The Broome County Health Department has confirmed 2 cases of the West Nile Virus in recent weeks. Both Patients were hospitalized and both are recovering. Mild cases usually feature a fever, headache, body aches and occasionally skin rash or swollen glands, more serious cases include high fever, neck stiffness, muscle weakness and an altered mental status. Public health officials say the key is to avoid being bitten by mosquitoes, through insect repellent, screens and the elimination of standing water.

The Governor’s Administration and Oneonta Mayor Gary Herzig announced an October 11 roundtable event in Oneonta to discuss the upcoming 2020 Census and steps to ensure a full count of all New Yorkers. Chenango County Sheriff’s Office announced that 34 year old Timothy Adams of Sherburne will be charged shortly, in Connection with the Monday Morning Robbery at
The Sherburne Mirabito Convenience Store. Adams is accused of forcibly stealing items in the store & throwing hot coffee in the store clerk's face before fleeing the
scene. Monday afternoon, deputies located Adams, who had harmed himself with a knife and fled on foot to a nearby overgrown field where he was later apprehended.
Officers administered first aid to Adams, he was transported to Wilson Memorial Hospital in critical condition, upon release, he will be charged with 2nd degree Robbery.
2nd degree Assault, Tampering with Physical Evidence, and Possession of Stolen Property.

Hartwick College officials revealed today that 1 of their graduates was a victim of the Schoharie crash that killed 20 on Saturday. Officials said that class of 2015 graduate
Savannah Bursese was killed Saturday in the Schoharie Limousine crash; she earned Bachelor of Arts degrees in both Political Science and Business Administration.
State Police & The NTSB are still investigating the circumstances that led up to the crash.

The Broome-Endicott Swat Team executed a narcotics search warrant for the Broome County Special Investigations Unit Task Force on East Windsor Road in Nineveh
today; they arrested 24 year old Marissa Price of Port Crane for Criminal Possession of a Controlled Substance, Criminal Possession of a Controlled Substance, Criminal
Possession of Marihuana & Criminally Using Drug Paraphernalia. Officers seized 7 grams of Methamphetamine, 5 ounces of Marijuana, prescription pills, Digital scales
and drug packaging materials as well as 5 shotguns and rifles & $5,188 in cash from suspected drug sales. Price was arraigned in the Town of Colesville Court today and
was remanded to the custody of the Broome County Sheriff’s Correctional Facility without bail.

Chenango County Public Works will close County Road 5, between County Road 2 in the Town of German and State Highway 220 in the Town of McDonough today. Governor Cuomo announced that the driver of the limousine involved in Saturday's in Schoharie, did not have the appropriate license to be driving the vehicle. Cuomo also announced today that the vehicle in question was inspected last month & failed the inspection. State attorneys are seeking a cease and desist order to stop Prestige Limo from operating until the investigation into the accident has been completed. 18 people in the vehicle, including the driver were killed; also 2 bystanders were killed in a convenience store parking lot when they were struck by a vehicle that had been struck by the limo. The investigation is continuing.

The state Division of Homeland Security and Emergency Services' Office of Fire Prevention and Control held their 21st annual ceremony Monday morning in the Empire State Plaza Convention Center. 28 names were added today, many of the names added in recent years were from New York City Fire Department who died from illnesses associated with working at the World Trade Center after the September 11th 2001 terrorist attacks.

Corning announced that they will invest 11 million dollars for upgrades to their Oneonta Plant. The upgrades will allow for the company to keep 175 jobs at the plant, local officials also expect that the Corning Expansion could help attract more businesses to locate at the railyard redevelopment project area.

Drug Overdose deaths from Opioids have declined in Broome County. In the first 9 months of 2018, Officials said that there were 22 overdose deaths, in 2016 there were 60 deaths, and in 2017 there were 55. Most of the deaths were male, the average age was 41.

The city of Oneonta Department of Public Service will flush water mains in a portion of the low-service area, starting at 9:00 this morning. Work will continue until 4:00 PM, Flushing is expected to take place through the end of the week. Streets where service will be affected include Main Street and various side streets in the City’s East End.

The Delaware County Board of Elections reminds area residents interested in voting the in the November 6th General Election, need to register by this Friday October 12th, which is the last day to register in person and to postmark a registration form for the November 6th General Election. State Police and the Schoharie County Sheriff's Department responded to a motor vehicle crash at the intersection of State Route 30 and S30A in the town of Schoharie. A Ford Excursion limousine was traveling in a southwestern direction on State Route 30 and failed to stop at the intersection with State Route 30A. The limousine traveled across the intersection into a parking lot and struck a 2015 Toyota Highlander which was unoccupied and parked; the Highlander then struck and killed 2 pedestrians. 20 victims were killed, all 18 in the limousine, including the driver, and the two pedestrians. The investigation is ongoing.

Otsego County Sheriff Department arrested 31 year old Joel Young of Exeter, after he pointed a shotgun at a Sheriff’s Deputy during a domestic dispute call. The deputy entered the residence and attempted to arrest the defendant, who fled from into his bedroom & retrieved a shotgun and pointed it at the Deputy. Young was taken in to custody following a physical struggle, he was arrested for Menacing a police officer, Criminal Possession of Weapon, Resisting Arrest & Harassment, he was arraigned in the Town of Otsego Court, & was remanded to the Otsego County Jail on $20,000 cash bail or $40,000 bond and he is scheduled to reappear at a later date.

State DOT announced the completion of a $2.7 million pavement resurfacing project on Interstate 88 in the town and city of Oneonta. The 3.9-mile improvement project between Exit 13 and 16 included the milling & repaving, the shoulders were also given a surface treatment and all pavement markings were replaced. Curb ramps at the ends of the Exit 14 and Exit 15 off ramps were improved to comply with the Americans with Disabilities Act.

Fire Prevention Week is this week & the Firemen's Association of the State of New York is urging New Yorkers to ensure their smoke alarms are in proper working order, they specifically encourage New Yorkers to install smoke alarms equipped with sealed-in, non-removable batteries that last for 10 years. According to the National Fire Protection Association, three of every five home fire deaths occur in homes without smoke alarms or working smoke alarms. Firefighters frequently encounter smoke alarms with missing or dead batteries.

Attorney General Barbara Underwood today announced an agreement with Uber to settle allegations it intentionally concealed a 2016 data breach in violation of state law. The settlement requires Uber to adopt a data breach notification and data security practices and a corporate integrity program for employees to report unethical behavior, and hire an independent third party to assess its data security practices. It also requires Uber to pay a record penalty of $148 million. The agreement followed a 2016 breach where hackers informed Uber that they had downloaded the personal information of 25 million riders and 7.7 million driver in the U.S., Uber ultimately paid the hackers $100,000 to conceal the breach.

With the award of the multi-million dollar Downtown Revitalization Improvement Grant, the City of Oneonta and SUNY Oneonta are collaborating to bring Artspace to Oneonta to conduct a feasibility study to regarding a possible implementation of a self-sustaining arts development project. Artspace is a nonprofit real estate developer specializing in creating, owning and operating affordable spaces for artists and creative businesses, a visit is scheduled for October 23-25, 2018, it will include site visits of potential project locations, meetings with stakeholders and local artists, and a meeting open to the public. The State Department of Labor today released preliminary local area unemployment rates for August 2018. The State’s seasonally adjusted unemployment rate decreased from 4.3% to 4.2% in August 2018. Locally, Chenango County had 3.8% unemployment, Delaware county registered 4.2% & Otsego County 3.9% in August.

Today is National Voter Registration Day, which is celebrated on the second Tuesday of September, to remind those of legal voting age to make sure that they don’t miss registration deadlines. Former Focus Otsego operators Joseph Zupnik and Daniel Herman pleaded guilty recently to endangering the welfare of an incompetent or physically disabled person, in connection with an incident in which a 94-year-old resident in the facility was left in a recliner for almost 2 straight days. Zupnik & Herman were ordered to pay a fine of $5,000, the maximum fine for that charge. Zupnik & Herman are no longer associated with the facility, which is under new ownership, and is doing business as "Centers Home Health Care"

Governor Cuomo signed legislation to prohibit the leasing of companion animals in New York. The practice has resulted in balloon payments and predatory interest rates that lower income pet owners cannot afford, the pets were repossessed, traumatizing both owners and their pets. The amended law will prohibit the use of a dog or a cat as security for payments in contracts and financing agreements with pet dealers. The bills passed both houses of the legislature earlier this year.

Governor Cuomo signed legislation that adds acute pain management to the list of conditions for which medical marijuana can be recommended as an alternative to opioid use. The bill will also allow for substance use disorder treatment providers to recommend medical marijuana to help patients manage underlying pain that contributes to the abuse of substances such as opioids. In order to recommend medical marijuana for pain management, a registered practitioner must determine that the patient's pain degrades health and functional capability, along with certain other requirements.

The Chenango County Department of Health and Area Agency on Aging will be hosting their annual Senior Flu Vaccination Clinic for adults age 60 and over Today, from 9:30 to 11:30 AM at the Norwich Family YMCA. 29 year old Corey Robinson was sentenced to 15 years in state prison today in Broome County Court, for the shooting of 46 year old Erika Smith-Cunningham, in Johnson City on Easter Sunday. Robinson had been at a house party at 92 Crocker Avenue in Johnson City; he left after a fight broke out & returned later & fired a shotgun into the building, fatally striking Smith-Cunningham. Robinson fled to Georgia; he was extradited back to New York to face prosecution.

U.S. Senators Charles Schumer and Kirsten Gillibrand announced $225,000 in federal funding for the Oneonta Municipal Airport. The funding was allocated through the U.S. Department of Transportation and the FAA’s Airport Improvement Program. The funding will be used to purchase new snow removal equipment.

The State Department of Health should continue to improve how it informs the public of potential hazards in public drinking water systems, according to an audit released today by State Comptroller Tom DiNapoli. New York has 9,155 public water systems, which serves 95% of all New Yorkers. The audit stated that when water safety violations occurred, the Department did not always take appropriate or timely action to hold water systems accountable for required follow-up, such as notifying the public. Of the 126 water safety violations that auditors sampled, the Offices lacked evidence that system operators
notified the public 46% of the time, 21% were issued late. DiNapoli recommended that they prioritize actions to regulate emerging contaminants with known adverse health effects; and to make sure that safe drinking water is distributed to the public through a robust monitoring program that reports issues to the public in a timely fashion.

The Chenango County Sheriff’s Office arrested a Town of Sherburne man for Criminal Possession of a Controlled Substance, Driving While Ability Impaired by Drugs, Leaving the Scene of a Motor Vehicle Accident, and additional vehicle and traffic law violations. Deputies arrested 32 year old Kyle Lafever of Sherburne following a 1 car motor vehicle accident on County Road 32 in the Town of Norwich. Lafever allegedly was involved in 2 separate motor vehicle accidents and leaving the scene of the first accident. In the second motor vehicle accident deputies responded to the scene and administered first aid to Lafever. He was found to be in possession of heroin and a hypodermic syringe. He was transported to Chenango Memorial Hospital. Lafever is scheduled to appear in the Town of Norwich Court at a later date.

The Chenango County Sheriff’s Office arrested a Town of Plymouth man for Burglary and Grand Larceny in the Town of Pharsalia. 23 year old Austin Demuth of Plymouth is accused of unlawfully entering the residence of a victim and stealing several items, valued at more than $1,000, in July. Demuth was located hiding in his residence in the Town of Plymouth, he was arraigned in the Town of North Norwich Court and remanded to the Chenango County Correctional Facility on $5,000 cash bail. The investigation is ongoing and additional arrests are expected.

Sidney High School Senior J.P. Dewey has been selected to perform with the NYSSMA Conference All-State Jazz Ensemble in Rochester this fall. Dewey will be playing
piano in the 18-piece ensemble, and will also attend the music conference from November 29-December 2, he will also be eligible to perform with the ensemble in March
as part of NYSSMA Day festivities in Albany.

A judge has denied a motion by ex-Assembly Speaker Sheldon Silver regarding his bail request, pending the appeal of his corruption conviction and seven-year prison term. U.S. District Judge Valerie Caproni has denied Silver's request Monday, she stated that the substance of Silver's appeal lacks merit, and the sole purpose of the request was to stall Silver starting his prison term on October 5th. Silver was sentenced to 12 years in prison after his first conviction in 2015, that conviction was overturned after the U.S. Supreme Court redefined the boundaries of public corruption, then a 2nd jury convicted him
earlier this year, for taking $5 million illegally by using his political power for personal gain.

The State Department of Health should be doing more to insure that nursing homes are properly inspecting, maintaining and testing their medical equipment, according to an audit released today by State Comptroller Tom DiNapoli. Auditors found that while DOH completes its surveys on time and reports deficient practices to the public, as required, but they only looked at a small number of items in the facilities and could be missing equipment defects. In visits to 36 facilities, auditors found several pieces of poorly maintained equipment, including a transport wheelchair that was covered by rust, mold or mildew, and a suction machine, used to remove airway fluid, covered in dust. Delaware County Sheriff’s Deputies and Investigators arrested 49 year old Christopher Knipper of Harpersfield for Criminal Possession of Stolen Property and Falsifying Business Records. Knipper is accused of possessing a stolen motor vehicle that he took to a scrap yard where he had claimed ownership of the vehicle. He was arraigned in the Town of Davenport Court and remanded to the Delaware County Correctional Facility on $10,000 cash or $20,000 secured bond.

Chenango County Sheriff’s Deputies arrested 33 year old Nicholas Andrews of Preston for criminal sale of a controlled substance & criminal possession of a controlled substance Friday, after deputies executed a Search Warrant. Andrews was arraigned in the Chenango County Court and remanded to the Chenango County Correctional Facility with $12,000 bail. Norwich Police Department and Chenango County District Attorney’s Office assisted with the investigation.

Delaware County Sheriff’s Deputies arrested 29 year old Shawn Banks of Oneonta for aggravated unlicensed operation of a motor vehicle, following an accident on State Highway 28 in the Town of Meredith. Deputies discovered that Banks had his driving privileges suspended; he was also issued a summons for failure to keep right. Banks was released on tickets and is scheduled to re-appear in the Town of Meredith Court at a later date.

The State Supreme Court Appellate Division ruled that Actress Diane Neal of Hurley will be on the November ballot as an independent congressional candidate in the 19th District. The state Board of Elections last month rejected over 1,800 of the more than 4,100 signatures on Neal's petition, on Monday, the state Supreme Court Appellate Division ruled in Neal's favor in her challenge of the decision. Democrat Antonio Delgado is challenging Republican incumbent John Faso for the 19th Congressional District seat.

Empire State Development announced that Amphenol Aerospace in Sidney will construct a 5-megawatt solar farm on its industrial campus. The solar farm will utilize a large land site in the Village that would otherwise be unusable because it is located in a floodplain, will provide power to the rest of Amphenol’s operations and will promote stability of the electrical supply as the power generated goes back into the grid-especially during peak usage periods in the summer. Chenango County Sheriff's Department arrested 46 year old Robert Coleman of Smithville for DWI and criminal possession of a controlled substance. Sheriff’s Deputies were patrolling the area of State Hwy 220 in the Town of McDonough when Deputies came across a vehicle that had been involved in an accident. Coleman's vehicle left the roadway and struck an embankment, he was found to be in possession of methamphetamine. Coleman was processed on the charges and released until a later date in the Town of McDonough Court.

Governor Cuomo announced the strategic deployment of assets throughout the state as heavy rain and flash flooding are forecast for areas of the Southern Tier, Central New York, Mohawk Valley, Capital Region and Mid-Hudson Valley. Remnants of Tropical Depression Florence are hitting the state today; the DOT is setting up staging areas in Binghamton, & Oneonta locally in anticipation of the need for storm response, with a variety of heavy equipment ready to go if needed.

The State Department of Transportation will hold a public open house meeting on Wednesday, September 26 at Afton Central School, from 5:30-7:00 pm to discuss 2 bridge replacements on State Route 41 in the towns of Afton and Coventry. The project will replace the bridge carrying Route 41 over Cornell Creek in the town of Afton as well as the bridge carrying Route 41 over Wilkins Brook in the town of Coventry. Both bridges, which were built in the 1930s, are inspected regularly and safe for continued travel. The bridges will likely be replaced during separate construction seasons in 2020 and 2021. Delaware County Sheriff's Department responded to the report of a man with a shot gun near the Charlotte Valley School Monday. The school was in lockdown while deputies investigated, the man with the shot gun was a hunter in the area behind the Davenport head Start, the lockdown was lifted, and no arrests were made.

Governor Cuomo today requested that the federal government grant a Major Disaster Declaration for 8 counties devastated by flash flooding during severe storms in August. A Declaration would result in financial assistance from the federal government for emergency protective measures, debris removal, and repairs to public buildings and infrastructure. The 8 county request includes Broome, Chenango, & Delaware Counties locallly, after damage estimates exceeded $36 million in infrastructure repair, debris removal and structural damage as a result of these storms. Widespread power outages impacted more than 1,500 homes and businesses in the area, responders rescued and evacuated more than 200 people from campgrounds.

47 year old William Holtslander of Unadilla was found guilty by an Otsego County Court Jury on 13 counts of 1st degree sexual abuse. Holtslander was convicted after 4 hours of deliberation by the jury, for molesting a girl under the age of 11, 13 times; he faces sentencing on November 13th.

The Broome County Sheriff’s Office arrested 33 year old Scott Lord of Deposit Wednesday. Deputies stopped a vehicle on Upper Front Street in the Town of Dickinson for various violations, Lord is accused of lying about his name, possessing methamphetamine, heroin, crack cocaine, and LSD, he was charged with 4 counts of Criminal Possession of a Controlled Substance, plus Criminally Using Drug Paraphernalia, Criminal Impersonation, and numerous Traffic violations. Lord was processed & was released on appearance tickets for Town of Dickinson Court at a later date.

The Otsego County Department of Health reported that a raccoon tested positive for rabies in the town of Milford today. The raccoon was killed by a dog that was not current with rabies vaccination, it will be placed on 6 month quarantine, and there was no known human exposure to the raccoon. This is the 2nd rabies-positive animal in

Otsego County Sheriff Department attempted to stop a vehicle Wednesday afternoon on State Route 23 in the town of Morris for speeding. The vehicle's operator failed to comply, a pursuit through the Village of Morris. Deputies reported that during the pursuit, the unidentified driver attempted to pass another vehicle when his engine exploded and the vehicle caught fire. The suspect was taken into custody, numerous charges are pending, and firefighters from the Morris Fire Department extinguished the blaze.

The Main Street Railroad Tracks in Sidney were re-opened Wednesday afternoon, following the conclusion of track work by crews from Norfolk Southern Railroad. Sidney Village crews began milling work on River Street & Division Street this morning.

Attorney General Barbara Underwood announced the guilty pleas of Joseph Zupnik & Daniel Herman, the former owners and operators of Focus Rehabilitation and Nursing Center in Cooperstown, for endangering the welfare of an incompetent or physically disabled person. Herman and Zupnik's guilty pleas included admissions that between May 28th and June 1st 2016, they recklessly acted in a manner likely to be injurious to the physical, mental, or moral welfare of a physically disabled person & failing to provide sufficient staff to provide the necessary care for one Focus resident, including, nutrition, medications, and incontinence care. Zupnik and Herman face sentencing on October 10, 2018.

Attorney General Barbara Underwood announced her office's Election Day Hotline, which is available to help troubleshoot and resolve a range of issues encountered by voters at the polls during the statewide primary election today. Otsego County held its 21st annual Hazardous Waste Collection Day this past weekend, with a Friday event in Unadilla & the Saturday event at the Meadows Office Complex in Cooperstown. Approximately 689 households participated, & this was the 9th year that pharmaceuticals and medications were collected free of charge, with an estimated 175 pounds collected for incineration. A team of local volunteers diverted latex paint from the waste stream and poured an estimated 270 gallons into bulk containers, which will be re-mixed by Golden Artist Colors of Chenango County for eventual re-distribution to local not-for-profit agencies.

Nearly a year after Hurricane Maria plowed through Puerto Rico, public health conditions are still poor and access to basic health care is limited. Maria was a Category 4 hurricane, a Hospital was destroyed, and chronically ill patients are still struggling to get the care they need. 28 year old Devan Ellsworth of Norwich appeared in court earlier today, so far he has been charged with 2nd degree Assault & endangering the welfare of a child, in connection with the death of his 1 year old daughter last weekend in Norwich. First responders & Norwich police were called to the Ellsworth apartment on Henry Street in Norwich Sunday for a report of a 1-year-old child with a head injury, the child died Monday after being transferred to Upstate Medical Center in Syracuse. Ellsworth is expected to have his case heard by a Grand Jury & charges are expected to be added, he is being held in the Chenango County Jail without bail.

3 independent candidates in the 19th Congressional District race have been removed from the ballots, after having insufficient valid signatures on their nominating ballots. Luisa Parker of Callicoon, Dal LaMagna of Clinton & former "Law & Order" TV Actress Dianne Neal of Hurley had their names removed; Neal & LaMagna are expected to appeal the decision by the board of elections.

State Comptroller Tom DiNapoli released an audit today that examined 7 school districts and their compliance with school bus safety requirements, it found that school districts are not confirming all school bus drivers are completing required training and drug testing, and that school bus safety drills and inspections are done. DiNapoli recommended school officials take immediate steps to address the deficiencies, have superintendents annually approve all drivers that transport district students, have all drivers meet the minimum training requirements, & have random drug and alcohol testing, & have all buses have pre-trip inspections conducted. State Police arrested 41 year old John Nixon of Sherburne for Driving While Ability Impaired by Drugs, after a trooper responded to the report of a vehicle veered across the center line, into a drainage ditch & then back to the other side of the highway, striking several mailboxes, on State Route 8 in the town of Guilford. Nixon was arrested; he was released to a sober third party and is scheduled to appear in the town of Guilford Court on September 11th.

62 year old James Hone of Oneonta was arrested following a high
speed chase & after ramming his vehicle into 2 Oneonta Police cars,
totaling one of them, and injuring an officer. Hone was wanted on a
warrant for criminal contempt after allegedly violating an order of
protection, he was located by Oneonta police on 6th Street, when
Police attempted to make the arrest, Hone drove into the patrol car, a
2nd patrol car arrived & was also plowed into by Hone. Hone was
charged with attempted assault of a police officer, criminal
possession of a weapon, criminal mischief and 2nd degree assault
causing injury to a police officer, plus several other charges.

Governor Cuomo today announced that 100% of all State public
colleges at SUNY & CUNY will have a food pantry or stigma-free food
access for students in need by the end of the fall semester. New York
will be the 1st state to have a program to combat student hunger.
Currently, nearly 90% of SUNY and CUNY campuses offer these
services.

State Attorney General Barbara Underwood announced that the
Trump administration has ordered the restoration of $574 million for
three-quarters of the year in federal funding for New York's Essential
Plan, following the Attorney General's lawsuit earlier this year. The
Attorney General’s office filed the suit to block the Trump
administration from cutting off health care funding for New York's
Essential Plan, which covers hundreds of thousands of low-income
New Yorkers health care issues.

Governor Cuomo will debate Democratic Party Challenger, actress Cynthia Nixon in a debate at Hofstra University in Nassau County this evening. The debate will begin at 7:00 PM, Nixon trails Cuomo in the polls by a large margin, and this is the only debate scheduled between the 2 before the September 13th primary. The Winner will face Republican Marcus Molinaro, who also trails Cuomo by a large margin in recent polls.

State Police arrested 49 year old Christine Pecoraro of Oneonta for Aggravated DWI with a B.A.C of .28%, following an accident on State Route 357 in Franklin. Troopers found a vehicle in the lawn of a residence, after an investigation, Pecoraro was arrested & was arraigned in the town of Davenport Court where she was remanded to the Delaware County Jail on $1,000 cash bail or $2,000 bond. Her next court appearance is September 27th.

Governor Cuomo announced a joint effort by state agencies to crack down on underage drinking on college campuses and in college towns as the fall semester begins. The State Liquor Authority and the State DMV, working with local law enforcement agencies, will conduct statewide sweeps of locations holding liquor licenses, including bars, restaurants, liquor stores and grocery stores, looking for fake IDs and illegal sales to minors. The combined enforcement effort will begin immediately, Persons under the age of 21 found to be using fake IDs or false documents with the intent of purchasing alcohol can be arrested and have their license revoked for a minimum of 90 days or up to one year. Businesses charged by the State Liquor Authority with underage sales face civil penalties of up to $10,000 per violation, and repeat offenders also face potential suspension or revocation of their liquor licenses.

The Water System Staff in the Mount Upton Water District was notified Tuesday afternoon of a loss of pressure, which may increase the risk of contamination. The Health Department is advising district residents to boil water before drinking or using for food preparation. The repair has been made, and the Water District expects that the Boil Water notice could be cancelled later today after testing.

State Police arrested 32 Year Old Brent Fallon of Endwell for Unlawful Manufacture of Methamphetamine, following an explosion & fully engulfed house fire on Wayne Street Sunday. Broome County fire investigators and State Police revealed that the basement had precursors for the manufacture of methamphetamine. Fallon was arrested and released on an appearance ticket returnable to the town Union Court on September 4th.

The Walton Central School district board of education held another emergency meeting Wednesday night, they appointed Larry Thomas as interim Superintended replacing Roger Clough, who is out of paid administrative leave following accusations of misconduct. The Walton School Board is also working to hire new principal at the High School & Middle School, & an Assistant Principal from both school, after Rob Knuschke, Andy Gates & Mark Lamoreaux all resigned recently to accept other positions in other school districts.

The Delaware County Board of Supervisors voted to stop eminent domain proceedings in order to acquire the Bishop Farm property in Hamden, for a new Delaware County Department of Public Works facility. The board had made an offer for the property which was deemed too low by the Bishops, a public outcry at a recent meeting led to Wednesday board of supervisors’ decision to remove the bishop property from the list of properties considered for the facility.

The Binghamton University School of Pharmacy & Pharmaceutical Sciences opened up this week at their new $60,000 million dollar building in Johnson City. Governor Cuomo signed legislation that expands the benefits available to eligible crime victims, who have not been physically injured, to include reimbursement of crime scene cleanup and domestic violence shelter costs. The change will allow victims of hate crimes or domestic violence cases to apply for compensation for these expenses from the state Office of Victim Services. Under current law, crime scene cleanup and shelter costs incurred by crime victims were excluded.

State Police arrested 57 year old Cornelia Dawson of Massachusetts for Aggravated DWI with a reportable B.A.C. of .21%, as well as several other traffic tickets, after Troopers monitoring I-88 in Oneonta Dawson's vehicle cross into the shoulder several times. Dawson was arraigned in the town of Oneonta Court and released on her own recognizance.

DEC officials were on site all weekend near Hale Eddy, responding to the spill & clean-up of diesel fuel into the West Branch of the Delaware River, from last Thursday's
New York Susquehanna & Western railroad derailment. A small culvert & the railroad bed washed out after recent flash flooding, 2 Locomotives derailed at that site, and
number of other cars derailed further back on the line, with a couple of cars entering the river. Most of the railroad cars have been removed & the clean-up &
investigation is continuing.

State Police arrested 23 year old Daniel Shelton of Unadilla for DWI after Troopers were dispatched by Delaware County 911 to a report of a vehicle in the median on Interstate 88. Troopers learned that Shelton was traveling in a westerly direction when he veered to the right, struck a guiderail then crossed back toward the median. Shelton was arrested & was released to a sober third party and will appear in the town of Sidney Court on August 23rd.

The Otsego County health Department reported that a raccoon in the town of Mt. Vision, tested positive for rabies last week. The raccoon attacked a dog on Wednesday, 1 person came in contact with the raccoon while attempted the save the dog. The dog was up to date on its rabies vaccinations, and required a booster that evening. The next rabies clinic in Otsego County will be Tuesday from 6:00 to 8:00 PM at Neahwa Park in Oneonta.

State Police at Oneonta arrested 41 year old Coryn Rock of Morris on 4 counts of Criminal Contempt, after Troopers were contacted on July 26th, after a victim accused Rock of sending unwanted messages to a total of 4 people who were protected by an order of protection. Rock was arrested and arraigned in the town of Morris; she was released on her own recognizance pending additional court action.
