Broome County Sheriff's Fred Akshar held a press conference this afternoon into the deaths of 2 people at Village Manor Apartments on Gary Street in Windsor. Sheriff Akshar said that this was a murder & suicide, the deceased have been identified 53 year old Kent Johnson of Windsor and his former girlfriend, 47 year old Tess Savage of Binghamton. Investigators have determined that Savage went to Johnson's apartment, even though she had an order of protection against him, she died of strangulation, a few hours later, Johnson killed himself with a gun.
The Broome County Special Investigations Unit arrested 34 year old Carnel McCarden of Johnson City, police stated that McCarden dove through a glass window at 57 Miriam Street Tuesday to elude police investigators. McCarden was armed with 2 handguns, he was injured by broken glass, police searched the residence They Seized crystal methamphetamine and drug paraphernalia. McCarden was charged with 3 counts of criminal possession of a weapon, 2 counts of criminal possession of a controlled substance, criminal possession of stolen property and obstructing governmental administration, McCarden was arraigned and sent to Broome County Jail.
The Delaware County District Attorney's Office announced that 28 year old Paris Belton of Patersonville pleaded guilty to DWI In Masonville Town Court. Belton was charged after crashing his vehicle on State Route 8 on March 5th, Sidney Police & State Police responded, Belton had his licensed revoked, was ordered to attend a drug & alcohol evaluation, & must comply with recommendations, Belton was also charged $900 in fees & fines, and he must install an interlock device on all of his vehicles.
Several Area Fire Departments were called to the scene of a structure fire on Mary Brown Road in the town of Laurens this morning At about 9:10 AM. Firefighters from Laurens, Hartwick, Milford, West Oneonta, Morris & Oneonta have responded, The fire was called in an occupant, who reported that all other occupants escaped without injuries. Firefighters were still at the scene early this afternoon, WCDO News will have more information as it becomes available.

Reese admitted that she had a previous DWI conviction within the prior 10 years, which resulted in these charges being felonies, she was sentenced to 2 separate terms of 5-year felony probation supervision, she was also sentenced to Adult Treatment Court, she must undergo a drug and alcohol evaluation, and successfully comply with any treatment recommendations. Reese's license was revoked, and the Court imposed fines and surcharges in the amount of $4,140.00.

Governor Kathy Hochul announced the successful implementation of 988 in New York State as the new three-digit number to call or text to be connected to the National Suicide Prevention Lifeline. All 62 counties in New York State will be covered for the launch of the new 988 Lifeline, which will ensure that anyone with a New York area code contacting 988 will be connected to one of New York's 988 crisis centers. In 2020, NYS received 142,827 calls, a 13 percent increase in just one year.

Delaware County District Attorney John Hubbard has announced the start of his campaign for Delaware County Judge in the 2022 election. The position will be on the 2022 ballot following the announcement of retirement by Judge Richard Northrup. The Broome County District Attorney’s office announced that 27 year old Thomas Sessions of Whitney Point was arraigned Wednesday in Broome County Court, in connection with a March 23rd attack that seriously injured a Lisle resident. Sessions was located earlier this month in Arizona and taken into custody. The grand jury indictment charges Sessions with attempted 2nd degree murder, 1st degree assault, & attempted 1st & 2nd degree assault; he is accused of striking the victim in the head after knocking on the victim’s door & claiming to have a disabled vehicle.
A new report released Monday by a coalition of New York State law enforcement officials, public health experts and elected officials, showed that The Delaware County had the highest rates of gun-related suicide and homicide. The research focused at the rate of homicide and suicide in each county from 2012 to 2016, the report showed that for every 100,000 residents of Delaware County, there were 13.4 gun-related deaths, & the a rate of suicide by gun at 12.9. Other counties that ranked high were Allegany, Wyoming, Cattaraugus and Sullivan counties. New York State’s overall gun-related death rate was 4.4 deaths per 100,000 residents, which is below the national average of 11.8 deaths per 100,000 residents.
The Chenango County Sheriff’s Office arrested 19 year old Cordell Witherow of Plymouth for 3rd degree Assault. Witherow is accused of causing serious physical injury to an unidentified male victim. Witherow was released on an appearance ticket and is to appear in the Town of Plymouth Court at a later date.
Chenango County Sheriff's Department arrested 24 year old Cara Kaskeski of Mount Vision, for Welfare Fraud & Offering a False Instrument for Filing. Kaskeski allegedly collected more than $9,000 in child care assistance from July 2014 through November 2017 which she was not entitled to receive, she was issued appearance tickets to appear in the City of Norwich Court at a later date.
The next meeting of the Tri-Town Coalition on Substance Abuse Prevention will be held at Track Side Dining on Main Street in Sidney this evening. The meeting will run from 6:00 to 7:30 PM, participants are invited to use the rear entrance.
US Postal Inspectors, State Police CNET, Homeland Security Investigators (HSI), Vestal Police Department and the Broome County Drug Task Force made a controlled delivery of a package containing approximately 250 grams of Ecstasy to a residence in Binghamton. Following the delivery, a search was conducted at the home of 32 year old Andrew Davis, A search of the residence leads to the recovery of the package, digital scales, cellphone, & other items, Davis was charged with Criminal Possession of a Controlled Substance, he was arraigned and was remanded to the Broome County Jail without bail.
Delaware County Sheriff Deputies arrested 42 year old Patrick Renner Jr. of Stamford for Aggravated Unlicensed Operation of a Motor Vehicle, Operating a Motor Vehicle without an Ignition Interlock Device, Unlicensed Operation of a Motor Vehicle & violating the terms of his probation. Renner is accused of driving a vehicle on Main Street in the Village of Stamford on Thursday with a revoked driver’s license and without an ignition interlock device, from a previous DWI conviction. Renner was arraigned and was remanded to the Delaware County Correctional Facility without bail pending further court action.
State Police arrested 36 year old Jennifer Grant of Westford for DWI, Operating a Vehicle While Registration Suspended, & Unlawful Possession of Marihuana, plus numerous traffic tickets. Troopers stopped Grant while on Otsego County Highway 34 after they observed her cross the center line and drive onto the shoulder. Grant was released to a sober third party and given appearance tickets to the town of Westford Court on July 17th.
Delaware County Public Health and Delaware Opportunities will be holding a free Car Seat Safety Event at Delaware Opportunities 35430 NY-10, in Hamden, today from 10:00 AM to 1:00 PM. Referencing the recent suicides of designer Kate Spade and celebrity chef Anthony Bourdain, Senate Minority Leader Chuck Schumer commented that federal funding of suicide prevention needs to be increased after years of stagnant growth. Schumer said that the 3 most successful suicide prevention programs are The Garrett Lee Smith Suicide Prevention, The Suicide Prevention Lifeline & The GLS Suicide Prevention Resource Center; he said those 3 programs have received $50 million annually combined since 2013 without any increase.

Deputies allege that Palmatier neglected the appropriate care of a 3 year old child she was responsible for while engaging in smoking marijuana. Palmatier was issued appearance tickets and is scheduled to reappear at the Town of Middletown court at a later date to answer these charges.
The murder and arson trial of Ernest Franklin has been adjourned until November in Chenango County Court. Jury selection was scheduled to begin Monday in the murder and arson trial of Ernest Franklin. Franklin and his wife, Heather were indicted on charges of 2nd-degree murder, arson and tampering with physical evidence in the death of their 16 year old son Jeffrey at their town of Guilford home in March of 2017. The Franklins will face separate trials.

A Binghamton man has been arrested for a shooting at the Clinton Hotel bar in the City of Binghamton early Saturday morning. Binghamton Police responded to a shooting at 20 Clinton Street, 1 victim had suffered a non life-threatening gunshot wound to his right leg. 39-year-old James Simpson was arrested a short time later, a loaded revolver was recovered. Simpson was charged with 1st degree assault & Criminal Possession of a Weapon. Simpson was arraigned in the City of Binghamton Court and taken to the Broome County Jail.

The Chenango County Sheriff’s Office arrested 50-year-old Clifton Brooks for multiple drug related offenses in the Town of Norwich. Brooks was brought to the Chenango County Correctional Facility on drug related charges by the Village of Greene Police Department, While being processed into the facility, Correctional Officers located Crack Cocaine and Heroin, some of which was in a foot bandage. Brooks was charged with Criminal Possession of a Controlled Substance, Introducing Prison Contraband, and Criminal Possession of a Controlled Substance, he is being held in the Chenango County Jail and will appear in the Town of Norwich Court for arraignment Thursday.
The Suicide Prevention Network of Delaware County is sponsoring a free educational forum, “Let’s Talk-Mental Health Awareness” tonight from 6:00 to 8:00 PM at the O’Neil High School at 47-49 Stockton Avenue Walton. There will be refreshments and a resource fair at 6pm and the presentation and panel discussion will begin at 6:30pm. Colgate University officials and the Madison County Sheriff's Office University have identified the students as Cathryn Depuy and Ryan Adams, both 18 years old and from Ridgefield, Connecticut. The 2 freshmen were killed Sunday after their small plane crashed in a wooded area in the Town of Eaton in Madison County, shortly after take off from Hamilton Municipal Airport. Officials said that Depuy was at the controls of the single-engine Cessna 150, Federal Aviation Administration officials & the National Transportation Safety Board are investigating. A community vigil has been scheduled for 7:30 p.m. tonight at Colgate University.
Broome County deputies responded Sunday to State Route 12 and Knapp Hill Road in Chenango Forks, for a reported motor vehicle accident. Patrols located the vehicle in a ditch, and a male, covered in blood, which ran from the scene. The male was taken into custody & was identified as 29-year-old Andrew Hessney of Chenango Forks; he was transported to Wilson Hospital for treatment of his injuries and later released to the custody of the Sheriff’s Office. Hessney was charged with Obstructing Governmental Administration, Resisting Arrest, moving from a lane unsafely, he was arraigned and was remanded to the Broome County Sheriff’s Correctional Facility in $500.00 bail pending future court action.
The Broome County Sheriff’s Office responded Sunday to an unknown injury motor vehicle accident on Smith Hill Road in the Town of Lisle. Deputies found a vehicle stuck in a yard in front of 429 Smith Hill Rd. The driver was also located & identified as 34-year-old Michael Quail of Lisle, he was charged with Driving While Intoxicated, as well as several other charges, and he was processed at the Broome County Sheriff’s Office and will answer charges in the Town of Lisle court at a later date.
On Thursday, October 8th at 6:30pm there will be a Free training on Heroin / Opioid Overdose Prevention at the Sidney Fire Department at 74 River Street in Sidney. The training will be provided by the Southern Tier Aids Program, it will include how to learn the signs and symptoms of heroin and opioid overdose, how to use NARCAN to respond to an overdose situation & participants can receive a FREE Intranasal or intramuscular NARCAN kit to carry and use. Endicott Police and State Police Investigators uncovered a methamphetamine-manufacturing laboratory at a residence on West Wendell Street. Police arrested 22-year-old Paige Vymislicky of Endicott, for Burglary, Criminal Possession of a Controlled Substance & Unlawful Manufacture of Methamphetamine. 24 year old Bradlee Bismark of Endicott was arrested for Criminal Possession of a Controlled Substance, Unlawful Manufacture of Methamphetamine and Criminally Using Drug Paraphernalia. Both suspects were arraigned in the Town of Union Court and remanded to the Broome County Jail with out bail.

A SUNY Delhi freshman from Wappingers Falls was found dead in a wooded area near the campus Tuesday. The unidentified student was found unresponsive by friends, he was pronounced dead at the scene by the Delaware County Medical Examiner's office. No foul Play is suspected; a memorial service for the student is planned on September 25th in Hopewell Junction.

A 4th Cal Harris Murder trial has been scheduled to begin March 2nd 2016 in Schoharie County court. Harris was convicted wife in Tioga County Court for the murder of his estranged wife Michelle on or around September 11th 2001. A trial in Schoharie county court earlier this year ended with the jury unable to come to verdict. Prosecutors have until October 5th to file motions regarding a bid by the defense for dismissal.
Delaware County Deputies stopped 22-year-old Mark Frederick Tuesday night; Deputies stopped him for driving 107 miles per hour on State Highway 17 in the Town of Hancock. Frederick was ticketed for speeding, reckless driving, failure to comply, consumption of alcohol in a vehicle and a number of other violations. Frederick was arraigned in the Town of Hancock Court and remanded to the Delaware County Correctional Facility in lieu of $1500 cash bail pending further court action.

Delaware County Sheriff Deputies arrested 26-year-old Dustin Sundal of Unadilla on 1 count of Reckless Driving. It is alleged that Sundal drove his motorcycle in a reckless manner, which resulted in a personal injury motorcycle accident, he will return to Town of Tompkins court at a later date.

State Police from Deposit arrested 53-year-old William Barnhart of Deposit, for Driving While Intoxicated with a reportable BAC result of .17%. The arrest resulted from Delaware County 911 report of a disabled vehicle at the State Route 17, Exit 84 off ramp in Deposit. Troopers accuse Barnhart of drifting off the exit ramp and getting his vehicle stuck in a snow bank. Barnhart was issued tickets returnable to the Town of Deposit Court on February 23rd.

State Police responded Wednesday afternoon to 1562 County Route 18 in the Town of Butternuts, for a 911 call of a home invasion Burglary. 4 subjects fled into a wooded area after forcibly stealing property, 1of the subjects was reported to be armed with a handgun. Patrols from the State Police, Otsego & Chenango County Sheriff’s Offices, Town of New Berlin Police, and the City of Norwich Police responded, After a 9 hour search. A woman wanted on four warrants, was taken into custody Wednesday by the Broome County Sheriff’s Office. Deputies witnessed a woman passing unidentified items to another woman outside a window of the hotel, she drove off in a car with out-of-state plates, Deputies arrested the driver, Victoria Scott, of Florida, she was found to have suspended driving privileges in New York for failing to pay tickets issued in Binghamton. The passenger, 24-year-old Tiana Boer of Dunmore, Pennsylvania gave deputies a fake name and date of birth; Boer was charged with Criminal possession of a weapon, Criminal impersonation, and on warrants for Petty larceny, Prostitution, Resisting arrest & Escape. Scott was released after being issued traffic tickets.
