State Police, fire and emergency responders were dispatched to a 1-vehicle crash in the town of Andes. An investigation at the scene determined that a vehicle was traveling south on Fall Clove Road when it exited the roadway, striking a tree head-on. The operator, 43 year old Harland Dye of Delancey and the passenger, 34 year old Kate Cornelius-Schecter of Brooklyn, were transported to O’Connor Hospital, Dye was pronounced deceased at the hospital, Cornelius-Shecter was transported to Albany Medical Center for further treatment.

18 year old John Koscinski of Utica was found safe, he was reported missing from SUNY Cobleskill, the State Division of Criminal Justice reported that Koscinski had been missing since Wednesday.

19th District Congressman Marc Molinaro announced $180,000 is being delivered to Margaretville Memorial Hospital to address the shortage of Emergency Medical Services personnel in Delaware County. The funding is available through the Department of Health and Human Services, Margaretville Memorial Hospital will expand EMS training opportunities through its partnership with Delaware County EMS and SUNY Cobleskill.

State Police & The Norwich City Police are investigating a situation where an individual entered the Chenango Memorial Hospital Today in need of medical attention from a gun shot wound. Proper protocols were followed at the hospital, Area Schools were also locked down, the public is not in imminent danger, this is an ongoing investigation.

Catholic Charities in Sidney is continuing to collect items for their “Winter Clothing Drive” to help families in need as the winter approaches. New or Gently used winter coats, gloves, hats can be dropped off at the Sidney Catholic Charities office at 21 Liberty street, Offices in Oneonta & Cobleskill are also collecting.

New Yorkers enrolled in the SNAP will receive the maximum allowable level of food benefits for October. All households participating in SNAP — including those already at the maximum level of benefits — will receive a supplemental allotment this month, resulting in a roughly $234 million infusion of federal funding into the State economy.

State Police arrested 66 year old Raymond Sidlauskas of Afton for 2nd degree Arson, for intentionally setting a trash can on fire and caused tens thousands of dollars of damage to a Bassett Hospital room and medical equipment. Several rooms were evacuated due to the fire and over a dozen patients, including nurses and a security guard were treated for smoke inhalation. The fire was extinguished by employees at the hospital. Sidlauskas was arrested and was transported to the Otsego County Jail for Centralized Arraignment.

Town of Colchester Police announced that 81 year old George Fredericks of Roscoe died in a Sunday afternoon car crash. Delaware County 911 Center received multiple reports of a 2-car, head-on crash at about 12:38 pm. on Delaware County Route 7 near Hill Top Lane in Colchester. Fredericks was pronounced dead at the scene. The driver of the 2nd vehicle, 49 year old Angelo Zayas and a passenger were taken to Delaware Valley Hospital in Walton for treatment of their injuries. the preliminary investigation reported that Fredericks crossed over into the opposing lane striking the Zayas vehicle, both vehicles were engulfed in flames. The State Police Collision Reconstruction Unit is investigating the crash.

Bassett Healthcare Network has partially lifted visitation restrictions in its emergency departments, at A.O. Fox Hospital in Oneonta, the Tri-Town Campus in Sidney, Bassett Medical Center in Cooperstown, Cobleskill Regional Hospital, Little Falls Hospital, and O’Connor Hospital in Delhi. The Otsego County Department of Health reported their 100th death from COVID 19 in their latest report. The County has had 5 deaths already this year, they reported 128 new cases, and they have 8 hospitalized and a positivity rate of 16.8% over the previous 7 days.

The State Department of Health today announced the publication of the largest comparative study of its kind on immunity to COVID-19 from vaccines and from previous infection. The study, based on 32 million cases, found that both vaccination and a prior infection provided protection against future infection and hospitalization. The study concluded that becoming vaccinated and staying up-to-date with booster doses remains the most effective and only recommended way to gain immunity to COVID-19. Bassett Healthcare Network temporarily suspends visitation to inpatient units across all of its hospitals beginning today. Network officials say the community virus spread around Central New York remains high with the Omicron variant, leading to measures to protect the safety and health of its patients and staff. The announcement affects A.O. Fox in Oneonta, Bassett Medical Center in Cooperstown, Cobleskill Regional Hospital, Little Falls Hospital, and O’Connor Hospital in Delhi, more information is available at bassett.org.

The Otsego County Health Department Reported 116 new COVID 19 cases Wednesday, they reported 299 active cases, 11 hospitalized and a positivity rate of 8.2% over the previous 7 days.  COVID Vaccines are available in Milford; appointments can be made at appointments.bioreference.com/nystatecovidtesting

The Center for Agricultural Development & Entrepreurships Farmer' Survey deadline is tomorrow.  The survey takes about 15 minutes to complete and allows farmers to identify their top food system priorities.  The survey represents the 2nd phase of CADE’s data collection process, from 17 focus groups which were conducted between March and October in partnership with Cornell University, SUNY Cobleskill, and other researchers. The City of Oneonta Police Department is investigating a bank robbery at the NBT bank at 1 Wall Street Wednesday at about 11:00 AM.  A single male suspect demanded the teller to hand over an undisclosed amount of money, he  is described a 5’8 to 6’ tall, wearing a dark colored hooded sweatshirt, dark colored pants and is about 220-250 pounds with a heavy build.  He was last seen walking in an easterly direction on Wall Street.  The public is encouraged to contact the Oneonta Police Detectives with any additional information at (607) 432-1111.

The American Red Cross is holding a blood drive today at the A.O. Fox Hospital Tri-Town Campus Lab between 1:30 PM and 6:30PM in the Conference Room N-112. Delaware County Public Health reported 117 new COVID cases for Tuesday & Wednesday, with a positivity rate still at 9.5%.  They have 272 active cases, 10 hospitalized & 336 quarantined, there have been 85 deaths from the virus in Delaware County.

Bassett Healthcare Network announced today that Bassett Medical Center in Cooperstown and Cobleskill Regional Hospital have been placed on a state-wide list of facilities that currently have occupancies of 90% or more; A.O. Fox Hospital and Little Falls Hospital remain on that list. Those impacted facilities are also limiting non-essential elective procedures in accordance with an executive order enacted by the New York State Department of Health on December 3rd. Capacities at affected hospitals are being reassessed every 2 weeks. With rising cases of COVID-19 in the region, Bassett Healthcare Network will suspend visitation for the safety of patients and staff in all emergency departments across its network starting Wednesday.

Chenango County Health Department reports the continued increase in the number of COVID 19 cases in the county. The county has 301 active cases with 2/3rds unvaccinated, 523 are quarantined, 13 are hospitalized, all are unvaccinated, and there have been 92 COVID related deaths since the start of the pandemic. The State Health Department tested over 258,000, with 23,391 testing positive, for a Positivity rate of 9.04%. Patient Hospitalization are up to 4,020, with 769 in an ICU bed, and Patients on ventilators is up to 451, New deaths reported by healthcare facilities was 60 on Sunday.

Delaware County Public Health reported 77 new cases of COVID 19 Saturday through Monday, there are 263 active cases, 4 hospitalized & 533 in quarantine.

Visitation is suspended at Otsego County Correctional Facility until further notice due to the increase in COVID cases in the area, according to the Otsego County Sheriff’s Office. Otsego County Health Department reported 21 new cases Monday, there are 320 active COVID-19 cases, 12 people are hospitalized & there were 2 new deaths reported.

Chenango Public Health reported another COVID related death last week, bringing their total to 50. The County reports 19 hospitalized, 75 active cases & 247 quarantined, they've had a total of 2327 cases since last year.

Delaware County Public Health announced that there were 8 new cases of COVID 19 reported on Monday out of 115 tested, their active cases are at 129, the number hospitalized is 23 & 256 are quarantined.  Delaware County Public Health will continue to vaccinate 1B essential workers, this week, public health will be vaccinating people 65 and older with comorbidities, appointments can be made through the Office for the Aging at 607-832-5750, vaccines will continue to be available for people over 65 at pharmacies & state mass vaccination sites.

Bassett Healthcare Network has resumed partial visitation for inpatients at its hospital locations, Fox Hospital in Oneonta, Bassett Medical Center in Cooperstown, Cobleskill Regional Hospital, Little Falls Hospital, and O’Connor Hospital in Delhi.  Visitation hours are limited from 1 p.m. to 3 p.m. and 5 p.m. to 7 p.m. on weekdays. On weekends, hours will be open from 1 p.m. to 5 p.m.  Visitation remains suspended at A.O. State Police arrested 2 people after a Trooper witnesses 1 man chasing another with a baseball bat in Unadilla January 26th.  The suspect with the baseball bat ran to the Unadilla House after seeing the trooper, the victim, 26 year old Justin Cirigliano of Bainbridge was taken to AO Fox Hospital Tri Town Campus in Sidney, he was found to be in possession of a syringe, & was charged with Criminal Possession of a Controlled Substance & was will appear in the town of Unadilla court.   State Police arrested 44 year old Daniel Racquet of Unadilla for 2nd degree Assault & Menacing, after he was located at an unrelated incident and was hiding in a closet.  Racquet was transported to Otsego County Central Arraignment and Processing.

Chenango County Public Health announced that they have had 518 total cases of COVID 19 since March.  They currently report 55 active cases, 3 hospitalizations & 363 quarantines, they have had 10 deaths, 458 recoveries & over 41,700 tests have been conducted.

Bassett Healthcare Network is tightening visitor restrictions at all of its hospitals and long-term care facilities as COVID-19 cases continue to rise regionally and statewide. Effective Monday, Nov. 23, 2020, only individuals considered essential to the medical care of a patient will be allowed at Bassett Medical Center, Cooperstown; A.O. Fox Hospital, in Sidney & Oneonta; Little Falls Hospital, Cobleskill Regional Hospital, and O’ Connor Hospital in Delhi.   Visitation is also suspended at the Bassett network’s two long-term care facilities and assisted living facilities – A.O. Fox Nursing Home in Oneonta, and Valley Health Services and Valley Residential Services in Herkimer.

People have been captivated by the story of the little owl that was transported to New York City from West Oneonta last week, on the Tree that is being set up for the Christmas holidays in Rockefeller Center.  Susan O'Hanley of the Delaware Otsego Audubon Society told WCDO News that they believe that the owl was on the tree through the whole process & made the trip to the city:

Otsego County Department of Health reported 18 new COVID cases Wednesday, the number of cases in the county since March is up to 1128, with 58 active cases,  1 hospitalized,  8 deaths,  760 cases are now linked to SUNY Oneonta & 67 at Hartwick College.

Delaware County Public Health had 3 new cases of COVID 19 to report Wednesday, with 53 active cases, 6 are hospitalized, and 197 are quarantined.  Delaware County has had 289 cases, 227 recoveries & 9 deaths.

Chenango County Public Health  announced today that they had 9 more positive cases & are now up to 203 cases of COVID 19 since March, with 153 current quarantined, 1 Active Hospitalization, 185  Recoveries, they have just over 16,000 tests performed.

The City of Oneonta announced that crews will be milling and paving streets beginning at 7:00 AM tomorrow until 4:00 PM Friday.   Cobleskill Stone Products will start on Church Street from High Street to Franklin Street, and then to Ravine Parkway from West Street to SUNY Oneonta and the Ravine Parkway Spur, they will conclude at Neahwa Place from Main Street to Bernier Circle.  On-street parking will not be permitted on those streets. City of Oneonta officials said Tuesday the top level of the city parking garage will be closed for cleaning and maintenance from 6:00 AM tomorrow until 6:00 AM Thursday, the stairwells and pedestrian bridge to Main Street will remain open.  Otsego County Department of Health reported that they have had 30 confirmed cases of COVID 19 in June & July, with 9 cases in June and 21 in July.  Of those 30 cases, 18 were female and 12 male, 4 individuals were hospitalized, all were 60 years or older.  There are currently 10 active cases in 7 different households; no link between households has been identified.  3 new cases were reported Tuesday, giving the County 99 total confirmed cases,  3 people are hospitalized, 5 have died, 84 have recovered and 219 people on quarantined.

Delaware County received 1 new positive COVID-19 case Tuesday, giving them 8 active cases.  To date there have been 93 confirmed positive cases of COVID-19 in Delaware County, with 36 people under mandatory quarantine and 6 people under precautionary quarantine, 7 people are isolated at home and 1 is isolated in the hospital, 6 people have died and 79 have fully recovered.

Governor Cuomo announced today that the dashboard from the Health Department regarding the Coronavirus will be changing, as the percentage of people testing positive from the Coronavirus is about 1% statewide, the number hospitalized has steadily dropped and the daily death count is down to about 35 a day:

The State Health Department announced that the state is up to 379,482 Coronavirus cases since early March, with 683 new positives Monday out of almost 50,000 tests.  24,348 people have died from the virus since the pandemic hit in New Rochelle 3 1/2 months ago.

Chenango County Public Health announced that they have had 135 positive cases of the Coronavirus, 81 are quarantined, 1 person is hospitalized, 103 have recovered, and 5 have died they have conducted over 6200 tests.

Otsego County Sheriff's Deputies arrested 57 year old Jonathan Hatch of Cobleskill for 2 counts of DWI plus endangering the welfare of a child.  Hatch is accused of leaving 2 children at Glimmerglass State Park, after they refused to get in his vehicle.  Hatch was arraigned, an order of protection was issued & the children were turned over family.

Delaware County is reporting 1 new case of COVID-19, there have been 78 confirmed positive cases, with 16 people under quarantine, 2 of the cases are isolated in the hospital, 6 are isolated at home, 5 people have died and 65 have fully recovered.

The New
York State Office of Mental Health today issued a Request for Proposals that
will provide $50 million to develop licensed Residential Crisis programs across
the State for children and adults, for short-term interventions in therapeutic
settings to help individuals facing a mental health crisis to stabilize and
avoid the need for psychiatric hospitalization or emergency room
admissions.  The awards will help develop
at least 250 new crisis residential units statewide, up to $4 million dollars
could be used for targeting 30 units within the Central New York Region; More

The
Center for Agricultural Development and Entrepreneurship is co-hosting a free
workshop and resource expo for agriculture and food and beverage businesses to
meet and network with potential sources of funding for their operations. The
workshop will include panel presentations covering both traditional funding

A State
Police patrol vehicle was stuck by a tractor trailer Tuesday night in Tioga
County.  The trooper had just issued a
traffic ticket to a vehicle on State Route 17 in the town of Nichols & was
inside his marked patrol vehicle when a tractor trailer struck him from behind,
shearing off most of the driver’s side of the patrol car.  The tractor trailer did not stop & Troopers
and officers from Owego Police Department and Tioga County Sheriff’s Deputies
located and stopped the vehicle in Owego.
35-year-old Darvi Moreland of Florida was charged with DWI and several
vehicle and traffic tickets, he was arraigned in the town of Owego court and
remanded to the Tioga County Jail.   The
trooper was transported to Lourdes Hospital, treated and released.

The Center for Agricultural Development and Entrepreneurship
and SUNY Cobleskill will offer a free legal workshop On Wednesday, March 6th
from 7:00 to 9:00 PM in Oneonta, for farms and food businesses on the important

NY State of Health released
county-level enrollment statistics showing that overall enrollment increased in
each of New York’s 62 counties. Total enrollment in the Marketplace is now over
4.7 million people, reflecting an increase of more than 435,000 people from
2018.  NY State of Health focused
increased marketing and outreach efforts in areas with higher uninsured rates,
which contributed to enrollment gains across all program types. Counties with
the Highest Percentage Increase in Combined Qualified Health Plan &
Essential Plan Enrollment between 2018 and 2019 included Broome County with a
12% increase & Delaware County with a 10% increase.

Governor Cuomo today announced that the New York State
Department of Labor has been awarded up to $5.59 million in federal grants to
help provide new skills to workers, including new entrants to the workforce,
who have been or are being impacted by the opioid crisis. Additionally, the funds
will be used for workforce development in professions that address or prevent
problems related to opioids across the state, such as addiction treatment
service providers, pain management and therapy service providers, and mental
health treatment providers. The initiative complements ongoing efforts
by the state Health Department and the Office of Alcoholism and Substance
Abuse services to train peers in recovery to work with hospitals, assisting individuals
with substance use disorder in accessing treatment.

Delaware County Sheriff’s
Deputies arrested 28-year-old Michael Lor of Schenectady, for DWI, failure to keep
right and moving from a lane unsafely, after a traffic stop in the Town of
Middletown.  Lor was released & will
appear in the Town of Middletown Court at a later date.

County, AO Fox Hospital, Pathfinder Village & the State Veteran’s Home in
Oxford.

State Police Were dispatched to break up a fight between 2 men on I-88 when the two turned on the trooper and began attacking him.  Other troopers came to assist and a second trooper sustained injury.   The incident occurred Tuesday afternoon in Worcester; the 2 males have been identified as 65 year old Gary Lubrano & his 34 year old son Michael Lubrano of Cobleskill.   During the physical assault, the trooper sustained injuries to his jaw and lip, back up responded both suspects continued to fail to comply with Police, when a K9 handler arrived and the Police dog bit Gary Lubrano.  The struggle continued & a 2nd trooper was injured, suffering from a broken hand.  Both Lubrano’s were transported to Bassett Hospital, they were treated and released & were charged with assaulting a police officer & resisting arrest, they were arraigned in the town of Otsego Court Michael Lubrano was additionally charged with DWI.  Both were remanded to the Otsego County Jail on $50,000 cash bail or $75,000 property bond.  The injured troopers were transported to local hospitals and released; it is unknown when they will return to duty.

The Capital Region Toys for Tots Foundation today announced its distribution plans for the 2018 holiday season, to deliver thousands of toys and winter coats to children in need throughout Upstate New York. The Toys for Tots Train schedule is December 1st, starting at 10:00 AM at the Binghamton Yard, it will then arrive in Bainbridge at 11:45 AM, then at 1:15 pm at the Gas Avenue Crossing, Oneonta, before heading for Cobleskill & Delanson. The train will continue on Sunday & finish its run in through the Capital region to Rouses Point.

State Police arrested 29 year old Nicholas Reyes of Guilford for Aggravated Unlicensed Operation, Driving While Intoxicated & Refusal to Submit to a Breath Test. Troopers responded to a one car rollover on County Road 38 in the town of Guilford. An investigation revealed that the vehicle Reyes was operating veered over the double yellow lines then back into his lane before going off the roadway, striking a ditch and rolling over. Reyes was transported to Tri-Town Hospital then later Wilson Memorial Hospital for his injuries, he issued appearance tickets to the town of Guilford Court.

State Police at Sidney arrested 44 year old Thomas Hewitt of Worcester for Driving While Ability Impaired by Drugs, it was also discovered he had an active warrant in Cobleskill. A trooper observed Hewitt operating at a high rate of speed on State Route 8 in Sidney, the vehicle was stopped, Hewitt was arrested and arraigned in the town of Sidney Court. He was turned over to the Cobleskill Police Department to answer to the charges on the warrant. His next court date in the town of Sidney Court is August 23rd.

State Police investigated an accident Thursday night at county roads 21 & 23 in the town of Walton. A vehicle operated by an unidentified 18 year old female from Lake City Florida, was traveling north on Route 21 when she began to enter Route 23 but then she swerved to stay on Route 21 and she struck an SUV driven by 26 year old Briar Jeffrey Lee Holt of Rock Hill, South Carolina; which was southbound on Route 21, The driver of the first vehicle was ticketed for failure to keep right, she complained of ankle and chest pain & was taken to Delaware Valley Hospital. A 17 year old female passenger in the 1st vehicle had multiple facial lacerations and contusions, & was also taken to Delaware Valley Hospital, and 18 year old male passenger from Sidney Center, who was also in the 1st vehicle, suffered a broken leg and chest pain he was airlifted to Wilson Memorial hospital in Johnson City. 2 people in the Holt SUV were uninjured.

Delaware County Sheriff Deputies were dispatched to Delaware Valley Hospital in Walton on June 26th as a result of patients seeking medical treatment following an ATV accident. The Investigation revealed that a 12 year old Walton girl was operating an ATV in the Town of Tompkins when she lost control, left the roadway, traveled down an embankment, overturned and came to a rest in a creek bed. The driver and 2 passengers on the ATV, 42 year old Beth Czerniak and an 8 year old girl, all 3 were treated at Delaware Valley Hospital. Czerniak was later transported to Wilson Hospital, Johnson City, for further treatment of a head injury. Deputies have arrested Beth Czerniak of Walton for 2 counts of endangering the welfare of a child and for numerous other traffic charges, she will appear in Town of Tompkins Court at a later date to answer the charges.

State Police are investigating a Fatal Motor vehicle Collision on I-88 in the Town of Maryland, early Saturday morning. A vehicle exited the roadway, entered the center median, rolled over several times, ejecting 19 year old Douglas Alvarez of Mamaroneck, and coming to rest in the westbound lane of travel, it was then struck by another vehicle. Alvarez was transported to Albany Medical Center and later succumbed to his injures. 5 other occupants were transported to Bassett Hospital in Cooperstown with non-life threatening injuries. All 6 occupants are SUNY Cobleskill College students. The operator of the second, uninvolved vehicle was not injured. Alcohol was not a contributing factor to the accident. The investigation is ongoing.

On Saturday Oneonta Police responded to Fox Hospital Emergency Department for a reported stabbing victim. Police arrested 25-year-old Avi Figueroa of Oneonta, 37-year-old Nancy Callahan of Oneonta and 16-year-old Future Clovis if Richfield Springs, for 2nd degree Assault & 5th degree Conspiracy, Clovis was also charged with Menacing & Criminal Possession of a Weapon. Police stated that the victim had been walking on Chestnut Street in Oneonta near Fonda Avenue, when a confrontation ensued; the victim suffered a stab wound to the upper buttocks that required medical treatment. All 3 suspects were held for arraignment in the City of Oneonta Court.

Cobleskill Stone Products announced that State Route 205 is undergoing milling and paving from Brown Street to State Route 23 in Oneonta, today through September 10th. From September 14th through September 23rd, construction will continue from Silas Lane to Oneida Street. Motorists are encouraged to find alternate routes during the project period.

Police in New Mexico said Monday evening that mixed martial arts fighter & Endicott New York native Jon "Bones" Jones is in custody, in connections with a hit & run accident Sunday morning. Albuquerque Police Department reported that Jones was booked without incident for felony leaving the scene of an accident, the driver of the other vehicle was a pregnant woman in her 20's who suffered broken bones, she was taken to a nearby hospital for treatment and evaluation. Jones faces court action shortly.

Governor Cuomo announced that 17 additional companies will create 343 new jobs in New York State through START-UP NY. These companies join the 93 businesses that already participate in this program, which creates tax-free areas associated with colleges and universities across the state. The 17 businesses announced today will additionally invest nearly $13.5 million into these new job-creating ventures. They will be located in tax-free areas Including at SUNY Cobleskill, & Binghamton University.

The Chenango county sheriffs department investigated a 3 car motor vehicle head on accident on State Hwy 12 in the Town of North Norwich Monday. Investigators reported that 62-year-old Richard Webb of Sherburne failed to keep right and struck the vehicle of Larry and Eleanor Hall of Smyrna, head on. Deputies said that Gina Acee of Sherburne was unable to stop and struck Hall’s vehicle in the rear. Acee was uninjured; the Halls were transported to Chenango Memorial Hospital with non-life threatening injuries. Webb was charged with Aggravated DWI with BAC of more than .18, Unlawful Possession of Marihuana, Open container in a motor vehicle, Unlicensed Operation and failure to keep right. Webb faces court action at a later date.

Canadian Pacific’s Holiday Train will roll through the region on Wednesday, collecting donations for local food pantries while providing live entertainment at each stop. The train will be decorated with hundreds of thousands of lights starts the trip in Quebec on Today and makes its first U.S. stop the Wednesday night at the Steamtown Railroad Museum in Scranton, Pennsylvania. The train then heads north to Binghamton for an appearance at 8:30 p.m. Wednesday, followed by stops Thursday in Oneonta, & Cobleskill, the train continues east & then north Friday.
