Norwich Police Department executed a search warrant at 41 Cortland Street following an investigation into the sale and distribution of illegal narcotics. 39 year old Shawn Utter of Norwich, & 24 year old Brittany Cox were charged with several Counts of Criminal Sale of a Controlled Substance, Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon, Criminal Nuisance & Conspiracy, Officers seized cash from suspected drug sales, drug measuring equipment, methamphetamine, fentanyl, cocaine, marijuana, various pills, & weapons, The Village of Sidney Police Department assisted on scene with their drug detecting K9 unit, Utter was remanded to the Chenango County Correctional Facility without bail pending further proceedings. Cox was processed and arraigned in Norwich City Court, where she was remanded to the Chenango County Correctional Facility on $10,000 cash bail.
The FBI & the Johnson City Police Department arrested 69 year old Robert Randesi of Johnson City on federal drug & weapons charges after the execution of search warrant at a warehouse style building in Johnson City. Officers located over 20 pounds of suspected methamphetamine, quantities of marijuana, approximately $24,000 in cash, several firearms including AR-15 style rifles, ghost guns, firearm parts and ammunition, plus machinist tools and metal fabricating equipment consistent with tools used to construct or mill firearms & their parts. Randesi is currently in the Broome County Jail, He faces court action for both state and federal charges.
The State DOT announced the start of the $7 million Southside Oneonta Safety and Mobility Improvement Project, which will reduce traffic congestion and enhance pedestrian access along the State Route 23 and State Route 28 corridor. The project includes extended turning lanes, a new sidewalk and an additional pedestrian crosswalk, ADA-compliant curb ramps, plus 2 new bus stops for Oneonta Public Transit users, construction will be continuing through the fall of 2027.

State Police arrested 41 year old Donatello Lazarati of Baldwinsville for Grand Larceny, after an investigation revealed that Lazarati was working with the Assigned Counsel Program in Chenango County, Lazarati submitted duplicate billing to Chenango County for the same legal services and accepted payment. Chenango County sustained a financial loss of approximately $4,700. Lazarati was arrested was arrested, and was turned over to members of Troop C, he was processed & then transported to the Chenango County Jail for Centralized Arraignment.
The Chenango County Historical Society is collaborating with Commerce Chenango to host the annual Summer Barn Party from 5 to 7 pm. on June 25 at 43 Rexford Street. Historical Society Executive Director Jessica Moquin said that they will also be trying to raise funds during the events:

51 year old Timothy Hoose of Berkshire, was sentenced today in Broome County Court following his conviction for Grand Larceny after a Jury Trial. Hoose was sentenced to a term of 2 to 6 years in New York State Prison, also the Court entered a Civil Judgment in favor of the victim. Hoose operated a business known as H&H Contracting, he entered into a construction contract with the victim to build a garage on the victim’s property, the victim paid a $15,000 down payment, Hoose illegally converted over $3,000 of those funds for other purposes unrelated to the project. Hoose further failed to provide the victim with an accounting and disposition of the trust funds despite a written request, as required by Law.
Otsego County Sheriff's Office arrested 40 year old Christopher Ashton of Otego for Sex Offender Failure to Notify Change of Address. The investigation revealed that Ashton, who is a level 1 sex offender, did not report a change of address to the State Sex Offender Registry within 10 days, he was arrested, processed and was released on an Appearance Ticket to the Town of Middlefield Court at a later date, he was being held at the Otsego County Correctional Facility on a parole warrant.

Greater Opportunities of Broome and Chenango County has been awarded $9 million in grant funding for a new 20-unit residential housing project in Norwich. The development will be located at the former Flanagan Field on Plymouth Street, $8 million from the State Homes and Community Renewal Home-ARP and $1 million from a Chenango County Infrastructure Grant. The project calls for a 20-unit residential development that will be ADA compliant, Greater Opportunities will enter into a purchase agreement with the Norwich City School District to acquire the land after a survey is performed.
The Oneonta Town Board will hold a Public Hearing on April 8th regarding Plans to build an artificial intelligence data center at 359 County Road 9, which were put on hold following a 1 year moratorium on the project. 25 year old Jacob Brown of Binghamton, pleaded guilty in Broome County Court to Criminal Possession of a Controlled Substance, in exchange for a sentence of 8 years in State Prison, followed by 3 years of post-release supervision. On March 26th, Officers conducted a traffic stop on Bunn Hill Road in the Town of Vestal, During the course of the stop and subsequent investigation with assistance from K9 Coco, officers discovered a quarter pound of methamphetamine concealed beneath a child’s car seat, 3 children were in the vehicle at the time of the stop. Brown admitted to possessing the methamphetamine with intent to sell, officers also seized $1,242 from suspected drug sales, Sentencing is scheduled for January 15th in Broome County Court.

On August 19th, Delaware County Deputies were dispatched to a 2-car accident on State Highway 28 in the Town of Middletown, Deputies concluded that 1 of the drivers, 58 year old Jane Rudy of Pine Hill was intoxicated, at the completion of the toxicology results, Deputies arrested Rudy for DWI, Aggravated DWI with a BAC of more than .18%, Failure to Keep Right, among other charges, Rudy was released on appearance tickets for Town of Middletown Court.

Chenango County Sheriff's Office arrested 43 year old Thomas Toomer of Oxford for multiple counts of Criminal Possession of a Weapon, 1 count of Aggravated Criminal Possession of a Weapon, 1 count of Criminal Contempt. Members of the Chenango County Sheriff’s Office responded to Toomer’s residence to serve an eviction notice, Toomer and an additional occupant of the residence were removed, the other occupant had an order of protection against Toomer. Toomer was then taken into custody without incident. Several firearms, ammunition, and high-capacity magazines were located in the residence. Toomer had 3 previous Felony convictions & was not allowed to have firearms, he was arraigned & was remanded to the Chenango County Correctional Facility without bail pending additional court action in Chenango County Court.

34 year old Rashima Rollocks of Binghamton, pleaded guilty to 2nd degree Assault in Broome County Court. On June 19, 2023 Rollocks committed a violent assault on a seventy-five-year-old blind man inside his home in the City of Binghamton. Rollocks is scheduled to appear back in court for sentencing on November 7th, where she is expected to receive 7 years in New York State Prison followed by 3 years post-release supervision.
The Otsego County Sheriff's Office arrested 33 year old Gary Garbera of Cherry Valley following a Grand Larceny investigation. Garbera is accused of stealing a vehicle in the Village of Gilbertsville. Garbera was processed and issued an Appearance Ticket returnable to Town of Butternuts Court.

On February 20th, Corrections Officers of the Delaware County Sheriff’s Office responded to a fight occurring in one of the housing units at the Delaware County Correctional Facility. The Development Chenango Corporation of Commerce Chenango was recently awarded a $600,000 grant as part of the Downtown Revitalization Initiative to be specifically used for the Downtown Norwich Small Project Grant Fund. The grants will allow for businesses to invest in the physical appearance of their building, after the construction is complete and after a review, the grant funds will be awarded. Chenango County Sheriff's Office responded Tuesday evening to the report of a 2 car motor vehicle accident in the Town of Oxford, that resulted in 1 fatality. Deputies attempted life saving measures to 1 of vehicle operators who was ejected from the vehicle, Raymond Smith of Oxford, eventually succumbed to his injuries from the accident. The driver and passenger of the second vehicle involved self-extricated and were transported to Wilson Hospital for evaluation. The investigation revealed that Smith was traveling West bound on County Road 35 when another vehicle operated by a juvenile was traveling south bound on State Highway 220 and failed to stop at the intersection, striking the passenger side of Smith's vehicle. The investigation is continuing.

Broome County District Attorney office announced that an indictment was unsealed in Broome County Court charging 40 year old Tiease Cooper with one count of 2nd degree Manslaughter, Criminal Possession of a Controlled Substance and Endangering the Welfare of a Child. In April 2023, Cooper is accused of recklessly causing the death of a 13-month-old child by knowingly possessing and knowingly allowing other persons to possess fentanyl at 77 Saratoga Avenue in Binghamton in a manner that allowed the 13-month-old child to ingest fentanyl. Cooper was arraigned on the indictment, entered a not guilty plea & was released under the supervision of the Pretrial Release Program, with specified conditions of release.

The Broome County Sheriff's Office is seeking the public's help in identifying a white truck regarding 2 separate burglaries to a barn on Bryce Road in the Town of Sanford. Delaware County District Attorney's Office announced that 45 year old Hayes Cutting of Bainbridge pleaded guilty to 1 Count of Aggravated Family Offense in Delaware County Court Monday. The Delaware County District Attorney's Office announced that 29 year old Autumn Transue of Denver Colorado was indicted for Driving While Intoxicated. On March 8th, Transue is alleged to have operated a motor vehicle while intoxicated, she was stopped by the Colchester police. The indictment accused Transue of felony DWI, & driving with a blood alcohol content over .08%. State Police issued 39 tickets in Broome County during an “Operation Hard Hat” detail. Troopers from the Troop C Traffic Incident Management Unit monitored traffic on State Route 17 in the town of Sanford where road crews were completing bridge work. The 39 tickets issued included 13 for speeding, 8 for cell phone use while driving, 12 were for not wearing seatbelts, and 6 were for other assorted violations.
Delaware County Public Health has a free rabies vacciantion clinic today at the Walton Town Highway Garage, for dogs, cats & Domesticated ferrets. The Clinic will run from 5:00 to 7:00 PM today.

State Police arrested 29 year old Reinaldo Perez-Granado of Glendale, for Unlawful Surveillance, the investigation revealed that while at Chenango Valley State Park, Perez Granado entered a bathroom, reached over the stall and took photos of the child while a child was changing, the child alerted their parent and provide a detailed description of the man, the parent alerted a lifeguard, Park Rangers then State Police. Perez Granado was arrested and was processed, he was transported to Broome County Central Arraignment and Processing. Deputies found a vehicle left the roadway and collided with a front porch of a residence, Sophie had been operating a motor vehicle in an intoxicated state, he was charged with operating a motor vehicle while intoxicated, aggravated DWI, moving from lane unsafely, and inadequate brakes, Sophie was ordered to appear in the Town of Meredith Court at a later date.

Deputies found that the vehicle’s registration was suspended and Olsen had a suspended license, Olsen was charged with Operating a Motor Vehicle while the Registration was suspended, Aggravated Unlicensed Operation of a Motor Vehicle, driving without headlights, among other charges, Olsen was released on appearance tickets for Village of Sidney Court at a later date.

Chenango County Sheriff's Office arrested 33 year old Brandon Cullipher Of Plymouth On May 31, for DWI, Driving with a .08% BAC or Greater, and Aggravated DWI for driving while a child under the age of 16 is in a motor vehicle. Cullipher was observed driving a vehicle with no affixed inspection sticker on the windshield, he is also accused of driving the vehicle with an open container, with passengers under the age of 16. Cullipher was taken into custody, processed and released on an appearance ticket, to appear in the Town of North Norwich Court at a later date.

20 year old Brandon Navas of East Meredith was sentenced to 2 to 6 years in State Prison after admitting to violating the terms and conditions of his probation sentence. Navas was previously sentenced to a 5-year term of probation for his 2022 Conviction of Criminal Possession of Stolen Property, he is accused of committing a Burglary in Roxbury while serving the sentence, he appeared in Delaware County Court last week and admitted to violating probation, he was sentenced & was remanded to the custody of the Delaware County Correctional Facility pending his transfer to state custody.

The Trial of Nauman Hussain starts today in connection with the fatal crash of Hussain's Prestige Limo that crashed in Schoharie, killing 20 people in October 2018. Hussain is facing 20 counts of manslaughter and criminally negligent homicide, Jury Selection began this afternoon in Schoharie County Court.

The Broome County Special Investigations Unit Task Force raided 41 Doubleday Street on Tuesday. Police seized Opioids, methamphetamine, suboxone strips, 5 long guns and 2 handguns, they arrested 47 year-old James Roberts on drug and weapons charges & 43 year-old Danielle Ashdown on weapons charges. Thursday, officers pulled over a vehicle with stolen plates in Binghamton and seized hydrocodone, ecstasy and a pair of handguns, 1 was reported stolen from Owego, they arrested 44 year-old Rondell Wright, 34 year-old Calvin Chambers, 24 year-old John Carter and 38 year-old Shauna Massey. On Thursday, officers raided 1 Lawton Avenue in Binghamton and seized meth, fentanyl and drug selling materials. Police arrested 39 year-old Robert Titus on drug charges.
On April 22, Broome County Sheriff’s Office patrol responded to motor vehicle accident at State Route 12 and 12A in the Town of Chenango, 50 year old Jennifer Chamberlain of Binghamton was talked out of the vehicle by a deputy as gas was spilling onto the pavement, fire fighters responded to the crash and leak. Chamberlain attempted to make a turn, but veered wide left, crossing lanes of traffic. Her vehicle jumped over a raised curb and continued over a mulch bed striking several signposts and bushes before coming to a stop in the gas station parking lot. The broken signposts had ruptured the vehicle’s gas tank. Chamberlain's BAC was .27%, over 3 times the legal limit, she was charged with Driving While Intoxicated, Aggravated DWI with a BAC of 0.18 or more, Speed Not Reasonable & Prudent, Aggravated Unlicensed Operation among other charges, she was arraigned and released on an appearance ticket for Town of Chenango Court.

The City of Oneonta announced that a safety concern on the exit ramp in the City’s Parking Garage located on Market Street, The ramp was immediately closed Monday and a structural engineer brought in , who advised that repairs to the ramp are required before it can be safely re-opened to vehicular traffic. The top level of the parking garage and the exit ramp will remain closed until those repairs can be made. Also, City officials announced that their contractor, R.B. Robinson Contracting, will begin construction for Gardner Place Street Reconstruction project on Wednesday, This project will continue thru the end of June 2023. Work includes replacement of sanitary and storm sewer mains, including new sewer laterals to residents and businesses, and full street reconstruction including some sidewalks and curbs followed by final restoration and stripping.

The Task Force executed a search warrant at 383 Kolb Road, they seized over $10,000 in methamphetamine, plus weapons, high capacity magazines and ammunition. Dickson was charged with Criminal Possession of a Controlled Substance & Criminal Possession of a Weapon, plus Criminal Possession of Stolen Property & Criminally Using Drug Paraphernalia, Dickson faces court action shortly.
Broome County District Attorney Mike Korchack announced that 26-year-old Kout Akol of Binghamton was sentenced for Manslaughter, Criminal Possession of a weapon, tampering with physical evidence, and endangering the welfare of a child, in Broome County Court, for the fatal stabbing of 27-year-old Takecia Mitchell in Binghamton, Akol was sentenced to 25 years in state prison, followed by 5 years of post-release Supervision.
Walton Fire Department responded Sunday afternoon to a structure fire at 3664 East Brook Road. Firefighters found that the garage was fully engulfed, and had spread to a nearby house mutual aid was requested from Delhi, Franklin, and Treadwell firefighters, The occupants escaped, 1 cat died from the blaze. Walton Firefighters returned Monday morning to extinguish hot spots. The house and garage were a total loss. A pellet stove is believed to have started the fire, which has been ruled as accidental.

Delaware County District Attorney's Office announced that 64 year old Jeffery Laskow of Big Indian was convicted of 1 count of Driving While Ability Impaired by Drugs, he entered his guilty plea in the Town of Middletown Court last week. Laskow was involved in a 1 car motor vehicle accident in Margaretville on June 10, 2022, State Police accused Laskow of being under the influence of a drug, he was sentenced to 2 years of probation, and ordered to pay a $1,000 fine and a $400 surcharge, his driver’s license was revoked for 6 months, and he was ordered to attend a Victim Impact Panel and an Impaired Driver Program.

47 year old Matthew Coley of Roseboom was arrested In Montgomery County & has been turned over to the Otsego County Sheriff's Office. Coley was charged with 2nd degree Strangulation & 3rd Degree Assault following an investigation into a domestic incident in March of 2020. A warrant was issued for Coley arrest, he was picked up following a traffic stop & was arraigned at Otsego County Central Arraignment and released on his own recognizance.

19 year old Payton Gendron of Conklin has had his court date adjourned, due to the snow storm that dumped about 6 feet of snow on the Buffalo area since Thursday. Gendron was due in Erie County Court today to to answer to a series of charges for the fatal shooting for 10 people and the injuring of 3 others, during an attack on a Supermarket in a black neighborhood in May. Gendron is being held pending court action in for local and federal courts in the near future.
Delaware County Sheriff's deputies arrested 24 year old Henry Kaufmann of Delhi following an investigation into a 1 vehicle accident Friday night on State Highway 10 in Delhi. Deputies responded to the accident site, where the driver left the scene, Kaufmann was later located & he was charged with operating a motor vehicle while intoxicated, leaving the scene of a motor vehicle accident, moving from lane unsafely, speed not reasonable and prudent, operating with no seat belt, and open container. Kaufmann was released on an appearance ticket and was scheduled to appear before the Town of Delhi Court at a later date.

Morris Central School District residents will vote on a $14.5 million capital project, which includes replacing the bus garage, roofs on the main building, repaving the parking lot and installing LED energy efficient lights and replacing flooring as necessary, installing more cameras, replacing fire doors and updating the heating of the school. 86% of the project will come from state aid and the district will use $1 million in its capital reserves fund, a public forum will be held at 5:30 PM on December 8th in the school's library. The vote will be December 13th at the school's main entrance.

The investigation revealed that 19-year-old Kaleb Lorows of Willet lost control, left the roadway & struck a guard rail & then a tree. Lorows was pronounced deceased at the scene. The investigation into the cause of the motor vehicle accident is ongoing.

Federal authorities are investigating a single engine plane crash on Saturday, afternoon in Palantine in Montgomery County. The State Police initial investigation determined that a mechanical failure occurred, the pilot sustained non-life-threatening injuries and was air lifted to Albany Medical Center by LifeNet. No other injuries were reported. The investigation into the accident is continuing.

Highway and bridge projects have been shortchanged because the state continues to use money in the Dedicated Highway and Bridge Trust Fund to pay down debt from past projects and cover the operating costs for state agencies, according to a report by State Comptroller Tom DiNapoli. Fund spending was only 17 cents of every dollar spent from the Dedicated Highway & Bridge Fund, DiNapoli recommended the state Maximize the share of trust fund revenue for capital projects by developing a multi-year plan to reduce state operations and debt service costs paid for by the Fund, Increase the share of transportation capital projects on a pay-as-you-go basis; and Reduce the trust fund’s reliance on annual General Fund transfers and use the fund’s dedicated revenue streams.
Delaware County Sheriff Deputies responded Wednesday to a 2 car motor vehicle accident at the intersection in the Town of Harpersfield. Deputies discovered only 1 vehicle at the accident scene, the 2nd operator fled the scene. Deputies identified the operator of the fleeing vehicle as 45-year-old Wayne Swart of Hobart, whose Driver’s License was revoked on 3 separate dates. Deputies arrested Swart Sunday and charged him with Obstructing Governmental Administration, Aggravated Unlicensed Operation of a Motor Vehicle, Operating a Motor Vehicle Without an Ignition Interlock Device, and several other related charges, Swart was released on appearance and traffic tickets and is scheduled to appear at the Town of Harpersfield Court at a later date.

State Police arrested a 17-year-old high school student for Criminal Possession of a Weapon, after the Bainbridge-Guilford School district notified State Police about a video posted to social media which showed a subject firing a rifle at a tree after making a general threat against Black people using a racial slur. The rifle possessed by the 17-year-old was not SAFE Act compliant, he was arrested and later arraigned as an adolescent offender in Chenango County Court. The Chenango County District Attorney determined that a hate crime did not occur, since the video was not directly sent to a specific person or group. The second individual in the video will not face any charges.
Firefighters from Morris, Oneonta & Others responded to a structure fire on Lake Street in Morris Friday night. The fire was at the site of the former Linn Tractor Company near the entrance to the Otsego County Fairgrounds, no injuries were reported.

Delaware County Sheriff's deputies arrested a Level 3 Sex Offender in Delhi Wednesday afternoon for violating the Sex Offender Registration Act. 48 year-old Lyman McCann was charged with failing to report a change of address as required by the New York State Sex Offender Registration Act. McCann is designated as Sexually Violent Offender, he reported a Walton address to the Sheriff’s Office following his release from jail in March, after serving the maximum sentence for sodomy, robbery and unlawful imprisonment, McCann had not been living at the address since April, he was arraigned & was remanded to the Delaware County Correctional Facility without bail pending a County Court bail hearing and appearances in the Town of Delhi Court.

Delaware County Sheriff's office announced that a tip from a community member has resulted in the arrest of a sex offender for failing to register a social media screen name. Investigators arrested and charged 20-year-old Tyler Dibble of Hamden with failure to register an address change, he is a level 3 sex offender & he is accused of failing to report a FACEBOOK screen name within 10 days as required by the New York State Sex Offender Registration Act. Dibble was issued an appearance ticket directing him to appear in the Town of Delhi Court on a future date.

Amato refused to take a sobriety test and locked himself in his vehicle; he was eventually removed from the vehicle and placed under arrest. Amato was found to be in possession of an illegal weapon, he was also charged with obstruction of governmental administration and criminal possession of a weapon as well as several traffic violations & faces court action at a later date.

Chenango County Public Health Department reported 24 new COVID cases since Friday, bringing their total to 3366 since the start of the pandemic, they report 81 active cases, 380 quarantines, a decrease of 64 since Friday, & 8 are hospitalized, there have been 3107 Recoveries & 74 deaths.
On May 5th, Delaware County Sheriff’s Deputies responded to a domestic dispute in the Village of Walton. Deputies were advised that the suspect, 39 year old William Cooksey of Walton was intoxicated & had left the scene in a vehicle. Deputies located Cooksey, he was charged with DWI, aggravated DWI and unlicensed operation of a motor vehicle, he was released & will appear in Village of Walton Court at a later date.

Delaware County Sheriff Craig DuMond announced that Delaware County Corrections Officer Paul Moore was named New York State Corrections Officer of the Year by the State Sheriff’s Association. On June 11th, 2020 Officer Moore was on duty in the staff dining room at the Delaware County Corrections Facility when he observed a fellow officer choking & in distress, he administered the Heimlich maneuver and after several thrusts, was able to dislodge the object, allowing the officer to breath and talk again. Officer Moore received his award at a ceremony on April 28th.

Sidney Village residents can drop off electronic items at the Village Garage on Sherman Avenue Friday & Saturday from 8:00 AM to 3:00 PM, accepted items include Computer monitors, TV’s, Copiers, Fax Machines, Cell Phones, Microwaves, Gaming Devices, Metal & non-Freon appliances.
