State Police arrested 35 year old David Keener of Whitney Point, for 3rd degree Grand Larceny. Troopers accused Keener of using a victim's business account at a local hardware store and making several unauthorized purchases, totaling more than $5800. Keener was located by Troopers on July 10 and arrested, he was processed & turned over to the Broome County Jail for Arraignment.

38 year old Tristan Skeete of Brooklyn was sentenced to additional jail time for assaulting a fellow inmate at the Delaware County Correctional Facility. On February 20th, Corrections Officers of the Delaware County Sheriff’s Office responded to a fight occurring in one of the housing units at the Delaware County Correctional Facility. Upon arrival, officers broke up the fight between Skeete, & 2 other inmates, Corrections Officer Bryce Charles eventually deployed a taser to break up the fight. Skeete appeared in Delaware County Court this week & entered a guilty plea to 3rd degree Assault, he was sentenced to 7 months incarceration, a $25 Crime Victim fee and surcharge, and a $50 DNA fee.

Delaware County Sheriff's office arrested 70-year-old Charles David of Delhi, after Deputies received a complaint from Delhi Rehabilitation Center. David is accused of subjecting 2 female victims to unwanted sexual contact on 2 separate occasions while residing at the facility. David was charged with 2 counts of Forcible Touching, he was processed and will return to the Town of Delhi Court at a later date. An order of protection was issued for each of the victims.

Broome County District Attorney Mike Korchak announced that 32 year old Amanda Hoyt of Binghamton, pleaded guilty to the felony offense of Attempted Burglary in the Second Degree. In January, Hoyt illegally entered a St. Charles Street apartment in the Village of Johnson City and struck the resident in the arm with a hammer causing injury. Hoyt is a Second Violent Felony Offender and will be sentenced to 5 years in state prison on November 15th.

Hospice & Palliative Care of Chenango County are collecting items for their 2022 home made sale, which will be held in October, Hospice Spokesperson Sarah Green told WCDO News what kind of home made items they are looking for:

The Election results have been tabulated; in the 19th Congressional District, special election, Pat Ryan appears to have defeated Republican Marcus Molinaro to fill the Congressional seat through the end of this year. 51st State Senate District, incumbent Republican Peter Oberacker won & will be on the ballot in November. In the 52nd State Senate District, Lea Webb won the Democratic party nomination, and will face Republican Rich David in November. In the 19th Congressional District, the Democratic Party Primary Josh Riley is the winner & he will appear on the Ballot in November for the term starting January 1st 2023.

The Friends of Afton announced the return of Afton’s Annual Christmas Parade, scheduled for Saturday December 4th at 5:00 pm. Floats and vehicles will line up at Corporate Park off Route 7, Walking groups, bicycles, and golf carts will gather at the Afton Edge Apartments.

Yesterday was Election Day, The Delaware County Board of Elections did not announce a winner for the Sidney Town Supervisor’s race, between write-in candidates Eric Wilson & Kevin Greene, Officials told WCDO News it will take days or maybe even weeks to count & certify all of the write in votes across all 19 towns from this year's elections, there were 552 write in Votes Tuesday in Sidney Town Supervisors race. The winners for the Sidney Town board were Frank Selleck & Bill Heath, in the Town of Meredith, Town Council winners were John Janiszewski & David Briggs, the Town of Franklin Board seats go to Garret Sitts & Heather Ross, the town of Middletown Supervisor Will be Patrick Davis, the Town of Tompkins Clerk was Michelle Phoenix, in the Town Of Delhi, the supervisor will be Mark Tuttle, the Town Council winners were Margaret Baldwin & Matthew Kryston & the Walton Town Supervisor will be Joseph Cetta. In Chenango County, Sheriff Ernest Cutting was re-elected, The County Clerk winner is Brian Wessels, & the winners for the Norwich City Council are Fred Gee, William Loomis, Tom Revoir & Barry Christopherson. Voters approved the proposition to the Right to clean air, clean water and a healthy environment.

Delhi Village Police responded on May 8th for a report of a person passed out behind the wheel of a running motor vehicle, Police found 3 people who all appeared to be suffering from an opioid overdose. They were taken to O’Connor Hospital for treatment. Police discovered of a small amount of heroin in the vehicle; resulting in the arrests of 60-year-old Ronald Alston of Portlandville, 69-year-old Charles David Jr. of Delhi & 67-year-old Thaddeus David of Portlandville on drug charges, all 3 were released with appearance tickets returnable to the Delhi Town Court.

U.S. Senator Charles Schumer, & Congressmen Paul Tonko
and Antonio Delgado held a press conference today to unveil plans on limousine
safety; 1 day after the NTSB released their findings regarding the October 6th
2018 limousine crash that killed 20 in Schoharie County.  The NTSB report recommendations are to
require lap/shoulder belts for each passenger in a seated position on all new
vehicles modified to be used as limousines. The NTSB also said that the
Schoharie crash was not survivable for the limousine driver; limousine Owner
Nauman Hussein is facing 20 counts of 2nd degree manslaughter and criminally
negligent homicide.

The Otsego County Board of Representatives approved a
resolution urging the State Parole board to deny parole for David Dart, who was
convicted of murdering Gillian Gibbons in the lower level for the Oneonta
Municipal Parking Garage in 1989.  The
resolution also supports a bill co-sponsored by state Senator Jim Seward, to
allow the parole board to decide to hold hearings every 5 years, instead of
every 2 years for those convicted of the most violent offenses

Vestal Police cancelled the missing vulnerable adult alert for 87 year old Charles McGlynn of Vestal late last night. Police said that McGlynn was found safe, & further details have not yet been released.

The Chenango County Sheriff's Office has an active Arrest Warrant for 42 year old Jason Barrows, who is known to frequent the Oxford and McDonough areas. Barrows has an active arrest warrant for 2nd degree Burglary, anyone with information on his whereabouts is asked to contact the Sheriff's Office at 334-2000 extension 1.

State DOT announced the opening of 2 lanes of traffic on the newly constructed section of Interstate 81 northbound and State Route 17 westbound between I-81 Exit 3 & Chenango Street in the city of Binghamton. This marks the end of the temporary, two-lanes-in-each-direction traffic pattern on I-81 southbound/Route 17 eastbound. The project is scheduled for completion in December 2020. Work in 2019 will include the construction of Front Street northbound lanes and a multi-use path.

The State DEC reported that hunters reported taking 14% more deer in the Northern Zone and 11% more in the Southern Zone, than they did last year. Preliminary figures show hunters killed nearly 109,000 deer this fall statewide, compared to just under 98,000 last year and 86,000 in 2016. Bear hunters reported taking 1,066 bears, the 2nd straight decrease since 2016.

The State Labor department released the report of local unemployment rates for November. The state rate was 3.9%, Locally, Chenango County had 3.5%, Delaware County had 3.7% & Otsego County had 3.4% unemployment in November.

Delaware County Sheriff’s Deputies arrested 32 year old Terence Ito of Walton for Criminal Contempt; he is accused of violating an order of protection that had been put in place by the Delaware County Family Court. He was arraigned in the Delhi Town Court where he was released on his own recognizance; he will reappear at a later date in the Franklin Town Court.

State Senator Jim Seward will be sworn into office on January 1st at the Foothills Performing Arts Center in Oneonta. Seward will be sworn into office for his 17th senate term. Otsego County Judge John Lambert and Otsego County Sheriff Richard Devlin will also be sworn in for new terms. Otsego County Board of Representatives Chairman David Bliss will serve as master of ceremonies. Otsego County Judge Brian Burns will administer the oath of office.

The 2018 Greater Binghamton Project Homecoming Job & Career fair will be held today at the Oakdale Mall in Johnson City. Representatives from 65 area employers will be on hand, the fair will run from 11:00 AM to 4:00 PM, it is sponsored by the Greater Binghamton Chamber of Commerce.

State police arrested Charles Walsh of Sidney on charges of assault, criminal nuisance & unlawful possession of a firearm, & criminal possession of marijuana following an investigation into a domestic dispute in the village of Sidney. Walsh is accused of striking a person & burning a telephone cord to prevent that victim from calling police. Walsh was arraigned & remanded to the Delaware county jail on $5,000 cash bail pending future court action.

State Police arrested 57 year old David Bailey of Sidney on charges of sexual abuse, & endangering the welfare of a child. Bailey is accused of inappropriately touching a child, and sending inappropriate messages to the same child on social media, he was arraigned & was sent to the Delaware County jail on $15,000 cash bail or $30,000 bond pending future court action.

Walton Supervisor Charles Gregory is re-elected, the Franklin Town Council winners were David Grant & Garret Sitts, Oneonta mayor Gary Herzig is re-elected, Oneonta Town Supervisor Robert Wood is re-elected, Oneonta town council Winners were Patricia Jacob & Randy Mowers, Butternuts town board Winners were Paul Irwin & Scot Lueck, for the Norwich City Council 4th Ward: Linda Kays Biviano wins, Norwich Town Council seats go to Stanley Foulds & Debra Cubbedge, the Otselic Supervisor is Marjorie Davis & Oxford Supervisor, incumbent Lawrence Wilcox wins. The proposition for all state voters: the Constitutional Convention was defeated, Cutting Public Pensions for convicted officials was approved, and allowing expansion of roads & bike paths in the Catskills & Adirondacks is too close to call. Tomorrow is Election Day, with many local town & city races of importance to be decided by voters. All voters Statewide will decide on propositions, which will be on the back of the ballots, to decide if a constitutional convention should be convened to overhaul state government, if politicians convicted of corruption should lose their pensions, and if forest land in the Adirondacks and Catskills can be used for widened roads and bicycle paths. Key Chenango County races include the Oxford town supervisor’s race between Canice Paliotta vs. incumbent Lawrence Wilcox, the Norwich town council race has 4 candidates for 2 positions, between Debra Cubbedge, Barbara Collins, Stanley Foulds & David law. For the Otselic town supervisor position, Marjorie Davis & John Myers are on the ballot. In Delaware County; For Town of Sidney Supervisor; incumbent Gene Pigford faces Bill Heath, & there are 4 Town board candidates for 2 seats, candidates on the ballot are Pete Cordes, Dan Cristelli, Frank Selleck & John Woodyshek, however Woodyshek announced that he is NOT seeking re-election. in the Town of Franklin Board there are 2 open seats with 3 candidates: Patricia Tyrell, David Grant & Garrett Sitts. In the Walton town supervisor’s race, Charles Gregory faces Bruce Dolph. In Otsego County races of note: there are Board of Representative's races in all districts except the 10th & 11th where 1 candidate each is running unopposed. Governor Cuomo and U.S. Senator Charles Schumer today held a conference call to discuss the devastating Republican tax plan and state and local deductibility.

Schumer & Cuomo are calling all members of the New York Congressional delegation to oppose the Trump New York Tax increase plan. New York pays 48 billion dollars to the federal government than they receive in return each year.

35-year-old David Mikulski of Binghamton was sentenced to 8 years in prison Thursday, following a guilty plea for criminal sale of a controlled substance in November 2015. Broome County District Attorney Steve Cornwell stated that Mikulski was part of the drug trafficking network in Broome County led by Terrence Wise.

Governor Cuomo, U.S. Senator Charles Schumer, and Congressman Chris Collins announced that more than $170 million in federal funds will be returned to Upstate New York to expand broadband and high speed internet service, after the FCC reversed course on a plan and decided to keep money designated for New York in New York. According to the FCC, there were 78,245 households in Upstate NY where Verizon declined funding. Pursuant to the Order issued by the FCC, New York State will award this declined funding of $170 million over 10 years in concert with upcoming rounds of its broadband auction.

Senate Democrats in Washington have elected Senator Charles Schumer of New York to be their new minority leader when Congress convenes in January. Schumer was unanimously picked this morning to succeed Harry Reid of Nevada, who is retiring in January after 30 years in the Senate.

The Chenango County District Attorney's office announced that 42 year old Melissa Crispell pleaded not guilty to 2 counts of 2nd degree murder, in connection with the death of 58-year-old David Green of Oxford at Green's home. Jeremy Coates pleaded not guilty to 1st degree murder in connection with Green's death, both are being held at the Chenango County Jail.

Melissa Crispell of Oxford & Jeremy Coates of Norwich faced court action Thursday, in connection with the beating death of 58-year-old David Green in his oxford home at 221 Charles Kelley Road, on either September 24th or 25th. Both are facing murder charges for Green's death at & are being held in the Chenango County Jail pending future court action.

The Chenango County Sheriff's Office responded to the report of a deceased male at 221 Charles Kelly Road in the Town of Oxford. The victim was identified as 58-year-old David Green, who resided at that address   The autopsy on Green determined that the cause of death was a homicide, he apparently was murdered at the Oxford location between Friday September 23rd in the evening and Saturday September 24th. Investigators are currently following numerous leads but are asking anyone with any information to contact them at 334-2000, option 1 or 607 337 1935.   The investigation is continuing.

The Chenango County Sheriff’s Office received a report of a deceased male at 221 Charles Kelly Road in the Town of Oxford Monday Afternoon at about 2:55 pm. The victim is identified as 58-year-old David Green, who resided at that residence; The Sheriff’s Office is investigating this as a suspicious death. An autopsy is scheduled for today at the Onondaga County Forensic Center. The investigation is continuing, & The Sheriff’s Office is asking anyone with any information to call 334-2000, option 1 or 337-1935.

U.S. Senator Charles Schumer is calling on the Federal Trade Commission to investigate "spying billboards". Schumer’s office reports that the billboards are being used to collect data from any mobile device that passes by them. Schumer said that companies want to use this technology to track peoples travel patterns and behaviors through location services on their cell phones, Schumer is pushing to allow consumers to be able to opt-out of the tracking program and to be notified if this new technology is tracking them.

The Chenango County Sheriff's Department arrested 19-year-old David Gavett following traffic stop in North Norwich, where Gavett was pulled over after being observed driving at a speed of 72 mph in a 55 mph zone. Gavett failed to pull over, and attempted to drive off, he was stopped & was found to be possessing alcoholic beverages while being under the age of 21, plus Gavett’s motor vehicle had no valid insurance and was not legal to be driven on the road. Gavett was charged with Obstruction of Governmental Administration, Resisting arrest, & several traffic offenses, he was arraigned in the Town of North Norwich Court and remanded to the custody of The Chenango County Sheriff’s Office in lieu of $1,000 cash bail to reappear at a later date.

Former Broome County resident & escaped prisoner David Sweat appeared in court this morning for arraignment on 2counts of 1st degree escape and 1 count of promoting prison contraband. Sweat did not enter a plea in Clinton County Court in Plattsburgh, so the judge entered a not guilty plea on his behalf. Sweat and Richard Matt escaped from the Clinton Correctional Facility, they were on the run for 22 days, Sweat was found June 28th where he was shot and wounded by a state trooper. Matt was shot and killed June 26th. Sweat has been transferred to another state facility, he is serving a life sentence for the murder of Broome County Sheriff's deputy Kevin Tarsia in 2002, and he faces court action again, on September 29th.

U.S. Senator Charles Schumer has proposed an amendment to Federal Aviation Administration legislation, to prevent drones from flying within two miles of U.S. airports. Schumer said that a drone could get sucked into the engine of an airliner & cause hundreds of deaths." Schumer’s proposal calls for installing additional software in drones that does not let them fly within 2 miles of an airport & does not let them fly above 500 feet high. Schumer’s request follows an FAA report that pilot sightings of unmanned aircraft have nearly tripled in the past year from 238 sightings last year, and already there have been 650 sightings this year.

Former New York Governor George Pataki is indicating he may run for president. Pataki, who served for 3 terms from 1995 to 2006, met recently with David Koch, the billionaire businessman and GOP backer. Pataki was a relatively unknown state lawmaker when he beat 3 term Governor Mario Cuomo in 1994. He easily won reelection in 1998 and 2002, but endured slumping popularity ratings in his final term, and chose to not run again.

The Chenango County Sheriff's Department arrested 63-year-old David Eaton of Norwich felony DWI, Parking on Pavement, No or Improper Signal, Refusal to take a Breath Screen test, Consumption of an alcohol in a motor vehicle. Eaton was pulled over by a deputy, who observed a pickup truck pull over and park in a no parking zone in the Village of Sherburne hitting the curb, as the deputy approached, Eaton pulled away from the curb with no turn signal, and then stopped after driving a block, he was taken into custody without incident, failed to submit to the chemical test, and was arraigned in the Village of Sherburne Court, he was remanded to the Chenango County Jail on $1,000 cash bail pending court action at a later date.

A New dairy risk management program that was enacted as part of the recently passed Farm Bill is open for signups. U.S. Senator Charles Schumer urged the USDA to implement the program, which replaces the previous Milk Income Loss Contract program, by allowing dairy farmers to recoup some of the cost of low milk prices and high cost of production. There are also web tools to help farmers navigate the new dairy insurance program at fsa.usda.gov. The dairy industry is New York's leading Agriculture sector.

The Delaware County Department of Corrections announced that the 4th annual Andrew Brown Memorial Golf Tournament would be held tomorrow at Hardwood Hills gold Course in Masonville, with a tee time of 8:30 AM. Organizers announced that the money raise with this years tournament will go to the family of Johnson City Police officer David Smith, who was shot & killed in the line of duty on March 31st.

Governor Cuomo's campaign will not appeal a ruling allowing Zephyr Teachout to remain in the Democratic primary. A state appeals court rejected the campaign's argument that Teachout has spent part of the past five years in Vermont. A lower court had already ruled Teachout could stay on the ballot for the September 9th primary. Teachout teaches at Fordham University Law School in New York City. A recent Quinnipiac University poll found 85 percent of state Democrats said they know too little about Teachout to have any opinion of her.

The Drug Enforcement Administration will enforce tighter control over prescriptions of the painkiller hydrocodone. U.S. Senator Charles Schumer said hydrocodone would be moved from a Schedule III drug to a Schedule II in 45 days. This will mean greater restrictions in how doctors can prescribe the drug as well as the quantity that can be prescribed. According to the DEA, nearly seven million Americans abuse controlled-substance prescription medications, including opioid painkillers that contain hydrocodone.

The Chenango County Sheriff’s department arrested 36-year-old David Tennant of Rome for grand larceny and conspiracy.  Tennant was taken into custody by Chenango county deputies at the Oneida County Jail, to bring him into custody for an active arrest warrant out of the Town of Norwich Court, stemming from an incident in the town of Norwich at an area business.  Tennant was arraigned in the Town of Norwich Court, and remanded to the Chenango County Correctional Facility on $2,000 cash bail.

U.S. Senator Charles Schumer wants the Federal Trade Commission to investigate whether utilities or power producers artificially inflated upstate New York electric rates in recent months.   Rates spiked the most this winter for National Grid customers by an average of 60 to 75%, and average rates rose10 to 15% for NYSEG.  Utilities blamed raises in the wholesale cost of electricity and said they have no control over those prices.  NYSEG suggested customers struggling with rising rates sign up for their budget-billing plan.

Voters across the State will see several propositions on the ballot today, they include measures to allow 7 casinos to The Catskill & southern tier regions, another would allow judges in some courts to serve until the age of 80.

Former governor David Paterson may run for Congress, for the seat occupied by Charles Rangel.  Rangel may decide to retire this year, has not yet announced his intentions.  Paterson previously served much of Rangel’s district as a state senator prior to becoming Governor following Elliot Spitzer’s resignation following a scandal involving prostitutes.

Endicott Interconnect Technologies Inc. filed for federal bankruptcy protection Wednesday, saying it's 70 million dollars in debt left the 11 year old electronic packaging supplier with no other option. In a one page letter distributed to employees on Wednesday, EI's new Chief Restructuring officer David Van Rossum said the company had adequate cash on hand for daily operations on a go forward basis. The letter also stated that James Matthews Jr., who was named as the company's interim CEO in April following the retirement of former chief executive James McNamara Jr., has stepped down as the head of the company.

US Senator Charles Schumer is calling for more stream and river guages for New York State. Schumer is urging passage of the Obama Administrations 2014 budget, which includes 36.2 million dollars for the gauge program, an increase of 7.3 million dollars. The budget also includes 63 million dollars for the USGS Cooperative Water Program, an increase of 400 thousand dollars. Schumer would like see up to 300 new stream guages installed nationwide, with New York State being given particular focus. Schumer said that if approved, the funding would go into effect October 1st. Vestal police charged 36 year old Dale Paulhamus of Newark Valley with 3rd degree larceny after an investigation in misappropriation of car parts and money while he was the parts manager of Matthews Auto Group in Vestal and Norwich. During 2011 and 2012, Paulhamus is accused of ordering parts and creating fictitious purchase orders that were charged to the Matthews Auto Group. Paulhamus either used the parts or sold them for cash according to police.

More than $1.1 billion in unclaimed life insurance benefits have been recovered nationwide after an investigation by New York regulators. The state’s Department of Financial Services said many insurance companies are not using lists of recent deaths from the Social Security Administration to determine whether a policy holder had died. New York regulators will direct insurers to go to NYPolicyFinder.com, to help residents locate lost life insurance policies and annuity contracts.
During a visit to Ithaca yesterday, Gov. Cuomo shed more light on his conversations with FEMA representatives about getting money for flood victims in the Mohawk Valley. Cuomo continued to say that he was not optimistic about getting aid for homeowners. Cuomo said many of the people he visited in the flooded regions did not have insurance that covered their losses. He would have to call a special session of the state legislature to get funding for flood victims.

State police officials said nearly 1,500 qualified applicants have already signed up to take the upcoming trooper exam. The application period ends September 8. Exam dates are October 5, 12, 19 and 26, 2013. The online application can be found at the State Police Recruitment website at nytrooper.com

State regulators have scheduled a series of hearings on a proposal to reduce the volume of carbon dioxide emissions allowed in a nine-state region. New York is part of the Regional Greenhouse Gas Initiative, which plans to cap emissions at 91 million tons each year starting in 2014, down about 45 percent from the current 165 million-ton cap. The proposal would also set a $2 per ton price on allowances power plants can trade. The DEC hearings will be in late August.

New poll results show former Gov. Eliot Spitzer leading in the race for New York City comptroller, but allegations of his involvement in a prostitution scandal continue to dog him. Two women's rights group leaders held a news conference this week to denounce his decision to run again for public office. Spitzer resigned in 2008 after being identified as a client of a pricey escort service that was under federal investigaion. Spitzer was never charged with any crime. Spitzer topped fellow Democratic hopeful Scott Stringer by 42 to 33 percent among registered Democrats, according to a Wall Street Journal poll.

State troopers arrested 22 year old George Holbert of Guilford for 4th degree criminal mischief and 2nd degree Harassment following a dispute on State Route 8, in the Town of Guilford. Holbert was arraigned in town of Guilford court and sent to the Chenango County jail on $2,000.00 bail.

State troopers arrested 36 year old Rob Lane of Endicott for 2nd degree criminal impersonation following a traffic stop on I-81 in the town of Triangle. Lane used a false name and did not have a valid driver’s license. Lane was issued an appearance ticket for town of Triangle court July 15.

During a recent “Aggressive Driving” initiative, highway patrols with the Broome County Sheriff’s Office issued 214 vehicle and traffic citations from June 30 to July 7, according to Sheriff David Harder. Citations were issued for: speeding; speeding in work zone; failure to obey a traffic control device; improper passing; cellphone/texting; “Move Over Law”; seat belt; reckless driving; aggravated unlicensed operator and other violations.

Senator Charles Schumer wants to make voting for those in the military and overseas easier.  The goal is to improve the "MOVE Act." The bill would allow express delivery of voting ballots to service members and would require states to update the government on the availability of ballots before election days to avoid problems. Schumer hopes to pass the legislation as an amendment to the 2014 National Defense Authorization Act

23-year-old Alan Outman of Binghamton was sentenced to 25 years to life in prison in Broome County Court, for the murder of David Fillers in Vestal on New Year’s Day.  Outman pleaded guilty to 1st degree murder charge for killing Fillers and leaving his body in a culvert near the Old Vestal road and the route 201 flyover.

U.S Senator Charles Schumer warned New Yorkers today that if the “fiscal cliff” issue iis not dealt with,  New York dairy farmers.  Schumer said that Congress must agree on a budget or a 1940s law will kick in on new year’s day that will trigger higher costs, while farmers will lose their safety net as congress also failed to adopt a farm bill and renew the “MILC” program.  Schumer reported that retail milk prices could double to about $6 a gallon early next year.
