Attorney General Letitia James & a coalition of 21 attorneys general, support a proposed Bureau of Alcohol, Tobacco, Firearms, and Explosives rule that would ensure more gun sales are subject to background checks. Following the passage of the Bipartisan Safer Communities Act, the ATF proposed a new regulation to clarify what it means for a person to be "engaged in the business" of dealing in firearms, and therefore required to obtain a license and run background checks when selling guns, that rule would close loopholes that allowed for the unlicensed sale of firearms, including online and at gun shows.

State Comptroller's office has completed audits of municipalities around the state, an audit of the Town of Colesville found that Officials did not always use a competitive process when purchasing goods or services and some officials were unfamiliar with the town's procurement policy requirements. In the village of Greene, officials developed a comprehensive investment program but did not effectively manage the program, they did not prepare monthly cash flow forecasts to estimate funds available for investment or monitor investments and did not formally solicit interest rate quotes or consider other legally permissible investment options.

The Cornell Law School First Amendment Clinic and Greenberg Traurig, LLP filed suit against Delaware County, its Board of Supervisors, and its County Attorney Amy Merklin on behalf of news outlet The Reporter. The Complaint alleges that County officials violated the news outlet’s rights under the 1st & 14th Amendments when they revoked The Reporter’s designation as an official county paper in retaliation for its coverage, Attorney Heather Murray comments:

This Morning, one county official, who preferred to remain anonymous, stated that as of Wednesday night, none of the County Board or County Attorney Merklen have seen the lawsuit, and that they can not comment on pending litigation.

Delaware County Sheriff's Office arrested 43-year-old Misty Cintron, and 50-year-old Brandon Hendricks, both of Sidney, for Criminal Possession of a Controlled Substance, Cintron was also charged with Tampering with Physical Evidence, Hendricks was also charged with Criminal Possession of a Weapon. On November 1st, the Sheriff’s Office Criminal Investigation Division executed a search warrant at Division Street, Cintron and Hendricks were present, officers seized over $1,000 in cash from suspected proceeds from drug sales, and 254 wax envelopes containing Fentanyl. Following arraignment on November 2nd, Cintron was released to reappear at a later date, Hendricks is being held due to the weapons possession charge.

44 year old Andre Gilliam of Binghamton was arrested after a search warrant was executed on Tuesday. The Broome County Special Investigations Unit Task Force Tuesday executed a search warrant at 174 1/2 Castle Creek Road in the Town of Chenango, they seized Fentanyl, Scales and cutting agent used for the distribution of narcotics, plus $3,790 in cash from suspected drug sales. Gilliam was charged with multiple counts of Criminal Possession of a Controlled Substance & 2 Counts of Criminally Using Drug Paraphernalia, he was transported to the Broome County Correctional Facility for processing and to await arraignment at Central Arraignment.

The Chenango County Sheriff's Office arrested 34 year old James Gay of North Norwich for Driving While Ability Impaired by drugs, and Criminal Possession of a Controlled Substance, following a traffic stop for an equipment violation in the Town of Norwich. During the investigation of the traffic stop, James was exhibiting signs of recent drug use and failed the field sobriety testing. While being taken into custody James was found with a small amount of Methamphetamine. James was processed and released on appearance Tickets to appear in the Town of Norwich Court at a later date.

Oneonta Police Department Announced an update to their earlier investigation in the Spruce Street area on October 28th. Oneonta Officers were investigating a noise complaint, they heard what sounded like a shot from a firearm, they responded to the area with State Troopers & State University Police. The ongoing investigation revealed that there had been a conflict at a party with all involved ending up on Spruce Street, 1 male was said to have pulled something from his mid-section discharged it at close range at another male. No witnesses described seeing a handgun. Investigators do not believe that this was a functioning firearm, and that the suspect fled the area and is currently in New York City. The investigation is continuing, anyone with information is asked to call the Oneonta Police Department at (607) 432-1111.

John "JB" Bayne has announced his departure as the General Manager of the Binghamton Rumble Ponies, the Double-A affiliate of the New York Mets. Team Officials said that Bayne will be replaced on an interim basis by Richard Tylicki, and the search for a new General Manager will begin immediately.

State Police at Norwich arrested 37 year old Michael Salamey of Frankfort, in connection with a renovation at home in Chenango County. Salamey was charged with 2 counts of 3rd degree Grand Larceny, Scheming to Defraud & Petty Larceny. Salamey is accused of entering into a contract for $33,000 to complete improvements to a home in the village of Sherburne, he did not finish the work and also stopped communicating with the homeowners. Additionally, Salamey is accused of failing to pay a surveyor & Sub Contractor, he was arraigned in the Norwich City Court and is scheduled to appear at the Sherburne Village Court on November 16, 2023.

The City of Norwich will add 3 new Police Officers, from the recent class of graduates at the ​The Broome County Law Enforcement Academy. 40 graduates completed the 6 month training course to become deputies or police officers, and will be joining law enforcement agencies around the southern tier, including 2 deputies for the Chenango County Sheriff's Office.

State Police arrested 3 people after a fight at the Lantern Hill trailer park in Oneonta Saturday. An investigation by Troopers at the scene determined that 25 year old La-Tee Baker of Oneonta, 21 year old Bryanna Patterson of Oneonta, and 23 year old Bethany Brown of Delhi, were involved in a fight, both women sustained injuries, Brown was transported to A.O. Fox Hospital. Baker and Patterson were located by Troopers walking along State Highway 23 and were arrested. They were issued appearance tickets to the Oneonta Town Court on November 21, 2023. After release from the hospital, Brown was charged with Assault, she was issued appearance tickets to the Oneonta Town Court on December 5.

45 year old Kellie Sanderson of Walton, appeared in Delaware County Court and was arraigned on a sealed indictment. The 5-count indictment charged Sanderson with 3 counts of Offering a False Instrument for Filing, Welfare Fraud & Grand Larceny, for submitting false applications to the Delaware County Department of Social Services on 3 separate occasions reporting incorrect household income to obtain public assistance benefits that she was not entitled to in an amount greater than $3,000. Sanderson pleaded not guilty to the charges and was released, the case is scheduled for a conference on November 13th.

42 year old Darren Moscato of Delhi appeared in Delaware County Court Monday and pleaded guilty to Attempted Disseminating Indecent Material to Minors. Moscato admitted that he engaged in sexually explicit conversations online with a person he believed to be a minor child, he was sentenced to a 3-year term of probation supervision, with sex offender terms and conditions, & he must pay fines and surcharges totaling $700.

55 year old Ramar Hassel of Delhi, appeared in Delaware County Court Monday and pleaded guilty to Welfare Fraud, he was sentenced to a 1-year jail sentence. Hassel obtained public assistance benefits that he was not entitled to by using an electronic benefits card that he was not entitled to use & that he obtained over $1,000 in SNAP benefits to which he was not entitled. Hassel was sentenced to 364 days of incarceration, he was also ordered to pay restitution to the Delaware County Department of Social Services in the amount of $2,530.

The Sidney Chamber of Commerce will hold their next regular meeting tomorrow morning. The meeting will begin at 8:00 AM at Club 55 on Union Street.

Broome County Sheriff’s Office patrols responded to a motor vehicle accident at about 4:40 Monday afternoon that claimed the life of a teenager in the Town of Colesville. The accident occurred on Welton Street between Still Road and Old Welton Street in the Town of Colesville. A preliminary investigation found that a pickup truck containing 3 teenage individuals left the roadway and collided with a tree. The 2 passengers were treated at UHS Binghamton General Hospital with minor injuries, the driver of the vehicle was pronounced dead at the scene. This is an ongoing investigation, and more details will be released as the investigation concludes.

Binghamton Police Metro SWAT team arrested 6 people on drug & weapons charges with 3 different raids since Thursday. On Thursday, Joshua Milton & Stephanie Nelson were arrested, the Metro SWAT Team raided 10 Holland Street and seized a loaded handgun, methamphetamine, cocaine and fentanyl, on Friday, the Broome County Special Investigations Unit conducted a raid at 118 Liberty Street in Binghamton uncovered cocaine, fentanyl and over $2,500 in suspected drug proceeds, John Reed and Danielle Mensah were both arrested. Monday morning, the Metro SWAT Team searched 14 Isbell Street, and located handguns & body armor, Tasheem Scott and a juvenile 17-year-old female were arrested and transported to the Binghamton Police Department.

State Police announced that No arrests were made during an Underage Drinking Initiative in Troop “C” in Chenango County Monday. During the initiative, 14 businesses were checked. All 14 were in compliance and did not sell alcohol to an under-aged operative. the businesses that were checked were located in Norwich, Oxford & Greene.

The Norwich Chapter of the St. Baldrick's Foundation will hold a fundraising raffle this Friday & Saturday at Hidden Springs Brewery in the town of Norwich. Organizer Jamie Burchill explains:

Burchill said that they are already gearing up for next year's St. Baldrick's event in March, last year they raised of $50,000 dollars with the event, to raise money to fight Childhood Cancer.

The Broome County Sheriff’s Office and the Broome County Department of Social Services, announced that a homeless man that was living in a bus stop in the town of Dickinson, has returned home to his family. Earl Sutton had been living at the bus stop shelter where numerous people attempted to help him access various community services and find a permanent residence, but he refused any assistance. Sheriff Fred Akshar directed the Broome County Sheriff’s Office team to locate and contact Sutton's family, they found his Uncle James Sutton, in Toledo, Ohio, Officers found out that Earl Sutton had been missing for 2 years, earlier he had a bike accident that left him Mentally challenged, he had stopped taking his medication and disappeared. On September 8th, Earl Sutton went home to Ohio.

In July, uniformed Broome County Deputies and members of the Broome County Special Investigations Unit Task Force conducted a targeted enforcement within the Village of Endicott, focusing on the trafficking and distribution of weapons and narcotics. The targeted crime response during that month yielded a grand total of 20 felony arrests and 19 misdemeanor arrests were made, nearly all involving weapon and narcotics possession or distribution. 3 illegal shotguns and 1 illegal handgun were also confiscated during the targeted enforcement period in the Village of Endicott. During the same time frame, The Task Force also conducted 3 search warrants in the Village of Endicott, leading to a total of 17 felony charges and 10 Misdemeanors.

The Broome County Sheriff's Office is currently investigating a fatal pedestrian-train accident that occurred Monday night near the area of South Kelly Avenue in Endwell and resulted in the death of an adult male. The Broome County Sheriff's Office will provide further updates as the investigation concludes.

19th District Congressman Marc Molinaro announced $180,000 is being delivered to Margaretville Memorial Hospital to address the shortage of Emergency Medical Services personnel in Delaware County. The funding is available through the Department of Health and Human Services, Margaretville Memorial Hospital will expand EMS training opportunities through its partnership with Delaware County EMS and SUNY Cobleskill.

24 year old Zachary Rowe of Harpursville appeared for arraignment on August 7th, on a 3-count indictment in Delaware County Court. Rowe was charged with Criminal Possession of a Controlled Substance for possessing Fentanyl & Methamphetamine with intent to sell, the drugs were in the presence of a 4 year old child. The case is scheduled for a conference in Delaware County Court on August 21, 2023.

The Otsego County Department of Health reported that a bat found in the town of Unadilla has tested positive for rabies. New York Supreme Court Justice Kevin Bryant issued a temporary restraining order Monday halting the state from issuing or processing marijuana dispensary licenses. A veterans' group lawsuit alleges the state's Office of Cannabis Management created a licensing system that improperly limits initial licenses to people with drug convictions rather than a wider category of social equity applicants, such as veterans. Another lawsuit from a Michigan group claims that New York's licensing system is unconstitutionally favors New Yorkers over out-of-state residents. Oral arguments will begin Friday in State Supreme Court.

Governor Kathy Hochul said the state will spend $108 million on the well-being of students, following a drop off of state scores & learning loss attributed to time missed in the classroom due to the pandemic. $100 million will go to school districts and BOCES to hire more teachers with specialized experience in managing and counteracting learning loss, another $8.3 million will go directly to expand school mental health clinics

The Broome County Sheriff's Office arrested 42 year old Nathan Smith of Windsor for Burglary, Assault, Criminal Possession of a controlled substance, and Endangerment the welfare of a child charges, Smith is accused of breaking into a house & attacking a victim in front of children, on August 2nd. Deputies took Smith into custody, he was found with a small amount of methamphetamine, Smith was arraigned at central arraignment and released. He is due to appear in the Town of Windsor Court at a later date.

Delaware County Sheriff's Office arrested 62 year old Kathleen Hibbard of Delhi after an investigation of a Motor Vehicle Accident. Deputies responded August 3rd to a Motor Vehicle Accident on State Highway 28 in the Town of Delhi. Hibbard was charged with operating a motor vehicle while intoxicated, operating a motor vehicle with a B.A.C of .08 or higher and moving from lane unsafely, she was ordered to appear in Town of Delhi Court at a later date.

Broome County Sheriff's Office arrested 24 year old Amir Robinson of Binghamton for Unlawful Imprisonment, Tampering with Evidence, Menacing and Harassment, following a dispute with a firearm in the town of Dickinson on August 2nd. Deputies responded to a report of a male with a firearm who would not leave a room at the Econo Lodge on Old Front Street, he allegedly pointed a handgun at the victim and threatened to kill her. Upon arrival at the scene, responding deputies located Robinson in the nearby vicinity and detained him without incident. Robinson was arraigned at central arraignment and remains in custody pending future court action.

59 year old Valerie Alexander of Delhi, appeared in Delaware County Court, she pleaded guilty to Welfare Fraud and was sentenced to 9 months incarceration. Alexander admitted that she stole public assistance benefits totaling $2,530, she was ordered to pay restitution to the Delaware County Department of Social Services.

Delaware County District Attorney's Office announced that 31 year old Courtni Baker of Sidney was arraigned today on Grand Jury Charges in Delaware County Court . A Grand Jury handed up a 10 count indictment, including charges of vehicular assault, Aggravated vehicular assault, 2nd degree Assault, And Escape, for the February 15th incident where Baker is accused of Hitting 14 year old Anielle AK McEwan Lomnicki on Sharon Street in Sidney as she was walking home from school. Baker is accused of driving while intoxicated at the time of the incident, with a BAC of higher than .18, she is being held in the Delaware County Jail on $100,000 cash bail, $250,000 secured bond or $1 Million Dollars Partially Secured bond.

35-year-old Bruice Jeffrey of North Norwich was arrested by Chenango County Sheriff's Deputies Sunday after allegedly stealing more than $130,000 from an elderly person. The arrest followed an investigation into Jeffrey started by a claim from the Chenango County Social Services Department, he is accused of stealing from an elderly person's account for 7 years. Jeffrey was charged with 3 counts of grand larceny and petty larceny, he was released with an appearance ticket and is due back in court at a later date.

Delaware County Sheriff's Office arrested Timothy Taylor of Franklin for Endangering Welfare of a Child and Sexual Misconduct Taylor is accused of performing sexual acts with a 15 year old female in the Town of Hancock. Taylor was processed and issued an appearance ticket to appear before the Hancock Town Court at a later date.

Lisa Driscoll of Harpersfield has joined the Delaware County Board of Supervisors. Driscoll replaces long time Supervisor James Eisel , who retired recently due to health issues.

Governor Hochul announced that approximately $110 million was awarded to 86 projects through 2 grant programs to improve water quality across the state. Locally, Town of Chenango will get $10 Million for a new treatment technology at its Northgate facility to help meet State standards and improve water quality by reducing the amount of phosphorus entering the Chenango River and the Chesapeake Bay watershed.

State Attorney General Letitia James released a list today of the top complaints her office has received in 2022. Over 5200 complaints were received regarding price gouging defective merchandise & poor customer service at retail establishments, over 3,000 were landlord or tenants complaints. over 2800 were about credit, banking & mortgage issues, over 2700 complaints were about consumer services organizations like COVID testing facilities, dry cleaners, restaurants or movers, and over 2500 for automobile sales & service.

The Broome County District Attorney's office announced that 53 year old Robert Randolph of Endicott was sentenced after pleading guilty to felony Criminal Possession of a Controlled substance. Randolph was caught with large quantities of methamphetamine, heroin, and fentanyl when police raided his motel room in Endicott in August of 2021, he was on parole from a previous conviction for selling methamphetamine. Randolph was sentenced to 5 years in state prison followed by 2 years of post-release supervision.

59-year-old Norman O’Neil of Endwell died Friday after he fell through the ice when he and 1 other man were ice fishing in Tioga County. Tioga County Sheriff's Office and area EMT's & Firefighters responded, The sheriff’s office reported that the other man fell through the ice but pulled himself out but was unable to save O'Neill, First responders pulled O’Neil out, he was not responsive attempts to resuscitate O’Neil, he died from the injuries he sustained. The unidentified companion was taken to an area hospital & was treated and released.

The Broome County Sheriff's Office has received multiple reports of a mass text from 438422@rnbenefits.org sent out to an unknown amount of phone numbers. The scammers are claiming to be from Social Services in an effort to obtain EBT numbers and PINs from potential victims. In the text, scammers falsely inform recipients that their benefit card was frozen and they need to call 1-888-392-2362 to re-activate the card. When the person calls the 888 number, they are asked to verify their card number and pin number. Any text received from 438422@rnbenefits.org should be ignored.

State tax receipts totaled $79.8 billion through the 3rd quarter of the State Fiscal Year 2022-23, exceeding the latest projections from the Division of the Budget’s (DOB) Mid-Year Update to the State Financial Plan by nearly $7.7 billion, according to State Comptroller Tom DiNapoli. Personal income tax receipts totaled $42.1 billion and were $8.1 billion above the latest financial plan projections through December 31st, but $6.9 billion lower than the same period in Fiscal Year 21-22. DiNapoli said that there were 2 fewer collection days from the prior year as well as higher refunds from the Pass-Through Entity Tax and property tax relief.

The State Labor Department announced that the number of private sector jobs in New York State increased over the month by 22,100, to 8,105,700 in December. The State unemployment rate held at 4.3% in December, the Labor Participation rate was at 60.5%

A State Senate Judiciary Panel has rejected Governor Kathy Hochul's nomination of Justice Hector LaSalle to lead New York's highest court, the Court of Appeals. The Committee on the Judiciary voted 10-9 against sending Justice Hector LaSalle's nomination up for a full vote on the Senate floor following a lengthy hearing where Judge LaSalle was questioned on his record.

The Broome County Sheriff’s Office is seeking the public's Assistance in locating Robert Shelp Jr. on an outstanding warrant. Shelp is described as a White Male, about 5'7" a60 pounds with hazel eyes & brown & gray hair, he is wanted for violation of probation for a criminal possession of stolen Property charge. Broome County Sheriff’s Office Detective Division arrested 23 year old Demetrius Johnson of Binghamton, for fraudulently using another person’s credit card information to make purchases at a local retail establishment. Johnson was charged with 2 counts each of Unlawful Possession of Personal Identification Information, Petty Larceny and Identity Theft, he was processed and released on an appearance ticket to answer his charges on a later date.

The State's Office of Fire Prevention and Control will begin new outreach efforts to help protect New York's firefighters and their families from the threat of cancer. This new initiative coincides with January's Firefighter Cancer Awareness Month, raising awareness among the fire service on how to develop life-saving protocols for cancer prevention, and to support those who've already received a cancer diagnosis within their fire departments.
