State Police arrested 23 Year old Garcia Pfister-Gumaer of Windsor felony weapon charges following a traffic stop. Troopers initiated a traffic stop on State Route 79 in the village of Windsor after observing vehicle and traffic violations, a Trooper observed signs of impairment. Pfister-Gumaer failed Field Sobriety Tests. Troopers located illegal drugs & numerous weapons with ammunition, he was charged with several counts of Criminal Possession of a Weapon, Criminal Possession of a Disguised Gun, Criminal Possession of a Controlled Substance with Intent to Sell, Criminally Using Drug Paraphernalia, Driving While Ability Impaired (Drugs) and Resisting Arrest, Pfister-Gumaer was held at the Broome County Jail for Centralized Arraignment.
The Chenango County Sheriff’s Office arrested 45 year old Timothy Heady of Smyrna following a narcotics investigation. The Sheriff’s Office executed a search warrant Tuesday in the Town of Smyrna, they seized 1 pound of methamphetamine packaged for distribution & cash from suspected drug sales. Heady was taken into custody at the scene & was charged with multiple Counts of 2nd & 3rd Degree Criminal Possession of a Controlled Substance, plus Tampering with Physical Evidence, He was arraigned and remanded to the Chenango County Correctional Facility.
The ‘Pink Patch Project’ at Broome County Sheriff’s Office presented a $3,864 donation to Traci’s Hope and the Tina Fund toward helping local families fighting cancer. The Pink Patch Project is a national campaign bringing law enforcement and the community together to raise breast cancer awareness and funding to help local families fighting cancer. In the first 3 years of the Broome County Sheriff’s Office Pink Patch Project, they raised over $11,200 for local families battling cancer through contributions and sales of patches, badges, hats and other custom merchandise.

State tax receipts totaled $85.8 billion through three quarters of the State Fiscal Year (SFY) 2025-26, $2.3 billion higher than estimates released in the Division of Budget’s Mid-Year Update, according to the State Comptroller's Office. Collections were $5.9 billion higher than those through December 2024, Personal income tax receipts totaled $44.9 billion and were $1.5 billion above projections and $4.2 billion higher than the same period in SFY 2024-25, due to the impact of wage and financial market growth over the course of the year. New York State recently announced more than $25.5 million in grants to support 29 water quality and climate resiliency projects in the State DEC’s Region 7. In Broome County, the Town of Chenango will receive $560,000 construct a salt storage facility, The Friends of the Upper Delaware River, receives $458,537 to conduct an in-stream stabilization and floodplain reconnection project to improve flood resiliency, aquatic habitat, and water quality in the Upper Delaware River Watershed, and Broome County will receive $400,000 to purchase a new vacuum truck to reduce sediment flow from catch basins discharging into the Minor Tributaries to Lower North Susquehanna River and ultimately the Chesapeake Bay watershed.

The City of Norwich Police Department arrested 28 year old Elijah Joyce of Norwich following an investigation, with assistance from the Chenango County Probation Department. Norwich Police Detectives developed intelligence that Joyce may have been in possession of an illegal firearm while on active probation. When members of the City of Norwich Police Department and Chenango County Probation tried to make contact with Joyce at a local business, he was brought to the ground rather swiftly and placed in handcuffs,  Officers recovered a 9mm handgun with approximately 20 rounds of hollow-point ammunition loaded in the magazines, as well as metal knuckles. Joyce was remanded to the Chenango County Correctional Facility without bail, pending further court proceedings. The investigation remains ongoing, and additional criminal charges will be filed from the City of Norwich Police Department as a result of the incident.
The Otsego County Sheriff’s Office arrested 61 year old Cathleen Mann of Burlington for 2nd Degree Grand Larceny and 57 counts of Criminal Possession of a Forged Instrument, following an investigation into a complaint in the Town of Maryland, where Mann is accused of writing fraudulent checks and unauthorized use of a debit card for an amount greater than $50,000, she was held for centralized arraignment and an order of protect was issued for the victim.

Governor Kathy Hochul announced the re-opening of the State's Municipal Infrastructure Program Request for Applications, making up to $36 million available to support broadband infrastructure projects across the state through ConnectALL, which is the state’s broadband office. To date, the Municipal Infrastructure Program has funded $268 million to active projects in 24 counties that will build more than 2,300 miles of new fiber optic infrastructure and 68 new wireless hubs serving more than 96,000 homes and businesses around the state. Delaware County Sheriff's office arrested 43 year old Martin Planty of Walton for Forcible Touching, & Harassment, following an investigation of unwanted sexual contact. Planty was processed and transported to the Delaware County Jail to await Centralized Arraignment as the victim requested an Order of Protection.

State Department of Transportation announced that major construction is complete on the $4 million roundabout project at The intersection of James F. Lettis Highway, Main Street & Maple Street in downtown Oneonta. The $4 million project began in the summer of 2025 and was funded through the Department's Highway Safety Improvement Program. It is the first of two projects in the City and Town of Oneonta, with a second project tentatively scheduled for the 2026 construction season to upgrade sidewalks and enhance the flow of traffic along State Routes 23 and 28 near the southern end of the Lettis Highway. In the coming weeks, some final touches will be added to the roundabout.

The State Department of Health has confirmed that the State's childhood vaccination policies remain unchanged despite recent federal revisions to immunization recommendations. The Department confirmed that there will be no changes to vaccine access, insurance coverage or the federal Vaccines for Children program, which provides vaccines at no cost to eligible children. Health care providers in New York State are advised to continue their "evidence-based immunization practices." State Health Commissioner Dr. James McDonald. "There was no new science, safety data or discovery presented by the federal government."

State Police arrested 25 year old Cagan Sodan of Greene after he was involved in a domestic dispute. State Police responded to a residence on English Lane in Greene, a Trooper encountered Sodan, who was uncooperative & attempted to grab the Trooper’s service weapon from its holster. The Trooper was able to restrain Sodan and take him into custody. Sodan did have an injury to his hand that he sustained from punching a window, prior to his encounter with the Trooper. The Trooper was not injured. Sodan has been charged with Attempted Robbery, Attempted Assault, Reckless Endangerment, Criminal Mischief & Obstructing Governmental Administration, he was transported to the Chenango County Jail for Centralized Arraignment where he was remanded until his next court date on January 8, 2026.
Otsego County Office of Emergency Services reported that the Garrattsville Fire Department and nearby departments responded to a structure fire at 436 Texas Road in New Lisbon. The house was fully involved, & was a total loss, several cats & a guinea pig were believed to have died in the blaze. One tanker responding to the blaze rolled onto its side in adverse weather conditions, no injuries at the fire or the accident were reported. The cause of the fire is being investigated.
Delaware County Sheriff's Office arrested 41 year old Joseph Jimenez of Walton for Assault, Menacing, and Criminal Possession of a Weapon, following an incident December 10th in Walton. Deputies were dispatched to an assault where Jimenez is accused of engaging in a physical domestic with a tenant of the household in which Jimenez allegedly produced a bladed weapon, stabbing the victim multiple times. Deputies arrested Jimenez was transported to the Delaware County Correctional Facility where he was held pending arraignment.
Chenango County Sheriff's Office arrested 30 year old Richard Garreau of Norwich On January 1st, on an Arrest Warrant and for Criminal Possession of a Controlled Substance. Members of the Chenango County Sheriff's Office responded to a domestic dispute in the Town of Norwich, Garreau left the scene, officers got a warrant for Garreau’s arrest, he returned to the scene and was taken into custody without incident, he was found to be in possession of methamphetamine and fentanyl and was arraigned & was released on his own recognizance.

The State Comptroller's Office audited the Delaware County Industrial Development Agency, which found that officials did not properly monitor projects and maintain a transparent website, auditors recommended that Agency officials improve their monitoring efforts over job performance, sales and tax exemptions, mortgage recording tax exemptions and capital investments. Agency officials did not verify whether project owners met agreed-upon job creation and retention goals, they did not obtain affidavits or other documentation to substantiate the claims by project owners, instead, the board relied on the good faith of the project owners to report benefits and comply with project agreements.
31 year old Zachary Mattice of Bloomville was arrested by Delhi police in connection with a reported sexual assault. Delhi Police Department reported that Mattice was charged with 1st-degree rape, 1st sexual abuse, Forcible touching and unlawful imprisonment, he faces court action shortly.
Otsego County Sheriff's Department arrested 44 year old Elizabeth Nash of Sidney for Felony Bail Jumping, she is accused of failing to appear in court on 5 occasions, she was located and arrested & was turned over to Otsego County Corrections pending Arraignment.

Governor Kathy Hochul today announced that a record level of $67 million is available through the Farmland Protection Implementation Grants Program to help farmers protect valuable and at-risk farmland. Round 20 will make funds available to projects addressing food security, climate resilience, and source water protection, nearly $6.4 million will be allocated to 9 of the State’s economic development regions, the maximum award for any project has increased to $3 million. Round 20 also continues the one-time incentive payment of 10% of the value of the agricultural conservation easement being required for projects that meet climate resilience or source water protection goals.

51 year old Timothy Hoose of Berkshire, was found guilty of Grand Larceny following a jury trial in Broome County Court. The conviction stems from criminal conduct between September 2023, and January 2024, in the Town of Windsor, where Hoose, doing business as H&H Contracting, entered into a construction contract with the victim to build a garage structure on the victim’s property, the victim paid a $15,000 down payment, Hoose illegally used over $3,000 of those funds for purposes unrelated to the project. Sentencing is scheduled for March 18, 2026, in Broome County Court, Hoose faces up to 7 years in State Prison.

A Chenango County Grand Jury indicted 21 year old Kaylub Rifanburg of Norwich for 2nd & 3rd degree criminal possession of a weapon and possession of burglar’s tools. The indictment states that on August 25, Rifanburg was stopped by Norwich Police following a report of an erratic driver, Police discovered a loaded 9mm pistol, a large-capacity magazine, and a backpack containing ski masks and a lock pick. He faces court action on the Grand Jury charges at a later date.

Bassett Medical Center in Cooperstown has begun the next phase of its project to construct a childcare center on the hospital’s campus, which is expected to be completed in spring 2026. The facility will be called the Harrison House Childcare Center in honor of Dr. Francis Harrison, an internist who joined Bassett in 1928, The new facility will be at 1 Beaver Street & it will have space for 58 children, plus 15 additional spots for sick care. The center will employ around 18 staff members.

Delaware County Sheriff's Office arrested 18-year-old Kayden Wilcox of East Meredith, in June, Deputies received a complaint that a male subject was in possession of child pornography, Investigators responded to a residence in the Town of Kortright to seize electronic evidence. Wilcox was in possession of obscene sexual material of a child, the Sheriff’s Office arrested Wilcox on 1 count of Possessing an Obscene Sexual Performance by a Child, he was released on an appearance ticket and directed to return to the Town of Kortright Court at a later date.

On Wednesday morning, detectives from the Norwich Police Department successfully concluded a drug investigation, resulting in the seizure of 64 grams of fentanyl—an amount capable of causing tens of thousands of fatal overdoses, as well as cocaine, Methamphetamine and a Stun Gun. 38 year old Leo Moore of Norwich, was charged with 12 felonies and 4 misdemeanors following the execution of an arrest warrant, the most serious charge is Criminal Possession of a Controlled Substance. Detectives allege that the arrest closed an extensive investigation into the distribution of methamphetamine, fentanyl, and cocaine throughout the community. Moore was arraigned in Norwich City Court and is currently held without bail pending further court proceedings.
Governor Kathy Hochul announced that temporary lane closures for road and bridge construction projects on New York State highways will be suspended from 6:00 am. on Friday, August 29, to 6:00 am. on Tuesday, September 2, to ease travel throughout Labor Day weekend. Drivers should be aware some work may continue behind permanent concrete barriers or for emergency repairs. State Police and local law enforcement are participating in the national “Drive Sober or Get Pulled Over” enforcement campaign, through Monday, targeting impaired and reckless driving through increased patrols and check points.

The Norwich Police Department arrested 21 year old Kaylub Rifanburg of Norwich for Criminal Possession of a weapon, & possession of burglar tools following a traffic stop Monday. Police discovered a loaded 9mm handgun during the traffic stop on South Broad Street, on Monday afternoon in the City of Norwich. Norwich Police Department received a complaint about an erratic driver, the vehicle in question was located, police found the handgun with a 15 round magazine seated in the pistol. Sidney Police Department received a fraud complaint, where teh vicitm was scammed by an elaborate scheme to defraud and had already lost $57,000. The scammers were able to gain the trust of the victim by posing as a Microsoft computer virus technician and a bank fraud technician, Police learned that the victim was being directed to withdraw another large sum of money by the scammers, Sidney Police & the State Police BCI unit set up a sting operation, which led to the arrested of 42 year old Xueyu Luo of New York City into custody. Luop was charged Grand larceny, Tampering with physical evidence, Scheme to defraud, Resisting arrest and Obstruction of governmental administration, Luo was processed & was transported to the Delaware County Jail to await arraignment, He was released on his own recognizance to appear back in court at a later date. The investigation is ongoing.
Otsego County Sheriff's Office arrested Christopher Ingraham of Pittsfield, for Assault, Attempted Assault, Reckless Endangerment, Reckless Driving, Driving While Ability Impaired by Alcohol as well as several other related charges, following an investigation into a personal injury motor vehicle/ assault complaint in the Town of Pittsfield. Deputies determined that Ingraham struck 3 individuals with his vehicle attempting to break up a physical altercation, 2 were transported to a local hospital for their injuries, he was taken into custody without incident and was processed and was turned over to the Jail pending Centralized Arraignment.

Norwich Police Department conducted a routine traffic stop on Rexford Street Monday that led to the arrest of 59 year old William Hamilton & 36 year old Heather Pollock of Norwich, as well as the seizure of a significant quantity of illegal narcotics. Hamilton was also wanted on an active arrest warrant, he was charged for that & several counts of criminal possession of a controlled substance & tampering with physical Evidence. Pollock was also charged with Criminal Possession of a controlled substance & tampering with evidence. Police seized Fentanyl, Methamphetamine, and Crack Cocaine. Hamilton and Pollock were arraigned and were released on their own recognizance pending further court proceedings. The investigation is ongoing.
The State Health Department reported the 1st cases of the West Nile virus has been reported in Onondaga County. The individual is an elderly adult from Cicero, who was hospitalized but has since been discharged and is recovering. Additionally, the first Eastern Equine Encephalitis virus detection in mosquitoes this season has also been reported in Cicero. An Audit by the State Comptroller's Office found that the state Department of Health is not adequately overseeing adult care facilities, they failed to conduct timely inspections and lacked documentation to show critical problems were corrected. 18% of allegations had no evidence they were investigated. a few did not have evidence of any plans for an investigation at all. Governor Kathy Hochul today announced that more than $36 million has been awarded to 48 projects across New York State through the County Infrastructure Grant Program. Locally, The City of Norwich was awarded $1 Million Dollars to build 20 new housing units on Plymouth Street to serve residents 62 years old and older, as well as individuals and families experiencing homelessness or at-risk of homelessness. Funding for this project will allow for infrastructure expansions required to service these homes, including a new sanitary sewer, water supply system, and storm-water system, as well as streets, curbs, and sidewalks.

Governor Kathy Hochul today announced Lactalis USA will invest more than $75 million to upgrade both its Walton and Buffalo facilities, enabling them to expand capacity and gain efficiencies. The projects in Delaware and Erie counties include the purchase of new equipment and upgrades that will allow the dairy manufacturer to retain more than 800 full time jobs and create more than 50 new jobs. The Walton plant produces Breakstone’s Sour Cream and Cottage Cheese. It will undergo a $15 million modernization, focusing on automating and expanding the cottage cheese and sour cream production lines, enhancing efficiency, capacity, and sustainability.

The FBI has announced the indictment of 63 year old Henry Garcia of Vero Beach Florida for "Sending a potentially hazardous material" charge, by mailing a letter last year to the New York Attorney General's Office in Albany, containing what was believed to be a biological weapon. The suspicious white powder was not a hazardous substance, the charge filed against Garcia carries a maximum term of five years in prison and a fine of up to $250,000.
