Governor Cuomo today announced health insurers cannot discriminate or deny coverage based on gender identity. This action will ensure that transgender or gender nonconforming individuals receive coverage regardless of whether they present as the gender to whom the service is typically or exclusively provided. The announcement builds upon previous actions to support health insurance access for all New Yorkers, including previous guidance instructing insurers that they may not deny medically necessary treatment for gender dysphoria.
The State Department of Motor Vehicles has not done enough to prevent automotive repair shops and inspection stations from operating without valid registrations, according to an audit issued by State Comptroller Tom DiNapoli. The audit revealed DMV has established little in the way of controls to restrict unregistered repair shops from operating, approximately 23,600 automotive businesses had expired licenses or registrations. Auditors selected 170 used car dealerships and repair shops with lapsed registrations and found 22% were still operating.
Governor Cuomo today signed legislation for additional protections for students and expanding anti-tampering laws to prohibit unlawful alteration of any official student record in any primary, intermediate, high school or college. The prior law prohibited the unlawful altering of grades, credits and awards on a student's record. The new law makes it a misdemeanor to knowingly alter any official student record, also those certified or licensed by the State Education Department who are found to be in violation of this new law would be subject to further disciplinary action.
The Chenango County Environmental Health Department announced that The Village of Afton has the best tasting drinking water in Chenango County. Afton's water may be able to move on to compete & win at the State Fair, where fair goers are asked to judge each year.
The Broome County STOP-DWI program announced that they would NOT be holding the annual Chris Thater Memorial Bike Races later this month. The races were held for 33 years, they were named after Christopher Thater, who was a 23 year-old cycling enthusiast and Binghamton University graduate who was killed by a drunk driver in Broome County in 1983.
Chenango County Sheriff’s office arrested 34-year-old Richard Tyler of Oxford for False Personation & Unlicensed Operation of a Motor Vehicle following a traffic stop in the Town of Preston. Tyler provided a false name and date of birth to the police, Deputies were familiar with Tyler, who was out on Parole, he was also found to be driving with a suspended license. Tyler was arraigned in the Town of Oxford Court & was remanded to the Chenango County Jail on $500 cash bail.
Governor Cuomo signed legislation to regulate pet dealers and crack down on unscrupulous practices in this industry. The bill requires incorporated animal shelters, rescue organizations and other non-profit entities that offer animals for adoption to register with the Department of Agriculture and Markets. The legislation fixes a loophole and requires not-for-profit entities to comply with all documentation and vaccination requirements for pets brought into the state for purchase.

Binghamton Police responded Wednesday to a reported shooting at 197 Murray Street. Police said that 51-year-old Jacque Hall was shot in the face, & 30-year-old Heather Houck was shot in the leg, 22-year-old Luis Rodriquez of Binghamton was treated for the laceration from a machete. Rodriquez has been charged with Criminal Use of a Weapon & Attempted Murder, for shooting allegedly Hall. 28-year-old John English has been charged with Tampering with Physical Evidence & 1st degree Assault for allegedly striking Rodriquez with a machete. Rodriquez & English were arraigned & were been remanded to the custody of the Broome County Sheriff Office. Police confiscated the weapons & methamphetamines, the investigation is continuing.

Attorney General Eric Schneiderman announced today that Volkswagen has agreed to pay over $157 million to 10 states, including $32.5 million to New York, to settle the environmental lawsuits first filed By New York and Massachusetts, challenging the companies' use of Software that caused pollutants to be emitted into the air by their diesel engines. Volkswagen also agreed to establish a national $2.9 billion fund to mitigate the environmental damage caused by their vehicles; over $127 million of that will be directed to New York state. Volkswagen also has committed to offer 3 new electric car models in New York by 2020.
Delaware County Sheriff’s Deputies arrested 26-year-old Stephen Esolen of Hancock, for criminal possession of a hypodermic instrument, unlawful possession of marijuana, and aggravated unlicensed operation of a motor vehicle. Esolen was arraigned in Hancock Village Court and was remanded to the Delaware County Jail in lieu of $2500 bail.
Governor Cuomo today launched the Request for Proposals for Round III of the New New York Broadband Program, which is the final round of funding to secure access to high-speed Internet by the end of 2018. Round III targets all remaining unserved areas mostly in upstate rural communities. Recipients will be selected through a “reverse-auction” methodology, which prioritizes bidders seeking the lowest amount of state investment per new location served.
Airports across the state can apply for 20 million dollars in funding for safety improvements & modernization. The money can be used for runaways, taxiways, hangars & other infrastructure projects, at least half the money is earmarked for upstate airports. The money is part of a Cuomo administration 21.1 billion dollars 5 year transportation improvement plan.
Governor Cuomo announced that Binghamton University and SUNY Sullivan have applied for and received research permits under the State’s Industrial Hemp Agricultural Pilot program. The New York State Department of Agriculture and Markets oversees the authorization of universities and farms to grow and research industrial hemp, research may include harvesting, processing and manufacturing hemp into finished products and the marketing of the crop & those products.

Firefighters from Cooperstown & surrounding communities responded to a fire in kitchen of the Phinney House Bed & Breakfast at 14 Elm Street in Cooperstown, at 7:30 this morning. The Vrooman family escaped from their house & safely removed nearby vehicles before firefighters arrived. The fire was under control in about 90 minutes, significant smoke and water damage was reported. The Cause of the fire is under investigation.
Oneonta Police Department received a call Friday Night from a citizen in southern New York State regarding an acquaintance who was stranded in Oneonta and possibly expressing suicidal and homicidal tendencies. Officers located 35 year old Samuel Browning of Philadelphia Pennsylvania, in the area of 145 Main Street. Browning was taken into custody without incident, he was found to be in possession of a loaded .357 magnum revolver and a small quantity of marijuana, the handgun had been reported stolen from the Harrisburg, Pennsylvania. Browning was charged with Criminal possession of a firearm, Criminal possession of stolen property, And Unlawful possession of marijuana. Browning was held at the Oneonta Police Department until arraignment in the City of Oneonta Court.
The CDC and the U.S. Food and Drug Administration are investigating an outbreak of Listeria infections. 6 people infected with the outbreak strain of Listeria have been reported from 4 states since last September, all 6 were hospitalized, and 2 people from Connecticut and Vermont died. The laboratory evidence indicates that soft raw milk cheese made by Vulto Creamery of Walton is the likely source of this outbreak, as all 6 people ate various types of soft cheeses in the month before their illness started. The outbreak strain of Listeria was identified in samples taken from three intact wheels of Ouleout cheese collected from Vulto Creamery; they have now recalled all lots of several types of their soft raw milk cheeses. This investigation is ongoing.
The Oneonta city clerk's office announced that due to the impending storm, parking restrictions in the Municipal Parking lots & Parking Garage would be lifted starting at 7:00 PM tonight. Vehicles owners & operators in the city of Oneonta are reminded that vehicles cannot be parked on the streets after 2 1/2 inches of snow falls. City officials said that people could sign up for snow and parking related messages by texting the keyword "SNOWTOW" to 888777.
Governor Cuomo announced that actions are being taken to prepare and respond to the Nor'easter that will impact much of the state tonigth through Wednesday. The State Emergency Operations Center will be activated this evening & state agencies will be on heightened alert & will be ready to deploy personnel and state resources to the hardest hit areas, as needed.
Fire Fighters from many area companies responded Sunday night to a Fire at the Milford Methodist Church. The fire was called in at about 7:00 PM, the church was heavily damaged & 2 nearby buildings had minor damage. No injuries were reported, the cause of the fire is under investigation, the building is expected to be ruled as a total loss.
Governor Cuomo announced that the New York State Environmental Facilities Corporation Board of Directors approved nearly $60 million in grants and interest-free and low-cost loans to support vital drinking water and wastewater infrastructure projects across New York State. The Village of Sidney will receive $9.4 million to improve source water quality by developing new wells, and/or providing the existing two wells with a treatment system. Additionally, water mains with poor pressure and frequent breaks will be replaced and meters will be installed on all remaining unmetered services.
Chenango County Sheriff's Department arrested 2 Town of Greene residents for agriculture and markets law violations. Deputies arrested Martin and Mary Canny for 7 counts of failure to provide proper sustenance of farm animals and dogs, following a complaint on March 6th, the Leather Stocking Veterinary Clinic of New Berlin responded, they found numerous animals to be malnourished and recommended them to be removed from the property and offered assistance from the clinic. Martin and Mary Canny voluntarily gave up their rights to the rest of their animals, they were also taken to the Leather Stocking clinic.

Governor Cuomo announced that he is proposing to guarantee a woman’s right to choose in New York by adding the protections established by the 1973 Roe v. Wade federal decision into the state constitution. This would ensure these protections remain in place in New York in the event this decision is overturned, or altered by a new U.S. Supreme Court. Cuomo also announced proposals for further protection for women regarding access to birth control; he made those announcements in front of abortion rights supporters Sunday in Albany.
State Police arrested 25-Year-old Darin Wignall of Deposit for Criminal Mischief, 3RD Degree Assault & Criminal Contempt of Court. Troopers responded to a dispute on County Route 20 in the Town of Deposit, Wignall allegedly punched another man in the head causing a laceration. He also damaged several household items valued at about $500 total before leaving. Wignall's conduct violated an order of protection, he was located, arrested & was arraigned in the Town of Deposit Court and was remanded to the Delaware County Jail on $1,500 cash bail or $3,000 property bond.
Chenango county Emergency crews responded to a 2 car head on crash near South Chenango Street Extension in Greene around 10:30 This Morning. Emergency responders claim that there was a fatality, State Route 12 north and south was closed for a couple of hours. Motorists were detoured around the scene for the investigation & clean up. Several other accidents have been reported due to the slippery road conditions this morning & this afternoon.

Mitchell said that it took almost a year to make the switch in franchises happen, the league board of Governors approved moving the Devils to Binghamton from Albany unanimously at their meeting Sunday.
The city of Oneonta announced a new $200,000 Microenterprise Program, which was recently awarded to the city, by the state office of community renewal. The program will provide financial assistance to entrepreneurs, start up businesses, and existing Micro enterprises that will increase opportunity and can create jobs for persons of low to moderate income. Chenango County 911 received a report of shots being fired in the area of Algerine Street, in the Town of Afton, Monday at about 11:30 AM. Responding Troopers located a male subject suffering from a shotgun wound to his upper leg, he was transported to Wilson Memorial Hospital in Johnson City, where he is being treated for his non-life threatening injury. The circumstances of how this subject was injured is currently under investigation. Initial reports suggested that Police were searching for a 2nd person for Questioning. Additional information will be released as the investigation progresses.
Local sales tax collections showed sluggish growth in 2016 compared to 2015, increasing 2.3% last year, according to State Comptroller Tom DiNapoli. The report showed that sales tax collections grew by more than 4% in six counties in 2016 one of those was Delaware County. The rest of the Southern Tier & central New York Area Increased by About 1%
Governor Cuomo announced $5 million is being awarded to county and youth fairs across the State through the Agricultural Fairgrounds Infrastructure Improvement Program. 56 local fairs can receive more than $89,000 to offset the cost of improvement and renovation projects, including new construction. The $5 million has been divided equally among the State’s local fairs; fairs must submit the scope of work and estimated budget for proposed projects. Projects must be submitted to the New York State Department of Agriculture and Markets, which is administering the program.

Sidney village police arrested 43-year-old Carl Peterson of Sidney on a sealed indictment warrant, on charges of criminal sale of a controlled substance, for allegedly selling prescription narcotics in Sidney; he was sent to the Delaware county jail. Also arrested, on an arrest warrant sealed indictment was 35-year-old Shawn Carnicelli of Sidney for criminal sale of a controlled substance, fro allegedly selling cocaine in the village of Sidney. Carnicelli was remanded to the Delaware county jail pending future court proceedings. State police assisted Sidney police in this investigation.
State Police responded to a car-pedestrian crash on Gilmore Lane in Norwich. 32-year-old Brandon Jones was driving a pickup when he got into a verbal dispute with his wife, who was a passenger. Police said that the wife exited the vehicle; the truck then struck her, causing serious injuries. She was transported to Wilson Memorial Hospital in Johnson City. Jones was charged with 2nd-degree vehicular assault and DWI, he was arraigned in the Town of Norwich Court and was sent to the Chenango County Jail on $7,500 cash bail or $20,000 bond pending court action on January 24th.
Delaware County Sheriff's Deputies investigated a 1 car, rollover accident on State Highway 10 in the Town of Tompkins. 30-year-old Adam Buteau of Deposit swerved to avoid a deer and went off the highway and crossed over the guide rail, the vehicle hit a number of trees & overturned, coming to rest on its roof. Deputies charged Buteau with Driving While Ability Impaired by Drugs, Aggravated Unlicensed Operation of a Motor Vehicle, Criminal Possession of a Controlled Substance plus a number of traffic other violations. Buteau was arraigned and was remanded to the Delaware County Jail on $500 cash bail or $1,000 bond.

Many area fire departments responded to a fire on State Route 7 in the Wells Bridge area this morning. The fire started at about 7:00 AM at a 2 story structure across the road from the former Babcock's, firefighters from Wells Bridge, Unadilla, Franklin, Sidney, Oneonta, West Oneonta & Gilbertsville responded, traffic was detoured off of route 7 while firefighters tackled that fire. The investigation into the cause of the blaze is continuing.
Commissioner Richard Ball of the State Department of Agriculture and Markets will deliver the Governor's Budget Message today in Norwich. The presentation will begin at 4:00 PM at the Northeast Classic Car Museum at 24 Rexford Street.
Laurens Firefighters responded yesterday to a fire at a Main Street structure right across the street from their station Thursday afternoon at about 5:30. Firefighters from Laurens, West Laurens, Oneonta, West Oneonta, Mount Vision, Hartwick, Milford and Otego Fire Departments responded, the building contained 4 apartments and room for 2 businesses on the first floor, which were vacant. The building was considered destroyed. The cause of the fire is under investigation.
A Spaghetti Dinner Fundraiser will be held Saturday, January 21, 2017 from 4:00-7:00 pm at the Sidney Elks Lodge. Proceeds from the fundraiser will help support a group of Sidney High School students who will be traveling to the Grand Canyon in April. Tickets are available at the door.

State Police arrested a 4th man connected to the shooting of 50 year old Timothy Mancini on September 24th at 112 Carl Street in the Town of Union, Broome County. 45-year-old Kevin Standish of Endicott was arrested for the felony of Tampering with Physical Evidence. Standish was arraigned in the Town of Union court and remanded to the Broome County jail in lieu of bail. His next court date is pending.
American Airlines announced that they would discontinue service from both the Greater Binghamton & Elmira Corning Regional airports in February. Service to and from Philadelphia will be discontinued at both airports on February 15th, 25 positions will be lost with that change.
Today is National Farmers Day & the State Tax Department and the State Department of Agriculture and Markets remind farmers of tax credits available to them, to reinvest in their businesses. Beginning next year, farm employers will benefit from the newly introduced Farm Workforce Retention Credit, which is equal to a fixed-dollar amount for each eligible farm employee, the credit will be phased in through 2021. Historic barns that are reconstructed or rehabilitated and meet certain other requirements may qualify for a property tax exemption. Farmers are eligible for a sales tax break when they purchase items such as machinery, equipment, and supplies used predominantly in farm production. More information is available through the state Tax department, the State Ag & Markets Department or local tax assessors.
The State Office for the Aging reminds older New Yorkers about the importance of getting their flu vaccination as soon as possible. “Flu season” in the United States can begin as early as October and last as late as May. The Centers for Disease Control and Prevention recommends that everyone 6 months of age and older get their annual flu vaccine by the end of October. The CDC also reports that a study conducted in 2016 showed that those people 50 years and older who got a flu vaccine reduced their risk of getting hospitalized from flu by 57%. Long time Sidney resident & Businessman Jim Barnhart passed away unexpectedly on Sunday, at the age of 72, in Asheville, North Carolina while spending time with his family. Barnhart worked at & eventually owned C.H. Landers Funeral home until retirement in 2015. Calling hours will be at C.H. Landers Friday, from 1:00 to 3:00 pm and 6:00 to 8:00 pm, Funeral services will be held Saturday, at 11:00 am at the funeral chapel. Burial will follow in Prospect Hill Cemetery, Sidney. Broome County Executive Debbie Preston acknowledged that she used a town of Conklin credit card for personal purchases at area stores, while serving as Conklin Town Supervisor. Preston said that repaid the money to the town in a press conference yesterday afternoon, she insisted that she will stay in the race to try to retain her seat as county executive, she is facing Democrat Jason Garner for the seat.

State Police arrested 32-year-old Timothy Reid of Binghamton for allegedly speeding on State Route 12 in the Town of Oxford. Reid is also accused of driving with an open alcohol container, in possession of a loaded handgun, methamphetamine, ecstasy, cocaine, LSD, oxycodone, marihuana, drug paraphernalia and fireworks. Reid was charged with criminal possession of a weapon, he was arraigned in the Town of Guilford court and remanded to the Chenango County jail on $15,000 cash bail or $30,000 property bond, Additional charges are pending.
4 people were arrested Tuesday by the Delaware County Sheriff's Office Criminal Investigation Division in relation to narcotics sales that led to the execution of search warrants and drug possession arrests made by Deputies earlier this year. Arrested were 27-year-old Antonio Felice of Walton, he is accused of selling heroin bundles and cocaine in the Village of Walton. Also arrested were 25-year-old Lucas Labumbard & 20 year old Anna Bubko of Margaretville, for allegedly selling Hydrocodone near the Margaretville Central School. 46-year-old John Coe of Deposit was charged for allegedly selling bundles of heroin in the Village of Deposit. All 4 are being held on bail in the Delaware County jail pending future court action.
State Police arrested 52-year-old William Daniels of Tampa, Florida for DWI, and several other traffic violations, after troopers responded to a report of a car leaving the scene of a crash on Leland Hill Road in the Town of Franklin. Daniels is accused of driving while intoxicated when he crashed into mailboxes and then left the scene, he also refused to submit to a breath test to determine his blood alcohol content. Daniels was arraigned in the Town of Oneonta court and was remanded to the Otsego County jail in lieu of $1,250 cash bail or $2,500 property bond, pending court action Thursday in the Town of Oneonta court.
Delaware County Sheriff's Deputies arrested 54 year old Theodore Tiska of Masonville with 4 four counts of Criminal Contempt, for allegedly violating an Order of Protection issued by Town of Sidney Court earlier this year. Tiska is accused of calling the protected party while being incarcerated at the Delaware County Jail; Correctional Facility staff discovered the calls. Tiska is retired from the Delaware County Sheriff’s Office, he remains held on $75,000 cash bail on a charge of 2nd degree Attempted Murder, he will be arraigned on the new charges in the Town of Delhi Court at a later time.
The Delaware County Sheriffs department conducted an investigation into a physical altercation in the Town of Andes, Deputies arrested 34 year old Jennifer Myers & 39 year old Christopher Fairbairn of Arkville for strangulation and unlawful imprisonment. Both were arraigned in the Town of Andes Court & were remanded to the Delaware County Correctional Facility in lieu of $2500 bail.
Governor Cuomo encouraged New York’s county fairs to apply for a $5 million Agricultural Fairgrounds Infrastructure Improvement Program this fall. Funding for the program help offset the cost of improvement and renovation projects, including new construction, at eligible county fairs. The State Department of Agriculture and Markets will release detailed eligibility requirements and the application this fall, allowing the county fairs time to prepare project proposals that are shovel-ready and that could be implemented starting next year. Grant funding will not exceed $200,000 and will be awarded on a first-come basis.
State Police at Sidney are still investigating a burglary that was reported on the morning of June 5th at the Frog Pond Farms located on State Route 7, in the Town of Bainbridge. The State DOT will hold an open house public meeting today at the village of Windsor Community House, at 107 Main Street, from 5:00 to 7:00 PM, to discuss a project to replace the decks on two local bridges over State Route 17. Each bridge will be closed for 6 weeks at a time, during the closure of East Boskett Road over Route 17, traffic will be detoured to Route 17 and County Road 28. During the closure of County Road 28 over Route 17, Route 17 between Exits 81 and 82 will serve as the detour route. Construction is expected to be performed during the 2017 season.
Delaware County Deputies arrested 69 year old Manuel Fernandez of Hamden for Criminal possession of a weapon, He was arraigned in the Town of Hamden Court and released on his own recognize. Fernandez allegedly possessed a loaded pistol in his residence when he has no pistol permit and also had a loaded rifle in his residence in Hamden, he is a convicted who can not legally possess weapons.

State Police and the United States Postal Inspection Service announced the arrest of 22 people and the seizure of drugs, weapons, cash and one vehicle resulting from a joint drug investigation throughout Central New York. “Operation Pandora’s Box,” targeted drug suppliers from New York and around the nation -- and even overseas -- who are using the U.S. Mail to ship narcotics and synthetic drugs, along with other contraband, into the region. Congressmen Chris Gibson co-introduced bipartisan legislation to bring fairness to the federal system used to determine the price dairy farmers are paid for their milk. The Dairy Margin Insurance Location Calculation Act amends the Farm Bill to require the Secretary of Agriculture to use statisitcs from each state to calculate average feed cost and actual dairy production margins. The current margin protection program is harmful to New York dairy farms because it uses calculations based on the average feed costs associated with the Midwest and other differing markets.
Governor Cuomo announced that efforts by state and local law enforcement have resulted in an 840% increase in tickets for texting while driving in New York State since 2011. While the number of cell phone tickets have decreased each year since 2011. The State Department of Health announced the launch of the “Treat Nicotine Addiction Campaign,” to urge health care providers to reframe smoking as an addiction to nicotine, rather than a bad habit, and to treat nicotine addiction with counseling and medication. Patients who are encouraged to quit and begin medication are 2 to 3 times more likely to remain smoke-free. The Treat Nicotine Addiction Campaign will run through June 2016.

The New York State Department of Agriculture and Markets, New York Farm Bureau and New York Center for Agricultural Medicine and Health have announced the establishment of a fund to help New York farmers enhance safety on the farm. The program will allow farmers to make safety upgrades by paying for 50% of the cost of the proposed project up to a $5,000 maximum. The Chenango County Sheriff’s Office concluded their investigation off last week’s 2 vehicle crash on State Highway 12 in the Town of Sherburne. The accident occurred at about 10:23 am. Lance Yerton of Sherburne was Southbound on State Highway 12, when a vehicle operated by 69 year old Larry Cooley of Sayre Pennsylvania crossed the center line and struck Yerton’s vehicle. Cooley was pronounced dead at St. Elizabeth’s Hospital in Utica, Yerton was also transported to St. Elizabeth’s Hospital with face and leg injuries. It appears that Cooley suffered a heart attack prior to the crash which caused him to cross the center line into Yerton’s lane.
Delaware County Public Health sent a raccoon found in the Town of Hamden for testing to the State Rabies Lab, it tested positive for rabies. There were no human exposures reported. A total of three animals tested positive for rabies in 2015; this is first animal of 2016 to test positive for rabies in Delaware County. Governor Cuomo announced that the minimum wage increase for State Workers would take effect beginning tomorrow. The increase will be implemented on the same phased-in schedule currently underway for fast food workers, all State workers will receive an hourly wage of at least $9.75 per hour for employees outside of New York City.

Binghamton Police are looking for 2 suspects who robbed a woman Tuesday evening. One man was armed with a gun and the other with a baseball bat. The first suspect is described as a tall black male, wearing dark-colored clothing and a dark-colored bandanna covering his face, the 2nd suspect is described as a tall, light-skinned male in his 20s with a thin build, wearing a grey hooded sweatshirt, dark-colored pants, and a bandanna covering his face. Governor Cuomo today announced $10 million in Public Safety Answering Points operations grants have been awarded to municipalities across New York State. Syracuse Police have arrested 2 brothers from Binghamton for allegedly beating 2 men who were intervening on behalf of a homeless person being harassed Christmas Night. 18-year-old Nouman Khan and 20-year-old Hamza Khan, both of Binghamton, were charged with assault late Tuesday night after turning themselves in to police. Police reported that the victims intervened when a group of five men harassed a homeless man, 1 of the victims suffered a skull fracture. The Khan brothers were released on appearance tickets and ordered to appear in Syracuse City Court on January 20.

Governor Cuomo announced the beginning of a new, statewide cooperative effort to crack down on illegal credit/debit card skimmers at gas pumps across New York, seeking to end criminals’ ability to empty the bank accounts of their victims. With card data theft incidents on the rise across the country, the State Department of Agriculture and Markets’ Weights and Measures Bureau is conducting New York’s first-ever training and sweep of gas station dispensers across the state to proactively protect consumers and gas station owners. Agriculture and Markets staffers will train county weights and measures officials to spot skimming devices in their communities.

Assemblyman Cliff Crouch stated today that the Kraft manufacturing plant in Walton under review for closure needs to stay open. Crouch said that there are 150 local jobs as well as a methane digester project being pursued by the Village of Walton at stake. The methane digester project is being pursued through the Regional economic Development Council as a cost-saving measure for Kraft & as well as the Walton school district, to save on heating costs paid by area taxpayers. Crouch joins Governor Cuomo & U.S. Senator Schumer in trying to get Kraft Heinz from closing the Walton plant, and 2 others in the state, following a merger of the 2 food industry giants.
State Police arrested 26-year-old Scott Losee of Sherburne for 3rd degree assault, criminal mischief and unlawful imprisonment, after troopers responded to a domestic dispute that occurred on November 2 in Sherburne. Losee allegedly assaulted his girlfriend causing an injury to her face. He also smashed her cell phone and kept her from leaving the home. Losee was arraigned in the Town of Sherburne court and was released without bail required. His next court date in the Town of Sherburne is on November 18, 2015. The court issued an order of protection against Losee.
New York Farm Bureau has come out with its annual “Circle of Friends,” naming 158 State Legislators to their annual list. The award is an indication of the individual lawmaker’s support of New York agriculture and the Farm Bureau, based upon each legislator’s voting record on issues of agricultural importance. Governor Cuomo announced the launch of a new $1.4 million Climate Resilient Farming grant pilot program created to support projects that mitigate the environmental impact of agriculture-related activities and increase the resiliency of farms throughout New York State in the face of a changing climate. Initiatives include $175 million for 5 large-scale clean energy projects to increase electricity generation from renewable energy sources, and a $3 million clean energy competition for colleges and universities in New York State. First responders were called to 8129 State Route 23 in the town of Davenport yesterday morning at about 10:15 AM for a report of a vehicle that drove into a structure. State police reported that the unidentified driver of the vehicle suffered a medical emergency, swerved off the road, then crossed back across oncoming traffic and hit the house. The driver and a passenger were transported to Fox Hospital in Oneonta; no one was in the house at the time of the accident. The investigation is continuing.

State Comptroller Tom DiNapoli announced today his office approved 1,821 contracts valued at $1.9 billion and approved 1.7 million payments worth $8.5 billion in August. His office also rejected 191 contracts and transactions valued at $713 million and nearly 1,600 payments valued at $61.6 million due to fraud, waste or other improprieties. Major Contracts Approved specifically in August were for the State Department of Agriculture and Markets for State Fair expenses, including $2 million paid out for 15 contracts to provide entertainers & $1.4 million for 3 contracts for ambulances, mobile restrooms and bedding/manure removal for livestock.
Governor Cuomo announced today that recent investigations to protect exploited workers in New York State have led to nearly $3.3 million in back wages, damages and settlements for 800 workers. In the upstate counties, State Agriculture Labor Specialists assisted in recovering more than $9,000 in back wages for 23 farm workers who were underpaid. State investigators conducted more than 380 field visits and met with 300 agricultural businesses to offer hiring assistance and educate employers about labor law compliance and available resources. The agency has increased the number of field visits, reduced the number of violations and is protecting workers by helping more businesses comply with the law.
The state Office of Parks, Recreation and Historic Preservation today announced that $500,000 in grants are now available to help organizations to improve State parks, trails and historic sites. The grants are available for the program will be administered by State Parks and Parks & Trails New York. The program is designed to enhance the preservation, stewardship, interpretation, maintenance and promotion of State parks, trails and state historic sites; as well as promote the tourism and economic development benefits of outdoor recreation through the growth and expansion of a connected statewide network of parks, trails and greenways.
State Police arrested 25 year old Ian Kosciusko of Worcester for sexual abuse. The arrest occurred after troopers were advised of an incident that occurred on September 11, at the Holiday Inn on State Route 23, in the Town of Oneonta. An investigation determined that an employee had unwanted sexual contact with an adult victim, Kosciusko was arraigned and was remanded to the Otsego County Jail in lieu of $2,500 cash bail or $5,000 property bond, An order of protection was issued by the court.

State Police responded to a report of a 1-car fatal rollover motor vehicle accident on State Route 17. 36 year old Fareeha Nausheen of Monticello was operating a Honda minivan in a construction zone, when she lost control of the vehicle, it skidded across the open westbound lane of traffic and continued into the lane of traffic under construction, causing the vehicle to roll over several times. 77 year old Muktar Began of Monticello was ejected and was struck by the vehicle prior to it coming to rest in the center median, Began was pronounced deceased at the scene. A 3-year-old rear seat passenger was also ejected from the vehicle and sustained a minor injury. 4 surviving passengers were transported to Wilson Hospital in Johnson City to be treated for non-life threatening injuries. Nausheen was ticketed for moving from lane unsafely and failure to use child restraint seats for rear seat passengers & faces court action in the Town of Windsor Court on August 11th.
The Oneonta Police Department responded to a report of a robbery at the Smokers Choice Sunday at 76 Chestnut Street in Oneonta. The investigation revealed that the clerk on duty at the time, with another person, had conspired to steal money from the Smokers Choice and intended to report the theft as a robbery. Police arrested 20-year-old Morgan Reichart of Oneonta, for 5th degree Grand Larceny, 5th degree Conspiracy, Making a Punishable False Written Statement and Falsely Reporting an Incident. 26-year-old Mark Briley of Oneonta was charged with 5th degree Grand Larceny, & 5th degree Conspiracy, both were being held until arraignment in Oneonta court.
State Senate Republicans have secured a legally binding memorandum of understanding with the governor’s office amending provisions of the New York SAFE Act. The document suspends a portion of the SAFE Act establishing a statewide database requiring purchasers of ammunition to undergo a background check. The MOU also ends the moratorium on Internet sales of ammunition.
Governor Cuomo announced that more than $350,000 is available to help low-income families and veterans to participate in the FreshConnect Checks Program, which increases the purchasing power of food stamps used at participating farmers markets. More than 84,000 checks have already been issued to 152 sites across the state to help eligible New Yorkers access healthy foods, including fruits and vegetables. The program has also been extended to operate year-round at participating farmers’ markets, providing the opportunity to use checks 12 months a year. The Great New York State Fair is seeking singers to be the very first musical performers of each day. By a vote of 344-77, the House of Representatives adopted the 21st Century Cures Act, the legislation was authored by area Congressman Chris Gibson to combat Lyme disease and tick-borne illnesses, prioritizing federal research, setting benchmarks for progress on treatment and cures, acknowledging chronic Lyme, and giving patients and physicians who treat tick-borne illnesses a voice in the process. The National Institutes of Health will receive an additional $1.75 billion per year for the next five years and the FDA will receive an additional $550 million to help combat the illnesses.

The Adult Amber alert activated yesterday was cancelled, as the elderly Otsego county man was located safely in southeast Pennsylvania. 79-year-old George Holbert of Edmeston was located in Carbon County Pennsylvania Monday night; he was brought to a local hospital for evaluation. The Otsego County Sheriff’s Office began a search Monday, following a report from family that Holbert was missing from his residence on Dutch Valley Road in the Town of Edmeston since Sunday. Holbert drove to Pennsylvania, the sheriff’s office was contacted as Holbert suffers from the early onset of dementia, & takes numerous medications, which he left home.
Delaware County Deputies arrested and charged 42-year-old Kirell Lakhman of Holbrook, New York Monday, he was charged with Aggravated Unlicensed Operation for traveling on State Highway 10 in the Town of Hamden while his license was suspended, he was arraigned in the Town of Hamden Court and released on his own recognize to re-appear on July 13th. Lakhman was arrested Again on Monday by Deputies on an Arrest Warrant issued by the Village of Walton Court, he was turned over to the Village of Walton Police Department for processing and arraignment.

State Police in Norwich arrested 31-year-old Michael Holbert of Sherburne on 1 count of animal cruelty, in violation of the New York State Agriculture and Markets Law. Holbert is accused of failing to provide adequate shelter and sustenance for his dog, which resulted in its death. State Agriculture and Markets Law requires that people must provide adequate food, water and shelter, and that they prevent their animals from being unjustifiably injured.
Governor Cuomo announced the next phase of the statewide “Combat Heroin and Prescription Drug Abuse” awareness campaign to address the opioid epidemic in New York. The campaign includes messages on billboards, posters, online advertisements, social media and commercials that will be aired across the state for four weeks. The “Combat Heroin” website hosts 22 videos of New Yorkers describing first-hand how they or their loved ones progressed from alcohol to marijuana to heroin or prescription opioids and the devastation the addiction caused. Four of these videos will be used in television commercials.
New York State of Health Marketplace today announced that more than 2.1 million people signed up for health insurance by the end of the second open enrollment period earlier this week. 88% of Marketplace enrollees reported that they were uninsured at the time they enrolled.
The state Department of Health failed to collect nearly $120 million in available rebates over a 33-month period from pharmaceutical manufacturers for the Medicaid program because of ineffective policies and processes, according to an audit by State Comptroller Tom DiNapoli. Auditors determined that the Health department can improve its processes by following 12 recommendations from the report, to collect the unclaimed rebates and improve the collection process.

Governor Cuomo announced legislation prohibiting the sale of liquid nicotine to minors and requiring childproof containers to protect against accidental poisoning. 6 months after proposing a teacher evaluation bill, Governor Cuomo vetoed that bill claiming that it did not fix the issues with the teacher evaluation system. The veto came after the state Education Department released the latest round of evaluation scores, where 95% of teachers rated "effective" or "highly effective" in the latest school year. Cuomo promised to propose "comprehensive reforms" to the teacher evaluation system next year.

Governor Cuomo highlighted results from the first-ever Farm to Table Upstate-Downstate Agriculture Summit, which was held yesterday in New York City, to explore ways of increasing access to fresh food for underserved populations and growing New York City markets’ access to upstate agricultural producers. A number of proposals will be studied in order to get more upstate produce to the downstate markets, agriculture is still the #1 industry in New York State.
Afton School District residents will vote on a proposal to purchase property located at 43 Caswell St. (the former site of the village garage). The property will be used for parking spaces for staff and students, and parking for athletic events. The property also includes an existing red Morton building which will be used for storage. Republicans in the state Senate claim that the new federal immigration order could cost New York as much as $2 billion in Medicaid costs. In a letter, Republican Leader Dean Skelos estimated as many as 300,000 immigrants could enroll in Medicaid under the federal policies ordered last month by President Obama. The state has yet to weigh in on what the cost of the new immigration rules will have on New York, which has a large immigrant population. The state Department of Health said it is reviewing the president's order. Gov. Cuomo will release his state budget proposal next month.
Sunday marks the final day of the open enrollment period for Medicare, the one chance Medicare users have each year to make any changes they wish to their plan. Medicare plans can change, and users are encouraged to review their plan. If a Medicare user is taking new medications or has been given any new medical diagnosis, his or her plan might not cover new needs. Governor Cuomo called for reviews and reforms within New York's criminal justice system, in the wake of a Staten Island grand jury's decision, not to indict a police officer in the death of Eric Garner. Constitution Pipeline Company announced that the Federal Energy Regulatory Commission has issued an order approving construction of its proposed pipeline to increase natural gas supply to New York and New England markets, subject to certain conditions that will ensure the protection of natural resources. The 124-mile Pipeline will travel from Pennsylvania, through Broome, Chenango, Delaware and into Schoharie County, construction will begin as early as the first-quarter next year. Studies indicate that the environmental impacts would be to less than significant levels with the implementation of proposed mitigation measures by the company and FERC.

Congressmen Chris Gibson is calling on Governor Cuomo to sign into law the Lyme disease bill that passed the State Legislature this year. The Patients’ Rights/Doctor Protection Bill provides that physicians who treat Lyme and other tick-borne diseases according to medical standards should not be subjected to investigations of their medical licenses by the Office of Professional Medical Conduct. Cuomo has not indicated if he will sign the bill.
State Comptroller Tom DiNapoli said the $5 billion dollars in extra money New York is reaping from the bank settlements should not be viewed as a surplus, and should not be spent as though there will be more money coming in the future. DiNapoli said it should not be used for recurring expenses, like tax cuts or increased school aid. According to projections, the state still has a structural deficit of nearly $2 billion dollars for the upcoming budget year. Cuomo and legislative leaders have said they want the $5 billion dollars to be kept separate from the budget and placed in an infrastructure fund.
The State Department of Taxation and Finance launched the continuing education component of New York’s regulations to protect consumers who hire tax preparers. The training program builds on the first phase of the regulations - tax preparer registration, which began in 2010. Each year, about 70% of tax returns are completed and filed by paid tax preparers. Governor Cuomo announced several initiatives to encourage the continued growth of agribusiness across New York. The New York State New Farmers Grant Fund launched Tuesday and is now taking applications. The $614,000 Fund will provide grants of up to $50,000 for eligible farmers who participate in the production of an agricultural product on a commercial farm operation within New York. Funds can be used for up to 50 percent of project costs to lease or purchase farm machinery and equipment; for the construction or expansion of farm buildings or systems; Empire State Development, & the Department of Agriculture and Markets, will administer the Fund.

State Police arrested 59-year-old Anthony Fischetti of Binghamton, for Criminal Possession of a Controlled Substance, following a vehicle stop for having a rear license plate lamp that was not working, on State Route 17 in Windsor. An investigation accuse Fischetti of driving with a suspended driver's license in an uninspected vehicle, an inventory of the vehicle discovered 2.5 grams of heroin and oxycodone pills. Fischetti was arraigned at the Town of Sanford Court and remanded to the Broome County Jail with no bail set; he faces action in the Town of Windsor Court today.
State Attorney General Eric Schneiderman and Pennsylvania Attorney General Kathleen Kane today announced the creation of the Northeast and Mid-Atlantic Heroin Task Force across Northeast and Mid-Atlantic states. New York, Pennsylvania, New Jersey and Massachusetts are on board, with other states expected to be announced in the coming weeks. In the last two years, over 98% of the large-scale heroin trafficking cases prosecuted by the New York Attorney General’s Office have involved heroin flowing between New York and either Pennsylvania, New Jersey or Massachusetts.

A New Siena poll on the Governor's race was released, it shows incumbent Democratic Governor Andrew Cuomo with a 29-point lead over his Republican Challenger Rob Astorino. State Troopers arrested 46-year-old Donald Hartwell of Bainbridge for Driving While Intoxicated with a BAC result of .15%. The arrest occurred after a stop for not having working headlights while driving on State Route 8 in Sidney, Hartwell was also violating his conditional driver’s license because, he was issued tickets returnable to the Town of Sidney Court on October 9th.
State Comptroller Tom DiNapoli announced a new reduction in management fees for the state’s 529 College Savings Program’s Direct Plan. New York’s Direct Plan has more than 650,000 accounts valued at more than $16 billion. The 529 College Savings Program is an investment tool to help parents save for college. Several area fire companies responded to a fire at the Hillcrest Roller Rink on West Main Street in Sidney overnight. State agencies spent more than $316 million on overtime in the first 6 months of 2014, a jump of $22 million over the same period in 2013, according to State Comptroller Tom DiNapoli. State employees worked more than 7.8 million overtime hours, up 7.6% over the same period in 2013. The total cost of overtime as a percentage of gross payroll rose slightly, from 3.9 to 4.3% in the first 6 months of 2014. Last year, overtime at state agencies rose to a record $611million, up nearly 16 percent over 2012. The largest amount of overtime came from the Department of Corrections, Office of Mental Health, and Office for People with Developmental Disabilities & the Department of Taxation & Finance.

Governor Cuomo announced $13.8 million in funding to help more than 200 farms across New York implement enhanced soil and water conservation practices. Grants were awarded to 32 county soil and water conservation districts, and provided by the State Soil and Water Conservation Committee and the State Department of Agriculture and Markets. Locally, Broome receives $173,555.00 for 5 farms, Chenango receives $515,050.00 for 4 farms, Delaware County gets $543,492.00 for 18 farms and Otsego County gets $161,678.98 for 3 farms. State Police at Oneonta arrested 34-year-old Derick Coveny of Morris for DWI following a motorcycle accident on Walters Road in New Lisbon. An investigation determined Coveny was driving his motorcycle while intoxicated and without a helmet. He was taken to a local hospital and treated for minor injuries. Coveny was issued tickets for New Lisbon Court July 15th
Norwich police are reminding area residents to lock up their parked cars at all times, following a series of larcenies at night. Residents are also asked to report items that have turned up missing from parked cars, as police are trying to uncover a pattern of activity that will help lead to arrests.
New York’s health exchange enrolled nearly 1 million people since October, and the largest percentage were aged 26-34. New York nearly met its enrollment goal for 2016 in its first year of the health exchange, signing up 960,762 state residents. 55 percent chose Medicaid, the federal program for the poor and disabled. About 370,000 chose a private insurer; and nearly 65,000 picked Child Health Plus, the state’s insurance program for poor children. The next enrollment period starts Nov. 15
New York State will receive $6.18 million, from the U.S. Department of Labor, to train unemployed workers for jobs in high-demand industries. New York is one of 32 states, receiving grants totaling $154 million, under the National Emergency Grant Program. The funding will help create or expand employer partnerships that provide on-the-job training, apprenticeships and other occupational training, that result in an industry-recognized credential. The 5 member Independent Democratic Conference announced it would seek to share power with Senate Democrats after the November elections, ending the coalition with Republicans that ran the Senate for the past 2 years. The move would have implications on policy decisions, such as whether to raise the minimum wage, implement public financing of political campaigns and strengthen abortion rights. Democrats would control all branches of state government when the legislative session resumes in January, if Governor Cuomo and Democrats win election this fall.

Governor Cuomo yesterday honored 20 fallen police officers from law enforcement agencies across New York State, including 5 who died in 2013 in the line of duty. The names of the 20 officers join the 1,340 others who have been inscribed in the black granite walls of the Police Officers' Memorial, which represents 140 police agencies statewide and five federal agencies. More than 400 people attended the remembrance ceremony, which was held at the Empire State Plaza in Albany.
A bill that would require labels on food products containing ingredients from genetically modified crops has passed a hurdle in the state Assembly. The Assembly's Consumer Affairs and Protection Committee endorsed the measure. A vote of the full Assembly has not been scheduled. The bill would apply to genetically modified fruits, vegetables and processed foods, as well as items that contain ingredients like oil or sugar, that are derived from genetically engineered crops.
Legislation before state lawmakers would prohibit magazine publishers from automatically renewing a customer's subscription without their consent. The bill is an attempt to protect consumers, by outlawing the practice by some publishers of requiring a reader to notify them, if they do not want their subscription renewed. Identical versions of the legislation have been introduced in both the Senate and the Assembly. No votes on the legislation have been scheduled
Richard Ball was confirmed by the State Senate as New York's agriculture commissioner. The Senate completed Ball's confirmation yesterday, he had been serving as acting commissioner since January. Ball has owned a 200-acre Schoharie County Farm for 2 decades & is a former board member of the New York Farm Bureau.
Republican Gubernatorial candidate Rob Astorino made a stop in Broome County yesterday advocating for natural gas drilling. Astorino said the State DEC reports at least 25,000 jobs could be created through natural gas drilling. Astorino claims he will allow natural gas drilling, if he becomes Governor, but would put public health first by setting up the proper regulations before moving forward. Astorino is challenging Governor Cuomo in the upcoming November election.
New York has the distinction of being the worst state in the nation for retirees, according to a new study from Bankrate.com. New York has the highest tax rates in the nation as well as the 4th highest cost of living. The state ranked poorly when it came to the general well being of its retiree population, with poor grades for the quality of health care. New York State has implemented tax cuts in this year's budget reaching $793 million this year and $1.7 billion next year.
State Attorney General Eric Schneiderman announced a $475,000 settlement with Office Depot, for improperly overcharging over 500 New York government entities. The investigation found that Office Depot had inadequate systems in place to ensure compliance with a promise to the state and overcharged by hundreds of thousands of dollars. The settlement ensures that every impacted agency will receive refunds for 100% of the overcharged amount. Office Depot was not renewed last year for a contract for office supplies with New York State.

State Senator Jim Seward will be at Sidney Central School this morning at 10:00 AM.  Senator Seward will take part in New York Agricultural Literacy Week & will read to first graders at Sidney Elementary from the book, “Who Grew My Soup?”  by Tom Darbyshire.  The agricultural themed book stresses the importance of local farmers and their role in providing nutritious food.  The event is coordinated by New York Agriculture in the Classroom, State Department of Agriculture and Markets, the State Education Department, Cornell Cooperative Extension and the New York Farm Bureau.
The Chenango county sheriffs department arrested 22-year-old Tyler Barnes of Norwich  on charges of 4th degree Criminal Mischief & 2nd degree Harassment .  Barnes is accused of striking someone in the faces during a dispute and breaking some of the victim’s property, Barnes was arraigned in the Town of Norwich Court and was remanded to the Chenango County Jail on $100 cash bail.  Barnes is to reappear in the Town of Norwich Court at a later date.
Veterans in New York seeking health insurance have been wrongly placed in the state’s Medicaid program, rather than federal programs. State comptroller Tom DiNapoli said the mistakes occurred because of poor coordination between the state Health Department and local social-services departments. The audit found from January 2013 through October 2013, Medicaid paid more than $105 million for services provided to veterans,  many of the veterans were also entitled to benefits through the VA. Governor Cuomo announced today that the New York State Police would join other law enforcement agencies, across the state, in a special effort to crackdown on impaired and distracted driving during Super Bowl Weekend. The statewide STOP-DWI and Texting-While-Driving Crackdown efforts will start on January 31st and will run through February 3rd.   State Police will be collaborating with County Sheriff and municipal law enforcement agencies across the state in this coordinated effort to reduce the number of alcohol related and distracted driving injuries and deaths.
The Department of Agriculture and Markets is not keeping up with the demands of its inspection schedule, allowing thousands of food-related businesses to operate without updated inspections, according to an audit (http://www.osc.state.ny.us/audits/allaudits/093014/13s27.pdf) by State Comptroller Tom DiNapoli.  Auditors found that as of June 4th inspections that were due for almost 5,000 establishments had not been completed. Another 439 new establishments did not yet have a required initial inspection completed prior to opening for business.

The Democratic led state assembly has passed medical marijuana bills in the past; it has always failed to pass in the Republican controlled state senate.
The state Legislature starts its 2014 session in earnest this week. Lawmakers return to Albany today and tomorrow for session days. The Republican-dominated coalition in charge of the Senate will issue a report on hearings lawmakers held across the state on New York’s regulatory climate. Democrats in control of the Assembly have already introduced legislation to speed implementation of a $9 an hour minimum wage by the end of the year, a full year ahead of schedule.
Delaware County Deputies arrested 41-year-old Michelle Wright of Margaretville for 2 counts of 4th degree Grand Larceny, Criminal possession of stolen property, & Criminal impersonation.  Wright was arraigned and was remanded to the Delaware County Jail on $500 cash bail.  Wright is accused of using a credit card that did not belong to her and charged in excess of $1,000 dollars on that card.  She is due back in the Town of Roxbury Court on January 15th.
Shortly after 11:30 am the Norwich Fire Department responded to a fire alarm activation at the DCMO BOCES Chenango campus. Norwich units arrived on scene and found the building evacuated with no smoke or flames showing, firefighters found a small fire in a bathroom that was quickly put out.
Governor Cuomo has nominated Richard Ball as the next Commissioner of the New York State Department of Agriculture and Markets.  Ball operates a farm & retail business in Schoharie County, he faces state senate approval prior to taking the position. Ball replaces Darrel Aubertine, who had been the commissioner since 2011.
Governor Cuomo signed legislation that authorizes local municipalities to adopt their own laws regulating or licensing pet dealers. The “Puppy Mill” Bill was passed by the legislature at the tail end of the 2013 session, previously, state law blocked local governments from enacting their own pet dealer laws. The New York State Department of Agriculture and Markets will continue to enforce existing state laws pertaining to animal care by pet dealers.
New York State’s 64-campus university system is undertaking a virtual expansion, adding new online degree programs, and enhancing academic and technical support for students taking classes via computer. The State University of New York goes live Tuesday with eight new online degree programs at six campuses and plans to add more in September. New York would have the toughest texting-while-driving penalties in the nation under a proposal by Governor Cuomo. The governor pitched a law that would suspend the driver’s license for 1 year, for those under age 21 caught texting while driving. Currently, there is a 6-month suspension for teens caught texting while driving.  Cuomo also proposed revoking licenses for 5 years, for drivers with 2 drunk-driving convictions in a 3-year period and full revocation of driver’s licenses for those with 3 convictions. Currently, 2 DWI’s within 10 years leads to a minimum 1-year suspension.

A verification change was announced for STAR or School Tax Relief Program. Homeowners are now being required to verify their income with the state. Previously income was verified by the municipalities and towns. The state is asking those enrolled in the STAR Basic program to add one more step after an audit revealed potential waste and abuse. People enrolled in STAR Basic will be able to verify by phone, or online at tax.ny.gov. All paperwork must be submitted by December 31. The state will mail information this month to affected homeowners.

Civil Service Commissioner Jerry Boone announced today that New York State has hundreds of internships available, and reminded college students to apply for Fall semester internships before the application deadline on September 3. New York State created a website that allows students to view and apply for internship opportunities across an array of state agencies both downstate and upstate. The Chenango County Sheriff’s Office arrested a Town of Greene woman for Unlawful Manufacture of Methamphetamine, Criminal Possession of Precursors of Methamphetamine, and Criminal Possession of a Controlled Substance. 28 year old Kimberly Haughton was found to be in possession of precursors, solvents, and chemical materials used to manufacture meth in the Town of McDonough. Haughton was released and will reappear in Town of McDonough Court at a later date
The Chenango County Sheriff’s Department arrested a town of Norwich man for resisting arrest. 33 year old Todd Vance was charged following a traffic stop in the town of Smyrna. Vance fled from the scene into a wooded area and was located at the Rogers Conservation Center. Vance was arraigned in town of Sherburne Court and sent to the Chenango County Jail on $3,000 bail.

Under Governor Cuomo’s leadership, the Department of Agriculture and Markets in conjunction with the Department of Environmental Conservation is launching the Dairy Acceleration Program (DAP) and making available $1 million in funding to help dairy farmers develop individualized business and environmental plans. To be eligible for DAP a dairy cattle farm must have complete financial records. Preference will be given to farms with under 300 cows. DAP funding will cover 80 percent of a project’s cost. Payments may include: up to $5,000 per farm to write a business plan or develop a combination of a business and facility growth plan; and up to $4,500 to update an existing Comprehensive Nutrient Management Plan (CNMP) or $6,000 to develop a new one. Other legislation recently approved by the governor supports farmers in their efforts to reduce their energy bills with the installation of clean energy projects such as solar and fuel cells. Specifically, legislation approved by Governor Cuomo increases from 25 kilowatts to 100 kilowatts the maximum electricity generation for the solar electric systems eligible for net metering without the need to move them to a commercial meter.
Gov. Cuomo will greet President Obama in Buffalo on Thursday as the president kicks off a two-day tour through New York and Pennsylvania to talk about jobs and the middle class. Cuomo will send Lt. Gov. Robert Duffy to the New York State Fair on Thursday, the first day of the fair. Cuomo said he will also visit the fair later during its 12-day run. Traditionally, the governor opens the fair on the first day, which is also known as "Governor's Day." Gov. Cuomo will avoid a potentially dicey political conflict by not joining President Obama to other parts of upstate New York roiled over the state's ban on hydraulic fracturing for natural gas. Obama supports the technology. Parts of central New York and the Southern Tier are on the gas-rich Marcellus Shale formation, where energy companies want to drill. Obama's two-day bus tour will begin Thursday and hit the University at Buffalo, followed by stops in Syracuse, Binghamton and northeastern Pennsylvania. The governor has postponed a decision on whether to allow fracking in New York. Cuomo says he's waiting for a study by state health department.
New York state lost more personal income from people leaving the state in the 2000s than any other state. The Tax Foundation calculated that New York had a net loss of $45.6 billion in personal income from 2000 to 2010. The foundation tracks moves of people within and between states. States that gained the most income in the last decade are Florida, Arizona and Texas.
The state Senate Finance Committee have scheduled five statewide public hearings on how New York’s tax policies can be changed to reduce the burden on taxpayers and to help businesses create more jobs. Public hearings are scheduled for Albany, Syracuse, Buffalo, Mineola and New York City. The Business Council of New York State; National Federation of Independent Business; Unshackle Upstate; the State Economic Development Council; The Tax Foundation and New York Farm Bureau will participate.
A Chenango County man was arrested for selling cocaine in the town of Oneonta in January. 37 year Michael John Hunt of West Edmeston is charged with third-degree criminal sale of a controlled substance. Hunt was arrested after an investigation by deputies with assistance from Oneonta Police. Hunt was arraigned in Otsego County Court and sent to Otsego jail on $20,000 bail.
The Village of Bainbridge Board of Trustees will hold a public hearing tonight at 6:30 in the Village Clerk’s Office, 33 West Main St., Bainbridge. The purpose of the public hearing will be to receive comments, concerning the submission of an application, to the State Office of Community Renewal, for funding under the federal Small Cities Community Development Block Grant Program for 2013. The public is welcome.
Advocates of a bill to legalize sparklers in New York have released polling data that shows two thirds of voters surveyed support the measure. The poll was done by the United States Fireworks Safety Commission. The bill, which passed both the Senate and Assembly, and is in a holding pattern until it’s sent to Gov. Cuomo for review, would legalize the sale of sparklers near New Year’s and the Fourth of July in New York State.
The Bainbridge-Guilford School Board will hold a special meeting on Thursday, August 22nd at 6:30pm in the district conference room. They will move into executive session to discuss several personnel items and they may convene in open session to approve the items.
Lyme disease is about 10 times more common than previously reported. The CDC said as many as 300,000 Americans are diagnosed with Lyme disease each year. It's a bacteria transmitted through the bites of infected deer ticks. Symptoms include a fever, headache and fatigue and sometimes a rash that looks like a bull's-eye centered on the tick bite. Most people recover with antibiotics. If left untreated, the infection can cause arthritis and more severe problems.
