The State DOT advises motorists that the I-88 westbound Exit 20 on-ramp will be closed from Monday, July 20 through Friday, July 31, weather permitting, to accommodate for resurfacing work. The closure is part of an ongoing project to resurface I-88 between the Otsego County line and Exit 20. The project includes the installation of new guide-rail, The interstate will remain open and is currently restricted to one lane of travel in each direction, the ramp must be fully closed during this phase of work and motorists should follow the posted detour.

37 year old Rondell Dowdell of Endicott, pleaded guilty this morning in Broome County Court, to Criminal Possession of a Controlled Substance. On July 17, 2025, Dowdell was stopped in Vestal while operating an electric bicycle in violation State Traffic Laws, a Vestal Police Department canine alerted to the presence of narcotics. A search recovered approximately 20 grams of methamphetamine, a digital scale, packaging material, and cash from suspected drug sales. Dowdell is scheduled for sentencing on October 14th, he faces 3 years in State Prison and 3 Years of post release supervision.

The State’s Division of Consumer Protection is warning members of the military community to be aware of scams targeting active-duty service members and veterans. The FTC reports the number of scams targeting the military community increased by 17%, costing victims $684 million in 2025, with 35,215 fraud reports filed. Service members and their families should never give personal information by phone or by clicking on links in emails to an unknown company or person. The Consumer Assistance Helpline 1-800-697-1220 is available Monday to Friday from 8:30am to 4:30pm, consumer complaints can be filed at Dos.ny.gov/consumerprotection.

Oneonta Fire Department responded to a fire at 10 Luther Street Sunday morning at about 9:00 Am. all occupants escaped without injuries, there were no injuries to firefighters, the cause of the fire is under investigation, the structure was a total loss.

State Police arrested 62 year old Dawn Hawley of Delancey for Stalking, after a victim located a tracking device in their vehicle. The victim believed that Hawley had placed the tracker in December 2025 but was unable to find it until last week, Hawley was processed and was issued an appearance ticket to the Hamden Town Court on July 22, 2026.

The State DOT advises motorists that State Route 23 in the Town of Plymouth, just west of Ashcraft Road, has reopened to alternating single-lane traffic, controlled by a temporary signal, as work continues on a culvert replacement project. The roadway had been fully closed for approximately one week, with a signed detour, to allow crews to set the culvert in place. Construction began on June 29, and work is expected to continue for another four to five weeks, weather permitting. Butternut Valley Alliance, Morris Rotary, and Morris Central School are partnering for an Earth Day community clean-up and creek-side planting day on Saturday, April 18, from 10 am. to noon in the village of Morris. The Unadilla Fire Department announced an update on the I-88 Closure between Exit 10 and Exit 12. I-88 is currently closed westbound at Exit 12, to Exit 10, also the Route 357 bridge over the Susquehanna River is closed at this time, due to tractor trailers being unable to safely navigate the detour turn on to State Route 7. Motorists are urged to allow for extra travel time, and exercise caution while traveling along the detour on State Route 7.

The State DEC Announced that today is the Start of Trout Fishing Season. The DEC trout stocking is in full swing with more than 1.7 million catchable-size brook, brown, and rainbow trout stocked in waters across the state through early June. More information is available at the State DEC website.

The Binghamton Rumble Ponies will host their annual Meet the Ponies event at the Holiday Inn Downtown Binghamton Tonight at 5 pm at the Holiday Inn Downtown Binghamton. Delaware County Public Health reported that a raccoon tested positive for rabies in the town of Colchester, it's the 1st positive case of rabies in Delaware County in 2026. The rabid raccoon exposed 2 dogs, There were no human exposures. Both dogs are up to date on their rabies vaccinations and received a booster. A Local Couple that just lost their senior dog have decided to set up a fundraiser in Norwich at the end of the month, to help local pet owners get the care for their pet, and get help paying for the vet bills, Anett Slater of Norwich told WCDO news about their effort:

The average price of gasoline at the pump in New York has increased by almost 40 cents per gallon in the last week, reaching $3.36 per gallon, according to GasBuddy. Nationally, the average price of gasoline went up 51 cents per gallon, averaging $3.45 per gallon. GasBuddy attributes the spike in gas prices to the U.S. strikes on Iran and the closure of the Strait of Hormuz, they suspect that prices will continue to rise as long as the conflict is continuing.

Hartwick College in Oneonta announced that Kerry Tatlock, will be the guest speaker on April 9th at 7 pm. Tatlock is the executive vice president of global marketing partnerships and media at the National Basketball Association, she will headline the Meredith Sport Management Speaker Series in the Anderson Theatre at Hartwick College. Governor Kathy Hochul today announced New York State Police and local law enforcement patrols will be increased through St. Patrick’s Day to combat drunk, impaired and reckless driving. This annual traffic safety enforcement period will begin on Monday, March 9, and run through Tuesday, March 17.? During last year's St. Patrick's Day impaired driving enforcement operation, officers statewide arrested 1,224 people for DWI, issued 10,314 tickets for speeding and issued 55,661 tickets in total.?

The City of Norwich Police Department arrested 28 year old Elijah Joyce of Norwich following an investigation, with assistance from the Chenango County Probation Department. Norwich Police Detectives developed intelligence that Joyce may have been in possession of an illegal firearm while on active probation. When members of the City of Norwich Police Department and Chenango County Probation tried to make contact with Joyce at a local business, he was brought to the ground rather swiftly and placed in handcuffs,  Officers recovered a 9mm handgun with approximately 20 rounds of hollow-point ammunition loaded in the magazines, as well as metal knuckles. Joyce was remanded to the Chenango County Correctional Facility without bail, pending further court proceedings. The investigation remains ongoing, and additional criminal charges will be filed from the City of Norwich Police Department as a result of the incident.

Governor Kathy Hochul announced the re-opening of the State's Municipal Infrastructure Program Request for Applications, making up to $36 million available to support broadband infrastructure projects across the state through ConnectALL, which is the state’s broadband office. To date, the Municipal Infrastructure Program has funded $268 million to active projects in 24 counties that will build more than 2,300 miles of new fiber optic infrastructure and 68 new wireless hubs serving more than 96,000 homes and businesses around the state. State Police responded to a 2-vehicle crash on Interstate 88 in the town of Sidney Friday Afternoon. A tractor trailer and a pick-up truck were traveling west when they made contact, The pick-up truck continued off the roadway. The tractor trailer exited the roadway and turned on its side. The operator of the pick-up truck, a 77-year-old male sustained injuries and was transported to UHS Wilson Medical Center and is in stable condition. The operator of the tractor trailer, a 56-year-old male was transported to A.O Fox Hospital. Interstate 88 west was shut down to assist with the removal of the tractor trailer, Motorists were detoured at exit 10. Troopers were assisted by the New York State Department of Transportation with the closure. The investigation is on-going.

Delaware County Sheriff's office arrested 43 year old Martin Planty of Walton for Forcible Touching, & Harassment, following an investigation of unwanted sexual contact. Planty was processed and transported to the Delaware County Jail to await Centralized Arraignment as the victim requested an Order of Protection.

Broome County Sheriff's Office arrested 40 year old Mathew O'Neill of Windsor with Driving While Intoxicated following a motor vehicle accident involving a boat and a tow truck in the Town of Colesville. On January 5, Responding deputies found a Ford Expedition smashed under a boat, with the rear of the boat pressed directly against the structure of a residence. The investigation revealed that O'Neill's vehicle left the road way and struck the parked boat, which collided with a residence and a tow truck parked nearby. No injuries were reported.

The Town of Colchester Police Department arrested 3 individuals following an investigation into a series of burglaries and larcenies. 21 year old Donavin Brock of Colchester was charged with Burglary, Grand Larceny, Criminal Possession of Stolen Property, Conspiracy, Criminal Mischief, & Aggravated Harassment, 18 year old Tenlei Wood of Walton, was charged with Burglary, Grand Larceny, & Conspiracy and 40 year old Brooke Walley of Andes, was charged with Burglary, following the investigation by the Town of Colchester Police Department, Delaware County Sheriff's Office into multiple incidents involving stolen property, unlawful entry, and related crimes throughout the community. The investigation remains active, and additional charges may be pending, the State Police Forensic Identification Unit assisted in the processing of the crime scenes.

The Sidney Police Department has added K9 Chase, to the department, he is handled by Officer Royce Terry & he is a 1 year old Dutch Shepherd. K9 Chase replaces K9 Riggs who was retired as a police dog this month, but will continue to live with Officer Terry's family, the program has no cost to taxpayers and Chase will be ready for his position in February.

City of Oneonta officials are asking city residents around the SUNY Oneonta campus to Boil their water before using. on Wednesday the water system lost pressure due to the isolation of a broken water main on East Dormitory Road near the intersection of Bugbee Road on the SUNY Oneonta Campus, which could lead to untreated water containing harmful microbes. NYSEG will be holding a public statement hearing at SUNY Oneonta on Thursday, October 16th at 1:00pm in the Morris Conference Center, for the purpose of receiving comments concerning the proposed changes in the electric and gas delivery rates and practices and the proposed closure of certain walk-in office locations operated by the Company.

Stephen Filan pleaded guilty to Criminal Possession of a Weapon, stemming from the illegal possession of an assault rifle and related firearm components. On May 19th, Binghamton Police responded to a report of Filan in possession of a firearm, he was uncooperative, officers secured a search warrant and an Extreme Risk Protection Order to search Filan’s residence, which resulted in the recovery of a loaded, operable assault rifle with a 25-round magazine holding 24 rounds. Sentencing is scheduled for January 15, 2026 in Broome County Court, Filan will be sentenced to 6 years in State Prison followed by 5 years of Post Release Supervision.

State tax receipts totaled $59.9 billion through September, the middle of State Fiscal Year, $702.2 million higher than financial plan estimates from the Division of Budget, according to State Comptroller Tom DiNapoli. Delhi Police Department arrested 21 year old Logan Hitchcock of Delhi on charges of 3rd degree Assault, Unlawful Imprisonment and Endangering the Welfare of a Child following a domestic incident in the Village of Delhi. Officers were dispatched to a reported domestic dispute on Meredith Street, they determined that a verbal altercation had escalated into a physical incident, during which a female victim sustained injuries while holding an infant, she was taken to O’Connor Hospital, Hitchcock was located and taken into custody, He was processed and was arraigned, a Temporary Order of Protection was requested on behalf of the victim and child.

This week, the Susquehanna SPCA was able to take possession of a small farm to assist when they have to rescue a number of larger farm animals, Director Stacie Haynes told WCDO news about the need for this space for their operation:

Haynes said that since 2022, they have had to rescue about 300 farm animals for a variety of reasons, which pointed to the need for this farm space on Campbell Hill Road in Cooperstown.

Governor Kathy Hochul and labor leaders announced the maximum weekly unemployment insurance benefit increase for unemployed workers across the state. As part of the current State Budget, the State invested nearly $7 billion to pay off the federal UI Trust Fund loan, and bring the fund to solvency and increase the maximum weekly benefit from $504 to $869. The increase in UI benefits comes at the same time as the federal shutdown impacts about 115,000 federal employees in the state

21 year old Matthew Bartosik of Conklin, pleaded guilty in a fourteen-count indictment in Broome County Court, to Murder, Attempted Murder, Attempted Murder of a Police Officer, Criminal Use of a Firearm Criminal Possession of a Weapon & 1st degree Assault, on January 3, 2025, State Police and Broome County Sheriff’s Office responded to 58 Leslie Avenue in Conklin for a domestic complaint, where a family argument escalated, during which Bartosik shot his uncle, Michael Lewis, multiple times, causing his death & his cousin Jessica Lewis multiple times in the head and back, she underwent surgery and survived. As Law Enforcement approached to reach the barricaded victims and apprehend Bartosik, he fired at the officers. Bartosik will be sentenced on November 14, in Broome County Court and faces a sentence of up to 50 years to life in State Prison.

U.S. Senator Chuck Schumer met with Oneonta Job Corps students and staff Thursday, Schumer explained that the Trump administration is targeting Job Corps centers for closure & completely eliminate funding for the program. Schumer said the Senate Appropriations Committee has passed a bipartisan bill out of committee that protects funding for Job Corps for next year, and now is calling on the House to follow suit. The Oneonta Job Corps employs 120 people in Oneonta.

The Wakeman Coffee Company and Muddy River Farm Brewery have partnered to host the first annual Sidney Brew-to-Brew 5K road race at 11 AM on Saturday, September 6th, spokesperson Colleen McKinney explains:

Registration costs $25 now through August 30 and will increase on August 31. Proceeds from the race will benefit two great local non-profit organizations; The Uplift Collective, of Sidney Center, a nonprofit dedicated to children and families facing a significant health crisis, and The Delaware Valley Humane Society, which provides shelter and compassionate care for homeless animals.

An Audit by the State Comptroller's Office found that the state Department of Health is not adequately overseeing adult care facilities, they failed to conduct timely inspections and lacked documentation to show critical problems were corrected. 18% of allegations had no evidence they were investigated. a few did not have evidence of any plans for an investigation at all. The Binghamton Police Department have released the names of the 2 people who died in a 3 car wreck Monday afternoon at the Court Street construction site in the City's East End. The deceased operator of a Sedan was 49 year old Safwan Aziz of Binghamton, the deceased operator of the SUV was 71 year old Rafael Cuadra of Susquehanna, Pennsylvania , the unidentified driver of the 3rd vehicle suffered only minor injuries.

Governor Kathy Hochul today announced that more than $36 million has been awarded to 48 projects across New York State through the County Infrastructure Grant Program. Locally, The City of Norwich was awarded $1 Million Dollars to build 20 new housing units on Plymouth Street to serve residents 62 years old and older, as well as individuals and families experiencing homelessness or at-risk of homelessness. Funding for this project will allow for infrastructure expansions required to service these homes, including a new sanitary sewer, water supply system, and storm-water system, as well as streets, curbs, and sidewalks.

The Town of New Berlin announced a ROAD CLOSURE today, on Homesville Hill Road. Motorists in the area are advised to use County 34 as an alternate route. The repairs will go on between 6:00 am. to 3:00 pm. today. Also, Unadilla officials announced that Kilkenny Street from Clifton Street to Village line will be closed from 6:15 am to approximately 2:00 pm today.

Chenango County Office of Emergency Services announced today an Immediate Bridge Closure at County Road 32 between County Road 33 and Dan Main Road in the Town of Norwich, over Johnson Creek, The bridge will be closed until further notice, it needs repairs following recent storm damage, there will be no on-site detour. Otsego County Sheriff's Office arrested 33 year old Tyler Clark of Unadilla for Criminal Contempt, Harassment, Criminal Mischief & Trespassing following an investigation into a complaint in the Town of Unadilla. Clark is accused of entering the victim’s property, in violation of a valid order of protection, and intentionally caused damage to the Victim’s vehicle, he was subsequently arrested and held at the Otsego County Jail to await arraignment.

Assemblyman Joseph Angelino & State Senator Peter Oberacker and local officials honored Bronze Star Medal for Valor recipient SP4 Herman Anders Jr. by unveiling the highway that will bear his name. Specialist Anders took part in Operation Junction City and was a decorated soldier, earning honors such as the Bronze Star, Purple Heart and National Defense. The dedication was held this morning at State Route 79 Chenango River Bridge connecting Greene and Fenton.

State Police are targeting speeding and aggressive drivers during a special week-long traffic enforcement initiative now underway through this Sunday, as Speeding is a contributing factor in nearly 1/3rd of all fatal crashes in New York State. Last year, Troopers issued 22,476 total traffic tickets, including 11,175 for speeding and 592 for violations of the Move Over law, During this “Speed Week” enforcement period, Troopers will be using both marked State Police vehicles and unmarked vehicles as part of the operation.

The Delaware County Department of Public Works will be closing County Route 67 in the Town of Tompkins to through traffic at 7:00 am tomorrow to replace a large culvert. The closure is in the vicinity of 5667 County Route 67, the nearest crossroads are Dry Brook Road and Hathaway Pond Road, a detour will be South Dry Brook Road. It is expected that the road will be reopened to one lane traffic by the end of the day on Thursday.

The Otsego County Conservation Association is accepting nominations for its 2025 Conservationist of the Year Award, which honors outstanding contributions to environmental protection, preservation, and education in Otsego County. The State Senate approved a bill Monday that would allow terminally ill people die on their own terms, it would allow a person with an incurable illness to be prescribed life-ending drugs if he or she requests the medication and gets approval from 2 physicians, the bill goes to Governor Hochul for approval.

State DOT Crews responded to the report of embankment slide on I-88 westbound near exits 16 and 17. DOT reports that about 60 to 80 feet of unpaved shoulder backup material at the pavement edge has slid into the ditched median, the left lane has been blocked under DOT supervision and will conduct assessments for repairs. Otsego County Sheriff's Office arrested 28 year old Ryan Oltjenbruns of Unadilla for 2nd 7 3rd Degree Assault, Harassment & Endangering the Welfare of a Child, following a domestic incident in the Town of Unadilla. Oltjenbruns allegedly engaged in a physical domestic dispute with a family member in the presence of a minor, by striking the victim in the face, causing serious injury. The victim was transported to Bassett Hospital and later to Albany Medical Center for additional medical treatment, Oltjenbruns was taken in to custody and processed at the Otsego County Sheriff’s Office, he was arraigned & was released on his own recognizance and issued an order of protection was issued on behalf of the the victim.

Terrell Heyward of Binghamton, pleaded guilty to 2nd degree Murder in Broome County Court and he faces a sentence of up to life in State Prison. On January 11th, Binghamton Police Department responded to 21 Exchange Street, for a report of shots fired, Sarah Hauer was pronounced dead at the scene. Heyward faces Sentencing on August 6th in Broome County Court.

Otsego County Sheriff's Office arrested 33 year old Robert Harris of New Lisbon for 2 counts of Criminal Contempt Friday, following an investigation in to allegations of domestic violence in the Town of New Lisbon. Investigation revealed that during the month of February Harris located a family member at a residence in the Town of Pittsfield and placed the victim in fear for their life by brandishing a baseball bat, he violated a court order prohibiting him from contacting the victim. Harris was located in New Berlin and taken in to custody without incident, he was processed at the Otsego County Sheriff’s Office and turned over to correctional staff for Arraignment.

54 year old Jason Burress of Bainbridge appeared in Delaware County Court last week & was sentenced to 6 months in jail. Sidney Police initiated a traffic stop in Sidney on July 11, 2024, Burress was believed to be impaired by drugs, lab test showed that Burress was impaired by methamphetamine. Burress pleaded guilty in April to Driving While Ability Impaired by Drugs, he will serve his term at the Delaware County Correctional Facility.

Oneida County Sheriff's Deputy Aaron Alshaman has been charged with 4 counts of attempted murder and 1 count of Arson, he allegedly set a home on fire on April 9th, while his infant child, the child's mother and her parents were inside. All occupants escaped without injury, an Oneida County Grand Jury has indicted Alshaman on the charges, he faces arraignment on the Grand Jury Indictment shortly.

State Police announced that 61-year-old Michael Crandall from Oxford, succumbed to the injuries he sustained in the crash between his motorcycle & a school bus Tuesday afternoon at the intersection of Chenango County routes 35 & 32 in the town of Oxford. Crandall was taken to Wilson Hospital in Johnson City, the school bus had 8 children on board, a 12-year-old child was evaluated at Chenango Memorial Hospital, no other children reported injuries. The unidentified school bus drive & an aid were evaluated at the scene and did not need further treatment, The crash remains under investigation.

19-year-old Darius Palmer of Binghamton was sentenced in Broome County Court Wednesday for the killing of 41 year old Tyrell Norris on September 30th of 2024 in Binghamton. Palmer was arrested in the Bronx in October on an arrest warrant for a separate crime, he was returned to Broome County & was found guilty for 1st degree Manslaughter and on a separate Assault charge , he was also ordered to serve 1 year in Broome County Jail, followed by 5 years of post-release supervision on the assault charge.

The Oneonta Common Council approved spending $230,000 on reconstruction of the Market and South Main streets intersection to fix damage from a water main break last month. The council held a special meeting Tuesday & voted unanimously to allocate the funding.

5 corrections officers appeared in Oneida County Court on Tuesday to discuss plea offers related to the beating death of Robert Brooks, an inmate at Marcy Correctional Facility in December. Earlier this month, a judge informed some of the officers who requested additional time to deliberate that he would need a decision from them this week, none of the officers had reached a conclusion. Attorneys representing the officers cited recently receiving discovery information from the prosecution that morning, which required additional review, they were ordered to return to Oneida County Court on May 13th.

23 year old Dekwaun Hicks of Binghamton was sentenced in Broome County Court to 6 years in State Prison, followed by 3 years of post-release supervision, for Attempted Criminal Possession of a Weapon. The charges stem from a June 26, 2024, incident, when members of the Broome County Special Investigations Unit Task Force and the Binghamton Police Department conducted a vehicle stop based on information that Hicks was in possession of a firearm, they recovered a loaded 9mm handgun, ammunition and a quantity of methamphetamine pills. Hicks received additional jail time as he was arrested on a drug charge while out on bail.

Broome County Sheriff’s Office deputies responded Saturday to a burglary complaint at the Big Dipper BBQ 2 restaurant in Conklin, a Review of security footage showed 4 individuals breaking in causing several thousands of dollars’ worth of damage to the door and air conditioning unit of the businesses. Several tubs of ice cream and bottles of soda were taken by the suspects Officers arrested 20 year old Tracy Bryce of Conklin for Criminal Mischief & Burglary, 20 year old Jordan Wilson of for Criminal Mischief and Burglary, 2 juveniles were also charged. State Police arrested 37 year old Christopher Banks of Nineveh for Possessing a Sexual Performance by a Child. A search warrant was executed on April 4th, Banks was found to be in possession of images consistent with child sexual exploitation. During the course of the investigation, it was revealed that 38 year old Mark Banks of Nineveh sexually abused a dairy cow while employed at a farm in the town of Colesville. Banks was charged with Sexual Misconduct, both were issued appearance tickets to the Colesville Town Court on April 24th.

The Otsego County Solid Waste Department Plastic Film Recycling Challenge ends today. The latest Sienna College Poll shows that Governor Kathy Hochul has the support of 46% of Democrats, with a commanding lead over Lt. Governor Antonio Delgado, 11%, and Rep. Ritchie Torres, 10%. Hochul’s favorability has 40% approval while 50% disapprove, with an even split on job approval (46-48%). President Trump’s favorability rating, 39% approve, while 57% disapprove, is little changed from last month, but his overall job approval rating was 42% favor & 55% disapprove, is down by 3% from February.

60 year old Loretta Washington of Binghamton was sentenced in US District Court to 18 months in prison for social security fraud. Washington admitted that she had applied for and was receiving social security benefits for a minor child, In September 2018, Broome County Department of Social Services removed the child from Washington’s custody after the 4 year old child was found walking on a road in the middle of the night. Washington never reported the change in custody, she received over $25,000 in social security benefits, In addition to the prison term. Washington will serve 3 years of supervised release & was ordered to pay restitution to the Social Security Administration.

Binghamton Police Department Detective Bureau are attempting to locate 50-year-old Scott Mitchell of Binghamton in connection with the murders of 58 year old Daniel McCloe and 55 year old Marshall VanOven, who were reported missing February 3, On February 5, both men were found dead at a private residence in Binghamton, the Autopsies determined the cause of death was murder. Delaware County Sheriff's Office responded to a domestic incident in the Town of Delhi, 50-year-old James Eriksen of Delhi engaged in a physical altercation with his partner, in front of a 4-year-old child and 13-year-old child. Eriksen had left the scene prior to Deputies arriving, Deputies to applied for criminal summons through the Town of Delhi court, last Friday Eriksen surrendered himself at the Sheriff’s Office and was ordered to appear in the Town of Delhi Court at a later date to answer the charge.

The Binghamton Police Department arrested 31 year old Matthew Carrasquillo of Binghamton, When he was eventually taken into custody after a brief pursuit, officers found a loaded and defaced handgun & a high-capacity handgun magazine. He was charged with numerous counts of criminal possession of a weapon as well as criminal possession of a firearm. These are felony charges. He is also facing misdemeanor charges of obstruction of governmental administration in the second degree and resisting arrest.

52 year old James Kenyon of Smithville Flats pleaded guilty in US District Court to transmitting a threat to injure in interstate commerce and unlawfully possessing 3 firearms while subject to a domestic violence order of protection. Kenyon admitted that on December 10, 2022, he made a profanity-laced Facebook post in which he threatened to decapitate another individual and told the individual to move out-of-state. Kenyon also admitted to possessing 2 rifles and a shotgun, while there was a restraining order that prohibited him from possessing any firearms. Kenyon could face a combined maximum term of 20 years in prison, a fine of up to $250,000, and a term of supervised release of up to 3 years.

ACCO Brands announced to their employees last week that they will be closing their Sidney manufacturing and distribution plant late next year. Kori Reed the Director of Communication at ACCO Brands in Ohio told WCDO News that there is no firm timeline for the closure, the process will take most of next year to fully execute.

The Otsego County Sheriff’s Office announces the arrest 52 year old Donald Lane of Portlandville following an investigation in to a sex offender who failed to register a change of address with the New York State Sex Offender registry. Lane is accused of relocating from a residence in the Town of Oneonta to a new location in the Town of Milford without notifiying authorities, Lane was located in the City of Oneonta Tuesday & was taken in to custody, he was processed & was being held in the Otsego County Correctional Facility to await an appearance in Otsego County Centralized Arraignment.

Delaware County Sheriff's Deputies were on patrol in the Village of Walton Sunday and stopped a vehicle for multiple vehicle and traffic law violations. Deputies seized a quantity of narcotics and methamphetamine from the occupants and vehicle, Deputies arrested 40 year old Patrick Ladd of Walton for 5 counts of criminal possession of a controlled substance, & 43 year old Leslie McClenon of Walton was charged with several traffic violations & criminal possession of a controlled substance for possessing Methamphetamine with intent to sell, a 3rd occupant of the vehicle was released at the scene without charges at this time. McClenon was subsequently released on appearance tickets and directed to appear at the Village of Walton court at a later date. Ladd was held at the Delaware County Correctional Facility for centralized arraignment.

Fresh Express has issued a voluntary recall of a Fresh Express Spinach, 8 oz. size, with product code G332 and use-by date of December 15 and Publix Spinach, 9 oz size, with product code G332 and a now expired use-by date of December 14 due to a potential health risk from Listeria. Fresh Express is sold in a large number of grocery stores across the region, so far no illnesses have been reported and no other Fresh Express products are being recalled. Consumers who still have these products in their refrigerators are advised to discard them immediately.

Local sales tax collections in New York state increased by 5.1% in November compared to the same month in 2022, according to State Comptroller Tom DiNapoli. Overall, local collections totaled $1.81 billion, up $88.6 million compared to the same time last year. County and city collections outside of New York City totaled $887 million, an increase of 4.4%, 55 out of 57 counties experienced year-over-year increases.

Governor Kathy Hochul announced $25 million in capital grants will be made available to help volunteer fire departments upgrade their facilities and equipment. The grants will be administered by the state’s Division of Homeland Security and Emergency Services, fire companies have until April 30 2024 to respond to the request for applications at dhses.ny.gov.

Chaquasja Veale of Norwich was indicted Friday & was charged with 2nd degree murder, for the killing of 44 year old Alisa Ann Martin in her Norwich home July 6th. Veale had been staying in Martin's home, she died died by strangulation, Veale was being held on bail in the Chenango County Jail pending future court action.

The number of full-time local government workers employed outside of New York City shrank 7.9% from 2007 through 2022, according to a report by State Comptroller Tom DiNapoli. New York’s decline in local government employment is in contrast to the nation, which saw a 2% increase in the number of full-time employees over this 15-year period. Local government workforce levels were most impacted by two key events during this time – the Great Recession of 2007-09 and the COVID-19 pandemic. School districts were the largest local government employer in 2022, Counties were second, followed by cities and villages and towns.

Local sales tax collections in New York state increased by 2.5% in October compared to the same month in 2022, according to State Comptroller Tom DiNapoli. Overall, local collections totaled nearly $1.8 billion, up $43.5 million compared to the same time last year. County and city collections outside of New York City totaled $880 million, an increase of 2.2%. 45 out of 57 counties experienced some year-over-year increase.

Enrollment across the State University of New York campuses increased from year to year, for the first time in a decade. The Governor's Office reported that the year-to-year total system-wide student enrollment increased, 1.1% overall, 367,542 students. Undergraduate first-time enrollment was up across all sectors at 4.3% The technology sector showed the strongest increase at 13.3%, followed by community colleges at 3.9 percent.

NY State of Health announced the beginning of its annual open enrollment period for health insurance. The House Ethics panel says it has found "substantial evidence" of lawbreaking by Congressman George Santos, and has referred its findings to the Justice Department. The committee said Thursday that Santos' conduct warrants public condemnation, is beneath the dignity of the office, and has brought severe discredit upon the House. Santos has maintained his innocence and refused to resign despite calls from many of his colleagues to do so. Santos is accused of knowingly making his campaign committee file false or incomplete reports with the Federal Election Commission, among other misdeeds.

The State Department of Labor announced that the number of private sector jobs in New York State decreased over the month by 10,300, or 0.1%, to 8,252,000 in October. The State's unemployment rate increased from 4.0% in September to 4.2% in October, while the State's labor force decreased by 1,900, the statewide labor force participation rate held constant at 61.6%.

Broome County Sheriff’s Office responded to an accident on the I-88 West / I-81 South overpass in the Town of Chenango yesterday morning involving 6 different vehicles. The investigation found that a pickup truck was traveling westbound on the I-88 overpass when the vehicle hit a patch of ice and flipped onto its hood. The 2nd vehicle behind the truck was able to stop before a collision could occur, but the next four vehicles all hit the ice, were unable to stop and collided with the vehicle two and each other. The accident led to the closure of I-88 westbound near Exit 2 for several hours for cleanup. 2 of the drivers were transported to Wilson and Lourdes hospital respectively for minor injuries. The ice was caused by a parked construction site water truck that was leaking water onto the highway. No charges have been filed at this time.

Delaware County Sheriff’s Deputies responded May 10th to the Town of Meredith to assist US Homeland Security Units with the apprehension of 48 year old Charles Bodie of Meredith, who was wanted on an active US Federal Court Warrant for the Sexual Exploitation of a Child. Deputies and Homeland Security conducted surveillance of property in Meredith where Bodie had been living, on May 11th, they arrested Bodie on the warrant, he was transported to the Delaware County Correctional Facility, where he was to be held indefinitely. Bodie was scheduled to be transported to the United States District Court for the Northern District of New York at a later date for arraignment on the Sexual Exploitation of a Child charge, if found guilty, Bodie could face 15 to 30 years in prison.

The Broome County Sheriff's Office announced that a stolen vehicle traffic stop in the Town of Kirkwood led to an arrest on multiple felony drug charges last week. On May 7th, a deputy identified a vehicle as stolen from Binghamton, after stopping the vehicle and confirming its status, Officers seized 11.3 grams of cocaine, a digital scale and $1,423 in cash, 38 year old Jorge Cortina of Binghamton was charged with Criminal Possession of a Controlled Substance with Intent to Sell & Criminally Using Drug Paraphernalia, he was processed and issued an appearance ticket to answer for his charges on June 7, 2023 in the Town of Kirkwood Court.

Delaware County Public Health announced that a Skunk tested positive for rabies in the Village of Deposit. An unvaccinated dog and 1 person were exposed to the rabid skunk, the dog had to be euthanized because it had not been vaccinated. A Broome County judge on Friday has sentenced Jason Johnson of Nineveh to 60 years in jail for the attempted murder of Trooper Rebecca Seager in June 2021, Johnson was found guilty on a number of felony counts last year in Broome County Court for shooting Trooper Seager in the hip in the Town of Colesville, Johnson was taken into custody following a 21-hour manhunt.

The Chenango County Department of Public Works announced the closure of Church Hill Road in the town of North Norwich today. The road will be closed between Bryant Road and Ellison Road for the replacement of a bridge deck. Local traffic will be allowed, more information is available at 337-1710.

State Police released the names of the people involved Monday in a 2-vehicle crash in the town of Columbus; where a Van rear-ended a Tractor Trailer turning off of State Route 8. Police said that the passenger of the van, 22 year old Jasmine Morrison of Rome was pronounced deceased on scene. The driver of the van, 24 year old Tyler Stewart of Lee Center was airlifted to Upstate Medical Hospital in Syracuse, The driver of the tractor trailer, 38 year old Chad Alishaukas of Sherburne, was not injured. The investigation is continuing.

Firefighters from Deposit and surrounding communities responded Early Tuesday morning to a reported fire at the New England Wood Pellets facility in the Industrial Park. The initial report was a fire in a hopper full of sawdust, Crews arrived on the scene, A second alarm was requested bring additional resources to the scene. The fire was extinguished in about 40 minutes and was confined to the hopper. No injuries were reported.

The Cazenovia College Board of Trustees announced that they will not be enrolling students for the 2023-2024 academic year & they will close permanently after the 2023 Spring semester. The Board said that the closure was necessary due to financial concerns accelerated by the COVID 19 pandemic and inflation. The Board reported that they will work to assist students with their plans for transferring for the Fall 2023 semester.

Ryan said that they would use their $4 Million dollar capital reserve fund and state aid to pay for the project, the vote will be from 12:00 noon to 9:00 PM on December 7th at the Greenlawn Elementary School in Bainbridge and the Guilford Elementary School.

State Police issued 14,063 tickets during this year's Thanksgiving traffic enforcement initiative, which targeted unsafe driving behaviors during the holiday weekend. State Troopers arrested 213 people for driving while impaired and investigated 927 crashes, three of which included fatalities. The special traffic enforcement period, ran from Wednesday, November 23, through Sunday, November 27, 2022.

Delaware County Sheriff's office arrested 70-year-old Charles David of Delhi, after Deputies received a complaint from Delhi Rehabilitation Center. David is accused of subjecting 2 female victims to unwanted sexual contact on 2 separate occasions while residing at the facility. David was charged with 2 counts of Forcible Touching, he was processed and will return to the Town of Delhi Court at a later date. An order of protection was issued for each of the victims.

Governor Kathy Hochul signed legislation to crack down on unwanted telemarketing calls, it requires telemarketers to give customers the option to be added to the company's do-not-call list at the outset of certain telemarketing calls, right after the telemarketer's name and solicitor's name are provided.

Norwich Police have arrested 38 year old Matthew Lamb of Norwich, on charges of 4th degree arson, criminal mischief, & reckless endangerment, for allegedly using a blow torch to kill insects at his apartment at 12 State Street in Norwich Monday Night. Firefighters from the Norwich Fire Department, & the North Norwich Fire Department responded, no injuries were reported.

State Police announced that 2 people were arrested during an Underage Drinking Initiative in Otsego County on October 28th. Alcohol was sold to a minor at Mirabito's in Richfield Springs and Apple Mart in Cooperstown. An appearance ticket was issued to each clerk who sold alcohol to the minor. 10 other businesses in Otsego County were in compliance, including Mirabito stores in Cooperstown & Cherry Valley,

24 year old Kyle Corbin of Endicott, pleaded guilty to felony Attempted Promoting Prison Contraband in Broome County Court. Corbin admitted to bringing in methamphetamines into the Broome County Jail earlier this year when he was jailed on an unrelated charge. Corbin is expected to be sentenced to 1½ to 3 years in State prison when sentenced in January.

20 year old Jaeden Cunningham of Florida was arrested by Johnson City police on a variety of charges. Cunningham is accused of shooting a Ride Share Driver Saturday. Cunningham was charged with 2nd degree Attempted murder, Attempted assault, Criminal possession of a weapon & Criminal use of a firearm in the first degree, the 49 year old driver was taken to an area hospital for the treatment of non- life threatening injuries.

Firefighters from Greene, Smithville, Coventry & Brisben responded to a fire at 109 Bunt Road in the town of Greene Monday afternoon. The fire was put out in about 30 minutes, no injuries were reported.

A private contractor will be working at 47 Chestnut Street Wednesday through Friday, from 7 am. until 5 pm. The New York State Fair official opening day attendance Wednesday was 49,112, about 11,700 more people than last year’s extended fair’s Day 1. The Opening Day attendance was still far less than the record-setting 74,000 attendees on opening day in 2019, the year before the pandemic. On average, the fair attracts over 57,000 people on opening days.

The Latest COVID 19 statistics show a slow steady decline, with 7% Positivity rate reported on Tuesday, the 7 day rolling average was down to 6.29%. Patients hospitalizations have declined to 2,394, that a decrease of about 175 since last week, also there were 252 ICU patients with 102 on Ventilators, which is an increase of 13 since last week, & with the overall decline in COVID 19 cases, Students in New York state will not have to wear masks or be quarantined if they came in contact with someone with COVID.

State Officials announced that the 9/11 Tribute Museum in New York City closed down last week. The number of visitors drastically declined with the pandemic & never recovered. Annual admissions dropped to only 26,000 last year, compared to 150,000 in 2019.

The Chenango County Board of Supervisors and the Civil Service Employees Association reached an agreement on a contract for County Employees through the end of 2024. The contract allows for wage increases up to $2.00 an hour, the contract extension kicks in on October 1.

Visitors will be allowed at the Broome County Correctional Facility starting September 5th, visitation had been suspended in March 2020 at the beginning of the COVID 19 pandemic, a Lawsuit was filed to allow visitors back into the Jail and a decision in the State Supreme Court allowed for the Jail to be re-opened for visitation, as the COVID situation had changed considerable since 2020.

Broome County District Attorney Mike Korchak announced that 29 year old Joel Valdes-Pica of Binghamton pleaded guilty to Attempted Robbery, for assaulting a Family Dollar employee who was making a deposit at the M&T Bank on Exchange Street, taking over $1,000. Valdes-Pica is also a repeat Violent Felony Offender and will serve 5 years in New York State Prison starting in November.

The State DOT is advising motorists that the off-ramp at Exit 19 on Interstate 88 westbound in the Town of Worcester, will close for approximately 60 days starting on Monday, August 29. The closure is necessary to facilitate a project to resurface the road and rehabilitate bridges. A variable message sign will alert motorists of the closure and direct them to Exit 20 and a signed detour utilizing State Route 7.

Governor Kathy Hochul announced that police agencies have removed 6,007 illegal guns from communities across New York State during the first 7 months of the year, a 20% increase over 2021. State Police seized 1,468 guns from August 2021 to July 2022: a 140% increase when compared to August 2020 to July 2021, The State's budget contains $227 million to fund programs implemented by law enforcement agencies and community-based organizations.

State Police responded to the report of a Car & Motorcycle accident Sunday afternoon on State Route 7 in Afton. 53 year old Julie Lawton of Binghamton crossed over the double yellow and struck the driver’s side of a Jeep Grand Cherokee that was traveling the opposite direction. Lawton was airlifted to Wilson Hospital where she later died of her injuries.

The Broome County Special Investigations Unit Task Force executed 2 narcotics search warrants in Binghamton, at 65 Schubert Street and 216 Court Street. Police found 60 grams of Fentanyl and drug packaging materials at the Schubert Street address, Orlando Torres of Binghamton was charged with 2 Counts each of Criminal Possession of a Controlled Substance & Criminally Using Drug Paraphernalia. Police found approximately 15 grams of Fentanyl packaged for sale and other drug packaging materials at the Court Street location, Kaheem Ward of Binghamton was charged with 4 Counts of Criminal Possession of a Controlled Substance and 2 Counts of Criminally Using Drug Paraphernalia.

New York State has announced a statewide pharmacy standing order for all pharmacies for naloxone beginning today. Naloxone blocks the effects of opioids allowing a person to regain consciousness and resume normal breathing. The State health department stated that some pharmacy chains already have provided their own standing orders, covering over 2,600 pharmacies, and independent Pharmacies may now also have naloxone ready for use.

Law enforcement agencies throughout the State are increasing patrols to target speeding through Sunday, as part of Speed Awareness week. Last year, law enforcement throughout the state issued 23,087 tickets for speeding and 32,170 tickets for other vehicle and traffic law violations, such as impaired and distracted driving.

State Police are investigating the discovery of unidentified human remains, located in a remote area in the town of Morris. The remains are those of an adult female, approximately 4’9”- 4’11” in height, she was wearing Adidas jogging pants, a pink tank top, a black jacket with a pink zipper, and Carolina boots. A silver adjustable ring with a heart and a gold chain necklace were also located. Anyone with information is encouraged to contact the New York State Police at 607-561-7400.

New York State has taken away prisoners' ability to receive packages sent directly from their family members, in a pilot program going on at select prisons around the state. The Department of Corrections implemented the pilot program in July, in an effort to prevent prisoners from receiving contraband, no timetable has been announced for a system wide implementation of the program.

State Comptroller Tom DiNapoli's office audited the Unadilla Valley School District, the audit found that Officials did not establish Non-Residential Tuition rates for special education students as required, & the District’s rates exceeded the State Education Department’s maximum allowable rate during 4 of the past 5 school years. The District overcharged 7 school districts by a total of $183,250. District officials agreed with the recommendations to have the rates in line with state regulations & they planned to initiate corrective action.

The Vestal Police Department released more details about Monday night's fatal head on accident on the Vestal Parkway, near Binghamton University. Police reported that a 2019 Chevy SUV driven by 21-year-old Stephan Moran of Binghamton crashed head-on into a 2016 Nissan, occupied by Alfred and Paula Latissa of Johnson City. Alfred Latissa was pronounced dead at the scene, Paula Latissa was taken to an area hospital but was pronounced dead shortly after arrival. Moran was taken to Wilson Hospital with non-life-threatening injuries. So far, no tickets have been issued

The Broome County Sheriff’s Office responded Tuesday morning at the abandoned Vestal Hills Country Club, for the report of a person being shot with a Bow & Arrow. Deputies found 23-year-old Bayso Vannavongsa of Binghamton early Tuesday morning in the parking lot of the Country Club with a non-life threatening wound to his chest. He was transported to Wilson Hospital for evaluation. State police attempted to stop the vehicle that allegedly left the scene, and the 2 occupants, Savannah Perry and Carson Vanco of Endicott, fled but were found on Powderhouse Road. Police accuse Vanco of shooting the arrow at Vannavongsa, The investigation is on-going and criminal charges are expected.

Federal Prosecutors announced that 63 year old Timothy Deuel of Tioga County, pleaded guilty to 3 counts of possession of child pornography. Deuel was sentenced in the U.S. District Court in 2015 to 87 months imprisonment and 10 years supervised release as a result of his conviction for distribution of child pornography, he admitted that he again possessed approximately 1,000 images of child pornography and more than 200 video files of child pornography. Sentencing on the latest conviction will be on November 29th, Deuel faces a maximum sentence of 20 years in prison, a fine of up to $250,000, and a term of supervised release of at least 5 years and up to life.

State Police responded to Otsego County Highway 13 and Hawks Road in the town of Pittsfield for a report of a vehicle on fire with a person trapped inside. Troopers learned that firefighters were already on scene and confirmed that the vehicle was fully engulfed with a person inside who was deceased. An investigation revealed that the 36-year-old female operator went off the roadway, struck an embankment and a tree.

Delaware County Sheriff's Deputies were dispatched Tuesday to a 2 car motor vehicle accident at State Highway 23 and County Highway 10 in the Town of Davenport. Initial reports state that a car was traveling Northwest on County Highway 10, it entered the intersection of County Highway 10 and State Highway 23, when it was it was struck by a pickup truck traveling Southwest on State Highway 23. A female passenger in the car was pronounced dead at the scene. The male driver of the car suffered serious, life threatening injuries. The male driver of the pickup truck suffered minor injuries and his male passenger was uninjured. The cause of the accident is still under investigation by the Sheriff’s Office Accident Reconstruction Team, no tickets have been issued and no arrests have been made.

The World Health Organization declared the international monkeypox outbreak a global emergency, & the State Department of Health continues to monitor the current monkeypox outbreak.   Chenango County Department of Public Health Director Isaiah Sutton told WCDO News that they are prepared if a case is confirmed locally:

Sutton said that anyone with symptoms of monkeypox should first call their health care provider, more information is also available by calling the Chenango County Health Department at (607) 337-1660.

The Delaware County Department of Public Works will be closing County route 14 in the Town of Franklin to through traffic beginning at 7:00 a.m. today, to remove a large tree. The closure will be between Church Street and Blue School Road. The traveling public should seek alternate routes. Because of this work, the DPW will not be closing County Road 16 Today, it will be closed tomorrow, July 28th.

State Police responded early Saturday Morning to a 1-vehicle crash on Shacktown Mountain Road in the town of Pittsfield. Troopers discovered that a vehicle exited the roadway, went down an embankment and struck trees, a 22-year-old passenger was pronounced deceased on scene. The 22-year-old driver was transported to Bassett Hospital for non-life-threatening injuries. The crash remains under investigation.

NYSEG reports that thousands are without power this afternoon from Sunday's storm. About 4800 were without power in Chenango County, more than 2700 in Delaware County and over 1500 in Otsego County. Crews are working to restore power as quickly as possible.

The 1st Nate Lull Scholarship Foundation Golf Tournament was held at the Ouleout Creek Golf Course in Franklin Sunday, WCDO Sports Director Nate Lull decided to start the scholarship fund for students in the Tri-County region;

Another large crowd attended this year's Class of 2022 National Baseball Hall of Fame induction ceremony in Cooperstown on Sunday. First up was Left Handed Pitcher Jim Kaat, who played from 1959 to 1983, mostly with the Minnesota Twins, he said it was an honor to be selected by the Golden Era Committee for induction:

The Late Gil Hodges made a name for himself as a 1st baseman for the Brooklyn & Los Angeles Dodgers, and as the manager of the Miracle Mets of 1969. Gil's daughter Irene Hodges told the audience how her father soothed the fears of Japanese children by teaching them baseball during Word War 2, but how he befriended & championed Jackie Robinson, the 1st African American Major Leaguer & Hodges teammate in Brooklyn:

A 43-year-old David Jakubonis of Fairport was charged in federal court Saturday with assaulting a member of Congress using a dangerous weapon. Jakubonis faces up to 10 years in prison if convicted of wielding a sharp object at Congressman Lee Zeldin during a campaign event in Monroe County Thursday night. Jakobonis was charged by local law enforcement with Attempted Assault in the attempted attack, Zeldin wasn’t injured.

Crews will be performing a slope stabilization project, the closure will be between Main Street and Breezy Hill Road, work is expected to be completed by the end of August. Gov. Kathy Hochul announced the development of a Fall Action Plan to continue combating the COVID-19 pandemic. Hochul says the plan will address any potential COVID surges later this year. Part of the plan is a strategy for returning to school, including the distribution of 3 million tests to districts before the beginning of the school year. The governor says mask requirements will depend on the numbers. COVID vaccination and treatment initiatives are also in the works, including promoting access to medication, which can be sought through the statewide hotline at 888-873-2869.

Broome County District Attorney's Office announced that 38 year old Timathy Benninger will likely spend 2 to 6 years in jail after failing to register as a sex offender. Benninger was convicted in in 2003 for sexually abusing a 13 year old, had been living in an out of Broome county without registering his address with law enforcement, as mandated by the Sex offender Registration act.

Springbrook has closed on the purchase of properties known as the "Ford Block" on Main Street in Oneonta, Springbrook Chief Operating Officer Seth Haight told WCDO News why they got involved with the Project:

Governor Kathy Hochul signed legislation which designates U.S. Route 20 as "New York Medal of Honor Highway" and a portion of U.S. Route 20 will be further designated "The Disabled American Veterans - New York Medal of Honor Highway." U.S. Route 20 is one of the largest highways in the country, spanning coast to coast connecting Newport, Oregon to Boston, Massachusetts.

The State Department of Health announced the distribution of the Monkeypox vaccine in New York, following an additional allocation of 8,822 doses to New York State from the federal government. The Upstate Counties receiving vaccine doses are centered so far around the Capital District & up to Saratoga County, more information is available at health.ny.gov/monkeypox.
