The Place in Norwich has signed a contract with the Chenango County Department of Social Services to run the Summer Youth Employment Program, a program of New York State's Office of Temporary and Disability Assistance. The Place will receive funds to make this program possible for Chenango County youth. The program runs today through July 31st, providing youth ages 14 to 20 years of age, from eligible households with valuable work experience and a paycheck. State Police arrested 25 year old Hunter Lawrence of Auburn, New York, following an investigation into an inappropriate relationship with a minor. The investigation determined that Lawrence engaged in multiple sexual encounters with a victim under the age of 17 over an extended period of time. Lawrence is employed as a Deputy with the Cayuga County Sheriff’s Office. There are no allegations that the conduct occurred while he was on duty. Lawrence was charged with 4 counts of Rape, plus Endangering the Welfare of a Child, Lawrence was processed and transported to the Cortland County Jail for arraignment, The investigation remains ongoing.

State Police responded Friday afternoon to a one-vehicle rollover crash on Interstate 81 in the town of Lisle. An investigation determined that an SUV operated by 59 year old Paul Veeder of Virginia was north on Interstate 81, he lost control of the vehicle, causing it to leave roadway and overturn. A 19-year-old female from Virginia, was not wearing a seat belt was ejected and became pinned beneath the SUV. She was transported to Wilson Medical Center, where she is being treated for non-life threatening injuries, Veeder and 3 other occupants were also transported to Wilson Medical Center for evaluation and treatment. Veeder was issued traffic citations. The northbound passing lane of Interstate 81 north was closed during the investigation.
Otsego County Sheriff's Office arrested 71 year old Debra Sanford of Garrattsville for 2 counts of Criminal Possession of a Controlled Substance and Driving While Intoxicated following an investigation into a motor vehicle accident in the Town of New Lisbon, Sanford is accused of operating a motor vehicle under the influence of narcotics, and possessed 2 different illegal types of controlled substances on her person, she was ordered to appear in New Lisbon Town Court at a later date.

A 7 count indictment was unsealed against 18 year old Mason Kowatch of Margaretville. Kowatch is accused of 1st & 3rd degree rape, promoting a sexual performance by a child & unlawful surveillance in the indictment, he is accused of performing sexual acts with a minor, producing a video performance of sexual conduct by a child and having a surveillance set up to record another person where they had a reasonable right to privacy, for his own sexual gratification. He faces court action on the indictment at a later date.

35 year old Lawrence Painter of Sidney was sentenced to 1 year in the Delaware County Correctional Facility for Criminal Contempt. Painter are arrested by Sidney Police in November for going to a former girlfriends apartment and striking her in the face, Painter also violated an order of protection. Painter was also ordered to obey a 3 year Order of Protection for the victim in this case.
Broome County Sheriff's Office announced that 48 year old Joseph Maine of Endicott, was found safe. Maine reportedly left his house Saturday evening & traveled to a friend’s residence in the City of Binghamton in the & remained there for several days without contacting his family. Law Enforcement was alerted to Maine’s Binghamton location in the early morning hours today, he was interviewed by the Broome County Sheriff’s Office and voluntarily went to UHS Wilson Hospital for evaluation.
Delaware County Sheriff's Office arrested 27 year old Keegan Allen of Worcester following a Jail Contraband Investigation. Deputies responded Sunday to the Delaware County Correctional Facility when Investigators discovered prescription strength muscle relaxers within the Facility during a search. Allen was arrested for Promoting Prison Contraband, he was arraigned and was remanded back to the Delaware County Correctional Facility on his original charge.
The State Office of Temporary and Disability Assistance today announced the launch of a new online enrollment form for child support services on a recently redesigned website, childsupport.ny.gov. The new site allows for individuals to enroll for child support services online and providing existing users access to more information about their case. The site will provide parents with assistance in obtaining financial support and medical insurance coverage for their children by locating parents, establishing paternity, establishing and modifying support orders, and collecting and distributing child support payments, affecting about 536,000 children.

Broome County Sheriff’s Office is currently investigating multiple instances of nails and screws being found in the streets around the residential area between En-Joie Golf Club and Roundtop Picnic Area. Investigators are actively pursuing leads and examining all available footage of the areas in question, and residents in the neighborhood are urged to continue monitoring their doorbell and security cameras for any evidence that could lead to the arrest of those responsible, video footage, sightings, or information to the Broome County Sheriff’s Office Tip Line at (607) 778-1196.

Governor Kathy Hochul today signed several pieces of legislation aimed toward reducing drug-related overdose deaths across New York State and encouraging those suffering from addiction to seek help in their recovery. Governor Hochul said that 1 bill will decriminalize possession of opioid antagonists, which are drugs that block opioids by attaching to opioid receptors without activating them, another bill establishes a program for the use of medication assisted substance use disorder treatment for incarcerated individuals, another decriminalizes the possession and sale of hypodermic needles and syringes & another bill establishes an online directory for distributors of opioid antagonists, to be maintained by the Office of Addiction Services and Supports.

Governor Kathy Hochul announced that $125 million in state funding is now available to help landlords that couldn't participate in the New York State Emergency Rental Assistance Program due to a federal requirement for tenants to participate in the application process. The State Office of Temporary and Disability Assistance is accepting applications starting Today, the Landlord Rental Assistance Program provides up to 12 months of past-due rent to landlords, the assistance is first come, first serve, for landlords who did not receive rent due to the COVID-19 pandemic, more information can be found at otda.ny.gov.
Delaware County Public Health reported 38 more cases of COVID 19 on Tuesday & Wednesday, they have 161 active cases, 8 hospitalized and they are back up to 299 quarantined. Delaware County still reports a 6.3% positivity rate, well above the state average. Only 50.9% of the County population are vaccinated, 63% of the positive cases are unvaccinated, 16% of the positive cases are Pre-K-12th students or school district employees.
Delaware County Clean Sweep Chemical Disposal Days are being held Friday for County Businesses and Saturday for homeowners. The County Solid Waste Department will collect various household chemicals for proper disposal such as paint, pesticides, automotive chemicals, glues, and pool chemicals, various types of light bulbs & sharps & syringes. The clean Sweep disposal days were able to be held on their usual days in October this year, last year they were forced to hold the event later in the year due to the COVID pandemic & subsequent shutdown.

A Chenango County man was arraigned in federal court Tuesday, 42 year old Brian Whipple of New Berlin was indicted for receipt and possession of child pornography, from 2009 to 2020, and allegedly possessed the images on multiple devices. Whipple faces a minimum of five years and a maximum of 20 years in prison if convicted. He would also have to register as a sex offender and could be fined up to $250,000.

Governor Kathy Hochul today announced Dr. Mary Bassett has been appointed Commissioner of the Department of Health. From 2014 through summer 2018, Dr. Bassett served as commissioner of the New York City Department of Health and Mental Hygiene. Dr. Bassett replaces Dr. Howard Zucker, who served as Health Commissioner for just under 7 1/2 years.

The State Office of Temporary and Disability Assistance announced that construction is underway on Greater Opportunities for Broome and Chenango’s North Side Rehabilitation Project, that will create 27 units of permanent supportive housing across 4 sites in Binghamton. The 8.1 Million Dollar project will serve people who have experienced homelessness, mental illness, people who were formerly incarcerated, veterans, young adults and youth aging out of foster care.
Governor Hochul announced that all New Yorkers enrolled in SNAP will see their level of benefits increase next month resulting from a federal cost adjustment. On average, households enrolled in SNAP will see their regular benefits increase by about $36 per person. The U.S Department of Agriculture to re-calculated SNAP benefits, which resulted in the 1st increase in more than 45 years. In New York, a family of four will see their benefits increase from a maximum allotment of $680 to $835 under the new plan.

State Police were called to a home on State Route 167 at around 7:00 PM, a person of interest in the investigation was flown by helicopter to Upstate Medical in Syracuse with unknown injuries, State Police reported that there was no threat to the public.

The Delaware County Office for the Aging announced that any individual, age 60 and over, not on SNAP, or Temporary Assistance and was approved for HEAP last year, was automatically sent an application for the 2021-2022 heating season by the Office of Temporary and Disability Assistance. Governor Kathy Hochul today announced a multi-agency plan to address the school bus driver shortage affecting schools across the state. The plan includes short-term steps to remove barriers and recruit traditional and non-traditional Commercial Driver's License holders, expand CDL testing opportunities, and enhance processes all designed to get more drivers into school buses. Additionally, New York State is launching outreach to more than 550,000 CDL license holders in New York State. The longer term steps include changes to address the training and licensing of drivers, as well as broader recruitment into the bus driver profession.

The State Department of Transportation will hold a public meeting on Wednesday, September 22 at 5:30 PM, to present the design plans for improvements to pavement, sidewalks and drainage on State Route 7 in the Village of Otego. The project will enhance bicycle and pedestrian safety and improve resiliency along Main Street from the I-88 ramps to the Otsdawa Creek Bridge. The FCC has adopted rules to establish 988 as the new, nationwide, 3-digit phone number for Americans in crisis to connect with suicide prevention and mental health crisis counselors. To ensure that calls to 988 reach the National Suicide Prevention Lifeline, area codes with a "988" Exchange, will need to transition to 10-digit dialing. Beginning October 24, in the 607 area, callers must dial 10-digits, the area code + telephone number, for all local calls, those who only dial the 7 digit phone number will not have their call completed, and a recording will remind the caller to hang up and dial again using the area code and the 7-digit number.

State Police are investigating the intentional burning of a pride flag outside of a home in Gilbertsville. The flag was hanging on the front porch of the home on Spring Street when it was set on fire sometime between September 9 and September 12. The fire also caused minor damage to the paint on the front porch. The homeowner also reported that another pride flag and a “Keep it Kind” lawn sign were stolen from the same property several weeks ago. It is unknown at this time if the incidents are related. Anyone with information is asked to New York State Police at (607) 561-7400.

All SNAP Recipients Will Receive Maximum Food Benefits for the Month, Governor Hochul also directed the state Office of Temporary and Disability Assistance to continue working with the federal government to ensure these supplemental benefits will reach households in need throughout the fall.

Governor Kathy Hochul today announced a series of universal mask requirements that applies to New York State Office of Children and Family Services-licensed and -registered child care centers, home-based group family and family child care programs, after-school child care programs and enrolled legally exempt group programs during operational hours. New masking requirements will also apply to congregate programs and facilities licensed, registered, operated, certified or approved by the Office of Mental Health, the Office of Addiction Services and Supports, the Office for People With Developmental Disabilities, Office of Children and Family Services and the Office of Temporary and Disability Assistance.

On September 13th, shortly before 8:00 PM, State Police at Oneonta responded to a report of a physical domestic dispute at a residence on State Highway 28 in the town of Meredith. During the physical dispute, one person was stabbed and later flown to Albany Medical Center where they were treated for non-life-threatening injuries. The incident remains under investigation.
The New York State of Health Enrollment continues to surge as more New Yorkers sign up for lower cost coverage following the American Rescue Plan and enhancements made to New York’s Essential Plan. The latest report shows that as of August 31, more than 6.3 million individuals; or 1 in 3 New Yorkers, are enrolled in health coverage through the Marketplace, Enrollment has increased across all marketplace programs since April when the state began implementing the changes. State Police arrested 45 year old Jeremy Barcoski of Lincoln Park, New Jersey for Petty Larceny, after Troopers were dispatched to a report of man who stole items from Speedway on State Route 8 in Unadilla and left in a vehicle. Troopers were able to locate the vehicle, troopers learned that Barcoski used a Lottery machine inside the store and it didn’t give him back the appropriate change, so he stole items from the store. Barcoski was arrested & he was released on an appearance ticket to the Unadilla Town Court on October 18th.

Norwich city police are looking for a suspect in a stabbing in downtown Norwich Sunday evening. Norwich Police said that a pedestrian was walking near American Avenue in downtown Norwich at about 5:25 PM, & was stabbed several times in the neck & chest during the robbery near American Avenue. The victim was taken to Wilson Memorial Hospital in Johnson City; Norwich Police officers are asking anyone with information about the attack to call them at 336-8477. The Suspect is described as a White Male with a red backpack, wearing a Baseball cap, line at 607-336-8477.
Governor Cuomo today announced a new streamlined application process for the rent relief program to help eliminate potential barriers to funding. The new process relaxes documentation standards for both tenants and landlords and implements a streamlined process for submission of arrears documentation for multi-tenant landlords effective Tuesday. Otsego County Sheriff's Office responded to a commercial bus fire earlierSaturday on State Route 28 in the Town of Otsego. The bus passengers were heading to a wedding when the fire broke out. No injuries are reported, the bus suffered substantial damage and was towed from the scene. The Cooperstown and Hartwick Seminary Fire Departments responded, with Assistance by the Cooperstown Police Department and the State Police.
State Police responded to a report of a fatal skydiving incident in the area of County Highway 34 in the town of Westford. A preliminary investigation revealed that 59 year old Karen Bernard of Wildwood, Florida jumped out of a plane to skydive when it appears she had a malfunction with her parachute, the investigation continues.
State Police arrested 21 year old Noah Bascom of Hamilton for 3rd degree Assault and Overdriving, Torturing and injuring an Animal. Bascom allegedly repeatedly struck a small dog with a wooden dowel. He was also accused of striking a person in the face, causing injury. The victim was taken to Community Hospital by a third party and received treatment. Bascom was located at his residence in Hamilton and arrested. He was released on an appearance ticket to the Earlville Village Court on August 11th.

Sidney Police responded Tuesday to a residence on West Main Street for a report of a person refusing to leave the property. 40 year old Lloyd Hunt of Unadilla was located hiding in the basement, he refused to cooperate, implied that he had a weapon, after 20 minutes, officers took Hunt into custody without incident. Hunt was charged with Criminal trespass, Obstruction of governmental administration, Resisting arrest, he was out on Parole & State Parole officers issued a detainment warrant for Hunt, he was transported to the Delaware County Jail to be held pending an investigation by State Parole.

On Tuesday, the State Legislature passed a bill to test for 40 emerging contaminants in drinking water by every New York water utility. Approximately 2.5 million New Yorkers have not previously had their water tested, approximately 2,000 small water utilities in New York have not been required to test for the 40 contaminants like strontium, chromium-6, and many others, the bill heads for the Governor's Desk.
Governor Cuomo proposed legislation to waive taxes on grants from the $800 million COVID-19 Pandemic Small Business Recovery Grant Program. Chenango County Public Health reported that they have 104 Active COVID 19 Cases with 350 Active Quarantines & they are up to 3007 Total Confirmed Cases. They have 8 Active Hospitalizations, 2739 Recoveries and over 99,000 Tests have been performed. The Otsego County Health Department reported 1 new death from COVID 19 Monday, their 55th death so far, and 36 deaths since January 1st. They had 22 new cases, 155 active cases & 7 hospitalized; their positivity rate was at 2.9% Monday.
Delaware County Public Health reported 31 new COVID cases Saturday, Sunday and Monday out of 238 tested. 17 people are hospitalized; there are 151 active cases & 204 quarantined.

A trooper was dispatched to the fire in a garage on County Highway 38 called in by people passing by. 1 person attempted to put out the flames with fire extinguishers, the trooper used his fire extinguisher, Guilford, Bainbridge and Sidney Fire Departments put the remaining fire out. The Chenango County Fire Bureau responded to the scene to investigate the fire, which does not appear to be suspicious. The incident remains under investigation.

On March 2nd, State Troopers, Sidney Police, Sidney EMS and Sidney Fire Department were dispatched to a report of a 1-vehicle crash on I-88 in the town of Sidney. 38 year old Richard Robinson of Utica failed to negotiate a curve and drove into the median. The vehicle continued along the median, then struck an earth embankment and became airborne, overturned and rolled. Robinson was transported by LifeNet to Upstate Medical Center for a head injury. The accident remains under investigation.

There are now 5.8 million people enrolled in coverage through NY State of Health, approximately 1/3rd of all New Yorkers.
Delaware County Sheriff's deputies arrested 2 East Meredith juveniles for allegedly engaging in repeated physical and verbal harassment at the Charlotte Valley Central School in the Town of Davenport. The Investigation revealed that from October of 2020 through February 4th, the 2 juveniles had repeatedly engaged in conduct that placed the victim in fear of physical injury. Deputies charged the juveniles with harassment; they were issued juvenile appearance tickets directing them to report to the Delaware County Probation Department at a later date.

COVID 19 testing continues statewide, with over 270,000 tests conducted Wednesday, with 7593 positives, for a 2.8% Positivity Rate, the Lowest Since November 21st, there were 5,177 Patient Hospitalizations Statewide; the Lowest Since December 9th, there were 1,043 Patients in the ICU; the Lowest Since December 13 & 712 were on ventilators, the Lowest Since December 29th. There were 60 COVID-19 Deaths in New York State Wednesday.

Delaware County Public Health reported that a raccoon in the Town of Middletown has tested positive for rabies. One person was bitten by the rabid raccoon and has begun Rabies Post-Exposure Prophylaxis. Raccoons, foxes, skunks, and bats are considered a primary carrier of the rabies virus in the United States. Bassett Hospital has just announced a two-day clinic this weekend to administer 1,200 doses of anti-COVID vaccines the county Health Department received for people over 65. The Sidney Central School District was notified that a 1st grade, 2nd grade and 8th grade student have tested positive for COVID-19. The students have not been on campus since February 26th, Delaware County Health Department conducted an investigation and contact tracing, there will be no change to the instructional model at this time.
Rural Health Network of South Central New York's mobility management program, Get-there, has provided transportation assistance to 7000 individuals for health related needs since 2013. New York State reported just less than 10,000 new COVID 19 cases on Tuesday, out of 160,947 tests conducted statewide, which translates into a 6.2% positivity rate. 115 more people were hospitalized, the state total is now 6,097, there are 1098 patients in an ICU bed, and 611 are on ventilators, there were 95 deaths Tuesday.
Chenango County Public Health announced their latest COVID 19 statistics today, they added 12 more positive cases, they have 137 Active Cases, 8 are hospitalized, 558 are Quarantined, and they have had 892 Total Confirmed Cases, with 730 recoveries & 16 deaths.

The State Department of Motor Vehicles is expanding New Yorkers' ability to complete certain transactions through secure drop boxes. The drop boxes can be used for license plate surrenders, address changes, and license and registration renewals. Customers using drop boxes must wear face coverings and maintain social distancing. Drop boxes are located at all state-run DMV offices and are available during regular office hours. More information is available at dmv.ny.gov.

The Oneonta City School District has posted their extensive District Re-opening plan on their website. With the expected influx of college students coming from all over the country to Oneonta, the district announced that they will remain in the remote learning environment to start the 2020-2021 school year; they will reevaluate that model when they approach the Interim Progress Report period of October 9th.
Congressman Anthony Brindisi announced over $290,000 in grant funding for fire departments across New York’s 22nd District. The grant money is awarded through the FEMA Assistance to Firefighters Grant program, will help local fire departments prioritize operations and safety amid the COVID-19 pandemic. Sales tax revenue for local governments in July fell 8.2% compared to the same period last year, according to State Comptroller Tom DiNapoli. Collections for counties and cities in July totaled $1.3 billion or $116 million less than in July 2019. Although revenue is still down compared to July 2019, the decline is less steep than any month since March, when the COVID-19 pandemic began to affect sales tax collections.

pushed the victim to the ground and attempted to drive away with the property,
the victim was dragged by the car for a short distance. Deputies later arrested 27 year old
Christopher Warren of Binghamton for robbery, criminal mischief, criminal
possession of stolen property among several felony charges; he faces court
action at a later date.

A Binghamton man has been arrested for a shooting at the Clinton Hotel bar in the City of Binghamton early Saturday morning. Binghamton Police responded to a shooting at 20 Clinton Street, 1 victim had suffered a non life-threatening gunshot wound to his right leg. 39-year-old James Simpson was arrested a short time later, a loaded revolver was recovered. Simpson was charged with 1st degree assault & Criminal Possession of a Weapon. Simpson was arraigned in the City of Binghamton Court and taken to the Broome County Jail.

The New York State Department of Taxation and Finance today announced that the income tax filing season officially begins on Monday, January 23. last year, 92% of New York taxpayers e-filed, this year, New York taxpayers with household income of $64,000 or less in 2016 can qualify to use Free File software, the Tax Department is hosting 54 Facilitated-Self Assistance sites throughout the State, each staffed by Tax Department experts. This year, the state will require vehicles' window tint to be examined during a yearly State safety inspection. If the glass on a vehicle is tinted beyond 30 percent of light transmittance, then that vehicle would not pass the inspection. The window tint would have to be removed or altered for the vehicle to pass. The new law is a more proactive approach intended to protect law enforcement and other drivers, as darkly tinted windows hinder their ability to see inside the vehicle.
State Police are continuing their search for 28-year-old Ryan Markoff of Windsor, who fled from troopers in a stolen vehicle during a traffic stop on December 27th. On January 8th, State Police pursued him on foot after they received a call for a car in a ditch on Shedd Road in Windsor; they recovered the stolen vehicle and pursued Markoff and a female acquaintance unsuccessfully through a wooded area. Police said that Markoff is believed to be with 31-year-old Angela Weyrauch of Hancock. Anyone with information can call State Police at 775-1241.
State Police reported that 46-year-old Paul Schwartfigure of Whitney Point has been located and is in good health. He was located in the area of Ford Hill Road and was returned to his family. Schwartfigure was reported missing January 10th, while riding a bicycle in Whitney Point.
The State Office of General Services announced that the New York State observance of the life and legacy of Dr. Martin Luther King, Jr. would be held this morning at 9:30 in the Empire State Plaza Convention Center. Commissioner Samuel Roberts, of the State Office of Temporary and Disability Assistance, will present remarks during the Call to Commemoration portion of the program. The public is invited to attend the free program in celebration of the 88th anniversary of Dr. King’s birth.

Governor Cuomo announced that $3 million is available to help New Yorkers who have medical conditions that can be aggravated by extreme heat, to buy and install air conditioning. Eligible households can apply for cooling assistance through the New York State Office of Temporary and Disability Assistance's Home Energy Assistance Program beginning May 2. Last year about 240 Southern Tier families received help; overall more than 4,100 households received cooling assistance last summer

The New York State Court of Appeals ruled today that DNA evidence presented by prosecutors in a trial, must be accompanied at trial by at least one analyst involved in the critical stages of the processing of the DNA Evidence used, or who independently analyzed the raw data. The Court of Appeals ruled 4-3, that DNA evidence otherwise violates a defendant's constitutional right to confront an accuser. The ruling follows a controversial Brooklyn trial where DNA evidence was presented & eventually convicted a man, who will now get a new trial.
Delaware County Sheriff Deputies responded to a report of a Domestic Dispute Monday on Town Shed Road in the Town of Deposit. Deputies arrested 36-year-old Brian Curtis of Deposit for 3rd degree Assault, Criminal Mischief & 3rd degree Robbery, he was arranged in Town of Deposit Court & he was released on $500 cash bail and is to reappear in the Town of Deposit Court at a later date.

Delaware County Sheriff's Deputies arrested 53-year-old Sonia Ramirez of the Bronx & Ottawa Illinois following a traffic stop in the Town of Hancock early Saturday morning. A Deputy stopped the Ramirez vehicle for speeding, an odor of marihuana emanated from the vehicle. Ramirez was charged with Speeding, Aggravated Unlicensed Operation of a Motor Vehicle, and 2 counts of Criminal Possession of a Controlled Substance, Unlawful Possession of Marihuana and Throwing Refuse on the Highway. Searches led to the seizure of ½ ounce of cocaine, a quantity of marihuana, & 499 glassine envelopes containing heroin. Ramirez was arraigned & was ordered held on $75,000 cash bail or $150,000 bail bond pending a felony hearing scheduled for Wednesday. Deputies estimate the seized cocaine; heroin and marihuana destined for the streets of the Village of Sidney had a street value in excess of $10,000.
State Police arrested 38-year-old Jeremy Astalos of Afton for 3rd degree Assault, Endangering the Welfare of a Child and Criminal Mischief. Troopers responded to a Chenango County 911 report of a domestic dispute on Hillside Drive in Afton. Astalos is accused of punching his wife in the face and smashing her cell phone so she could not call for help, the alleged incidents occurred in front of a child. Astalos was arraigned in the Town of Afton Court and remanded to the Chenango County Jail in lieu of $1,000 cash bail or $2,000 property bond pending court action today. An order of protection was placed against Astalos by the court.
Governor Cuomo signed two pieces of legislation that strengthen the State’s support of people with disabilities. The Governor also signed a proclamation, marking the 25th anniversary of the historic Americans with Disabilities Act. One law codifies protections for people with disabilities who are refused access to places of public accommodation, such as hotels, restaurants, retail stores, recreation or entertainment venues and hospitals. The 2nd law directs the New York State Office for People with Developmental Disabilities to examine state laws and regulations pertaining to military family members and suggest any necessary improvements to better serve the families of people with developmental disabilities.

The City of Oneonta held a public hearing this afternoon on a moratorium for accepting applications for permits for the issuance of site plan reviews or variances fro billboards. The facilities-technology-operations-community improvement committee also held their regular meeting today, and the zoning & housing board of appeals will hold their next meeting tonight at 7:00 PM at City Hall.

The Broome County Sheriff’s Office is seeking the public’s help in locating 54-year-old Paul Terwilliger. Detectives describe Terwilliger as a white male 5’6” 150 pounds with brown hair balding and blue eyes. Terwilliger was arrested on April 29th for Course of Sexual Conduct Against a Child, for allegedly engaging in sexual intercourse with a child less than 11 years of age. A missing persons report was issued for Terwilliger after he was bailed out on the criminal charges, anyone with information on Terwilliger’s whereabouts is asked to call the Broome County Sheriff’s Office Tipline at 778-1196.
Governor Cuomo announced that more than 18,000 teens would have jobs this summer through New York State’s Summer Youth Employment Program. The State Office of Temporary and Disability Assistance has distributed $25 million in funding to all 57 counties and New York City to help bring youth into the workforce. Delhi village officials will host a public information meeting tonight regarding a potential natural gas distribution franchise within the village. The meeting will be held at 7:00 PM at the Delhi Fire Hall. Leatherstocking Gas Company LLC will give a presentation, as they seek franchises from the village and town to distribute natural gas from the proposed Constitution Pipeline.
State Troopers in Norwich arrested 17-year-old Joseph Jackson of Oxford, for Criminal Possession of a Controlled Substance and Unlawful Possession of Marihuana. The arrest resulted from a traffic stop on State Route 220, in Preston; Jackson was issued an Appearance Ticket returnable to the Town of Preston Court on March 5th.
The Unatego Central School community group, Save Our Schools, is hosting a legislative forum, tomorrow at 7:00 PM in the Otego Elementary School gym. Area lawmakers have been invited to participate, as school districts similar to Unatego are looking for Albany to establish a more equitable state aid formula this year.
Sidney fire fighters were credited with quickly knocking down a fire in a garage behind the Sidney elementary school yesterday afternoon. Elementary students were removed to the high school for a brief period and returned to their classes following the minor fire, caused by an electrical short in a tractor. No injuries were reported.
The New York State Office of Temporary and Disability Assistance announced that New Yorkers can now check their eligibility and apply for certain benefits in 8 languages at myBenefits.ny.gov. Governor Cuomo issued Executive Order in 2011 requiring that "vital documents" be translated into the "six most common non-English languages spoken by individuals in the State. So far over 330,000 SNAP applications have been submitted via myBenefits.ny.gov.
