2 proposals have been forwarded in the State Senate
regarding changes to the Daylight Savings Time system.   State Senator Jim Seward introduced a bill
that would create a task force to study the impact and effects of eliminating
Daylight Saving Time in New York, while State Senator James Skoufis of the 39th
Senate District introduced a bill that would move the state to Atlantic
Standard Time, eliminating the need to turn clocks ahead or back.  Both bills would have to still be passed by
the State Assembly and State Senate before being delivered to Governor Andrew
Cuomo for him to either veto or approve.
Governor Cuomo proposed to put together a task force to
study the issue of bringing High Speed rail to the state.  The first high-speed rail system began
operations in Japan in 1964, with the famous “bullet train.”  High speed rail is also prevalent across
China & throughout Europe, in the US, the closest to a high speed rail line
is the Acela Express, running between New York City and Washington D.C. & reaches
a top speed of 150mph, but averages only 66 miles per hour.
Attorney General Letitia James today filed a lawsuit against
the Trump Administration over a new federal policy that prohibits New Yorkers
from enrolling or reenrolling in the federal government's Trusted Traveler
Programs. The suit against the U.S. Department of Homeland Security & the
U.S. Customs and Border Protection argues that the policy change was made as a
result of an arbitrary process that poses a threat to New Yorkers' safety and
the state's economy.  Economists have
estimated that border delays on the U.S./Canada border have already cost
American businesses billions of dollars & resulted in jobs loss, especially
in Western New York, where New Yorkers seeking to commute across the border
into Canada & back has been severely hampered by the Trump policy.
Samples from 22 New Yorkers have been sent to the CDC, so
far 16 have come back negative for the corona virus, 6 were pending, and there
are still no confirmed cases of the coronavirus in New York State.  The State Health Department said that the
number of flu cases continues to rise, Last week 1,889 New Yorkers were
hospitalized with lab-confirmed influenza; there have been 13,460 flu-related
hospitalizations.  Last week, 17,231
laboratory-confirmed flu cases were reported to the State Department of Health,
a 15% increase from the week before.
There have been a total of 89,597 lab-confirmed cases in New York State
this season, with 3 flu-associated pediatric deaths.
Spectrum announced that their service has been restored to
the entire Northeast.  Spectrum officials
said a damaged fiber optic cable is what caused the outage, which affected
service in Upstate New York, Maine and New Hampshire.  Frontier, Verizon, Sprint, and AT&T were
also affected.

State Senator Jim Seward announced
that $25,000 was awarded to the Schenevus Central School District as part of
the Regional Economic Development Council awards.  Seward released a statement saying that the
$25,000 REDC grant will help cover costs for a merger feasibility study with
Worcester and allow Schenevus school officials to explore all possible options
as they plan for the best future for students and taxpayers.  Seward sponsored legislation this year that
was signed into law authorizing advanced state aid payments to assist the
struggling Schenevus school district.
The State Legislature may consider a
new law next year, to require sex abuse background checks for people looking to
become mall Santa’s.   Currently there is
no requirement for backgrounds checks for anyone serving as a Santa, Easter
Bunny, or any other popular children’s character. The bill is proposed by State
Senator James Skoufis of Orange County.
Governor Cuomo proposes that New York
State crack down on retailers who illegally sell out-of-state, untaxed
cigarettes.   Cuomo said that New York
currently has the 2nd highest tax rate on cigarettes in the nation; the law
would also allow state regulators to shut down retailers who sell tobacco
products to underage New Yorkers.
The Centers for Disease Control and
Prevention announced Thursday it has confirmed 138 cases of E. coli in 25 states.  Consumers should continue to avoid romaine
lettuce from Salinas, California, where investigations have found a common
grower.  If the location of the romaine
lettuce isn't listed, the CDC still warns consumers to avoid it.  Of the 138 total cases, 72 have resulted in
hospitalizations, with 13 people developing kidney failure, so far, No deaths
have been reported.
State Police will be
out in full force over the Christmas & New Year's holidays this year.  Police will be on the lookout for speeding,
distracted drivers, intoxicated or impaired drivers, road rage and they will be
making sure that motorists are buckled up; they will also pay special attention
to violators of the state's "Move Over" law

Governor Cuomo announced that more
than $761 million in economic and community development funding has been
awarded through Round 9 of the Regional Economic Development Council
initiative.   Locally, The Southern Tier
will receive $88.9 million supporting 109 projects, Central New York will get $86.2
million supporting 93 projects & the Mohawk Valley receives $82.7 million
supporting 81 projects
The First Presbyterian Church of

from 6:00 - 8:00 PM in the church parking lot located at 19 Marion Avenue/
State Route 51 in Gilbertsville.  Cars
