Plans are going forward to unearth a Time Capsule buried in Unadilla in 1976 and have it opened this July 4th, as part of a celebration for the 250th anniversary of America. Gloria Meenan was one of the 10 year old students involved in the 1976 plans for what went into the time capsule, she told WCDO News about the origins of the plan:

Keiko Howard is an artist and painter from Sidney Center who is painting a mural on the Liberty Street Side of 7 Stones in downtown Sidney, She told WCDO News that she was commissioned to paint the mural after completing a small 1 on the side of Sidney Flowers & Gifts:

The 218th Session of the New York State Police Basic School held their graduation today at the Empire State Plaza Convention Center. 175 Troopers graduated, 23 are training in Troop C, 8 are local from the Troop C area. The new Troopers will be starting May 30 and will be with a Field Training Officer for 10 weeks before getting their official permanent station assignment. UHS Chenango Memorial Hospital will open the doors of its new Broad Street Entrance as well as a new Orthopedics Suite today, A grand opening celebration and ribbon cutting, along with tours of the new spaces, will take place from 12:30 to 3 pm. on Thursday, May 28. 39 year old Taylor Church of Bainbridge, admitted to violating the terms and conditions of her probation sentence, and was expelled from the Delaware County Adult Treatment Court Program. Church was re-sentenced in Delaware County Court to 2.5 years in state prison to be followed by 1 year of post release supervision. Church pleaded guilty last October to Criminal Possession of a Controlled Substance, State Police arrested Church in January of 2025, a search uncovered heroin, cocaine a scale & ammunition.

A Delaware County Grand Jury returned a 4 Count Indictment against 36 year old William Weil of Bainbridge last week. Weil was indicted for Aggravated DWI, Felony DWI & Endangering the welfare of a child, for allegedly driving intoxicated with a child in his vehicle in Delhi on January 22nd, the DWI is a felony as Weil was convicted of DWI within the last 10 years. Weil faces action on the indictments shortly.

Governor Kathy Hochul recently announced an expansion of child care services at 11 SUNY community colleges in New York State. The services will include evenings and weekends, designed to align with the schedules of student-parents who are enrolled in high-demand programs. SUNY Broome is one of the Colleges participating in the program.

The federal trial of Peyton Gendron of Conklin will be held in Buffalo, Judge Lawrence Vilardo made the ruling last week. Gendron's attorneys were seeking to move the trial, out of Buffalo, citing concerns over the ability to get a fair trial. Gendron shot 10 Black people shopping at a Buffalo Tops Supermarket on May 14, 2022, he has already been convicted on state charges, he faces the death penalty on Federal charges, the next trial should start this summer.

Thousands of unlawful vape and marijuana products were seized from a Conklin gas station as part of a compliance check by the Broome County Health Department. On March 9, members of the Sheriff’s Office and the Broome County Special Investigations Unit Task Force assisted the Broome County Health Department with a flavored nicotine vape compliance check at the “One Dream” Sunoco gas station located at 976 Conklin Rd in the Town of Conklin, they seized approximately 4,000 unlawful flavored nicotine vapes along with THC products, The business does not possess a valid license to dispense THC products. The unlawful flavored vapes are not taxed. In 2019, New York raised the legal age to purchase tobacco and vape products to 21, and in 2020 the state banned the sale of flavored vaping products, other than tobacco flavor. The compliance check was generated via a tip from the Susquehanna Valley Central School District.

State Police responded Monday to a 4 vehicle crash in the town of Union. Investigators determined that 3 vehicles were stopped in traffic when 58 year old Michele Drossos of Endicott rear ended a Toyota driven by 28 year old Ryan Freita of Endicott, who was pushed into a GMC SUV driven by 63 year old Charles Mann of Endicott, which was pushed into a pick-up truck operated by 45 year old Joshua Malloy-Buczek of Endicott. 2 people were transported to Wilson Medical Center for non-life threatening injuries, Drossos was ticketed and faces court action at a later date.

The State Department of Health is urging eligible New Yorkers to get the seasonal flu vaccine, following new federal statistics showing severe complications in children, last year there were 26 pediatric influenza-associated deaths reported statewide. Pediatric flu deaths have been increasing year over year from 3 deaths in the 2021-22 season, up to last year's 26, More information about the influenza vaccine is available at health.ny.gov.

Norwich City Police arrested 31 year old Brennon Bennett of Norwich for Failure to register as a sex offender and on a parole violation. Bennett is a Level 3 Sex Offender, who is accused of using a fraudulent address with the Norwich Police Department, where he is required to check in on a regular basis, in compliance with State Parole and Sex Offender Regulations. Bennett was convicted of 1st degree Attempted Rape in 2017, he was released from the jail & was Paroled in December. Bennett was arraigned at CAP Court and held on without bail due to prior felony convictions.

Delaware County Sheriff’s Office responded last May to a motor vehicle roll over accident in Harpersfield. 25-year-old Isaiah Caballero of Oneonta, lost control of the vehicle, it left the roadway and struck a tree, 25 year old Nyheim Golden-Williams was killed in the crash. Deputies located cocaine & a loaded pistol that did not have a serial number. Caballero was arrested at the Ulster Correctional Facility Tuesday, he was charged with Criminal Possession of a controlled substance, Criminal Possession of a weapon and Vehicular Manslaughter, he was arraigned and was remanded back to the Ulster Correctional facility on $20,000 cash bail or $40,000 bond. Delaware County Sheriff’s Deputies also arrested 21-year-old Alexis Lotterman of Walton for Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon, she was a passenger in the vehicle and was also in possession of the narcotics and firearm, she was arraigned and remanded to the Delaware County Correctional Facility on $10,000 cash bail or $20,000 secured bond.

Chobani announced plans to build another plant in New York State, which will be a $1.2 billion facility Rome’s Griffiss Business and Technology Park. The Project would add another 1000 jobs in addition to the 1100 jobs at the South Edmeston & Norwich facilities. Chobani also employs 1,100 people at a yogurt plant in Twin Falls, Idaho, and they recently announced an expansion in Twin Falls that is expected to create a minimum of 160 new jobs.

A search warrant was executed on April 4th, Banks was found to be in possession of images consistent with child sexual exploitation. During the course of the investigation, it was revealed that 38 year old Mark Banks of Nineveh sexually abused a dairy cow while employed at a farm in the town of Colesville. Banks was charged with Sexual Misconduct, both were issued appearance tickets to the Colesville Town Court on April 24th.

Governor Kathy Hochul today announced that 125 new beds have opened at state-operated psychiatric centers over the past four months, boosting New York’s capacity to provide intermediate-level care to individuals living with mental illness. The 125 new beds will be split between 5 state psychiatric centers, with 25 beds at the Greater Binghamton Psychiatric Center in Binghamton.
Former area Congressman Marc Molinaro was confirmed as the Head of the Federal Transit Administration, within the Department of Transportation. Molinaro was confirmed today by the US Senate Banking Committee with a 20 to 4 vote.

April is Distracted Driving Awareness Month and State Troopers are cracking down with the Distracted Driving Enforcement Campaign. Starting April 7th, troopers will be running an initiative called operation hang up, where they will be paying attention to people on cells phones and other devices while driving. Distracted driving is one of the leading causes of car crashes in New York State. Last year, law enforcement issued over 6,700 tickets for distracted driving throughout the state.

33 year old Drew Garnier of Masonville appeared in Delaware County Court and accepted responsibility for killing his wife and then causing serious physical injury to their two minor children. On September 4, 2024, Garnier stabbed his pregnant wife, Samantha and their 2 children in their home on Houck Road in the Town of Masonville. Samantha died as a result of the stabbing, the children suffered significant injuries. Garnier pleaded guilty to 1st degree Manslaughter, 2 counts of 1st degree Assault, he withdrew all of his pending motions and agreed to waive his right to appeal as part of the plea agreement. Garnier will be sentenced to 30 years in state prison, to be followed by 15 years of post-release supervision, he was remanded back to the Delaware County Correctional Facility pending sentencing on May 13th.

On September 4, 2024, Garnier stabbed his pregnant wife, Samantha and their 2 children in their home on Houck Road in the Town of Masonville. Samantha died as a result of the stabbing, the children suffered significant injuries. Garnier pleaded guilty to 1st degree Manslaughter, 2 counts of 1st degree Assault, he withdrew all of his pending motions and agreed to waive his right to appeal as part of the plea agreement. Garnier will be sentenced to 30 years in state prison, to be followed by 15 years of post-release supervision, he was remanded back to the Delaware County Correctional Facility pending sentencing on May 13th.
The Bainbridge Fire Department has received a grant from the Rotary Club of Bainbridge, totaling $2,830 donation for new, firefighter gloves for the department, and the Bainbridge Fire Department will again participate in the Recruit New York days on April 26th, according to Fire Department spokesman Roger Barnhart:

Delaware County Sheriff’s Office Law Enforcement Division was awarded Re-Accreditation status by the New York State Division of Criminal Justice Services for continuing to meet the standards set forth by The Accreditation Council. The Program consists of 112 total standards, the Delaware County Sheriff’s Office met or exceeded to be awarded re-accreditation status. U.S. Marshals in Henderson County, Kentucky, arrested 48 year old Joseph Titsworth of Norwich as a Fugitive from Justice, on a Warrant out of the City of Norwich. Titsworth was charged as being a Fugitive from Justice, plus 3 Counts Failure to Register as Sex Offender, Titsworth absconded from New York in 2024 and has been wanted by Norwich Police since that time. U.S. Marshals received numerous tips from the public, and they were able to locate Titsworth hiding in an elderly person’s home in Henderson County, Kentucky. Norwich Police Officers traveled to Kentucky and bring Titsworth back to Norwich, Monday evening, he was arraigned and was held without bail due to multiple, prior felony convictions.

Governor Hochul & State Health Commissioner Dr. James McDonald updated New Yorkers on the measles cases and encouraged everyone to make sure they are up to date on vaccines. There have been 4 total cases of measles in New York State so far this year, 3 in New York City and 1 in Suffolk County. State Police today announced that it issued 11,582 tickets during this year’s St. Patrick’s Day enforcement initiative. State Troopers arrested 239 people for DWI and investigated 563 crashes, which resulted in no fatalities. State wide, there were 3680 tickets issued for speeding, In Troop C, 905 tickets were issued, with 330 for speeding, 16 for DWI, 40 for violating the seat belt laws and 40 for violating the move over law.

State Lieutenant Governor Antonio Delgado announced that he would not seek re- election next year on the tickets with current Governor Kathy Hochul next year. Delgado said “all options are on the table”, making it possible that he may challenge Hochul for the Democratic Party Nomination for Governor. Hochul's office announced that they have begun taking steps to identify a new running mate for 2026. Delgado previously served in Congress, serving much of the WCDO listening area in the then 19th District.

The Broome County Sheriff’s Office Road Patrol responded to a report single-motorcycle crash on East Maine Road, patrols located the operator lying a significant distance from the motorcycle and immediately began providing life-saving measures. 37 year old Jared Warner of Nineveh, was declared deceased at the scene, investigators determined that the Warner was traveling at a high rate of speed and lost control of the motorcycle, leading to the accident.

The state is contracting a with a new software company to upgrade the agency’s aging technology systems, which was found to be lacking as they re-opened following the COVID 19 pandemic. Fast Enterprises will be tasked with upgrading the DMV systems in 2 phases over the next 4 years, Fast Enterprises software is being used in 15 other states.

32 year old Antonio Escobar-Boria of Sidney pleaded guilty in Delaware County Court to Attempted Reckless Endangerment, he is accused of allowing a 2-year-old child to be near illegal drugs at 62 East Main Street in Sidney. After State Police executed a search warrant and discovered the illegal drugs, they directed that the 2-year-old child be brought to the hospital, the 2-year-old child tested positive for fentanyl but did not need medical treatment, Escobar-Boria is expected to be sentenced to a 5-year term of felony probation supervision with a special condition that he successfully complete the Delaware County Adult Treatment Court Program, sentencing is scheduled for July 31st.
32 year old Antonio Escobar-Boria of Sidney pleaded guilty in Delaware County Court to Attempted Reckless Endangerment, he is accused of allowing a 2-year-old child to be near illegal drugs at 62 East Main Street in Sidney. After State Police executed a search warrant and discovered the illegal drugs, they directed that the 2-year-old child be brought to the hospital, the 2-year-old child tested positive for fentanyl but did not need medical treatment, Escobar-Boria is expected to be sentenced to a 5-year term of felony probation supervision with a special condition that he successfully complete the Delaware County Adult Treatment Court Program, sentencing is scheduled for July 31st.

Construction began today on the Buffalo Bills' new, state-of-the-art $1.54 billion stadium in Orchard Park. The new 60,000-seat facility is the largest economic development project in Western New York History, Construction on the new stadium is expected to be complete in 2026, artists renderings of the stadium can be found at governor.ny.gov/buffalo-bills-stadium.
37 new firefighters from the State's Recruit Firefighter Training program at the Academy of Fire Science in Montour Falls. Graduates come from 17 fire departments across the state, representing the Academy's 87th Recruit Firefighter Training class. Upon graduation, all the recruits will serve as career firefighters in their respective fire department. State Police And the Division of Criminal Justice Services released a Missing Vulnerable Adult Alert today. 34 year old Tatiana David from Ithaca was last seen this morning at about 7:20 AM and may have been abducted. David is described as a black woman about 5'9" tall and about 180 pounds, with black hair & brown eyes, she was last seen with 35 year old Michael David, who was driving a white Jeep Cherokee, they may be headed through this area heading for New York City. Police said that Davis is a black man, 6'4" tall about 200 pounds with black hair & brown eyes. Anyone with information is asked to call 911, or 607-561-7400.

Broome County District Attorney’s Office announced that 19 year old Savon Turrell of Binghamton, pleaded guilty in Broome County Court to Criminal Possession of a Weapon. Turrell admitted that on May 3, 2022, he illegally possessed a loaded 45 caliber pistol. Binghamton Police responded to a report of shots fired with the suspects leaving the scene in a light-colored Dodge Caliber. Police tracked the vehicle to a house on Oak Street. Turrell was located & was arrested, no one was injured in the shooting. Turrell will be sentenced to 3 ½ years in New York State prison followed by 3 years post release supervision on May 19th.

Delaware County Sheriff’s Deputies were dispatched Saturday to the State Hwy 10 and Falls Mills Rd in the Town of Delhi for a report of a male subject walking in the roadway. A 2nd call stated that a male subject had been struck by a passing motorist in that same vicinity. Deputies & Delhi Fire Department & EMS located 18 year old Damyan Bonilla of Chester New York, who was taken to O’Connor Hospital with injuries & he was later transferred to Bassett Medical Center for further treatment. Deputies determined that Bonilla was walking on State Route 10, he was struck by a vehicle, the investigation in on-going.

A Female State Trooper has filed a lawsuit asking a federal court to declare that former Governor Andrew Cuomo, top aide Melissa DeRosa and state police violated her civil rights. The trooper’s name was not disclosed in the lawsuit, which was filed Thursday filed in New York City, the trooper seeks attorney fees, damages for “severe mental anguish and emotional distress,” and a declaratory judgment that Cuomo, DeRosa and state police violated civil laws on the federal, state and city level prohibiting sexual harassment.

State Police charged 61 year old Douglas Webb of Sherburne for Offering a False Instrument for Filing & Falsifying Business Records. Webb, who was a bus driver at the Sherburne-Earlville School District, was initially arrested last week by State Police for Forcible Touching and Endangering the Welfare of a Child, the investigation revealed that on his application to become a school bus driver, Webb failed to disclose that he had a previous conviction on a charge of sexual abuse. Webb was released on appearance tickets to the Sherburne Village Court on February 17th.

Governor Kathy Hochul announced the end of the indoor mask mandate in New York State effective today. Previously, the state had required masks to be worn inside businesses where vaccination status was not being checked. The mandate will remain in effect at homeless shelters, healthcare centers, state-run nursing homes, schools and childcare centers, and correctional facilities. Governor Kathy Hochul says New York will appeal Judge David Hurd's decision to continue to allow religious exemptions to the state’s vaccine mandate for health care workers. State Police in Herkimer County are investigation a fatal stabbing in Jordanville late Sunday evening, that resulted in 2 deaths. State Police were called to a home on State Route 167 at around 7:00 PM, a person of interest in the investigation was flown by helicopter to Upstate Medical in Syracuse with unknown injuries, State Police reported that there was no threat to the public.

Governor Kathy Hochul today announced a multi-agency plan to address the school bus driver shortage affecting schools across the state. The plan includes short-term steps to remove barriers and recruit traditional and non-traditional Commercial Driver's License holders, expand CDL testing opportunities, and enhance processes all designed to get more drivers into school buses. Additionally, New York State is launching outreach to more than 550,000 CDL license holders in New York State. The longer term steps include changes to address the training and licensing of drivers, as well as broader recruitment into the bus driver profession.

State Troopers and other first responders were dispatched to Canadarago Lake for a man that went into the water and did not resurface. Members of the State Police, the Otsego County Sheriff’s Department, State Park Police, and others responded to the scene Saturday, An investigation revealed that 54-year-old David Morrissey of Mohawk went into the lake after he saw his boat drifting away, he did not resurface. Morrissey was recovered from the lake several hours later by the New York State Police Underwater Recovery Team.

Sales tax revenue for local governments declined by 3.9% in the 1st quarter compared to the same period last year, according to State Comptroller Tom DiNapoli. Sales tax collections from January through March totaled $4.3 billion, which was $173 million less than the first quarter of 2020. Collections for the first quarter of 2021 increased compared to the first quarter of 2020 in every region outside of New York City, with increases ranging from 2.4 percent in the Southern Tier to 9.8% in the North Country.
