New York Comptroller Thomas DiNapoli has called for an overhaul of state programs for restoring contaminated industrial and commercial sites, after the state spent nearly $1 billion to clean up 408 brown fields.  The report states that the state may incur another $3.3 billion in costs from tax credits over the next few years on Brownfield properties, He called for limiting or ending tax incentives while extending liability protections and streamlining regulations for developers.

State Police arrested 23-year-old Randy Bullis Jr. of Hartwick for Unlawful Possession of Marihuana. The arrest resulted from a traffic stop on State Route 80 in Otsego, Bullis was issued an Appearance Ticket returnable to the Town of Otsego Court on June 3rd.

Delaware County Sheriff’s Deputies arrested 45 year odl Morena Niboucha  of Hamden on a criminal summons for 2nd degree Harassment.  Niboucha is alleged to have committed the offense on April 5th, during a dispute over property in the Town of Hamden, she was released on her own recognizance and is scheduled to appear May 6th, in the Town of Hamden Court to answer the charge.

The Chenango County Sheriffs Office arrested 59-year-old Randy Brown of Oxford, for 3rd degree Criminal Possession of a Weapon in the Third Degree and Defacement of a Weapon.  Brown is accused of illegally grinding off the serial numbers on the weapons; he was arraigned in the Town of Oxford Court & was released on his own recognizance and was ordered to reappear at a later date.
