State Police responded to the report of “shots fired” in the town of Andes, the investigation revealed that a 62-year-old female was injured when she accidentally discharged a semi-automatic rifle, suffering face and hand injuries. The responding trooper applied a tourniquet to subside the heavy bleeding to the victim’s hand, another officer from the Colchester Police Department applied a 2nd tourniquet until EMS arrived and the victim was transported to Bassett Hospital for treatment. Troopers reported that the rifle is not legal in New York State and was not New York Safe Act compliant, 58 year old Richard Geraghty of Andes, was charged with 2 counts of Criminal Possession of a Weapon in the third degree.

Chenango County Sheriff’s department arrested 36-year-old Richard Madison of Endicott for Criminal Possession of a Controlled Substance and Resisting Arrest following a foot chase through the City of Norwich. Madison was found to be in possession of Crack Cocaine packaged for sale and over $4000 was seized. This investigation is ongoing with more charges expected. Madison was arraigned in the City of Norwich Court and remanded to the Chenango County Jail without bail.

The Chenango County IDA announced significant progress in its Rail Revitalization project, which aims to restore service to the 45 ½ miles of the Utica Mainline track between the Madison and Broome County lines. Frontier Railroad Services of New Stanton, PA is nearing completion of the construction phase of the project, which repaired numerous washouts caused by floods in 2006 and 2011. On Friday, State Police requested that the New York State Amber Alert system be activated after an investigation by State Police and Broome County Child Protective Services. The State Police was advised that 18-month-old Henry Kellam was with his father, Henry W. Kellam, and was endangered, as the father had all visitations with his child suspended by a court order. Kellan was also wanted on a warrant by the City of Binghamton Police Department for Criminal Mischief. Police reported that Kellam was involved in a domestic dispute with his son’s mother, in the Village of Oxford; he forced her from his vehicle and fled with their son. Kellam was located and arrested in Madison County with help from the Madison County Sheriff’s Office. The child was located in good health and was returned to his mother.
Governor Cuomo directed Inspector General Catherine Leahy Scott to conduct a thorough investigation to determine all factors potentially involved in the escape of inmates Richard Matt and David Sweat from Clinton Correctional Facility. The Inspector General shall obtain the services of a respected outside expert in corrections and law enforcement on issues such as prison design, operations and security with a view toward identifying how these inmates were able to escape, and recommend any potential reforms and best practices to prevent future incidents. The Inspector General will then confer with law enforcement agencies & also refer any criminal conduct that may be uncovered to prosecutors.

Police in Broome County arrested 3 people on drug charges. Arrested were 28 year old Jessica Titus, 17 year old Maria Champion-Cruz & 35 year old Richard Madison on a variety of drug charges & conspiracy, for allegedly bring illegal drugs to Broome County from New York City by bus, with intent to sell in the Binghamton area. The arrests were made following an investigation by the Broome County Special Task Force & Binghamton Police, they confiscated 130 grams of unpackaged, pure heroin and about 52 grams of powder cocaine, all 3 are being held at the Broome County Jail without bail.

State police responded to a 2-vehicle accident with 9 injuries at around 7:30 this morning in Madison County. Reports said that a Department of Transportation dump truck hit a Sherburne Earlville school district van, after the district vehicle went through a stop sign in Smithfield. Troopers reported that the school van was carrying 6 teachers to Syracuse, the DOT Truck had 3 passengers, both vehicles went off the road & both overturned. All 9 were taken to area hospitals, the investigation is continuing.

Delaware County Sheriff's Investigators arrested and extradited a local fugitive from the State of Texas on an Arrest Warrant issued by Delaware County Court. Former Delhi area resident Richard Robinson of Gastonia, North Carolina, was arrested by Delaware County Sheriff’s Investigators in Groveton, Texas and was returned to the Delaware County Correctional Facility Wednesday and is being held pending further court proceedings. Robinson is accused of failing to appear before the Delaware County Court last December, relating to a pending felony DWI prosecution.
The Chenango county sheriff’s department arrested 36-year-old Anthony Carroll of Madison for DWI, Aggravated Unlicensed Operation of a Motor Vehicle and Failure to Dim Headlights. Carroll faces action in town of Sherburne court at a later date.
