P.M. NEWS THURSDAY 3-19-26

46 year old Arthur Cotten of Sidney, pleaded guilty to Reckless Endangerment & resisting Arrest in Delaware County Court, he was appearing for a conference on a pending indictment, he decided to pleaded guilty to the charges, relating to an incident on July 19, 2025, in the Village of Sidney, where he attempted to light himself on fire with gasoline in a garage near a propane tank, Sidney Police Officers Royce Terry and Jenna Nordberg, managed to get the fire extinguished without any person or property being seriously harmed. Cotten will be sentenced on April 28th

31 year old Mathew Hall of Columbia, South Carolina, was sentenced in Broome County to 10 years in state prison, followed by 10 years of post-release supervision, and will be required to register as a sex offender, and a no-contact order of protection was issued for the victim. Hall was found guilty of rape after a Jury Trial in December from a sexual assault that occurred in the City of Binghamton in October 2024, where Hall engaged in sexual contact with a person who was incapable of consent due to being physically helpless.

Another former corrections officer has pleaded guilty in the case connected to the beating death of Marcy Correctional Facility inmate Robert Brooks in December of 2024. Robert Kessler entered his plea in Oneida County Court, to a gang assault charge as part of a plea bargain deal in which he testified against his former colleagues David Kingsley, Nicholas Kieffer and Mathew Galliher. Kessler is scheduled to be sentenced to 4 years in State prison on May 14th.

State Comptroller Tom DiNapoli announced that 7 villages were designated in fiscal stress under his office's Fiscal Stress Monitoring System for their fiscal year ending in 2025. DiNapoli's office evaluates municipalities & school district each year for fiscal stress, no villages in the Tri-County Region were on the list this year. The report can be found at osc.ny.gov.

Delaware County DA Shawn Smith announced that the Appellate Division of the New York State Supreme Court affirmed the Delaware County County Court conviction of Joshua Condon that resulted in a 20 year prison term & 10 years old post release supervision. Condon appealed the sentence for Criminal Sexual Act for abusing an 8 year old child, but after losing the appeal, Condon's original sentence will stand.

37 year old Michael Brutvan of Binghamton, pleaded guilty to Murder in the Second Degree in Broome County Court and will serve a sentence of 17 Years to Life in a New York State Correctional Facility. On May 13, 2025, the Binghamton Police Department was dispatched to the Salvation Army located at 131 Washington Street for a report of a stabbing. Upon arrival, officers located a male inside the establishment suffering from stab wounds to the shoulder and neck. The victim was later pronounced deceased. Sentencing is scheduled for June 22, 2026, in Broome County Court.

A new Sienna College Poll show Governor Kathy Hochul with a 49% to 30% lead over Congresswoman Elise Stefanik’s in the 2026 gubernatorial race, with 20% remaining undecided. Stefanik has a 3-to-1 lead over her Republican primary rival, Nassau County Executive Bruce Blakeman, who has the support of President Trump. Hochul leads her own primary opponent, Lt. Gov. Antonio Delgado, 56%-13% among Democratic respondents.

The State Department of Health continues to monitor the outbreak of the flu statewide, which is now deemed prevalent in the State. There were 23 respiratory outbreaks in hospitals and 51 respiratory outbreaks in nursing homes in the 1st week of December, a total of 302 viral respiratory pathogen outbreaks have been reported from hospitals and nursing homes. Influenza A is the predominant virus with 93% falling into that category, There were no pediatric flu deaths reported this season, there were no COVID-19-or RSV pediatric deaths reported this season.

Chenango County Sheriff’s Office arrested 64 year old Wayne Howe of North Norwich for criminal mischief, after deputies responded to a domestic dispute in North Norwich. Howe was additionally charged with Criminal Obstruction of Breathing, Unlawful Imprisonment & Harassment, he was processed at the Chenango County Sheriff's Office and was arraigned & remanded to the Chenango County Jail on $1,000 cash bail. Howe is to appear in the Town of North Norwich Court at a later date.

31 year old Mathew Hall of Columbia, South Carolina, was found guilty of 1st degree Rape in Broome County Court, The conviction stems from a sexual assault in the City of Binghamton in October of 2024 where Hall engaged in sexual contact with another person who was incapable of consent due to being physically helpless. Hall is scheduled to be sentenced on March 19, 2026, in Broome County Court where he will be required to register as a Sex Offender and faces up to 25 years in State Prison.

Otsego County Sheriff's Office arrested 40 year old Damon Sobers of Oneonta for 2nd degree Assault, Criminal Possession of a Weapon, Menacing and Harassment, following an investigation into a domestic dispute in the Town of Oneonta. Deputies were told that the victim had struck in the head with the butt of the gun and suffered a large laceration to the face and that Sobers may be in possession of a firearm. Sobers was later taken into custody and was transported to the Otsego County Sheriff’s Office & was being held pending arraignment.

Delaware County Sheriff’s Deputies were dispatched to a domestic dispute in the Town of Walton in May, 36-year-old Gerald Walke had engaged in a verbal domestic dispute and displayed a knife, while in the presence of two juveniles, the Town of Walton Court issued an Arrest Warrant, last week, Otsego County Sheriff’s Office located Walke, he was turned over to Delaware County Deputies & was charged with 2 counts of Endangering the Welfare of a Child and 2 counts of Menacing, Walke was processed and turned over to the Delaware County Correctional Facility to await Arraignment.

State Police arrested 34 year old Kyle Packer of Oneonta on an arrest warrant for Burglary, Criminal Contempt, Unlawful Fleeing a Police Officer, Resisting Arrest, and Obstructing Governmental Administration. On June 12, Packer was involved in a domestic dispute in Edmeston where he violated an order of protection, unlawfully entered a home and struck a victim & left prior to the Trooper’s arrival. Troopers located Packer on June 24 in the town of New Berlin, where he fled on tractor into a wooded area. A Trooper observed Packer Tuesday in the town of Columbia, he was taken into custody and was processed then transported to the Otsego County Jail for Arraignment.

Delaware County Sheriff’s Deputies conducting a traffic stop Sunday, the driver was unable to provide a valid driver’s license, K9 Dexter & Deputies located methamphetamine and illegal fireworks. Deputies identified the operator as 42 year old Ryan Fletcher of Delhi, Deputies determined that Fletcher's privileges to operate a motor vehicle were suspended. Fletcher was charged with Unlawful Possession of Fireworks, Criminal Possession of a Controlled Substance, Obstruction of Governmental Administration, Criminal Impersonation & Aggravated Unlicensed Operator and various traffic violations, Fletcher was released on appearance tickets for Town of Delhi court at a later date.

Norwich Police Department concluded a five-month long investigation into the sexual desecration of a deceased woman in the City of Norwich. 45 Year Old Mark Randall of Norwich was charged with Tampering with Physical Evidence & Sexual Misconduct, On May 1st, 2024, the Norwich Police Department responded to 12 Columbia Street for the unattended death of a 71-year-old female, Norwich Police Detectives, along with the State Police Forensic Investigation Unit collected evidence from the residence, they accuse Randall of performing sexual acts on the deceased woman multiple times, over a period of several hours. Randall is a Level 3 Sex Offender, he was arraigned at Norwich City Court and held on $25,000 bail to reappear at a later date.

Chenango County Sheriff's Office arrested 34 year old Daniel Dungey of Oxford for 2 counts of Menacing, 3 counts of Endangering the Welfare of a Child, and 1 count of Criminal Obstruction of Breathing or Blood Circulation. Deputies and State Troopers responded to a domestic dispute in the Town of Plymouth, where a firearm was displayed. Law enforcement arrived and secured the scene. It was determined that during the physical altercation, Dungey displayed a loaded handgun and threatened the victims, in the presence of several children. Deputies and Troopers located multiple firearms inside Dungey’s vehicle on scene, he was arraigned & was released on his own recognizance & will appear in the Town of Plymouth Court at a later date.

Walmart has recalled nearly 10,000 cases of apple juice sold in stores across the U.S. that were found to contain potentially harmful levels of inorganic arsenic. The recall applies to 9,535 cases of Great Value brand apple juice sold in 25 states, including New York State, as well as Puerto Rico and the District of Columbia. Florida-based manufacturer Refresco Beverages voluntarily recalled the contaminated 6-packs of 8-ounce juice bottles after discovering levels of the chemical contaminant that exceeded industry standards.

State Police responded to Otsego County Road 23 and Wing Hill Road in the town of Exeter Friday Afternoon for a two vehicle crash. A 4 door sedan was making a left turn on a sharp curve onto Wing Hill Road when the driver did not see an SUV from the opposite direction, The vehicles collided and both caught fire, A passerby with a fire extinguisher assisted in getting a family out of the sedan and another person assisted the driver of the SUV out of their vehicle. 3 LifeNet helicopters responded to the area. 3 children & the driver of the sedan; Nicole Rinaldo of Ilion were transported to various hospitals, The driver of the SUV, 52 year old Michael Salon of Herkimer, was transported by helicopter to Albany Medical Center with non-life-threatening injuries.

Otsego County Sheriff's office arrested 41 year old Justin Ingalls of Milford for Reckless Endangerment of Property, Criminal Possession of Controlled Substance, Trespassing & Aggravated Unlicensed Operation, following an investigation following an incident at Apple Foods Store in Milford. Ingalls was held at the Otsego County Correctional Facility.

State Police at Sidney arrested 61 year old Duane Gardepe of Masonville, after a domestic dispute at a residence on Axtell Road in the town of Masonville. Gardepe has been charged with 1st degree Rape, Criminal Sexual Act, Kidnapping, Sexual Abuse, Aggravated Sexual Abuse, Unlawful Imprisonment, Menacing & Criminal Mischief, An investigation revealed that Gardepe menaced and threatened a victim, prevented the victim from leaving, calling 911 and forced unwanted sexual acts. Gardepe was processed and arraigned, he was remanded to the Delaware County Jail without bail.

State Police arrested 22 year old Zachary Hoffman Kowatch, of Arkville for Reckless Endangerment as a Hate Crime, Endangering the Welfare of a Child and Aggravated Unlicensed Operation. On May 9, Hoffman Kowatch was in a vehicle on Main Street in the village of Fleischmanns when he began yelling anti-semitic remarks at a teenager who was riding a bicycle, he attempted to intentionally strike the teenager and an adult with his vehicle while yelling obscenities and making anti-Semitic remarks before fleeing the scene. Hoffman Kowatch was located at his residence in Arkville and arrested, he was arraigned & was remanded to the Delaware County Jail on no bail.

Local sales tax collections in New York state increased by 1.5% in April compared to the same month in 2023, according to data released today by State Comptroller Tom DiNapoli. Overall, local collections totaled $1.76 billion, up $26.1 million from the same time last year. New York City's collections increased 3.9%, County and city collections in the rest of the state decreased -0.5%. 25 of 57 counties experienced year-over-year decreases.

The Butternut Valley Alliance has announced a partnership with SFCU, to take the necessary measures to open a full-service branch in Morris. This development comes after the "Save Our Bank" task force was formed, as Community Bank NA had announced plan last year to close their Morris Branch. Broome County Sheriff's Office arrested a Kirkwood man for 3 gas station robberies. The 1st Robbery was on May 9th, at the Speedway gas station on Route 7 in Sanitaria Springs, where a male with a black shirt wrapped around his hand, implying he had a weapon, and grabbed a cash register & fled the scene in a gray Ford F-150 pickup truck. The 2nd Robbery was at the Mirabito gas station on Old Route 17 in Windsor, Sheriff Deputies identified the suspect vehicle and potential suspect as 46 year old Clint Loomis of Kirkwood. On Friday, a 3rd Robbery occurred at a gas station in Greene, Loomis was located on Route 12 in the Town of Chenango, A Deputy attempted to conduct a traffic stop, Loomis resisted, a Taser was deployed but Loomis drove off, Tire deflation devices were set up, Loomis damaged his tires but continued to flee, eventually leaving the vehicle on foot, he was apprehended. Loomis was wanted on a warrant, & was charged with Robbery, Obstructing governmental administration, reckless endangerment, unlawfully fleeing Police, Resisting arrest & 26 traffic violations, he was being held for arraignment.

Oneonta Fire Fighters responded to a fire Sunday morning on Columbia Street, several occupants escaped, the fire began on the 1st floor, The cause of the fire is under investigation, the house is uninhabitable.

Chenango County Health Department will hold a rabies vaccination clinic at the Columbus Highway Department today, from 5:30 to 6:30 PM. Pre-registration is requested by calling 337-1673, or by going to the Chenango County Health Department website.

State Police are seeking the public’s assistance in locating a 71-year-old Donald Eldred of Oxford. Eldred lives on Columbia Street in the village of Oxford, he drives a 2001 green Toyota Sequoia with a license plate of JJC7999, which is also missing. Eldred is approximately 6 feet tall and weighs approximately 240 pounds. A family member contacted State Police on September 26 after not being able to get in touch with Eldred. However, the last time anyone seems to have had contact with him was approximately 2 weeks ago. Anyone with information is asked to contact New York State Police at (607)561-7400,

The Broome County Sheriff’s Office is currently looking for Matthew McCloe on an outstanding warrant for 2nd Degree Burglary. McCloe was last known to frequent the Dickinson Manor area of the Town of Dickinson. The Delaware County District Attorney's Office announced that 41 year old Mary Cutting of Sidney, pleaded guilty in Delaware County Court for Criminal Sale of a Controlled Substance. Cutting appeared on Monday September 25th for a conference, she admitted that on January 19, she sold fentanyl to an unidentified individual in the Village of Sidney. Cutting will be sentenced to 3 years of incarceration, and 2 years of post-release supervision.

The Delaware County District Attorney's Office announced that 42 year old Melissa Astalos of Sidney appeared in Delaware County Court Monday and was arraigned on a sealed indictment. The 3 Count Indictment was unsealed, Astalos is accused of selling methamphetamine in the Village of Sidney August 3, 2022, also on September 1, 2022 & for possessing methamphetamine, with the intent to sell it, on February 16, 2023, also in the Village of Sidney. After being arraigned, Astalos pleaded not guilty she was released from custody under the supervision of the Delaware County Probation Department. Each charge carries a maximum 10-year sentence is convicted..

The Air Quality Alert remains in effect through midnight tonight, according to the National Weather Service & The State DEC. DEC Commissioner Basil Seggos said that the smoke is streaming in on winds from British Columbia in Western Canada, where 25 million acres has burned, many fires continue to burn out of control. The current stream of smoke particulates should leave the region by Wednesday afternoon at the latest, more alerts are expected throughout the summer, daily information is available at airnow.gov.

The National Baseball Hall of Fame Parade of Legends returns to Cooperstown at 6:00 PM Saturday. The parade originates at Lake Street and Chestnut Street, proceeds down Chestnut Street toward Main Street and onto Main Street to the Baseball Hall of Fame. The Parade of Legends will feature more than 4 dozen returning Hall of Famers as well as Class of 2023 members Fred McGriff and Scott Rolen. The Induction Weekend will conclude with the inductions of McGriff and Rolen Sunday at 1:30 at the Clark Sports Center.

37 year old Nikita Kingsbury of South Kortright was arraigned on a sealed indictment in Delaware County Court. The indictment charges accuses Kingsbury of selling methamphetamine in the Village of Sidney on August 11, 2022, she pleaded not guilty and a Court conference is scheduled for August 14th. Kingsbury was then arrested for Criminal Possession of a Controlled Substance with the intent to sell, for allegedly possessing narcotics with intent to sell in Walton on November 9, 2022, she was remanded to the Delaware County Correctional Facility on the new charge.

P.M. NEWS WEDNESDAY 4-12-23

Attorney General Letitia James today secured the largest multi-state agreement with JUUL Labs and its former directors and executives for their alleged role in contributing to the nationwide youth vaping epidemic. As part of a multi state agreement, JUUL will pay $462 million to 6 states and the District of Columbia, New York will receive $112.7 million, which will support underage vaping abatement programs across the state.

The Broome County Court District Attorney's Office announced that 30-year-old Dominick Howe pleaded guilty to felony Criminal Mischief. In December of 2022, Howe was accused of cutting off his GPS monitor and damaging it, he was required to wear it because of a previous felony conviction for Attempted Robbery, he will be sentenced to 2 to 4 years in State prison on June 23rd in Broome County Court.

The Delaware County Chamber of Commerce will hold their Legislative Leadership program today at the Old Schoolhouse Inn in Downsville. The event will run from 9:00 to 11:00 Am & will feature Congressman Marc Molinaro, State Senator Peter Oberacker & assembly-members Joe Angelino, Brian Maher & Chris Tague.

Delaware County District Attorney's Office announced that 39 year old Leigh Murray of Patterson pleaded guilty to DWI in Delaware County Court. Murray admitted to driving at a high rate of speed on State Route 17 in Hancock after 2 to 3 vodkas in November of last year, she will be sentenced to 6 months in jail and 5 years of post release supervision at sentencing at a later date.

Delaware County Sheriff's Deputies responded to a report of harassment occurring in the Village of Margaretville. During the course of the investigation, the complainant advised that 51-year-old Melissa Hull of Margaretville contacted her via telephone and made threats & came to her residence in a confrontational manner and made additional threats. Hull was arrested Friday, & an order of protection was also issued against Hull ordering her to stay away from the complainant. Hull was processed and released on an appearance ticket.

The New York State Department of Labor today released preliminary local area unemployment rates for January 2023. New York State's seasonally adjusted unemployment increased from 4.1% to 4.2% in January 2023. Locally Chenango County had 4.3% unemployment, Delaware County 5.1% and Otsego County also had 5.1% in January.

Governor Kathy Hochul has declared a State of Emergency, State Police are urging New Yorkers to avoid any unnecessary travel. High winds, rapidly falling heavy snow, and whiteout conditions, will make travel extremely dangerous.

NYSEG crews will continue to be out as the heavy wet snow is expected to adversely affecting trees & power lines. Earlier this morning, over 1500 Delaware COunty custoomers were without power, but that was rectified by about 8:00 AM. Columbia County is the hardest hit, with over 6,000 customers without power this afternoon.

Broome County District Attorney Mike Korchak announced that Kristopher Duncan of Plattsburgh was Sentenced To Prison In Broome County Court this week. Duncan was sentenced to 4 years in State prison followed by 5 years post release supervision after pleading guilty to Attempted Criminal Possession of a Weapon. Duncan possessed an illegal loaded firearm which he discharged in a room at the Comfort Inn on Upper Front Street in the Town of Dickinson, no one was injured. Duncan has a prior felony conviction for Criminal Contempt in 2017,

Bassett Medical Center is welcoming 10 students comprising the Columbia-Bassett Medical School Program Class of 2025. Dr. Henry Weil will be overseeing the program:

The students have completed their 18 months of pre-clinical training on Columbia’s New York City campus and will now be based at Bassett Medical Center in Cooperstown for 2 ½ years, their clinical experiences at Bassett consists of a required 1-year experience followed by a 1 ½ years of electives and pursuit of an area of concentration.

Governor Kathy Hochul announced the first of the Conditional Adult-Use Cannabis Retail Dispensary licenses in the Southern Tier will open in Binghamton. The opening of the store advances New York State's Seeding Opportunity Initiative, The planning board in Binghamton gave its final approval this week, The Cannabis dispensary opening in Binghamton - Just Breathe at 75 Court Street - will be owned and operated by a partnership between an experienced local entrepreneur, Damien Cornwell, and the Non-Profit Broome County Urban League.

The State DMV announced that the annual inspection stickers will be changing. DMV officials stated that the new print-on-demand vehicle inspection certificates will be phased in, it will add enhanced security by adding vehicle-specific information directly onto the inspection sticker. The change over will be completed by the end of 2023, but drivers with the previous inspections will continue to be allowed to have them through 2024.

Otsego County Sheriff's Office arrested 63 year old Stanley Eddy of Gansevoort following a traffic stop in the Town of Milford on January 31, 2023. Eddy was charged with Operating a Motor Vehicle while Registration is Suspended, he was issued a Uniform Traffic Ticket returnable to the Town of Milford Court at a later date.

P.M. NEWS WEDNESDAY 6-29-22

U.S. Marshals & Norwich Police arrested 32 year old Ryheem Miller of North Carolina, who was wanted on drug charges in his home state. Miller had been hiding from authorities in Norwich for a few weeks, he was located at a residence on Columbia Street & was taken into custody. Miller was arraigned in a Federal Courtroom in Binghamton & he will be extradited back to North Carolina shortly.

The Broome County Special Investigations Unit Task arrested 50-year-old David Rexer of Endicott for attempted murder, conspiracy, and attempted arson, Rexer is accused of conspiring with a 2nd person to commit arson on a home with people inside in the Village of Endicott. Rexer was sent to the custody of the Broome County Sheriff’s Correctional Facility.

Chenango County Public Health reported 11 new COVID cases today, with 87 Active Cases, 444 Active Quarantines & 7 Hospitalizations; they have had a total of 3342 cases during the pandemic.

Chenango County Department of Public Works announced that starting May 24th, Cold In-Place Recycling will begin on County Road 17, between State Route 206 and State Route 41 in the Towns of Bainbridge and Afton.  The procedure should take 3 days to complete and weather permitting.   The traveling public is asked to find alternate routes if possible.  Local traffic shall be allowed to and from their homes.  More information is available by calling Director of Public Works Shawn Fry at 337-1710.

Delaware County Public Health will be conducting a Single dose Johnson & Johnson COVID-19 vaccination clinic on Wednesday May 12, at 97 Main Street Delhi,  from 1:00 to 3:00 PM.  This vaccination clinic is open to all New York state residents or people who work in the State over the age of 18. The Otsego County Department of Health is partnering with local high schools to bring the COVID 19 vaccine to the schools. Clinics will be open to students 16 and older, parents, staff and community members. The Utica Comets confirmed Thursday that they have entered into a 10-year agreement with The New Jersey Devils to move their AHL team back to Utica, and the request was approved by the AHL Board of Governors. The board also approved the move of Vancouver's AHL team, from Utica to Abbotsford, British Columbia.  The move leaves Binghamton without an NHL affiliation after the seasons.

Chenango County Public Health announced 8 more positive COVID 19 cases Tuesday, bringing their total to 468. They now report 38 Active Cases, 244 Active Quarantines, 4 are hospitalized, there have been 405 recoveries, 9 deaths & over 39,500 tests have been conducted.

The Broome County Health Department announced today that they added 51 more Positive COVID 19 test results, bringing their total to 3934. They have had 106 deaths, 3497 recoveries & about 4200 people are being monitored by the Department.

During a Zoom press conference with New Mets Owner Steve Cohen & Mets President Sandy Alderson, it was announced that the Mets' minor league affiliates going forward will be AAA in Syracuse, AA in Binghamton & Single A teams in Brooklyn & St. Lucie, low A teams in Kingsport and Columbia will no longer be affiliated with the New York Mets.

A reward of $50,000 has been posted by the FBI in connection with the investigation into the fatal shooting of 50-year-old Shakeel Khan in Johnson City. Khan was shot as he was closing up his restaurant Halal Bites at 652 Riverside Drive on March 30th 2019.

Otsego County Department of Health reported 8 new cases reported Monday, bringing them up to 1068 total confirmed cases, with 42 active cases, no hospitalizations & 8 deaths. 755 cases are linked to SUNY Oneonta & 63 confirmed cases are in Hartwick College students.

Delaware County Public Health announced Monday that they had 9 more cases of COVID 19, they have 67 active cases, 9 people are hospitalized, 233 are quarantined. the county is up to 241 total cases, with 9 deaths & 165 recoveries.

The Otsego County Department of Health has learned of a potential exposure to coronavirus at a public venue & they are now seeking to identify and notify individuals who attended a livestock auction at Unadilla Livestock 38 Maple Avenue in Unadilla on Saturday May 16th.   Otsego County Assistant Public Health Director Kim Schlosser told WCDO News that the auction was agricultural and was allowed to be open in Phase 1 of the Reopening:

Schlosser said that an individual who lives in another county attended the auction from 1:30-9:30pm has since been confirmed to have COVID 19 & that individual was not wearing a mask.  Anyone who attended the auction, who develops symptoms, should contact their primary care provider, or the COVID Hotline at 547-5555 or the Otsego County Health Department at 547-4316 to get tested, also, if attendees know someone who attended the auction in the Amish community, to inform them of positive test & self-monitor for symptoms of the illness.

Chenango County Public Health announced their Coronavirus statistics, they announced a 5th death, there is 1 person in a Hospital, 33 are quarantined, there are 118 total cases & 86 recoveries, they have performed 2236 tests.

The Broome County Health Department announced that they were up to 468 positive Coronavirus cases Friday, with 32 deaths, 331 recoveries & 237 are being monitored by the Health Department.  They have conducted just under 9000 tests so far.

Delaware County Public Health received 3 positive lab reports for COVID-19 Thursday, the total is now up to 68 positive cases, 54 have recovered, 7 are isolating at home, 3 are hospitalized, 4 are deceased & 17 are quarantined.

Congressman Antonio Delgado announced the award of nearly $100,000 in federal funding through U.S. Department of Transportation & the Federal Aviation Administration. Delgado announced $69,000 for Columbia County Airport in Hudson and $30,000 for Sidney Municipal Airport in Delaware County.

Delaware County Sheriff’s Deputies
arrested 38-year-old Eric Swart of Delhi on charges of obstructing government
administration and resisting arrest following a report of a dispute in the
Village of Delhi.  Deputies accused Swart
of making threats of physical harm to the deputies & resisting arrest, he
was taken into custody, & was arraigned at Hamden Town Court and was
remanded to the Delaware County Jail on $1,500 bail.

There were 2,290 cases of lung injury
linked to vaping as of November 20, according to the Centers for Disease
Control and Prevention.  Vaping injuries
have been reported in 49 states, the District of Columbia, Puerto Rico and the
US Virgin Islands, the CDC also reports 47 confirmed deaths in 25 states and
the District of Columbia, 2 deaths have occurred in New York State.

24 year old Travon Sanders of Brooklyn was sentenced to 10
years in prison & 5 years post release supervision in Broome County Court
Tuesday.  Sanders pleaded guilty to
assault, attempted murder & criminal possession of a weapon for the
shooting of Grady Hunter outside the Yellow Deli on Susquehanna Street in
Binghamton last year.

Serina Madden of the town of Colesville appeared in Broome County Court yesterday for a pre-trial hearing.  Madden is accused of neglecting her daughter, 10 year old Belladonna Loke, who died  in 2018, she had been disabled from Cerebral Palsy, the trial is expected to begin on July 22nd.

Broome County Sheriff's Office announced that fugitive Lucinda
Cirigliano has been found in North Carolina.
Cirigliano was wanted on a warrant for Grand Larceny on May 1st,  the Broome County Sheriff’s Office Warrants
Division received tips indicating Lucinda fled the state, the Mecklenburg
County Sheriff’s Office tracked her to a relative’s address in North Carolina,
she was taken into custody and  is being
held in the Mecklenburg County Jail where she refused to be extradited back to
New York, a warrant from the Governor's office is expected to be issued to return
Cirigliano back to Broome County to face court action.

Delaware County Sheriff's department responded to the report
this morning of a tipped over garbage truck near the Delaware County Solid
Waste site on State Route 10 in Hamden.
The unidentified driver suffered a minor injury; a portion of the
northbound lane of state Route 10 in Hamden was closed for several hours for
the investigation & clean up.

Johnson City police announced that the deceased male found
last week in a wooded area was that of 42-year-old Shaun Cronin of
Binghamton.  Cronin's remains were found
by Johnson City employees last week near
Columbia Drive and Fairview Street, a ruling on how Cronin died has not
yet been made pending the conclusion of Toxicology testing. The autopsy did not
suggest any suspicious circumstances; there were no injuries on Cronin's
body.  State Police have been assisting
Johnson City police with this investigation.

Congressman Anthony Brindisi
announced a nearly $60,000 FEMA grant for Broome County. The grant comes
through FEMA’s Homeland Security Grant program to improve Broome County’s
ability to use unmanned aerial vehicles for counter-terrorism and emergency
response.

State police are investigating the Death of a Man On oak
hill road in Afton last night. The unidentified 50 year old man had a car that
he was working on, fall on top of him, at about 6:30 PM.  More information is expected to be released
shortly.

Johnson City Police & Police Academy recruits are
combing the area of Columbia Avenue & Fairview Street this afternoon,
following the discovery of Human Remains in a wooded area there.  The remains are believed to be from an adult
male, the investigation is ongoing.

State Senator Fred Akshar
recognized Broome County Sheriff's Deputy Kristy Botsford as his New York State
Senate 2019 Woman of Distinction for the 52nd Senate District.  Each year, the New York State Senate honors
women who have enriched the quality of life in their communities across New
York.  Deputy Kristy Botsford continues
to recover from injuries sustained on February 1st, while responding to a
vehicle traveling the wrong way on Route 17 West in Vestal, her vehicle was
struck head on by an alleged drunk driver, she was pinned inside the vehicle,
& was removed by emergency personnel using the “Jaws of life" tool in
sub-zero temperatures, she underwent surgery to repair her broken femur and
ankle.  Botsford plans to return to her
post as soon as her doctors allow.

State Police arrested 71 year old Franklin Farrell of
Bainbridge for 2nd & 3rd degree Assault after Troopers were dispatched to a
physical dispute on County Route 39 in the town of Bainbridge.  Farrell allegedly grabbed the victim by the
arm causing lacerations & allegedly brandished a knife attempting to stab a
2nd victim, who was cut on the stomach & arms.  Farrell was transported to Tri-County
Hospital for his injuries and was arrested, & was arraigned in the town of
Bainbridge court & was remanded to the Chenango County Jail without
bail.  An order of protection was issued
to both victims.  He’s scheduled to
return to court on May 9th.

The Delaware County Chamber of Commerce will host a FREE

Broome County District Attorney Steve Cornwell announced
today that 31 year old Johnnah DeGraw of Deposit has been sentenced to 12 years
in prison plus 5 years post release parole for distributing fentanyl, heroin
and methamphetamines.  DeGraw pleaded
guilty in Broome County Court to drug charges on March 14, Degraw And
26-year-old Marlon Graham of Deposit were arrested last November,   Graham also pleaded guilty and will be
sentenced in May.

The State Health Department
warns New York Residents, and especially outdoor enthusiasts, that there is
expected to be a big increase in the Tick population this summer, and with
that, an increased in Lyme disease.  Dress
in long sleeves and pants and consider tucking pant legs into socks, especially
if you will be walking in tall grass or wooded areas. Also, use a tick
repellant containing DEET, following the manufacturer's instructions.  For prolonged outdoor activities such as
camping, look for clothing and camping gear that is treated with permethrin.

New York Attorney General Letitia James today announced a
win in a comprehensive lawsuit led by New York and 10 states and the District
of Columbia challenging the Department of Labor's Association Health Plan Rule,
which expands the criteria for forming AHPs in order to evade consumer
protections and sabotage the Affordable Care Act. The decision from the United
States District Court for the District of Columbia states that the rule is
"clearly an end-run around the ACA" and "creates absurd
results."

Attorney General Barbara Underwood is part of a coalition of Attorneys General – announced that she will file suit against the Trump administration to block the distribution of materials that enable the printing of untraceable, undetectable guns using 3-D printers. The lawsuit will be filed in federal court by the Attorneys General of Washington, Massachusetts, Connecticut, New Jersey, Pennsylvania, Oregon, Maryland, New York, and the District of Columbia.

New York state is restoring the voting rights of 35,000 parolees under an executive order from Governor Cuomo. The governor issued the directive on Wednesday, adding New York to a list of 14 states and the District of Columbia that allow people to vote once they have served their sentence.

The Otsego County Planning department is launching a housing survey to provide fresh information about how Otsego County residents perceive their housing conditions and housing needs. A Village of Greene resident was arrested by the Chenango County Sheriff’s Office for 3 counts of Endangering the Welfare of a Child. Deputies arrested 41 year old John Fox Jr. after responding to a domestic dispute in the Village of Greene. Fox is alleged to have thrown a victim to the ground in the presence of three minors under the age of 17; he was arraigned in the Village of Greene Court and was released on recognizance, to reappear in court at a later date.

55-year-old David Schaffer of Pharsalia was arrested by the Chenango County Sheriff's Department for Sexual Abuse, Forcible Touching & Endangering the welfare of a child. Shaffer is accused of performing sexual acts with a child under the age of 13 in Pharsalia; Shaffer was arraigned in Village of Smyrna Court and will reappear in court at a later date.

The New York Mets announced today that former Heisman Trophy winner and NFL quarterback Tim Tebow will be invited to Spring training with the New York Mets in February. The 30-year-old athlete is preparing for his 2nd professional baseball season, he hit .226 with 8 homers & 52 Runs Batted In in 126 games last year at Class A Columbia and Port St. Lucie.

Norwich City Police & Chenango County Sheriff’s Deputies executed a 'No Knock' search warrant Thursday, police arrested 26 year old Todd Diamond & 24 year old Brittany Dunagan of Norwich for Criminal Sale of a Controlled Substance, Criminal Nuisance & Endangering the Welfare of a Child. Both are accused of selling methamphetamines, and that there was a child present when drug sales occurred. Diamond and Dunagan were arraigned in Norwich City Court and remanded to the Chenango County Jail on $10,000 cash bail each pending court action on October 10th.

Oneonta Police Department responded to the report of a burglary in progress on Columbia Street in the City of Oneonta, Officers observed a male and female engaged in a verbal and physical dispute, with the male attempting to leave with a 3 year old child. 29-year-old Nicolas Martinez of Oneonta had an active order of protection in place on behalf of the child; he was arrested & was charged with 2nd degree Burglary, Criminal Contempt, & Endangering the welfare of a child. Martinez was arraigned & was released on his own recognizance and an order of protection was issued.

19-year-old Dylan Cumpston of Delhi was arrested Saturday by Oneonta Police following the report of a stabbing. Cumpston was charged with 2nd-degree assault & 4th degree criminal possession of a weapon, after Police responded to Fox Hospital, where staff treated the victim of a stabbing following a fight on Columbia Street. The unidentified victim was treated and released from Fox Hospital, Cumpston was arraigned Sunday in Oneonta City Court, the investigation is ongoing.

Delaware County Sheriff’s Deputies arrested 38-year-old Nelson Gardner of Walton, following an investigation into a domestic incident in the Town of Walton. Gardner is accused of choking a woman while her while children were in the residence, he was charged with Criminal Obstruction of Breathing and Endangering the Welfare of a Child. He was arraigned in the Town of Walton Court & was released on his own recognizance, he was ordered to appear in the Town of Walton Court at a later date.

Delaware County Sheriff's Office and the State Police conducted an enhanced traffic enforcement detail Friday in Stamford & Walton. 53 traffic summonses were issued and resulted in 8 arrests for Unlawful Possession of Marijuana; 2 possession of alcohol by a person under 21; 2 possession of an open alcoholic beverage container, plus Driving While Ability Impaired by Drugs; Criminal Possession of Marijuana; criminal possession of a forged instrument; Aggravated Unlicensed Operation of a Motor Vehicle.

Delaware County Sheriff’s Deputies arrested 19-year-old Jack Oflynn of Pearl River for unlawful possession of marijuana and driving while ability impaired by drugs following a traffic stop on Main Street in the Village of Delhi. The defendant was additionally charged with operating with an out headlight, failure to keep right, and was released on tickets returnable to Delhi Town Court at a later date.

Attorney General Eric Schneiderman announced that 42 states and the District of Columbia have reached a $33 million settlement with Johnson & Johnson, resolving allegations that the company's subsidiary, McNeil-PPC, employed deceptive practices to market and promote numerous popular over-the-counter drugs. The corporation has agreed to pay New York State a total of $1.3 million, between 2009 and 2011, McNeil-PPC manufactured and distributed drugs that purported to comply with federally mandates involving Good Manufacturing Practices, an investigation revealed that a number of McNeil manufacturing facilities and the medications they produced did not meet Feeral standards.

Delaware County Sheriff's department arrested 48 year old Charles Kenyatta of New York City, for failure to keep right, aggravated unlicensed operation of a motor vehicle, following a traffic stop on State Route 10 in Hamden. Kenyatta was arraigned & remanded to the Delaware County Jail on $400 Bail pending future court action.

State Police received a report of a robbery at the Express Mart at 16 North Road in Windsor. A male suspect handed a note to a clerks demanding money, 2 clerks retreated to the rear of the store and the suspect fled the scene. On Sunday, Police arrested 29-year-old Brandon Birch of Harpursville for Attempted Robbery; Birch was also arrested on an active parole warrant as Birch for violating the conditions of his parole from a conviction for Criminal Possession of a Controlled Substance. Birch was arraigned and was remanded to the Broome County Jail without bail.

State Attorney General Eric Schneiderman today announced that 47 states and the District of Columbia have reached a $18.5 million settlement with the Target Corporation to resolve the states' investigation into the retail company's 2013 data breach, which affected more than 41 million customer payment card accounts and exposed contact information for more than 60 million customers. The agreement represents the largest multistate data breach settlement achieved to date and will bring $635,224.33 to New York State. Details are available at ag.ny.gov.

State Police have issued an AMBER Alert for a child abduction in Cattaraugus County this morning. 12-year-old McKenzie Wilson was abducted at about 5:00 AM in Lyndon by 18-year-old Joshua Monette and 16-year-old John Harvey, they are believed to be armed with handguns, & are driving a stolen red Chevrolet Silverado pickup truck heading east, with New York license number CXA 5836. McKenzie Wilson is a White female, is about 12 years old, with straight, blonde hair and blue eyes, about 5 feet 6 inches tall and weighs about 100 pounds. The suspect Monette is a White male, approximately 18 years old with short, black hair and brown eyes, approximately 6 feet 2 inches tall and weighs about 140 pounds, Harvey is a White male, approximately 16 years old with brown hair. Chenango County Officials announced that sometime this afternoon, State Highway 12 south of Sherburne will be closed for up to one hour. This closure will be related to the movement of an oversized/overweight load, and the need to reinforce a bridge for weight distribution just south of the village. Officials said that they were unsure of the exact time for the closure.

State Police arrested 32-year-old Curtis Commesso of Bainbridge for reckless endangerment, endangering the welfare of a child and criminal contempt, after troopers were advised of a domestic dispute on I-88 in the Town of Fenton. Commesso allegedly drove recklessly by another vehicle that was occupied by his ex-girlfriend, their young child and others, he swerved in front of the victim’s vehicle, and the behavior violated a court order of protection. Commesso was arraigned in the Town of Fenton Court and was remanded to the Broome County Jail in lieu of $2,500 cash bail or $5,000 property bond, pending future court action.

A New York state environmental conservation officer was hospitalized after being shot while investigating illegal hunting in Columbia County. State police say 2 En-Con officers were checking out reports of trespassing with shots fired Tuesday afternoon; Officer James Davey was shot in the pelvic area by 54-year-old Alan Blanchard of Gallatin. Davey underwent surgery at MidHudson Regional Hospital and is listed in stable condition. Blanchard was charged Tuesday night with assault. He was being held Wednesday in county jail without bail.

The Otsego County Sheriffs department arrested 59-year-old Rhonda Wing of Morris for DWI Saturday after she crashed her car in the Town of Pittsfield. Wing was arraigned at the Pittsfield Town Court and is expected to reappear December 21st.

Delaware County Deputies arrested 46-year-old Ronald Walley of Walton, for DWI, failure to keep right and speed unreasonable and prudent, following a 1-car rollover accident on County Highway 23 in the Town of Walton. Walley was released on appearance tickets returnable to the Town of Walton Court on December 28th.

Fire fighters from several area departments responded this morning to a structure fire on Main Street in Delhi. The fire began at about 6:30 this morning in the kitchen of Village Pizzeria at 106 Main Street, it eventually spread to an adjacent antiques store. Main Street has been closed off & the Delaware County Courthouse has cancelled all activity today due to a loss of electrical power. Delaware County Emergency Services department reported that fire fighters from Manpower and Apparatus from Delhi, Andes, Bloomville, Bovina, Franklin, Margaretville, Meridale, Oneonta, Pindars Corners, Sidney, Walton, & Wells Bridge responded, 1 firefighter fell on stairs & suffered minor injuries.

Alphonso Dennis of Binghamton was sentenced to 15 years in jail, after he pleaded guilty in federal court to having 2 young females engaging in prostitution in Broome County. Dennis must also register as a sex offender.

The Delaware County Board of Elections announced that Friday is the last day to register in person at the Board of Elections for the September 13th Primary Election. The City of Oneonta announced that due to utility work at the Housing Visions Project at Columbia & west Street, traffic would be detoured today, Monday & Tuesday; Detour signs will be set up to direct traffic away from the scheduled work.

According to a new study, New York State is among the worst places to have a baby. "Wallet Hub" compared the 50 states and the District of Columbia across three key dimensions: Delivery budget, health care and baby-friendliness, their research had New York State ranked 48th out of 51. The Top States to have a baby were Vermont, Maine, Connecticut, Minnesota & New Hampshire. New York also ranked near the bottom in annual infant-care costs & child-care centers per capita. The states that ranked worse than New York were Alabama, Louisiana & Mississippi.

DELAWARE COUNTY PUBLIC HEALTH SERVICES WILL HOLD A Free Rabies Vaccination Clinic For dogs, cats, and ferrets today in Sidney. The Clinic will be held from 5:00 PM to 7:00 PM at the Sidney Fire Station, on River Street. more information is available at 832-5200, or delawarecountypublichealth.com.

The Delaware county emergency services department announced that Delaware County sent 5 crews to Ulster County this morning. Bloomville, Delhi (2 crews), Sidney and Walton. They all arrived safely at their staging area, had a morning briefing meeting and were sent to the woods shortly after 8am. They are now out working the fire lines.

Delaware County Sheriff's Deputies arrested a Pennsylvania man on an arrest warrant issued by the Town of Tompkins Court earlier this year based on a complaint from an area business. Deputies arrested and charged 58-year-old Rowland Harris of Bloomsburg, Pennsylvania for Issuing a Bad Check, & 4th degree Grand Larceny. Harris is accused of stealing property, valued in excess of $1000, for building materials, which he obtained from that business. He has been additionally charged with being a Fugitive from Justice. Harris was arraigned and posted a $10,000 bail bond in the Columbia County, Pennsylvania; he surrendered to Delaware County Sheriff’s Deputies as ordered by the Columbia County Magistrate Court.

State Police arrested 21 year old Thunder Libke of Coventry for obstruction of governmental administration and 2 counts of 2nd degree harassment, after troopers responded to a Chenango County 911 report of disorderly conduct on North Road, in the town of Coventry. The first trooper on scene saw Libke and another man arguing, Libke became aggressive towards the trooper, and attempted to strike him. Libke was arraigned in Town of Afton court and was remanded to the Chenango County jail on $2,500 cash bail or $5,000 property bond.
