NYSEG reported a high of over 14,400 customers without power across the western Counties of the state, following strong thunderstorms earlier today, crews have been working to restore power as soon as possible, much of the area was also under a Tornado watch, which expired at 3:00 PM, only about 250 NYSEG customers lost power in the Tri-County region.

State DOT announced today that starting on June 29th, they will be replacing a culvert, leading to Route 23 west of Ashcraft Road, the project is expected to take about 6 weeks, a detour will lead traffic onto County Road 10, County Road 10A and State Route 12 through Pharsalia, Preston and Norwich. Drivers are encouraged to use caution and give themselves ample time in their commutes.
The Chenango County Historical Society is collaborating with Commerce Chenango to host the annual Summer Barn Party from 5 to 7 pm. on June 25 at 43 Rexford Street. State Police arrested 27 year old Jon Hertzog of Port Crane for DWI following a 2 vehicle crash on Interstate 88 Tuesday in the town of Chenango. An investigation determined that the vehicles crashed while entering a 1 lane only construction zone, Troopers administered Standardized Field Sobriety Tests, which indicated impairment, Hertzog was arrested, his B.A.C was .14%, he was processed and issued appearance tickets to the Chenango Town Court on July 28.

41 year old Alex Scrivani of Claryville pleaded guilty to Criminal Mischief in Delaware County Court On May 11, a deputy was flagged down by multiple individuals reporting a male that was pulling on door handles of multiple residences and going into a local business, the Deputy located Scrivani, who was uncooperative, it was determined that Scrivani went into a building and damaged a screen door, he was remanded to the Delaware County Correctional Facility pending sentencing on June 30th.

Additionally, the Chenango County Sheriff’s Office has separate charges as well. 44 year old Joshua Clifton of Norwich was charged with, Failure to Register & on a State Parole Violation Warrant, for allegedly using an unregistered Instagram account where he had access to juveniles and activity in violation of his Level III Sex Offender status, Clifton is being held at the Norwich Police Department, pending arraignment, The investigation is ongoing, and more charges are expected.

The Otsego County Health Department reported that a raccoon in the town of Laurens, tested positive for rabies. All people & animals exposed to the raccoon are receiving medical care. Delaware County Sheriff's Deputies arrested 37 year old Matthew Walsh of Sidney For 3rd degree Grand Larceny. Walsh was arrested last August on multiple felony and misdemeanor charges related to an identity theft investigation, earlier this week he was additionally charged with Grand Larceny, Walsh was located with the help is the Sidney Police Department, Walsh was turned over to the Delaware County Correctional Facility Centralized Arraignment where he was released on his own recognizance and directed to appear at the Village of Sidney court at a later date to answer for the charge.

The Association is an affiliate of the State Association of Counties and represents the 19 counties that have county executives as their chief elected official. 59 year old Dolores Barse of Sidney was indicted by the Delaware County Grand Jury for Welfare Fraud & Offering a false Instrument for Filing, for allegedly obtaining $14,203.00 dollars that she was not entitled to, and for providing a false information about her income with the Delaware County Department of Social Services in an effort to obtain public assistance benefits she was not entitled to. Barse was arraigned Thursday and was released & she was ordered to appear for a court conference on July 8th.

State Police responded Sunday to 3410 Luther Street, Apartment 1 in the town of Union for a structure fire, Troopers attempted to put the house fire out utilizing fire extinguishers from their patrol vehicle, Troopers and Endwell fire members located 70-year-old Marino Panaro deceased in the entryway of the residence. Broome County Fire Investigators determined the origin of the fire to be in the area where Panaro was located, and the fire appears to be ruled accidental. An autopsy is scheduled to determine an official cause of death.

Seeley was charged with 3 counts of acting in a Manor to Injure a Child less than 17 years of age, and 2 counts of Reckless Endangerment after a hotline report received by Otsego County Child Protective Services. Seeley is accused of routinely acting in a manner that exposed his children to risk of serious physical injury, he was released on his own recognizance to appear in Otego Town Court on a later date.

Delaware County Sheriff's office arrested 60 year-old John Necci of Portlandville after deputies conducted a traffic-stop for Speeding Sunday on State Highway 23 in the Town of Davenport. Necci was traveling at about 80 miles per hour in a posted 55 mile per hour zone, Deputies stopped Necci, he was charged with aggravated unlicensed operation of a motor vehicle and Speeding, he was released and directed to appear in the Davenport Town Court on a later date to answer those charges.

A Deputy responded to the crime scene on March 8, 2022, after the homeowner reported damage to his front door, the Deputy recovered a sweatshirt which was sent to the State Police Crime Lab for DNA extraction, Oakley was subsequently arrested by the Sheriff’s Department. Oakley was sentenced to a 5-year term of felony probation supervision, he was ordered to pay $1,000 in restitution to the homeowner, if he violates probation supervision, he faces a possible resentencing of up to 2 and 1/3 to 7 years in state prison.

Broome County Sheriff Fred Akshar & Broome County Executive Jason Garnar announced that after a comprehensive review of the medical provider at the Broome County Correctional Facility, they have rectified over $250,000 in Broome County taxpayer-funded overpayments. The investigation revealed that PrimeCare did not routinely provide the Broome County Sheriff’s Office with the costs incurred for services rendered as part of their monthly invoices as required, The net value of services not rendered by PrimeCare totaled $257,874; and The staffing matrix did not reasonably reflect the mix of nursing hours actually being provided. Sheriff Akshar & Executive Garnar said that Prime Care agreed to make all the corrections, they would meet the staffing requirements listed in the contract; provide monthly itemized invoices & would repay the outstanding $257,874 by crediting deductions in its monthly invoices over a 12-month period.

Broome County Executive Jason Garnar announced that the proposed 2024 County Budget was passed by the County Legislature during a meeting Thursday, The budget calls for a reduction in property taxes, money for paving projects & renovations at Binghamton Airport, Grippen Park.
State Police at Norwich are seeking the public’s assistance in identifying the person pictured in a surveillance video. On October 31, shortly after 11:00 A.M., Troopers were dispatched by Chenango County 911 to a report of a person a number of stealing items from the Norwich Walmart & then hiding behind a dumpster to elude employees. The suspect was wearing camouflage, black shoes, a black backpack and a black baseball cap. The suspect appears to have bright red hair and with facial hair. K9 Raven and her partner and handler, Deputy Thomas Holden have undergone extensive training at Cedar Creek Kennels in Illinois over the past few weeks and are set to conclude their training this month. The Sheriff’s Office learned that a least 2 local hotels in Vestal were contacted by a New York City officials 2 days before the executive order, to try to house migrants then in New York City, to Broome County, both hotels declined. Sheriff Fred Akshar stated that they began their investigation prior to the state of emergency declaration & Deputies are continuing to monitor the situation and have been ordered to turn away any vehicles involved in exporting the migrants.

The Delaware County Sheriff's office announced that on May 9th, Deputies were dispatched to respond to a motor vehicle accident that occurred in the Town of Delhi. 41 year old Akila Kerr of Delhi, was the driver of the vehicle, Deputies suspected alcohol was a factor & conducted field sobriety tests. Kerr was charged with Driving While Impaired and Driving with a BAC of 0.08% or higher, as well as speed not reasonable and prudent, failure to keep right and move from lane unsafely. Kerr was released on appearance tickets and scheduled to appear before the Town of Delhi Court.
Delhi Village Police, assisted by the Delaware County Sheriff’s Office and the State Police Computer Crimes Unit executed a search warrant at 2 residences in the Town of Walton, where a quantity of electronic devices was seized by the police. Officers arrested former Waton Town Supervisor Joseph Hanley on a Sealed Indictment Warrant issued by the Delaware County Supreme Court, he was charged by Grand Jury indictment with Attempted Endangering the Welfare of a Child and Attempted Disseminating Indecent Material to a Minor. Hanley was remanded to the Delaware County Jail pending arraignment before the Delaware County Supreme Court.

The Otsego County Sheriff's Office arrested 2 people following a complaint from the Family Dollar in Unadilla. 22 year old Brian Mahar of Worcester was charged with criminal possession of methamphetamines & criminal possession of a Controlled Substance, for allegedly possessing Methamphetamine and fentanyl. The Sheriff's Office also arrested 46 year old Mandy Keator of Otego for Criminal Possession Methamphetamine & Petty Larceny, Keator allegedly possessed Methamphetamine, both are being held at the Otsego County Correctional Facility pending court action.
Otsego County Sheriff's Office arrested 73 year old Robert Orlando of Hartwick for Criminal Sexual Act, Dissemination of indecent material or a minor, Obscenity & Endangering the Welfare of a Minor. Orlando is accused of having sexual contact with a minor, that he met online. Orlando allegedly sent inappropriate messages and photographs to the minor and received the same content from the minor. Orlando traveled to Utica where he picked up the minor and returned to his residence in the Town of Hartwick where sexual activity occurred. Investigators from the Otsego County Sheriff’s Office and Oneida County Sheriff’s Office executed a search warrant of the defendant’s residence where evidence was secured and he was taken in to custody, he was processed at the Sheriff’s Office and lodged in the Otsego County Correctional Facility to await Arraignment.

Garnar said that the County has 1,661 active cases, with 96 people hospitalized; the vaccination rate is 62% fully vaccinated, and he also said that Broome County Hospitals are expected to pause elective surgeries shortly.

Governor Kathy Hochul today announced the availability of $5 million in additional funding to provide Substance Use Disorder services to incarcerated individuals as part of a new bill mandating County Jails to drug treatment. The new legislation mandates the establishment of programs to provide medication assisted treatment for incarcerated individuals to provide them with the opportunity to treat their addiction & lessen the likelihood that they may suffer a drug-related overdose upon their reentry into society.
The Trial of Donald Reese ended in Chenango County Court, with the jury deciding that Reese was NOT guilty of 1st & 3rd degree rape. Reese was a former Chenango County Sheriff's Department Corrections Officer who was accused of committing rape on September 11, 2019, or a woman he had been dating at the time. Otsego County Court Judge John Lambert presided over the case with Otsego County District Attorney John Muehl prosecuting. Reese resigned from his position after his arrest by Norwich City Police.
State Police & Broome County Sheriff's Deputies responded to the report of a tractor trailer with scrap metal crashing & landing on its side Thursday afternoon. The crash occurred at about 1:00 PM, on I-88 near and Interstate 81 in the town of Chenango. Some of the scrap metal wound up on an embankment near the Comfort Inn Hotel the unidentified driver was treated for back pain, no tickets have been issued.

The investigation is on-going by state Police & Endicott Police.

Kropp was charged with Speeding, operating an Uninspected Motor Vehicle & other charges, Kropp was taken into custody for the warrants out of the Oneonta City Court, he was turned over to Oneonta Police Department to await arraignment, Kropp was order to appear in Town of Hartwick Court at a later for the traffic violations.

Sidney Police responded Tuesday to a residence on West Main Street for a report of a person refusing to leave the property. 40 year old Lloyd Hunt of Unadilla was located hiding in the basement, he refused to cooperate, implied that he had a weapon, after 20 minutes, officers took Hunt into custody without incident. Hunt was charged with Criminal trespass, Obstruction of governmental administration, Resisting arrest, he was out on Parole & State Parole officers issued a detainment warrant for Hunt, he was transported to the Delaware County Jail to be held pending an investigation by State Parole.

Currently, there are 829 total confirmed cases with 665 cases linked to SUNY Oneonta, there were 11 confirmed cases in Hartwick College, and 2 have since recovered. 268 active cases are currently residing in the county, and there are no hospitalizations.

57 year old Robert Bresee of Norwich has been sentenced to 15 years in prison for transporting and possessing child pornography, according to federal prosecutors & the FBI. Bresee was previously convicted in Chenango County Court of 1st degree Rape, and was sentenced to 15 years’ in prison; he admitted that while on post-release supervision he uploaded child pornography. Bresee was additional sentenced to another 15-year term of supervised release, & he is designated as a Level 3 Sexually Violent Offender, will be required to continue to register as a sex offender upon his release from prison.

Coronavirus test. The individual was in

31-year-old Chris Nugent of Deposit was apprehended at an apartment on Court Street in Binghamton earlier this week. Nugent was wanted in connection with a gang assault case at the Johnson City McDonald's in December, he was sent to the Broome County Jail. Nugent was charged along 4 other Deposit man for gang assault in an attack that seriously injured 2 people.

Broome County Executive Jason Garnar has declared a State of Emergency in Broome County because of flooding and damaged roadways. The emergency orders dictate No recreational use of waterways, & do not drive on flooded roadways. Cullen was arraigned at Hamden Town Court, he was released on his own recognizance and scheduled to re-appear at Hamden Town Court at a later date to answer the charges.

Rundstrom-Wooding accepted a plea deal from the Chenango County District Attorney's Office for the rape & murder of 11 year old Jacelyn O'Connor on July 30, 2017. James Brower will be tried for his role in the case at a later date.
Delaware County Sheriff’s department arrested 2 Otsego County residents on drug charges Friday, following the execution of a search warrant on a vehicle in the Town of Sidney. Investigators arrested 30 year old Lisa Hayslip of Oneonta and 30 year old William Katalinas of Unadilla for Criminal Possession of a Controlled Substance. Hayslip and Katalinas are accused of possessing heroin with the intent to sell. Deputies seized heroin, Suboxone, drug packaging paraphernalia and approximately $200 cash. Hayslip and Katalinas were arraigned and were remanded to the Delaware County Jail on $100,000 cash bail pending action in the Town of Sidney Court Wednesday. Additional charges will be filed shortly.
