P.M. NEWS THURSDAY 6-18-26

NYSEG reported a high of over 14,400 customers without power across the western Counties of the state, following strong thunderstorms earlier today, crews have been working to restore power as soon as possible, much of the area was also under a Tornado watch, which expired at 3:00 PM, only about 250 NYSEG customers lost power in the Tri-County region.

The Broome County Sheriff's Office updated the public on the recent Salmonella outbreak at the jail, with 12 hospitalized over hundreds sickened, Broome County Health Department Director Olivia Catalano spoke at this afternoon's press conference:

Broome County Executive Jason Garnar stated that while many have called for the quick dismissal of the Food Care Provider, that process would take months to dismiss and appoint a new provider, he referenced a similar situation several years ago with a food provider at an area nursing home:

There are no current hospitalizations among the inmates, Health care workers are remaining on site to continue to monitor the situation to insure that another outbreak does not occur.

State DOT announced today that starting on June 29th, they will be replacing a culvert, leading to Route 23 west of Ashcraft Road, the project is expected to take about 6 weeks, a detour will lead traffic onto County Road 10, County Road 10A and State Route 12 through Pharsalia, Preston and Norwich. Drivers are encouraged to use caution and give themselves ample time in their commutes.

The Chenango County Historical Society is collaborating with Commerce Chenango to host the annual Summer Barn Party from 5 to 7 pm. on June 25 at 43 Rexford Street. State Police arrested 27 year old Jon Hertzog of Port Crane for DWI following a 2 vehicle crash on Interstate 88 Tuesday in the town of Chenango. An investigation determined that the vehicles crashed while entering a 1 lane only construction zone, Troopers administered Standardized Field Sobriety Tests, which indicated impairment, Hertzog was arrested, his B.A.C was .14%, he was processed and issued appearance tickets to the Chenango Town Court on July 28.

41 year old Alex Scrivani of Claryville pleaded guilty to Criminal Mischief in Delaware County Court On May 11, a deputy was flagged down by multiple individuals reporting a male that was pulling on door handles of multiple residences and going into a local business, the Deputy located Scrivani, who was uncooperative, it was determined that Scrivani went into a building and damaged a screen door, he was remanded to the Delaware County Correctional Facility pending sentencing on June 30th.

Otsego County Sheriff's Office arrested 25 year old Tara Tilley of Norwich for DWI, Consumption of Alcohol in Motor Vehicle, and several traffic violations, following a personal injury motor vehicle accident in the Town of Morris. Tilley was Defendant was issued appearance tickets for Town of Morris Court at a later date.

Norwich Police Department, and New York State Parole concluded an investigation into a Level III Sex Offender who was using social media without registering his account, as well as violating his parole conditions. Additionally, the Chenango County Sheriff’s Office has separate charges as well. 44 year old Joshua Clifton of Norwich was charged with, Failure to Register & on a State Parole Violation Warrant, for allegedly using an unregistered Instagram account where he had access to juveniles and activity in violation of his Level III Sex Offender status, Clifton is being held at the Norwich Police Department, pending arraignment, The investigation is ongoing, and more charges are expected.

Sheriff DuMond said that any driver on the Autism Spectrum can ask for a blue envelop in person or by phone to a law enforcement agency or request to have one mailed to their home address, that they can fill out & have in their vehicles in case they are pulled over.

The Otsego County Health Department reported that a raccoon in the town of Laurens, tested positive for rabies. All people & animals exposed to the raccoon are receiving medical care. Delaware County Sheriff's Deputies arrested 37 year old Matthew Walsh of Sidney For 3rd degree Grand Larceny. Walsh was arrested last August on multiple felony and misdemeanor charges related to an identity theft investigation, earlier this week he was additionally charged with Grand Larceny, Walsh was located with the help is the Sidney Police Department, Walsh was turned over to the Delaware County Correctional Facility Centralized Arraignment where he was released on his own recognizance and directed to appear at the Village of Sidney court at a later date to answer for the charge.

The Otsego County Sheriff’s Office arrested 33 year old Gary Garbera of Oneonta following an investigation into a property damage motor vehicle accident on East Street in Oneonta. Garbera fled the vehicle and after a search of the immediate area, he was located and taken into custody without further incident. Garbera was charged with Criminal Possession of a Firearm, Criminal Possession of a Controlled Substance, Criminal Use Drug Paraphernalia, Resisting Arrest, Felony DWI, Operating Motor Vehicle Impaired by Drugs, Aggravated Unlicensed Operation and Numerous NYS Vehicle and Traffic Law Violations, he was processed and released on an Appearance Ticket returnable to Town of Oneonta Court at a later date.

Broome County Executive Jason Garnar began his term as president of the New York State County Executives' Association this week. The Association is an affiliate of the State Association of Counties and represents the 19 counties that have county executives as their chief elected official. These counties, including the City of New York, represent more than 16 million New Yorkers.

Governor Hochul will present the Fiscal Year 2026 Executive Budget on Tuesday, January 21st at 1:00 PM, at the New York State Capitol Red Room in Albany.

59 year old Dolores Barse of Sidney was indicted by the Delaware County Grand Jury for Welfare Fraud & Offering a false Instrument for Filing, for allegedly obtaining $14,203.00 dollars that she was not entitled to, and for providing a false information about her income with the Delaware County Department of Social Services in an effort to obtain public assistance benefits she was not entitled to. Barse was arraigned Thursday and was released & she was ordered to appear for a court conference on July 8th.

State Police responded Sunday to 3410 Luther Street, Apartment 1 in the town of Union for a structure fire, Troopers attempted to put the house fire out utilizing fire extinguishers from their patrol vehicle, Troopers and Endwell fire members located 70-year-old Marino Panaro deceased in the entryway of the residence. Broome County Fire Investigators determined the origin of the fire to be in the area where Panaro was located, and the fire appears to be ruled accidental. An autopsy is scheduled to determine an official cause of death.

Otsego County Sheriff's Office arrested 31 year old Shean Seeley of Otego following an investigation of alleged child abuse. Seeley was charged with 3 counts of acting in a Manor to Injure a Child less than 17 years of age, and 2 counts of Reckless Endangerment after a hotline report received by Otsego County Child Protective Services. Seeley is accused of routinely acting in a manner that exposed his children to risk of serious physical injury, he was released on his own recognizance to appear in Otego Town Court on a later date.

The Bainbridge Chamber of Commerce will hold their next regular meeting tomorrow morning in Bainbridge. The meeting begins at 7:30 am at the back of Bob's Diner.

Otsego County Sheriff's Office arrested 39 year old Josephine Shutters of Westford for Aggravated DWI & Failure to keep right, following a motor vehicle accident on January 5, in the Town of Maryland. Shutters was processed and released on tickets returnable to the Maryland Town Court at a later date.

The Broome County Martin Luther King Junior Commission will be holding their annual March THIS evening, starting at the MLK Promenade behind Boscov’s in downtown Binghamton. The commission announced that they have resumed their scholarship program, they will give out 2 scholarships for $1,000 each for high school graduates this year. Broome County Executive Jason Garnar has approved the latest Redistricting plan for the County, a previous plan was thrown out after a court challenge.

Delaware County Sheriff's office arrested 60 year-old John Necci of Portlandville after deputies conducted a traffic-stop for Speeding Sunday on State Highway 23 in the Town of Davenport. Necci was traveling at about 80 miles per hour in a posted 55 mile per hour zone, Deputies stopped Necci, he was charged with aggravated unlicensed operation of a motor vehicle and Speeding, he was released and directed to appear in the Davenport Town Court on a later date to answer those charges.

32 year old Kyle Oakley of South Kortright pleaded guilty to 3rd degree Burglary in Delaware County Court. Oakley was charged following an investigation of forced entry into a seasonal residence during March of 2022. A Deputy responded to the crime scene on March 8, 2022, after the homeowner reported damage to his front door, the Deputy recovered a sweatshirt which was sent to the State Police Crime Lab for DNA extraction, Oakley was subsequently arrested by the Sheriff’s Department. Oakley was sentenced to a 5-year term of felony probation supervision, he was ordered to pay $1,000 in restitution to the homeowner, if he violates probation supervision, he faces a possible resentencing of up to 2 and 1/3 to 7 years in state prison.

Broome County Sheriff Fred Akshar & Broome County Executive Jason Garnar announced that after a comprehensive review of the medical provider at the Broome County Correctional Facility, they have rectified over $250,000 in Broome County taxpayer-funded overpayments. The investigation revealed that PrimeCare did not routinely provide the Broome County Sheriff’s Office with the costs incurred for services rendered as part of their monthly invoices as required, The net value of services not rendered by PrimeCare totaled $257,874; and The staffing matrix did not reasonably reflect the mix of nursing hours actually being provided. Sheriff Akshar & Executive Garnar said that Prime Care agreed to make all the corrections, they would meet the staffing requirements listed in the contract; provide monthly itemized invoices & would repay the outstanding $257,874 by crediting deductions in its monthly invoices over a 12-month period.

Broome County Executive Jason Garnar announced that the proposed 2024 County Budget was passed by the County Legislature during a meeting Thursday, The budget calls for a reduction in property taxes, money for paving projects & renovations at Binghamton Airport, Grippen Park.

State Police at Norwich are seeking the public’s assistance in identifying the person pictured in a surveillance video. On October 31, shortly after 11:00 A.M., Troopers were dispatched by Chenango County 911 to a report of a person a number of stealing items from the Norwich Walmart & then hiding behind a dumpster to elude employees. The suspect was wearing camouflage, black shoes, a black backpack and a black baseball cap. The suspect appears to have bright red hair and with facial hair. State Senator Peter Oberacker announced that Lieutenant Colonel Joseph Cetta of Walton, who served with both the United States Marine Corps and the New York Army National Guard is the 2023 inductee to the New York State Senate Veterans’ Hall of Fame from the 51st Senate District. Cetta currently serves as the Walton Town Supervisor and is a firefighter with the Walton Fire Department. Cetta’s military career spanned nearly four decades.

Congressman Marc Molinaro announced over $1.5 million in federal funding will be delivered to law enforcement agencies in his 19th Congressional District, as departments across Upstate New York are struggling to cover a growing law enforcement labor shortage. Locally, the Broome County Sheriff's Office will receive $500,000 to hire 4 new deputies, the Binghamton Police Department: $250,000 to hire a new officer, & the Norwich Police Department will receive $125,000 to hire a new officer.

Broome County Executive Jason Garnar announced a new emergency order that prevents New York City residents from using housing vouchers in Broome County. County officials said the vouchers are part of a New York City program which provides a housing allowance to eligible city families in a shelter or who are homeless. Garnar previously issued an executive order earlier this year that allowed for law enforcement to order busses with migrants to turn back around & not stop in Broome County, as the County was facing its own housing issues.

Broome County Sheriff Fred Akshar and Undersheriff Sam Davis welcomed K9 Raven to the Sheriff's Office today. K9 Raven and her partner and handler, Deputy Thomas Holden have undergone extensive training at Cedar Creek Kennels in Illinois over the past few weeks and are set to conclude their training this month. Raven is a female German Shepherd trained in tracking, protection, drug detection and other skills needed for law enforcement K-9 units.

The Broome County Sheriff’s Office announced an update following the issuing of an Executive Order By County Executive Jason Garnar last week, that prohibits hotels and multiple dwellings from contracting with municipalities to house large groups of individuals. The Sheriff’s Office learned that a least 2 local hotels in Vestal were contacted by a New York City officials 2 days before the executive order, to try to house migrants then in New York City, to Broome County, both hotels declined. Sheriff Fred Akshar stated that they began their investigation prior to the state of emergency declaration & Deputies are continuing to monitor the situation and have been ordered to turn away any vehicles involved in exporting the migrants.

The Delaware County Chamber of Commerce & the Leatherstocking Education Addiction Foundation are teaming up for a discussion tomorrow on ZOOM regarding getting people with past criminal records, back into the local workforce that is starving to fill positions. The Delaware County Sheriff's office announced that on May 9th, Deputies were dispatched to respond to a motor vehicle accident that occurred in the Town of Delhi. 41 year old Akila Kerr of Delhi, was the driver of the vehicle, Deputies suspected alcohol was a factor & conducted field sobriety tests. Kerr was charged with Driving While Impaired and Driving with a BAC of 0.08% or higher, as well as speed not reasonable and prudent, failure to keep right and move from lane unsafely. Kerr was released on appearance tickets and scheduled to appear before the Town of Delhi Court.

Delhi Village Police, assisted by the Delaware County Sheriff’s Office and the State Police Computer Crimes Unit executed a search warrant at 2 residences in the Town of Walton, where a quantity of electronic devices was seized by the police. Officers arrested former Waton Town Supervisor Joseph Hanley on a Sealed Indictment Warrant issued by the Delaware County Supreme Court, he was charged by Grand Jury indictment with Attempted Endangering the Welfare of a Child and Attempted Disseminating Indecent Material to a Minor. Hanley was remanded to the Delaware County Jail pending arraignment before the Delaware County Supreme Court.

Broome County Executive Jason Garnar declared a state of emergency Thursday after reports that New York City may try to relocate large groups of people to Upstate counties. The state of emergency was enacted due to the extremely limited amount of housing currently available in the County. The Otsego County Sheriff's Office arrested 2 people following a complaint from the Family Dollar in Unadilla. 22 year old Brian Mahar of Worcester was charged with criminal possession of methamphetamines & criminal possession of a Controlled Substance, for allegedly possessing Methamphetamine and fentanyl. The Sheriff's Office also arrested 46 year old Mandy Keator of Otego for Criminal Possession Methamphetamine & Petty Larceny, Keator allegedly possessed Methamphetamine, both are being held at the Otsego County Correctional Facility pending court action.

Otsego County Sheriff's Office arrested 73 year old Robert Orlando of Hartwick for Criminal Sexual Act, Dissemination of indecent material or a minor, Obscenity & Endangering the Welfare of a Minor. Orlando is accused of having sexual contact with a minor, that he met online. Orlando allegedly sent inappropriate messages and photographs to the minor and received the same content from the minor. Orlando traveled to Utica where he picked up the minor and returned to his residence in the Town of Hartwick where sexual activity occurred. Investigators from the Otsego County Sheriff’s Office and Oneida County Sheriff’s Office executed a search warrant of the defendant’s residence where evidence was secured and he was taken in to custody, he was processed at the Sheriff’s Office and lodged in the Otsego County Correctional Facility to await Arraignment.

Delaware County District Attorney's Office announced that 44 year old Dana Britton of Delhi, was re-sentenced to jail after violating his probation supervision. Britton admitted to using illegal drugs while on probation, The Probation Department recommended that he be sent to an inpatient rehabilitation facility, Britton refused to engage in treatment, his probation was revoked & he was sentenced him to 22 months in jail at the Delaware County Correctional Facility.

The Greater Oneonta Historical Society will hold a walking tour of the site of the Former Roundhouse on Saturday, at 4:00 pm, Society Executive Director Marcela Micucci explains:

The Greater Oneonta Historical Society, the City of Oneonta and Otsego Now, will unveil a new historical marker for the D&H Roundhouse on Roundhouse Road in Oneonta, Friday. The historical marker registers and documents one of the largest roundhouses in the nation, the public ceremony to unveil the Historical Marker will be held on Friday, at 12:00 noon at the corner of Roundhouse Road and Fonda Avenue in Oneonta on the property of A Treffeisen & Son LLC.

Delaware County Sheriff's Office arrested 33 year old Jade Stauffer on November 8th, Stauffer was a Federal Inmate who was being held at the Delaware County Correctional Facility as a Fugitive from Justice from Pennsylvania. Stauffer was being held in the Correctional Facility for violating the terms and conditions of her Federal Probation, as well as having an active warrant in the State of Pennsylvania. This warrant included 16 charges, including Homicide by Vehicle While Driving Under the Influence, Aggravated Assault by Vehicle, Reckless Driving, and Involuntary Manslaughter. Stauffer was arraigned in the Town of Delhi Court, and ordered held pending further action by Delaware County Court.

The Broome County Legislature adopted the 2023 County budget. The budget includes the 5th consecutive property tax cut for residents while maintaining County services. The budget now goes to Broome County Executive Jason Garnar for approval.

Chobani has announced it will host the World Refugee Forum on Wednesday, August 10th. Chobani founder and CEO Hamdi Ulukaya stated that they have successfully brought many refugees to work in their plants, Speakers will include Ulukaya, Congressmen Michael McCaul of Texas & Jason Crow, of Colorado; among others, The virtual event will be held oat 1 pm. eastern standard time and is free and open to the public. Staff from the State Comptroller's office will attend community events, such as County Fairs & the New York State Fair to help residents search for lost and forgotten money. The state has returned over $234 million in lost or forgotten money, so far this year, unclaimed funds usually come from old bank accounts, utility deposits, uncashed checks, insurance claims, stocks and other sources that have been dormant, dating as far back as the 1940s. Governor Kathy Hochul today issued an Executive Order declaring a State Disaster Emergency in response to the ongoing monkeypox outbreak. The Executive Order extends the pool of eligible individuals who can administer monkeypox vaccines, including EMS personnel, pharmacists and midwives; allows physicians and certified nurse practitioners to issue non patient specific standing orders for vaccines; and requires providers to send vaccine data to the State Department of Health. The federal government had secured an additional 110,000 vaccine doses, resulting in a total of 170,000 doses to New Yorkers to date. More Information is available at health.ny.gov/diseases

Broome County Executive Jason Garner announced that the County has its 1st confirmed case of Monkeypox. Health Department officials stated that some groups may be at heightened risk for severe outcomes if they contract the disease. 45-year-old Scott Mawhiney of Deposit was sentenced to 30 years to life in jail in Broome County Court today, after he was convicted in November of 1st degree attempted murder, among other charges, Broome County District Attorney Mike Korchak commented at a press conference in Binghamton This Morning:

Trooper Ryan Thorp was wounded on June 23rd after responding to a report of a dispute in the Village of Deposit, Trooper Thorp required several surgeries to his arm following the shooting.

The Delaware County Public Health COVID-19 vaccination clinic scheduled for Today at the Catskill Veterans Outreach Center in Stamford has been cancelled due to the weather. Broome County Executive Jason Garnar stated that 209 drivers in Broome County were caught illegally passing school buses in January, with the School Bus Stop Arm Cameras. The county recorded 203 violations in September, 256 violations in October 2021 and 294 violations in December.

The Sidney Police Department executed an arrest warrant on 37 year old Barry Bradt of Unadilla, following an investigation into a level 3 registered sex offender failing to register his address with the State Sex Offender Registry, as required by law. Bradt is accused of registering with the Sidney Police Department and the state Registry as living at an address in the Village of Sidney, while physically residing at an address in Unadilla. Bradt was charged with Failure to register change of address within 10 days & Offering a false instrument for filing, he was arraigned in Village of Sidney Court & he was remanded to the Delaware County Jail on $5000 bail.

5 Broome County residents have died from COVID-19 within the last 6 days, according to Broome County Executive Jason Garnar on Wednesday. Garnar said that the County has 1,661 active cases, with 96 people hospitalized; the vaccination rate is 62% fully vaccinated, and he also said that Broome County Hospitals are expected to pause elective surgeries shortly.

Delaware County Sheriff’s Office Arrested 24 year old Jake Vanwagner of Hobart for speeding & Aggravated Unlicensed Operation of a motor vehicle. Vanwagner was stopped by deputies Tuesday night, he is scheduled to appear at the Town of Davenport Court at a later date to answer the charges.

State Police at Sidney were dispatched last night at about 7:00 PM, to a report of a domestic dispute at a residence on Lyons Street in the village of Unadilla. The responding trooper was confronted by 24 year old Mark Beilby, who was armed with a knife inside the home. Beilby did not comply with the trooper’s repeated commands to drop the knife and advanced at the trooper. The trooper discharged his issued firearm, striking Beilby, who was transported to Tri-Town Hospital then transferred to Wilson Medical Center where he was pronounced deceased. The New York State Attorney General’s Office is investigating the incident.

Delaware County Public Health reported 70 new COVID cases on Tuesday & Wednesday, their positivity rate was at 9.3%. There are 279 active cases, 4 hospitalized and 520 quarantined, and an 83 death from COVID has been confirmed. 54.5% of County residents are fully vaccinated.

Governor Kathy Hochul today announced the availability of $5 million in additional funding to provide Substance Use Disorder services to incarcerated individuals as part of a new bill mandating County Jails to drug treatment. The new legislation mandates the establishment of programs to provide medication assisted treatment for incarcerated individuals to provide them with the opportunity to treat their addiction & lessen the likelihood that they may suffer a drug-related overdose upon their reentry into society.

The Trial of Donald Reese ended in Chenango County Court, with the jury deciding that Reese was NOT guilty of 1st & 3rd degree rape. Reese was a former Chenango County Sheriff's Department Corrections Officer who was accused of committing rape on September 11, 2019, or a woman he had been dating at the time. Otsego County Court Judge John Lambert presided over the case with Otsego County District Attorney John Muehl prosecuting. Reese resigned from his position after his arrest by Norwich City Police.

State Police & Broome County Sheriff's Deputies responded to the report of a tractor trailer with scrap metal crashing & landing on its side Thursday afternoon. The crash occurred at about 1:00 PM, on I-88 near and Interstate 81 in the town of Chenango. Some of the scrap metal wound up on an embankment near the Comfort Inn Hotel the unidentified driver was treated for back pain, no tickets have been issued.

Broome County Executive Jason Garnar announced today an uptick in COVID 19 cases in the County over the last week. The Broome County Health Department had 105 new cases in Thursday, the total number of active cases is up to 780, up by 140 in the last week, the 7 day rolling average positivity rate was back up to 6%, and hospitalizations doubled in the last week back up to 92, the percentage of Broome county residents fully vaccinated was 59%.

Governor Kathy Hochul announced that the State Environmental Facilities Corporation has approved more than $44 million for drinking water and wastewater projects, with grants, interest-free and low-cost financing. Drinking Water Projects will include the Village of Walton; Clean Water Projects will go to the City of Binghamton and Village of Johnson City.

State Police arrested 20 year old Brandon Carlson of Endwell for Criminal Possession of Stolen Property, Criminal Mischief, Reckless Endangerment & 2nd degree Assault Monday.  Shortly before 3:00 p.m., a trooper spotted Carlson in a truck that had been involved in a hit and run in the village of Endicott.   The trooper attempted to stop the vehicle, but Carlson failed to comply.  A short distance later, Carlson crashed into another vehicle on Country Club Road in Endwell, he fled on foot and was ultimately taken into custody.  Carlson was transported to Wilson Hospital and was treated and released.  Carlson was processed then transported to Broome County Central Arraignment and Processing. The driver of the vehicle that was struck by Carlson on Country Club Road is identified as 90 year old Eileen Patch of Endwell, She was transported to Wilson Hospital and is being treated for injuries sustained in the crash.  The investigation is on-going by state Police & Endicott Police.

Otsego County Sheriff's Office arrested 43 year old Dennis Kropp of Oneonta on outstanding warrants after a traffic stop in the Town of Hartwick Tuesday.  Kropp was charged with Speeding, operating an Uninspected Motor Vehicle & other charges, Kropp was taken into custody for the warrants out of the Oneonta City Court, he was turned over to Oneonta Police Department to await arraignment, Kropp was order to appear in Town of Hartwick Court at a later for the traffic violations.

The City of Oneonta held a ribbon cutting for a new fenced in Dog Park in Neahwa Park Tuesday.  The park is split into 2 areas, one for big dog & another for small dogs.

Governor Kathy Hochul today announced $7.4 million in federal funding is available to county emergency management agencies in New York State to support planning and operational readiness for any type of disaster. Through the annual federal Emergency Management Performance Grant, awardees can access funding to support a wide range of efforts ranging from the development and implementation of training and exercises to acquiring emergency response resources. Locally, Chenango County gets $23,428, Delaware County gets $22,516 & Otsego County gets $27,729.

Sidney Police responded Tuesday to a residence on West Main Street for a report of a person refusing to leave the property. 40 year old Lloyd Hunt of Unadilla was located hiding in the basement, he refused to cooperate, implied that he had a weapon, after 20 minutes, officers took Hunt into custody without incident. Hunt was charged with Criminal trespass, Obstruction of governmental administration, Resisting arrest, he was out on Parole & State Parole officers issued a detainment warrant for Hunt, he was transported to the Delaware County Jail to be held pending an investigation by State Parole.

Broome County Executive Jason Garnar announced that the mass Vaccination site at the SUNY Broome Ice Center will be closing. Garner said that over 93,000 of the more than 190,000 Broome County Residents are fully vaccinated, about 1/4 of those received their vaccinations at SUNY Broome's Ice Center.

The state Office of Temporary and Disability Assistance announced that all New Yorkers enrolled in the Supplemental Nutrition Assistance Program (SNAP) will receive at least the maximum allowable level of food benefits for June, a benefits distribution that will push more than $200 million in federal aid into the state’s economy. The supplemental benefits provided to individuals and households enrolled in SNAP have already infused more than $2.3 billion into New York’s economy since the onset of the COVID-19 pandemic last year.

39 organizations in the Southern Tier region were awarded grants totaling $276,168 from the Community Foundation for South Central New York. State Police will conduct “Operation Hard Hat” through this Friday, where they will be patrolling State DOT & Thruway Authority construction sites, to make sure that motorists are obeying flagged personnel & are slowing down in construction zones, Last year State Police issued 1770 tickets during “Operation Hard Hat” which was a 70% increase over 2019.

Delaware County Officials announced that Delaware County Public Health has vaccinated 613 people and will continue to vaccinate 1B essential workers. This week, Public Health began vaccinating people 65 and older with comorbidities; People over the age 65 can call the Delaware County Office for the Aging at 832-5750 to schedule an appointment.  Vaccines will continue to be available for people over 65 at pharmacies, call your local pharmacy and check websites to see when they will be receiving vaccine. Chenango County Public Health added 1 new COVID- 19 case today, bringing their total to 2328.  They have 59 active cases, a decrease of 16, 206 quarantines, a decrease of 39, and 14 are hospitalized, a decrease of 5.

Broome County Executive Jason Garnar reported today that the U.K. variant of the coronavirus has been found in Broome County.  The County has experienced over 13,100 positive COVID 19 cases since the start of the pandemic with 300 deaths & over 12,600 recoveries.

Governor Cuomo today announced $4 million is being awarded through the Climate Resilient Farming Grant Program to help 80 farms across the state reduce their environmental footprints and prepare for extreme weather events resulting from climate change. The projects selected will reduce greenhouse gases by an estimated 90,000 metric tons of CO2 per year, or as much as eliminating nearly 20,000 cars from the road.  Locally, Otsego County Soil and Water Conservation District was awarded $87,347 to assist 2 farms, & the Chenango County Soil and Water Conservation District was awarded $175,715 to assist 3 farms.

Delaware County Sheriff's Office announced that an Oneonta taxi driver has been arrested for soliciting sexual acts in exchange for the cab fare Thursday evening.  Deputies responded to Treadwell to investigate a report of an individual being solicited by a taxi driver, 40 year-old Jeremy Wilcox of Oneonta was charged with 1 count of patronizing a person for prostitution, he was issued an appearance ticket and was released to appear in the Town of Franklin Court to answer the charge on a later date.

State Senator Jim Seward & local officials gathered Monday to dedicate a part of State Route 205 in the town of Hartwick to Sergeant John Kempe Winslow of Hartwick.  Winslow was killed in the line of duty in July of 1969 in Vietnam, he was 22 years old.

Otsego County Department of Health continues to investigate a large outbreak of Coronavirus involving SUNY Oneonta.  Over the past 2 days 14 new cases have been reported. Currently, there are 829 total confirmed cases with 665 cases linked to SUNY Oneonta, there were 11 confirmed cases in Hartwick College, and 2 have since recovered.  268 active cases are currently residing in the county, and there are no hospitalizations.

Delaware County is reporting 2 new positive test results for COVID-19 and no additional recoveries today. The known active cases in the County as of today is 8, all are isolated at home. To date there have been 116 confirmed positive cases of COVID19 in Delaware County, with 69 people now under mandatory quarantine, 6 people have died and 102 have fully recovered.

Brandon Clark appeared in Oneida County Court today & asked the judge to withdraw his guilty plea for the murder of 17-year-old Bianca Devins.   Clark will be assigned a new attorney, he had pleaded guilty to killing Devins in Utica during the weekend of the Boilermaker race in 2019 & positing pictures of the deceased teenager on social media, which led to his arrest.  Clark claimed in court that his previous attorney coerced him into pleading guilty earlier this year.

Johnson City Police have identified that person found dead in a pickup truck Friday as 27 year old Omar Terry of Johnson City.  Terry was found in a wrecked vehicle near Exit 70 of State Route 17, he had both gunshot & stab wounds, 25 year old Brandon Rose of Endicott has been charged with the murder.

57 year old Robert Bresee of Norwich has been sentenced to 15 years in prison for transporting and possessing child pornography, according to federal prosecutors & the FBI.  Bresee was previously convicted in Chenango County Court of 1st degree Rape, and was sentenced to 15 years’ in prison; he admitted that while on post-release supervision he uploaded child pornography.  Bresee was additional sentenced to another 15-year term of supervised release, & he is designated as a Level 3 Sexually Violent Offender, will be required to continue to register as a sex offender upon his release from prison.

Gabriel Truitt will be sentenced in Otsego County Court Friday on Murder & Arson charges, for setting the fire at Walling Avenue that killed former Oneonta fireman John Heller on December 29th, 2018.  Truitt started the fire in the building for revenge against an ex-girlfriend; Heller lived in another apartment in the building & died getting others out.  Truitt will appear live in Court Friday, as in person court appearances are back following virtual court action through the pandemic period.

Broome County Health Department reported that they are up to 815 Coronavirus cases, with 58 deaths, 632 recoveries and 465 people are being monitored by the Health Department.  They have conducted over 23,700 tests.

Governor Cuomo announced that system that has been set up to distribute Ventilators where they are needed is underway.  The "Surge and Flex" hospital system led to the distribution of 802 ventilators downstate,  38 were deployed to Rockland County, 36 were deployed to Westchester County, 505 were deployed to New York City and 223 were deployed to Long Island.

With uncertainty surrounding the spread of the Coronavirus, Broome County officials announced that the 2020 Greater Binghamton Air Show, originally scheduled for July 25th, 2020 will be postponed until 2021. Broome County Executive Jason Garnar stated that many of the event’s partners have already ensured commitment to their participation in the 2021 Air Show.

The Chenango County Health Department announced that they have 33 positive cases of the Corona Virus.  101 people are in Precautionary Quarantine, 218 are in Mandatory Quarantine.

SUNY Broome officials announced today that they have donated personal protective equipment to help shortages at local healthcare facilities.   The campus has Nursing & Dental programs, and during the shutdown from tehe Coronavirus, they donated 8,000 gloves, 750 surgical masks, 100 N95 masks and 150 gowns.  Local residents who have similar items to donate can drop them off at the old Macy's building in the Oakdale Mall Monday through Friday 8:30 a.m. to 2:30 p.m.

Broome County Executive Jason Garnar updated their Coronavirus numbers Friday afternoon.  They now have 52 confirmed cases, 9 are hospitalized, 32 are recovering at home, 7 have recovered, there are 4 deaths, 459 have been tested.

Delaware County Sheriff’s Office has been investigating complaints of vandalism to an agricultural field in the Town of Hamden.   A vehicle was identified as a result of surveillance camera images, Deputies arrested 18 year-old Austin Moxham of Delhi with driving while ability impaired by drugs, failure to display a front license plate,  unlawful possession of marihuana & criminal mischief.   Moxham was issued appearance tickets for Town of Hamden Court on a later date.

The New York State Board on Electric Generation Siting and the Environment will meet on April 9 at 10:30 AM to consider petitions for rehearing of the Siting Board’s December 2019 approval of Bluestone Wind, LLC’s application for Certificate of Environmental Compatibility and Public Need to build and operate a 124-megawatt wind facility with 27 wind turbines in the Towns of Windsor and Sanford.  The Siting Board determined that the facility met the statutory requirements for certification; the parties seeking rehearing are Delaware-Otsego Audubon Society, Broome County Concerned Residents and a resident of the Village of Johnson City.  The meeting will be conducted by teleconference at dps.ny.gov/Webcasts.

Delaware County has had its first death from the coronavirus; the deceased had been hospitalized with the disease and died Wednesday.  Delaware County has 20 positive cases so far, excluding 3 positive tests that were returned to their county of residence.  2 people have recovered, 10 are recovering at Home, 6 are hospitalized, 43 are in Mandatory Quarantine & 9 are in Precautionary Quarantine, 182 people have been tested.

Broome County Executive Jason
Garnar announced that a 2nd person has died from the coronavirus in Broome
County.  The deceased was a woman in her
90’s; she died Tuesday morning at Lourdes Hospital in Binghamton.  Broome County has 9 positive tests for the
Coronavirus, county the 2 deceased people.

The Otsego County Public Health
Department announced the 2nd confirmed case of the coronavirus in the
county.  The individual is hospitalized
within the County all close contacts have been identified & contacted; they
have been quarantined and are being closely monitored.

Otsego County Office for the
Aging announced that they are able to offer assistance to seniors who have been
isolated do the Coronavirus.  The Agency
can deliver Meals to their homes; make well check calls do grocery shopping and
prescription pick up & delivery.

Governor Cuomo announced yesterday that the state was
working on a way to get 1 ventilator to work on 2 people simultaneously, as
they expect to need up to 40,000 ICU Beds with ventilators within the next 2 to
3 weeks.

Cuomo said that the state had
double the amount of Coronavirus cases in the 3 previous days, they expect to
peak in 2 to 3 weeks before starting to see a decline in the number of cases.

Delaware County Public Health announced that there are a
total of 4 laboratory confirmed positive COVID-19 cases, which excludes the
case that was transferred to New York City. Public Health received 2 positive
reports Tuesday, 3 cases are recovering safely while isolating at home in
Delaware County, and 1 case is currently isolated and receiving medical care in
a hospital. There are 6 people under mandatory quarantine and 1 person under
precautionary quarantine. There have been 77 people tested; 19 with tests
pending; and 53 negative results.

Supervisors meeting scheduled for Today in Delhi has been cancelled.

The
total number of Coronavirus cases in New York State jumped up by another 5700
since Sunday, bringing the total above 20,800.
Governor Cuomo will sign an executive order to mandate that hospitals
increase capacity by 50%, and he is still asking the federal Government to
invoke a wartime law to mandate that companies make needed healthcare items
like masks, scrubs & ventilators, to stop the bidding war between the
states that are trying to acquire these items:

Tomorrow,
testing will begin on anti-malaria drugs to see if they can help lower the
number of Coronavirus cases across the state.

Otsego
County Health Department announced that they have had their first positive
Coronavirus test.  The individual was in
close contact with another person who had tested positive in another county,
that person is quarantined & close contacts have been notified.

Delaware
County Board of Supervisors Chairperson Tina Mole is asking people from outside
of the county, to not visit here at this time.
Mole also reminded residents that Congregations of more than 50 persons
are a direct violation of the Governor's Executive Order & it could quickly
overwhelm the County healthcare system if there is a large influx of
coronavirus cases.

Delaware
County received 2 new positive reports Saturday, 1 positive case do not reside
in Delaware County; the case was transferred to New York City Health
Department. Currently, Delaware County has 2 confirmed positive cases of
COVID-19, they are unrelated. Delaware County Public Health Services in
partnership with the New York State Department of Health, local hospitals and
healthcare providers is actively investigating these cases and providing
guidance on reducing the spread (i.e., quarantine, cleaning and other recommendations)
as appropriate.

Broome
County Executive Jason Garnar announced Saturday that the 1st person in Broome
County has died from the coronavirus in Lourdes Hospital. The individual was a
new case in addition to those 2 previously announced late last week; the Broome
County Health Department is trying to locate all those who came in contact with
the deceased for testing & possible quarantine.

The
Delaware County Clerk has announced that All Department of Motor Vehicles
Offices will be closed as of Monday March 23, 2020 until further notice.  This is in compliance with the Executive
Order of Governor Cuomo on March 20, 2020.
This order supersedes the previous posting of reduced hours for
Department of Motor Vehicle Offices in Delaware County.

Delaware
County officials announced that due to the Coronavirus situation, they will not
be requiring businesses to pay for occupancy tax at this time.

31-year-old Chris Nugent of Deposit was apprehended at an apartment on Court Street in Binghamton earlier this week.  Nugent was wanted in connection with a gang assault case at the Johnson City McDonald's in December, he was sent to the Broome County Jail.  Nugent was charged along 4 other Deposit man for gang assault in an attack that seriously injured 2 people.

Broome County District Attorney Steve Cornwell & Broome County Executive Jason Garnar announced a "State Of Emergency" in the county regarding Fentanyl.    Cornwell said that there were 10 fatal overdoses in Broome County this month, some of those attributed to Fentanyl, 6 of them in the last week & a half.  Fentanyl is a synthetic opioid that about 100 times more potent than morphine.

The Otsego County Chamber of Commerce announced that they
will be holding a job & Career Fair in Cooperstown on April 17th.  The Job Fair will be held at the Otesaga

State Police arrested 26 year old Derek Zigon of Cherry
Valley for Assault, Criminal Mischief, Resisting Arrest, Obstructing
Governmental Administration and Petty Larceny.
Zigon allegedly stole beer from a
Convenience Store & fled,
Troopers & Otsego Deputies located Zigon, who shattered a window to
gain entry into a residence on State Route 80, he resisted arrest, kicked 2
troopers, he was pepper sprayed and taken into custody & was arraigned
& was remanded to the Otsego County Jail on $10,000 cash bail or $20,000
bond.

Vincent Vetromile, Brian Colaneri & Andrew Crysel
appeared in Greece Town Court Tuesday, they are accused, along with an
unidentified 16 year old, with formulating a terrorist plan against the Muslims
of America Community known as Islamberg in Delaware County.  the 3 were arrested January 18th after police
learned of the plot, the group possessed 23 firearms and 3 explosive devices,
they have been charged with  3 counts of
1st-degree criminal possession of a weapon and 1 count each of 4th degree
conspiracy.  The case against Crysel was
waived to the grand jury. Preliminary hearings for Vetromile and Colaneri are
scheduled for next week.

Tonight, State Senator Fred Akshar and Broome County
Executive Jason Garnar will join addiction specialists, law enforcement,
teachers and families for a public forum on substance use prevention and
treatment.   The forum will take place
from 6:00pm to 7:30pm at the Deposit High School Auditorium.

The Otsego County Planning Department is launching a $50,000
pilot program to assist low & moderate income farmers with home repair
assistance.   The new county program is
called “Farm RESTORE.”  It offers
assistance to eligible active farmers with needs such as furnace repairs,
window replacement, hot water heaters, flooring, electrical upgrades,
accessibility modifications, and plumbing; it is administered by Otsego Rural
Housing Assistance, Inc.  The deadline
for applications if February 28, 2019.

Southern Tier Hemp announced
Tuesday that it’s buying the former Gannett printing plant in Johnson City. The
company will develop, manufacture and sell hemp-based CBD oil products; they
expect to hire more than 100 people over the next 3 years.  The company received state grants to assist
with construction needs at the site, which is expected to be operational later
this year.

The Otsego County Chamber will hold its 8th Annual Career
Expo and Job Fair Today from 5:00 PM to 8:00 PM at the BOCES campus on County
Route 35 in Milford.   The Job Fair and
Open house is open to the public to meet with area employers for current
openings & to learn about job training programs.

Broome County Executive Jason Garnar has declared a State of Emergency in Broome County because of flooding and damaged roadways. The emergency orders dictate No recreational use of waterways, & do not drive on flooded roadways. Broome County encourages residents to monitor the weather forecast and road conditions frequently & they can also register for New York Alert at NYAlert.gov. Garnar said that The State of Emergency will remain in effect until further notice.

Julian VanCourt-Wels pleaded guilty to 1st degree Assault, after he accepted a plea deal from the Otsego County District Attorney’s office, back in December; VanCourt-Wels stabbed his girlfriend in the face multiple times at their Maple Street apartment in Oneonta. Vancourt-Wels will serve 10 years in a State correctional facility as part of the plea bargain arrangement.

Delaware County Sheriff’s Deputies arrested 48 year old Roy Cullen of Arkville, on charges of felony aggravated unlicensed operation of a motor vehicle, DWI, unlicensed operator, and moving from lane unsafely following a report of car into a tree in the Town of Middletown. Cullen was arraigned at Hamden Town Court, he was released on his own recognizance and scheduled to re-appear at Hamden Town Court at a later date to answer the charges.

Tobias Rundstrom-Wooding of Norwich received 20 years to life in prison for 2nd-degree murder and 1st-degree rape, in Chenango County Court Monday. Rundstrom-Wooding accepted a plea deal from the Chenango County District Attorney's Office for the rape & murder of 11 year old Jacelyn O'Connor on July 30, 2017. James Brower will be tried for his role in the case at a later date.

Delaware County Sheriff’s department arrested 2 Otsego County residents on drug charges Friday, following the execution of a search warrant on a vehicle in the Town of Sidney. Investigators arrested 30 year old Lisa Hayslip of Oneonta and 30 year old William Katalinas of Unadilla for Criminal Possession of a Controlled Substance. Hayslip and Katalinas are accused of possessing heroin with the intent to sell. Deputies seized heroin, Suboxone, drug packaging paraphernalia and approximately $200 cash. Hayslip and Katalinas were arraigned and were remanded to the Delaware County Jail on $100,000 cash bail pending action in the Town of Sidney Court Wednesday. Additional charges will be filed shortly.

The Greene Fire Department announced that Chenango County road 2 between Route 12 and Route 206 is closed, Officials said that flash flooding washed out the road, make it impassable until further notice.
