59-year-old Perry Webb of New Lisbon has been ruled as incompetent to stand trial in Otsego County court, for the murder of 63-year-old Arthur Bellinger of New Lisbon in June of last year. Webb was originally charged with 2nd degree murder, a mental health evaluation was requested, and Webb was ruled as incompetent to stand trial. Webb has been sent to a psychiatric center in Oneida County.

The case of 59-year-old Perry Webb of New Lisbon will head for Grand Jury action, following last night's court action in Town Of Hartwick court. Webb is charged with 2nd degree murder for the death last Friday night of Arthur Bellinger, at 393 Wheat Road in New Lisbon, and the beating of another man on the same evening. Webb continues to be held at the Otsego county jail without bail.

Webb is accused of killing Arthur Bellinger & beating another man at 393 Wheat Road in New Lisbon last Friday night. Webb is being held in the Otsego County Jail on a 2nd degree murder charge.

The Otsego County sheriff’s department arrested 59 year old Perry Webb of New Lisbon Friday night for 2nd degree murder, for the alleged killing of one man & the assault of another. Deputies & State Police responded to 393 Wheat Road in New Lisbon, where they found 63 year old Arthur Bellinger dead, and one other man injured Webb was taken into custody, the 2nd unidentified man was taken to Bassett Hospital & was treated & released. The investigation is continuing.
