A Chenango County Grand Jury Indicted Zackery England for criminal possession of a controlled substance with intent to sell (fentanyl), possession of methamphetamine, and criminal possession of a forged instrument. Prosecutors said England also attempted to discard fentanyl by throwing it into bushes during a July 23 incident in Norwich. England will appear in Chenango County Court for arraignment shortly.

The 2025 New York State Fallen Firefighters Memorial Ceremony at the Empire State Plaza in Albany, will be held today at 11:00 AM to honor 126 firefighters who gave their lives in the line of duty. The Memorial was dedicated and unveiled in 1999, there will be 2,818 names on the wall after the ceremony.

On August 19th, Delaware County Deputies were dispatched to a 2-car accident on State Highway 28 in the Town of Middletown, Deputies concluded that 1 of the drivers, 58 year old Jane Rudy of Pine Hill was intoxicated, at the completion of the toxicology results, Deputies arrested Rudy for DWI, Aggravated DWI with a BAC of more than .18%, Failure to Keep Right, among other charges, Rudy was released on appearance tickets for Town of Middletown Court.

Delaware County Public Health will hold a free rabies clinic for dogs, cats & domesticated ferrets today, from 5:30PM-7:30PM at the DPW garage at 1 Village Street in Deposit. Pre-registration or more information is available at 607-832-5200.

On Saturday, September 6th, from 11 am. to 3 pm., the New York State Police will be hosting a “Service Day” open house event at the State Police Academy on the Harriman State Office Campus at 1220 Washington Avenue in Albany. State Police conducted an Underage Drinking Detail Friday in Delaware County. 12 area business in Sidney, Masonville, Walton, Delhi, & Franklin were in compliance, 1 business was not in compliance, as an employee of Carroll and Carvers Wine and Spirits in Sidney was issued an appearance ticket for the violation for Prohibited Sale of Alcohol to a Person Under 21. During these investigations, businesses are checked utilizing a Trooper in plain clothes and one or several underage operatives who cannot lie about their age or provide a false date of birth.

19 year old Jayden Aviles of Maryland, New York, appeared in Delaware County Court & pleaded guilty to 1 count of Criminally Negligent Homicide, On September 29, 2024, the Delaware County Sheriff’s Office was dispatched for a 1 car MVA into a house on State Route 23 in the Town of Davenport, they determined that Aviles was the driver of the vehicle and appeared to be impaired by drugs, his vehicle had hit 2 individuals in the house, with one suffering injuries and the other passing as a result of the crash. Sentencing will be held on November 18th.

The Broome County Sheriff’s Office concluded the death investigation in the Town of Conklin that has been ruled a murder-suicide stemming from an ongoing family dispute. On Friday, August 22nd, 65 year old Michael Shuta of Conklin was found deceased in Montrose, Pennsylvania, Shuta’s death was ruled a suicide from a self-inflicted gunshot wound, Police in Pennsylvania and New York believe that Shuta shot his nephew, 41 year old Matthew Slavetskas of Conklin, who was found dead by Officers at his Brady Hill Road residence. Detectives reported that both pistols used in the murder and the suicide were registered to Shuta.

21 year old Joseph Vanblarcom of Middletown was sentenced in Delaware County Court last week to 1 year in prison for Grand Larceny. Vanblarcom admitted that he and 2 other individuals entered City of New York property and stole a DEP owned woodchipper. VanBlarcom was placed on interim probation after his conviction, but he violated his probation when he was arrested for DWI in Ulster County, which increased his sentence to jail time.

The Chenango County Historical Society won a Technical Assistance grant, which will go for a Specialized Conservation Study for the roof of their building, the former Ward School No. 2, on Rexford Street in Norwich, Executive Director Jessica Moquin explains:

The Preservation League of New York State and the State Council on the Arts selected 31 applicants in 20 counties to receive support totaling $347,500. Chenango County Historical Society will be working with Delta Engineers, Architects, & Surveyors to finalize roof replacement plans shortly.

Binghamton Police Department & the Broome County Special Investigations Unit Task Force conducted 2 search warrants in Binghamton, investigators found a loaded handgun, plus fentanyl, methamphetamine, cocaine, $301 from drug proceeds, and items used for packaging and weighing narcotics. Police arrested Michael McCary of Binghamton, Rashee Shuler from Binghamton, Elizabeth Reid of Hallstead, Pennsylvania, Amanda Goodwin from Castle Creek, Arijana Makic of Johnson City, Christopher Johnson of Binghamton & George Smith of Manhattan, all face court action shortly.

State Police responded to a head-on crash Friday afternoon at about 4:20 PM on State Highway 28 in Delhi. 71-year-old Roger Hadley of Andes was operating a pick-up truck, he crossed over the double yellow line into on-coming traffic, he struck an SUV head-on & was pronounced dead at the scene. The driver of the SUV, State Trooper Anna Aulino, was off duty and traveling home in her personal vehicle after completing her shift, she sustained serious injuries and was airlifted to Albany Medical Center, Her injuries appear to be non-life threatening, Trooper Aulino graduated from the State Police Academy in 2023 and is assigned to Troop C. The State Police Collision Reconstruction Unit responded to the scene to conduct a full reconstruction of the crash, The Office of the Attorney General is also investigating the crash.

Chenango County Health Department reported that a skunk found along State Highway 8 in South New Berlin tested positive for rabies at the State Lab in Albany. Otsego County Sheriff's Office arrested 40 year old Whitney Bachanas of Milford on 3 counts of Aggravated Animal Cruelty, following a recent animal abuse investigation. Bachanas was charged following an investigation in collaboration with Susquehanna SPCA, Cornell University Veterinary Hospital and Upstate Veterinary Specialties, she was originally charged with multiple counts of animal cruelty in September, and has been additionally charged with 3 counts of Aggravated Animal Cruelty, she was issued an appearance ticket for town of Milford Court.

State Police held a graduation ceremony today for the Canine Handler Basic School. The ceremony was held at the State Police Academy in Albany. A total of 12 canine teams graduated, The canines and their handlers underwent 20 weeks of training at the New York State Police Canine Training Facility located in Cooperstown, In Troop C, Trooper Shane Jones, Canine Hedges were part of the Graduating class, Canine Hedges is named after Trooper Richard L. Hedges, who was killed in a traffic accident while on duty in 1942.

On September 26, 2024, the Broome County Special Investigations Unit Task Force executed a search warrant in the Town of Union. 43 year old Steven Whritenour of Endicott, was present during the execution of the warrant. During the search, Officers seized Methamphetamine, Fentanyl, 219 pills of s Controlled Substances, plus a Scale, packaging and cutting agent used to distribute narcotics & $170 of cash, Whritenour was charged with multiple counts of Criminal Possession of a Controlled Substance, 5 Counts of Criminally Using Drug Paraphernalia, he was transported to Central Arraignment and was remanded to the Broome County Correctional Facility.

State Police responded late last night to a residence on Houck Road in the town of Masonville for a reported domestic dispute. 32 year old Drew Garnier of Masonville, was charged with 2nd degree Murder and 2 counts of attempted Murder. Garnier allegedly stabbed his pregnant wife, 29 year old Samantha Garnier & their 2 children. Troopers and Sheriff’s Deputies rendered aid to Samantha prior to EMT’s arrival, she was airlifted to Wilson Medical Center where she later succumbed to her injuries. 1 child was taken to Wilson Medical Center but later transferred to Upstate Medical Center. A second child was airlifted to Upstate Medical Center. Both children are expected to survive. Garnier was arrested on scene and taken to A.O Fox Hospital and upon release, he was processed at Troop C in Sidney & was transported to the Delaware Correctional Facility where he was remanded without bail.

State Police and Delaware County Sheriff’s Deputies responded to the 2800 block of State Highway 268 in the town of Hancock for a report of a shooting Wednesday Morning. A 32-year-old man was shot in the upper arm and airlifted to Albany Medical Center, with a non-life-threatening injury. 60 year old Robert Trago Jr., of Hancock, was charged with Attempted Murder and Criminal Possession of a Weapon, he was located just before 3:00 pm., in the Margaretville area and taken into custody. Trago Jr. was taken to Delhi where he was arraigned & was remanded to the Delaware County Correctional Facility on $100,000 cash, $200,000 credit, $400,000 bond.

The Delaware County Planning Board announced that they plan to develop a Strategic Comprehensive Plan, to guide future growth, development, and preservation in the County. Fisher Associates will lead the planning process and public engagement efforts. Public Input Sessions will be on Monday, September 16, from 6:00 PM - 8:00 PM at the Hobart Community Center & Tuesday, September 17 from 6:00 PM - 8:00 PM at the Walton Fire Hall, on West Street. The input gathered from the public survey and during these initial input sessions will be reviewed by Delaware County Planning and Fisher Associates, followed by additional opportunities for public review and comment.

49 year old Keith Audette of Hamden was indicted for Driving While Ability Impaired by Drugs by the Delaware County Grand Jury last week. The Indictment alleges that on April 9th, Audette was driving in the Village of Walton while impaired by methamphetamines, he was previously convicted of operating a motor vehicle with .08 BAC in 2015 in Chenango County, where he was required to have an interlock device in any vehicle he operates. Audette was also charged with Aggravated Unlicensed Operation of a Motor Vehicle as well as driving without an Interlock Device, & he faces court action shortly.

25 year old Justin Robinson of Homer, Michigan is facing the charges of Criminal Contempt and Harassment, following an Order of Protection Violation, which occurred in the Town of Kortright. On May 25th, 2024, Delaware County Deputies responded to a domestic dispute they arrested Robinson for Criminal Trespass and Harrassment, he was arraigned, an order of protection was issued On Monday, Deputies were advised that Robinson had returned to the residence of the victim, Deputies arrested on the Criminal Contempt & Harrassment charges, he was held at the Delaware County Correctional Facility for arraignment.

The US Department of Veteran’s Affairs announced that all Veterans who were exposed to toxins and other hazards while serving in the military are eligible to enroll directly in VA health care through the recently signed PACT Act. The Food & Drug Administration announced that some types of ground cinnamon products sold at discount stores are being recalled because of elevated levels of lead. The Cinnamon in questions locally was available at stores like Dollar Tree and Family Dollar, under the Supreme Tradition name, sold by Greenbriar International, of Chesapeake, Virginia, the cinnamon can be returned to the stores for a refund, or should be disposed of, the cinnamon with lead has been pulled from the shelves at the stores in question.

A man was arrested Thursday afternoon after he fired a shotgun in the parking area of an Albany synagogue. No one was injured during the incident at the Temple Israel and the suspect was an unidentified 28-year-old man, who was quickly arrested, he made "threatening statements," during the incident. Police said that an early childhood center with at least two dozen preschoolers were on the premises. The parents were contacted, the facility went immediately into lockdown, Federal law enforcement is currently leading the investigation.

State Comptroller's office has completed audits of municipalities around the state, an audit of the Town of Colesville found that Officials did not always use a competitive process when purchasing goods or services and some officials were unfamiliar with the town's procurement policy requirements. In the village of Greene, officials developed a comprehensive investment program but did not effectively manage the program, they did not prepare monthly cash flow forecasts to estimate funds available for investment or monitor investments and did not formally solicit interest rate quotes or consider other legally permissible investment options.

The Complaint alleges that County officials violated the news outlet’s rights under the 1st & 14th Amendments when they revoked The Reporter’s designation as an official county paper in retaliation for its coverage, Attorney Heather Murray comments:

This Morning, one county official, who preferred to remain anonymous, stated that as of Wednesday night, none of the County Board or County Attorney Merklen have seen the lawsuit, and that they can not comment on pending litigation.

State Police is looking for the public’s assistance in identifying the 2 men who entered the Dollar General in Marathon on October 30th & purchased a gift card worth $500, allegedly using five fraudulent $100 bills. The men left in a dark colored sedan with what appeared to be a white license plate. The Broome County District Attorney's Office announced that Noe Casas-Aguilar of Binghamton & Johnathon Aldrich of Binghamton were sentenced to 14 years in State prison, with 5 years of post release supervision. Casas-Aguilar pleaded guilty to 1st Degree Burglary & 1st Degree Robbery, for the July 31st, 2022 burglary where he & Aldrich invaded a home on Bevier Street, threatened the occupants and stole money and handguns.

Delaware County Sheriff's Deputies arrested 24 year old Jamie Sophie of Unadilla after an investigation of a motor vehicle accident on June 25th on State Highway 28 in the Town of Meredith. Deputies found a vehicle left the roadway and collided with a front porch of a residence, Sophie had been operating a motor vehicle in an intoxicated state, he was charged with operating a motor vehicle while intoxicated, aggravated DWI, moving from lane unsafely, and inadequate brakes, Sophie was ordered to appear in the Town of Meredith Court at a later date.

Delaware County Sheriff's Deputies arrested 20 year old Kody Olsen of Bainbridge following a traffic stop in Sidney. Deputies found that the vehicle’s registration was suspended and Olsen had a suspended license, Olsen was charged with Operating a Motor Vehicle while the Registration was suspended, Aggravated Unlicensed Operation of a Motor Vehicle, driving without headlights, among other charges, Olsen was released on appearance tickets for Village of Sidney Court at a later date.

State Comptroller Tom DiNapoli announced that the State Common Retirement Fund’s investment return was -4.14% for the state fiscal year that ended March 31, 2023. The Fund closed the year valued at $248.5 billion. The Fund had 44.14% of its assets invested in publicly traded equities, with the remaining assets invested in cash, bonds and mortgages, private equity & real estate.

Delaware County Sheriff's Deputies were dispatched to a one car motor vehicle accident located on East Brook Road, in the Town of Hamden on June 14th. 48-year-old William Track of Delhi swerved to avoid a deer and drove over an embankment and into the stream causing his vehicle to become disabled. Track was taken to the hospital for his injuries.   Deputies arrested Track and charged him with driving while intoxicated, Consumption of Alcohol in a Motor vehicle, no seat belt and moved from lane unsafely, Track was released on uniformed traffic tickets and is to appear in the Town of Hamden Court on a later date to answer the charges.

The Otsego County Sheriff's Office arrested 31 year old Brittany Mumbulo of Edmeston following an investigation of a personal injury motor vehicle accident in the Town of New Lisbon. Mumbulo was charged with DWI, Operating M/V with BAC 0.08% or more, Open Container, Uninspected Motor Vehicle & Speed Not Reasonable and Prudent, she was air lifted to Albany Medical Center, she will appear in the Town of New Lisbon court at a later date.

36 year old Jason Gerhard of Montrose Pennsylvania was found guilty in Broome County Court today for Criminal Possession of a Weapon. State Police responded to a home on Patch Road in the Town of Chenango last February, where Gerhard entered a residence without permission, he was in possession of an illegal handgun & was arrested, at that time, Gerhard was on probation for illegal possession of a .38 caliber revolver. Gerhard could spend 3½ to 7 years in State prison when he is sentenced on April 20th.

The New York State Sheriffs’ Association announced that this year's President is Sheriff Craig Apple of Albany County, he is the 4th term Sheriff of Albany County. Delaware County Sheriff Craig DuMond was named 1st Vice President of the New York State sheriff's Association.

The Endicott Police Department arrested 44 year old David Scanlin for 3rd degree burglary, Grand Larceny and & 3rd degree Arson. Back on January 11th, Scanlin is accused of setting fire to a vehicle parked at J&K Auto Clinic, later that day, Scanlin is accused of stealing a vehicle on the lot at Tank's Auto Sales. Scanlin was remanded to the Broome County Jail without bail.

State Police today announced the results of a January 17th speed enforcement initiative along the New York portion of U.S. Highway 20. State Police and local law enforcement agencies stepped up patrols during the morning and evening drive times. 25 Troopers from various Troops issued a total of 178 citations and gave 41 warnings. 104 of the citations issued were for speed.

Governor Kathy Hochul today announced the availability of up to $7.5 million for state-certified providers and other treatment programs to establish low threshold services to address opioid addiction. The funding will provide up to $500,000 for 15 programs statewide to offer low threshold services, certified treatment providers, clinics by the state Office of Mental Health, hospitals, and harm reduction programs are eligible to apply for the funding.

State Police arrested 73 year old Brooks Anderson of Albany for Unlawfully Fleeing a Police Officer in a Motor Vehicle. Anderson was observed traveling at a high rate of speed by a trooper on I-88 in Worcester, the trooper attempted a traffic stop but Anderson fled into the town of Oneonta, where he was boxed in by Police vehicles and then refused to exit the vehicle. 19 year old Payton Gendron of Conklin pleaded guilty today to various charges, for the May shooting at the Buffalo TOPS Supermarket, killing 10 black people & injuring 3 others. Gendron pleaded guilty to murder, murder as a hate crime and hate-motivated domestic terrorism, which carries an automatic sentence of life without parole. Gendron admitted in court that he killed the people because of their race, he still faces federal charges relating to the same attack.

Federal authorities are investigating a single engine plane crash on Saturday, afternoon in Palantine in Montgomery County. The State Police initial investigation determined that a mechanical failure occurred, the pilot sustained non-life-threatening injuries and was air lifted to Albany Medical Center by LifeNet. No other injuries were reported. The investigation into the accident is continuing.

Governor Hochul is bringing state lawmakers back to Albany on Thursday to consider gun safety legislation in response to the Supreme Court striking down key portions of the state's licensing law. The court on Thursday overturned the state law that required that people applying for a concealed carry permit demonstrate a specific need to have a gun in public. New York officials are considering restrictions on concealed carry in “sensitive locations,” such as government buildings and bars. They're also looking at implementing specific training for permit applicants, among other options.

State Police arrested 6 people, for allegedly possessing guns and illegal magazines that are not compliant with the New York SAFE Act. Troopers initiated a traffic stop on Upper Front Street in the town of Chenango, they arrested 39 year old Jeffrey Everetts of Sayre, Pennsylvania & 32 year old Nephrem Holt of Albany for Criminal Possession of a Weapon, another traffic stop on Upper Front Street in the town of Chenango resulted in the arrest of 4 men from Pennsylvania, 56 year old Robert Applegate II, 31 year old Robert Applegate III, 28 year old Glen Applegate, & 29 year old Trevor Sweigart, All 6 were arraigned and were remanded to the Broome County Jail without bail.

32 year old Anthony Schorer of Burlington was sentenced to 10 years probation in Otsego County Court. Schorer pleaded guilty to a 2nd degree criminal sexual act against a child, State Police originally arrested Schorer on January 4th and his brother, 33 year old Timothy Schorer of Hartwick on January 11th, he is due in court on June 24th. The alleged crimes happened between 2003 and 2010, the victim was between the ages of 5 and 11 years old.

The State Department of Health today announced the 1st confirmed orthopoxvirus case outside of New York City, following testing at the Wadsworth Lab in Albany. The Sullivan County health department is treating the case as a probable monkeypox case, and contact tracing efforts are underway. Broome County Transit premiered their new fully electric buses that the county will be transitioning to in the coming months. The Busses are manufactured by Nova Bus of Plattsburgh, Broome County will be the only county in the state to transition to an all-electric public transit system.

Delaware County Sheriff's Deputies stopped a vehicle on State Highway 10 last Tuesday in the Town of Delhi with an expired vehicle inspection sticker. 29-year-old Christina Hood of Delhi had her driving privileges suspended for Failure to Answer a Summons in the Town of Delhi Court, and the vehicle she was operating had a suspended registration. Hood was charged with Aggravated Unlicensed Operation of a Motor Vehicle & Operating with a Suspended Registration, unlicensed operator and uninspected motor vehicle. Hood was released on Traffic Tickets, to appear in the Town of Delhi at a later time.

Delaware County Sheriff Deputies were dispatched February 15th to a Harassment Complaint in the Town of Meredith. 48-year old Zacharias Fuller of Richfield Springs had electronically communicated with the victim and made threats to harm the victim. Deputies submitted a request for a criminal summons and an order of protection to Town of Meredith Court, which was issued. Deputies learned that Fuller was being held on unrelated charges at the Otsego County Correctional Facility, he was charged with Aggravated Harassment & he remained incarcerated in Otsego County, and will appear in the Town of Meredith Court at a later date.

State Police arrested 32 year old Richard Hildebrandt of Mastic Beach for Driving While Impaired by Drugs. Troopers were dispatched to the parking lot of Mountain Side Residential Care, they located Hildebrandt, he failed Standardized Field Sobriety Tests, further investigation revealed that numerous unlocked vehicles were rummaged through in the Margaretville area prior to Hildebrandt’s arrest. Many of the stolen items were located in Hildebrandt’s vehicle. Hildebrant was additionally charged with Grand Larceny and Criminal Possession of Stolen Property & Petit Larceny, & Criminal Mischief in the fourth degree. He is scheduled to appear in the Middletown Town Court on April 14th.

New York City DEP is repairing a leak in their Delaware water supply system which will require the Delaware Aqueduct to be shut down for approximately 5-8 months beginning in October. State Police, the Schenevus & Worcester Fire Department and Otsego County Emergency Services all responded to State Route 7 across from the Schenevus Central Schools on Wednesday afternoon, following the report of a car striking a tree. The driver, 30 year old Stephanie Robinson of Schenevus was airlifted by LifeNet to Albany Medical Center for serious injuries. She was the only person in the car, the crash remains under investigation.

During the Superbowl Weekend STOP – DWI campaign Troopers in Troop “C” removed 9 impaired drivers off the roadways. The enforcement initiative ran from Friday, February 11 through Monday, February 14. State Police responded on Saturday at approximately 11:05 AM, to the report of a 2 vehicle accident on State Route 7 in Otego. Police stated that a Chevrolet Trail Blazer driven by 42 year old David VanBuren of Otego, while leaving a driveway, entered into the roadway and fails to yield the right of way to a Kia driven by 61 year old Lewis Keyser of Otego. Keyser was flown to Albany Medical Center by LifeNet for emergency surgery for injuries sustained in the accident, the investigation is continuing.

The results of the 78th Baseball Writers’ Association of America Hall of Fame election will be revealed at 6:00 PM tonight live from the Hall of Fame Plaque Gallery in Cooperstown. The event will be carried by the MLB Network, as Hall of Fame President Josh Rawitch delivers the results. The Ballot features 30 players, including 13 new candidates and 17 returnees. The Associated Press is reporting this morning that Former Assembly Speaker Sheldon Silver has died while serving a prison sentence in a corruption case. Silver died Monday, he was 77, and he had been sentenced to more than six years in prison for using his clout in state government to benefit real estate developers. The conviction ended a four-decade career in the Assembly.

Governor Kathy Hochul today announced a plan to help address a critical shortage of truck and bus drivers by expanding the availability of road tests for Commercial Driver License applicants. The initiative would allow qualified 3rd parties to offer the road tests, which would create more testing locations statewide and expand capacity at the existing state-run sites, reducing the time it takes to get qualified CDL drivers on the road.  The DMV will hold a virtual public hearing on Wednesday, January 26, through WebEx from 10:00 a.m. to 12:30 p.m.

Governor Hochul has extended the state's mask mandate for all businesses and venues to February 1. The mask mandate went back in effect for the state on December 13. Businesses or venues that require proof of vaccination to enter will be exempt from the mandate. Also on Friday, Gov. Hochul announced that all SUNY and CUNY students will be required to receive a COVID-19 booster when they are eligible starting January 15.

The Albany County Sheriff's Office has filed charges against former Governor Andrew Cuomo for forcible touching, relating to an incident last December at the Executive Mansion in Albany. The Albany City Court issued a summons for Cuomo to appear in that court November 17th, investigations in other jurisdictions are continuing.

Otsego County Department of Health reported that the County remains at a HIGH level of community transmission, with 108 active cases, 28 new cases reported Thursday, with 7 Hospitalized. This Year, the Health Department is aware of 672 breakthrough cases of COVID in fully vaccinated individuals, which corresponds to 2% of the fully vaccinated population. There have been 3,185 cases in unvaccinated individuals, which corresponds to 15% of the unvaccinated population. An unvaccinated person is 7.5 times more likely to contract COVID-19, and 10 times more likely to be hospitalized & they are more likely to suffer more severe illness & death.
