The State Labor Department Statewide Unemployment rate decreased 1/10th of 1% in July from 7.7% to 7.6%. Outside of New York City, the unemployment rate decreased from 5.5% to 5.4%. The State Economy added over 43,800 jobs in July, bringing the private sector Job Count to just under 7.5 million, it had dropped to 6.9 million following the shutdown from the pandemic, prior to that the job count was more than 8.2 million.

New York Lottery Announced the Launch of Additional Powerball Drawings on Monday Nights, starting August 23rd, with sales beginning on Sunday, August 22nd. Commerce Chenango announced that the effort to strengthen broadband across Chenango County will be getting a $1.9 million assist from the New York State Office of Community Renewal. The Chenango County Board of Supervisors accepted the Community Development Block Grant recently through the federal Coronavirus Aid, Relief, and Economic Security Act, or "CARES" Act. Funds will be used to bolster wireless internet in the City of Norwich and the Town of New Berlin, plans call for the installation of wireless antennas atop already existing tall structures within the municipalities.
Sidney Police Department responded early this morning to the area of Great American for a report of a person causing a disturbance. Upon arrival officers located 38 year old Bobbi Worden, who is alleged to have caused damage to a vehicle, she became combative when officers attempted to take her into custody. Worden was charged with Criminal mischief, Resisting arrest, Obstruction of governmental administration, she was released on an appearance ticket for Village of Sidney Court at a later date.

Broome County District Attorney Mike Korchak announced that Joseph Henahan of Binghamton was sentenced in Broome County Court yesterday, to 10 years in State Prison followed by 15 years of post-release supervision, after being found guilty of 1st degree attempted rape , for trying to arrange a sexual encounter with an 8 year old through social media. The FBI & State Police assisted with the investigation.

The Sherburne EMS Squad received a gift from Chobani, a $150,000 ambulance. The new Ambulance was unveiled Tuesday at the Chobani plant, Sherburne Mayor Bill Acee told WCDO News recently that the old ambulance had numerous problems that would cost about $10,000 to repair, and fundraising efforts were underway to get a new ambulance, which will cover the Village of Sherburne and the Fire Departments that protects 3 adjacent townships.

NY State of Health announced that more than 111,000 New Yorkers have newly enrolled in Qualified Health Plan or Essential Plan coverage since January. In addition, since March 31, 2021, when NY State of Health implemented the American Rescue Plan Act insurance provisions, more than 140,000 New Yorkers are benefitting from the increased financial assistance available. Of these 140,000 enrollees, 121,000 are low or moderate income.

State Police arrested 49 year old Robert Coleman of McDonough and 43 year old Billie Harris of McDonough for Criminal Possession of a Weapon, after a trooper initiated a traffic stop, both Coleman and Harris were in possession of firearms; they cannot legally possess firearms since they have been previously convicted of a crime. Both were arraigned, Harris was released on her own recognizance; Coleman was remanded to the Chenango County Jail on $10,000 cash bail or $20,000 bond.

The State Department of Transportation has begun the $16 million project to replace the bridge carrying U.S. Route 11 (Front Street) over Interstate 81 in the Town of Dickinson. The project will also construct roundabouts at two intersections along U.S. Route 11 and upgrade a third with new traffic signals. The estimated completion date of the project is fall of 2022.

State Police arrested 29 year old Anthony Masi of Sidney, for Driving While Ability Impaired by Drugs, Aggravated Unlicensed Operation, Unlawfully Fleeing a Police Officer in a Motor Vehicle, Resisting Arrest, Possession of a Forged Instrument, and Criminal Possession of a Controlled Substance. Troopers attempted to initiate a traffic stop on a vehicle on James F. Lettis Highway, Masi failed to comply. Masi was spotted by troopers operating at a high rate of speed in the village of Unadilla. Masi’s vehicle lost a front tire and his vehicle became disabled on Willow Street in the village of Sidney. Masi refused to comply with trooper’s commands and resisted arrest. He was ultimately taken into custody with the assistance of a New York State Police K9. Masi was transported to AO Fox Memorial Hospital. Masi was issued appearance tickets to the town of Oneonta court on April 6th, he was issued an appearance ticket for the misdemeanor of Resisting Arrest to the village of Sidney court on April 22nd. After processing, Masi was released to a sober third party.

State Police were searching for a 28-year-old Dylan Shoemaker, who has autism; Several Police agencies searched overnight for Shoemaker, Dylan Shoemaker has been located. He is in good health. The New York State Police thanks all the agencies and volunteers that assisted in the search and everyone that shared the message.
State Police arrested 34 year old Jason Manderville of Oneonta for Menacing & Petty Larceny, after Troopers were dispatched to a domestic dispute on Oneida Street in the town of Oneonta. Manderville allegedly threatened a victim with a chainsaw, he was located in a wooded area behind his residence and arrested, & he was processed and virtually arraigned & was released on his own recognizance and order to appear in the town on Oneonta court on April 6, 2021. The victim was issued a stay away order of protection. Later on the same day State Police arrested Manderville for Arson and Criminal Contempt, after Troopers, Oneonta Fire Department and Oneonta EMS were dispatched to a house fire where troopers arrested Manderville a few hours earlier. Troopers located Manderville in a wooded area near State Highway 205 and he was taken into custody. Manderville was arraigned on the new charges & was remanded to the Otsego County Jail on $10,000 cash bail or $20,000 bond.
Delaware County Sheriff's Office announced that a vehicle and traffic violation on State Highway 17 in the Town of Deposit on Wednesday morning resulted in the arrest of Pennsylvania man. Deputies observed a vehicle being operated with an inoperable tail light. Deputies stopped the vehicle and identified the driver as 25-year-old Nicholas Dunlap of Starlight, Pennsylvania. A routine driver’s license inquiry revealed that Dunlap’s New York State driving privileges were suspended in 2019 for an insurance lapse. Dunlap was charged with aggravated unlicensed operation, and insufficient tail lamps. Dunlap’s vehicle was towed from the highway and he was released after being directed to appear in the Town of Deposit Court on a later date to answer the charges.

The bill would establish the Office of Cannabis Management to implement a regulatory framework that would cover medical, adult-use and cannabinoid hemp. The bill would also expand New York State's existing medical marijuana and cannabinoid hemp programs. The legislation provides licensing for marijuana producers, distributors, retailers, and other actors in the cannabis market, The legislation has the potential to create Tax collections of $350 million annually, & itr is expected to create 30,000 to 60,000 new jobs.

UHS Chenango Memorial is hosting a pop-up Vaccine Clinic in Afton, in collaboration with Commerce Chenango and the Chenango County Bureau of Fire. 35 year old Kenneth Fink of New Berlin man was arrested Friday on an active Arrest Warrant issued by the Chenango County Court following a Sealed indictment. The Chenango County District Attorney's Office presented an Arson case to the Chenango County Grand Jury, Fink was indicted for 3rd degree Arson, Fink was arraigned in the Chenango County Court and released until a later Court date. It is alleged that On March 1, 2020, Kenneth R. Fink set fire to his residence located at 4322 State Highway 80 in the Town of Columbus.
Sidney Police Department responded to a larceny complaint last Monday at a local business. 2 people who were caught on security video committing the crime, Sidney Police Department arrested 30 year old Terence Barrows of Solvay & 46 year old Kimberly Barrows of Illinois, on a variety of charges, Terence Barrows was released on an appearance ticket to appear in Village of Sidney Court at a later date. Kimberly Barrows was arraigned in Village of Sidney Court and remanded to the Delaware County jail to await extradition to Illinois.

State Police arrested 54-year-old Robert Trella on an arson charge following the investigation of a suspicious fire at 305 Pease Hill Road in the town of Barker Monday afternoon. Trella lived in the home, no one else was inside at the time of the fire, he was arraigned and released on his own recognizance & will appear in court at a later date.

Otsego County Department of Health reported 9 new COVID 19 cases Monday, they have 16 hospitalized, and they reported 4 new deaths from the virus, bringing their total to 16 deaths. Also, Delaware County Public Health announced 18 new COVID 19 cases Monday; they report 97 active cases with 3 hospitalized & 276 in quarantine.
Delaware County Sheriff's Deputies arrested 44 year old Gregory Schaub of South New Berlin on a variety of Charges after Deputies observed a vehicle with a non-functional brake light in front of them. Deputies initiated a traffic stop and a routine inquiry revealed that Schaub only possessed a non-driver’s ID and that his driving privileges in the State of New York were revoked from a previous DWI charge. Schaub was charged with aggravated unlicensed operation of a motor vehicle, unlicensed operator and operating a vehicle with insufficient stop lamps. Schaub was released on appearance tickets directing him to appear before the Town of Meredith Court on a later date.
The annual Blood Drive in Honor of Trooper Christopher Skinner will be held today at the 5 Mile Point Fire Station in Kirkwood. The Drive will be held from 12:00 Noon until 6:00 PM, Trooper Skinner was killed in the line of duty while conducting a traffic stop on I-81 in Broome County in 2014.

November 10 was the last day absentee ballots could be received by the Board of Elections across New York State, and now those votes will be officially added to the count. There were many more absentee ballots sent out this year due to the pandemic, in New York's 22nd Congressional District race, the counting of the absentee ballots starts this week, Republican Claudia Tenney held a lead over incumbent Anthony Brindisi, but there were more than 64,000 absentee ballots requested in that district this year.
Fire Investigators in Otsego County believe that it was a spark from a lawn mower may have caused a fire that destroyed a barn in Fly Creek Tuesday. The State Health department reported that 3965 people tested positive for COVID 19 Monday out of 128,036 total tests, or just over 3% of all tested. Patient Hospitalizations went up by more than 100 to 1,548, the number in ICU beds went up by 14 to 296 & the number of ventilators was up slightly to 128. There were 32 COVID Deaths, the state death toll is 26,005.
State Senator Jim Seward announced the late Corporal Michael Mayne of Burlington Flats is the 2020 inductee to the New York State Senate Veterans' Hall of Fame from the 51st Senate District. Corporal Mayne served in the United States Army during Operation Iraqi Freedom, he lost his life at the age of 21, along with 2 other American soldiers and a translator on February 23, 2009, in Iraq when insurgents attacked his unit.

Delaware County Sheriff's Deputies & Downsville Fire & EMS were dispatched to a roll-over accident on County Highway 7 in the Town of Colchester that was reported by “On-Star”. 19-year-old Parker Rosencranse of Roscoe lost control of his vehicle which ran off the roadway, into a ditch and overturned. Rosencranse was arrested and charged with the DWI, failure to keep right, moving from lane unsafely, unauthorized sticker, among other charges, Rosencranse was released on traffic summonses directing him to appear in the Town of Colchester Court on a later date to answer the charges. The State Department of Motor Vehicles is expanding New Yorkers' ability to complete certain transactions through secure drop boxes. The drop boxes can be used for license plate surrenders, address changes, and license and registration renewals. Customers using drop boxes must wear face coverings and maintain social distancing. Congressman Anthony Brindisi announced over $290,000 in grant funding for fire departments across New York’s 22nd District. The grant money is awarded through the FEMA Assistance to Firefighters Grant program, will help local fire departments prioritize operations and safety amid the COVID-19 pandemic. Locally the New Berlin Fire Department will get over $29,000; the South Otselic Volunteer Fire Department will get over $74,000.

The State Office of Temporary and Disability Assistance announced more than $100 million in additional emergency food assistance for New Yorkers adversely affected by the COVID-19 pandemic, is available. About 700,000 low-income individuals and families enrolled in the Supplemental Nutrition Assistance Program or "SNAP" will receive a supplemental payment to bring them up to the maximum allowable benefit for August to help them avoid food insecurity. State Police responded to a 2-car fatal crash on State Highway 8 in the town of New Berlin Tuesday afternoon at about 2:45 PM. Troopers said that a vehicle traveling northbound operated by 31 year old Kerri Bunnelle of Little Falls, crossed over into the opposite lane of traffic and struck a vehicle head-on driven by 43 year old Mathew Fredericks of Herkimer, who was pronounced dead at the scene. Bunnelle was transported to St. Elizabeth Medical Center in Utica. The investigation is on-going.

The number of Animal Cruelty cases or cases of animal hoarding have spiked recently in the Southern Tier, which creates a difficult situation for area Shelters. Almond Upton of Florida has died in Prison, where he was serving time for the murder of State Trooper Christopher Skinner on I-81 In Broome County in May of 2014. Upton was serving his sentence in the Clinton Correctional Facility in Dannemora. Upton claimed he was in a manic state at the time he intentionally ran over Trooper Skinner, who was ocnducting an unrealted traffic stop, Upton was found guilty & was sentecned to life in prison, he died Sunday & the cause of death has not yet been released.

Governor Cuomo today announced six projects are being funded under the Empire State Poverty Reduction Initiative in Oneonta. The six programs include Communication Across Barriers, Opportunities for Otsego, CDO Workforce, the Oneonta School District, Family Planning of South Central New York, & the Otsego County Drug Court. The Sidney Village Police department is investigating a 1 Vehicle Crash into the China Buffet Building at about 12:19 PM this afternoon. Police reported that a Chrysler PT Cruiser was traveling westbound in the McDonald's Parking Lot, when the unidentified Driver drove up the embankment & went into the exterior wall of the Restaurant, causing a hole in the wall. The accident is still under investigation.
Several Otsego County Fire companies responded to a fire at 4703 Route 28 in Hartwick Seminary Sunday. The fire was reported at 3:30 a.m. Sunday, 7 people were left homless, no injuries were reported. The cause of the fire is under investigation.
State Police arrested 29 year old Kody Weidman of New Berlin for Criminal Possession of a Controlled Substance, Aggravated Unlicensed Operation and Failure to Use an Interlock Device. Troopers observed Weidman commit a traffic violation while at State Route 20 and State Route 8, he attempted to elude troopers by turning into a driveway and turning off his headlights, troopers uncovered several grams of cocaine. Weidman was arrested and released on appearance tickets returnable to the town of Bridgewater Court on November 5th.

The fire was reported at around 1:00 PM, with occupants escaping the fire, fire fighters from Sidney, Wells Bridge, Sidney center, Bainbridge & Franklin responding. Chenango County Sheriff's Department investigated a robbery Tuesday Night on Royal Avenue in the Town of Norwich, after a male victim went to Chenango Memorial Hospital with missing teeth, head lacerations and additional trauma. The investigation revealed that the victim was lured to the Royal Avenue address by 19 year old Jade Orlando, who requested marihuana to be delivered to her, Brenden Gager, Hunter Speenburgh and Landon Cummings were hiding nearby, they allegedly assaulted and robbed the victim. All 4 were arrested & were charged with Robbery & Assault; they were arraigned and remanded to the Chenango County Correctional Facility. The City of Norwich Police Department assisted with the investigation. The investigation is ongoing and additional charges are expected.
Two men were arrested and 100 pounds of marijuana were seized after the Otsego County Sheriff’s Department raided elaborate growing operations in Morris and New Lisbon. 47 year old Christian Balmaceda of Morris and 49 year old Joseph Ali of New Lisbon were arrested, Balmaceda was charged with Criminal Possession of Marijuana, Unlawful Growing of Cannabis, and 3 counts of Endangering the Welfare of a Child, Ali was charged with Criminal Possession of Marijuana, Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance & Unlawfully Growing of Cannabis, they were remanded to the Otsego County Jail pending future court action.

State Comptroller Tom DiNapoli announced that his office conducted an audit of the Department of Taxation and Finance regarding Personal Income Tax. Auditors examined personal tax refunds processed during the 2017 calendar year, the department processed almost 7.7 million refunds totaling over $9.5 billion. Auditors stopped 10,414 refunds totaling almost $36.7 million and sent them to the department for follow up evaluation and appropriate action.

Victims of hate crimes and certain other offenses that are not physically injured, and vulnerable elderly or disabled individuals incapable of caring for themselves who have lost up to $30,000 in savings, can now seek compensation from the state Office of Victim Services. The Legislation went into effect Tuesday and applies to claims for medical and counseling bills, funeral and burial costs, and lost wages and support.

State Police Superintendent George Beach has promoted Captain William McEvoy to the rank of Major and has assigned him to the position of Troop Commander at Troop C in Sidney. Major McEvoy started his career in 1984 as a trooper and was first assigned to Troop C; in 1989 McEvoy was promoted to Investigator and assigned to the Drug Enforcement Task Force in New York City. In 1991, he returned to Troop C, where he spent the majority of his years with the State Police, his most recent assignment was BCI Captain.
33-Year-Old Tory Brown of Columbus was arrested by Chenango County sheriff’s Deputies for unlawful possession of marihuana, criminal possession of a weapon and aggravated unlicensed operation. Brown was charged following a traffic stop in the Village of New Berlin for operating a motor vehicle while having his driving privileges suspended, marijuana and a weapon were located in the vehicle. Brown was arraigned in the Town of New Berlin Court and was remanded to Chenango County Jail on cash bail pending future court action.
The State Education Department should improve its process to investigate serious complaints against nurses and more actively monitor professional misconduct, according to an audit released today by State Comptroller Tom DiNapoli. The investigations of “priority 1” complaints against nurses, which includes offenses such as sexual misconduct, practicing under the influence of alcohol or physical abuse, are supposed to be completed within 42 days. Auditors found that on average it took 228 days to complete such investigations, SED officials acknowledged the risks noted by DiNapoli’s auditors and cited steps to address them. The Delaware County Board of Elections announced that Friday October 13th, is the last day to postmark a registration form to vote in the November 7th General Election. Also, October 13th is the last day for the Board of Elections to receive an enrollment change to be effective for 2018. In Delaware County this year, Offices up for Election include Supreme Court Justice, County Sheriff, County Clerk, County Treasurer and many town offices. Officials also stated that the Sidney Center poll site change: Districts 1 & 3 voters will vote at the New Sidney Center Fire Department Building. Chenango County Sheriff’s Office arrested 20-year-old Stephen Duvall for criminal possession of stolen property, following the report of a stolen golf cart was being operated in the Village of New Berlin. When Deputies responded a local resident had stopped Duvall & the golf cart by blocking him in with his personal vehicle, the cart had been reported stolen in Otsego County. Duvall was arrested and was turned over to the Otsego County Sheriff’s Office for further investigation; he faces court action in New Berlin Court on October 16th.
The U.S. Environmental Protection Agency announced the appointment of Pete Lopez to become Regional Administrator for Region 2. Lopez will oversee environmental protection efforts in New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands. Lopez has served as a member of the New York State Assembly since 2007.
