A Chenango County Grand Jury indicted Lance Madsen for criminal possession of a controlled substance, criminal possession of a weapon, unlawfully fleeing a police officer in a motor vehicle and criminally using drug paraphernalia. The indictment alleges that on September 17, 2025, in the City of Norwich, Madsen possessed about 2 ounces of methamphetamine with intent to sell, along with a scale, baggies and cash. He was also charged with possessing a switchblade knife and allegedly fleeing Norwich police on a motorcycle while speeding, passing vehicles and disobeying traffic signals. Madsen faces court action on the indictment shortly.

State Police arrested 22 year old Kevin Wright of Binghamton and an 18 year old unidentified female from Smithville Flats for theft of a firearm, ammunition and blank checks stolen from a residence in Chenango County. Wright was charged with Criminal Possession of a Weapon, Grand Larceny & Criminal Possession of Stolen Property, the female was charged with Criminal Possession of a Weapon, 27 counts of Forgery, 5 counts of Possession of Forged Instrument, Grand Larceny and Criminal Possession of Stolen Property. In February, Troopers responded to Smithville Flats after fraudulent charges were made using a victim’s account, the victim discovered a check book, a revolver and ammunition were missing, 27 checks were fraudulently signed and transactions were made using a credit card, for just under $14,000. The 2 were found in Binghamton, Wright was wanted on an active arrest warrant, the 18-year-old female possessed 5 forged checks from the victim, the loaded revolver was in the vehicle, both were being held at the Broome County Jail pending court action.

Greater Opportunities of Broome and Chenango County, recently won the bid from the Norwich School District to purchase Flanagan Field on Plymouth Street in Norwich, they plan to build a $9 million multi-unit apartment project for low-income housing at the site. The sale of the parcel has to be approved by voters in the Norwich School District when they vote on the district budget on May 19th in the Norwich City School District Office, 89 Midland Drive in Norwich.

Walton Fire Department and Emergency Squad were dispatched Sunday at about 2:00 PM to a working structure fire on Fish Hollow Road in the Town of Hamden, that was called in by a passerby. Upon arriving, units found a 2 1/2 story farm house with smoke & flames showing, by 3:00 pm the fire was under control, the structure was a total loss and 1 nearby structure was saved, No injuries were reported to the 3 residents or firefighters, mutual aid was provided by several area Fire Departments.

The Norwich Fire Department responded at about 5:00 AM This Morning to a blaze at 104 Mitchell Street, with reports of occupants jumping out of the building. Norwich Police arrived & discovered the 2 victims outside the structure, EMT 's arrived & transported the victims to the Upstate Medical Center in Syracuse for burns & injuries, Norwich received assistance from Sherburne & Oxford fire departments, the investigation listed the cause as accidental caused by a chimney fire that extended through the home from an operating coal stove, there were no functioning smoke detectors , no firefighters were injured.

Otsego County Sheriff's Office arrested 26 year old Devin Sanchez of New York Mills for Criminal Possession of a Firearm, Criminal Possession of a Ghost Gun, Harassment & Criminal Obstruction of Breathing, following a physical domestic dispute in the Town of Pittsfield. Sanchez is accused of obstructing the victims breathing by restraining by the neck during the dispute, he is also accused of shoving the victim into a wall & he was also found to possess an unregistered/unserialized ghost gun. Sanchez was taken into custody and was held at the Otsego County Jail pending Arraignment.

33 year old Wayne Cirigliano of Sidney, pleaded guilty to 1 count each of Criminal Mischief and Bail Jumping, in Village of Sidney Court, he was sentenced to 5 months’ incarceration for the Criminal Mischief and 5 months’ incarceration for Bail Jumping, the sentences will run concurrently. Cirigliano was ordered to pay $200 in restitution for damage caused at Circle Drive Apartments in Sidney, plus he was also assessed $255 in fines and fees. Last November, Cirigliano damaged property at the Circle Drive Apartments by pushing in a window air conditioning unit and discharging a fire extinguisher into the residence, & on to their vehicle.

New York State agency overtime costs increased 22.7% in 2025 for a total of $1.6 billion, while the number of overtime hours increased by 5.9%, according to the annual report by State Comptroller Tom DiNapoli. The size of the state workforce grew for a third straight year in 2025 increasing by 2.7%, Overtime hours and earnings have continued to surge at the Department of Corrections and Community Supervision, The figures were influenced by the strike by some Corrections employees that took place between Feb. 17, and March 10, 2025.

The Unadilla Fire Department responded Thursday Afternoon at about 2:10 PM to a reported brush fire in the town of Unadilla. 1st arriving crews encountered a large brush fire making it's way up a hillside, NYSEG crews responded to turn off power lines, Firefighters were able to contain the fire and then attack any hot spots following the power shut off. An estimated 4.1 acres burned with all crews being back in service around 5:30 PM. No injuries were reported.

The National Weather Service are reminding residents that the state burn ban remains in effect through May 14th. The Weather service reported today that the combination of dry ground, wind gusts of 20 to 30 miles & hours & low relative humidity levels can contribute to an elevated risk of fast spreading wildfires currently in New York State.

An American Red Cross Blood Drive will be held in Hancock from 1 pm. - 6 pm., today at the Hancock Fire House, State Highway 97, to donate blood or platelets by visiting RedCrossBlood.org, downloading the Red Cross Blood Donor App, or calling 1-800-RED CROSS.

Patrick Shea was sentenced to 7 years in state prison and 5 years of post-release supervision for 4th Degree Arson and 2nd Degree Manslaughter, in connection with the February 2025 fire at 1 Main Street in Binghamton, that led to the death of Firefighter JR Gaudet, who was trapped under debris while battling the blaze, he later died at Wilson Hospital, Shea pleaded guilty to the charges in January.

The City of Norwich Police Department arrested 33 year old Chad Potter of Sherburne, following a multi-agency investigation into interference with public safety communications. The investigation began in March of 2021, when it was alleged that Potter unlawfully transmitted over a law enforcement radio frequencies on multiple occasions, interfering with police, fire, and EMS operations throughout Chenango County. Potter broadcast false statements, including one transmission of "shots fired, shots fired," Potter was interviewed and admitted to transmitting over the law enforcement frequency and making the false statements, & having flashing lights on his vehicle, he was charged with 2 counts of Obstruction of Governmental Administration & Making a Terroristic Threat. Potter faces court action at a later date.

The Masonville Town Board announced that tonight's meeting has been re-scheduled, their next meeting will be held on Wednesday April 8th at 7:30 PM.

The Unadilla Fire Department announced an update on the I-88 Closure between Exit 10 and Exit 12. I-88 is currently closed westbound at Exit 12, to Exit 10, also the Route 357 bridge over the Susquehanna River is closed at this time, due to tractor trailers being unable to safely navigate the detour turn on to State Route 7. Motorists are urged to allow for extra travel time, and exercise caution while traveling along the detour on State Route 7.

22 year old Shawn Lynch of Binghamton, pleaded guilty today to 1st Degree Assault & and will serve 9 years in a State Prison, followed by 5 years of post-release supervision. This conviction stems from a shooting on April 13, 2025, in Binghamton. Binghamton Police responded to a report of shots fired and learned that the victim had been transported to Wilson Hospital, where he underwent emergency surgery and survived. Police determined that the victim had been following his ex-girlfriend in a vehicle when the 2 became involved in an argument, Lynch was in a nearby driveway & fired multiple shots at the victim, striking him in the arm and chest. Sentencing for Lynch is scheduled for June 24th in Broome County Court.

Hartwick College will conduct an emergency response training exercise today, beginning in the late morning and continuing through early afternoon. Emergency vehicles and first responders from local agencies, including the Oneonta Police Department, Oneonta Fire Department, New York State Electric and Gas, Hartwick College campus safety personnel and SUNY Oneonta's volunteer EMS squad, will participate in the coordinated training effort. The exercise will begin off-campus and then move to the Clark Nursing Simulation Laboratory in Smith Hall, The event will provide Hartwick College nursing students with hands-on emergency response experience.

Fire Fighters from Edmeston responded Monday night to a trailer fire on County Route 17 at about 9:00 PM. All occupants escaped, but 2 dogs died in the fire, Fire Investigators are trying to determine the cause of the fire.

Sidney Police Department responded to a 3 vehicle head on collision Thursday Morning at about 10:20 AM on State Route 8 & River Street. Upon arrival, officers determined that a commercial Box Truck traveling southbound on State Route 8, was involved in a head-on collision with 2 vehicles traveling in the opposite direction. 1 driver sustained injuries and was transported by Lifenet to Upstate Medical University Hospital for treatment. The other two drivers were treated at Tri-Town Regional Hospital and subsequently released. The Sidney Police Department was assisted at the scene by the Sidney Fire Department, Sidney EMS, State Police & DOT, among others, The cause of the accident remains under investigation at this time.

46 year old Arthur Cotten of Sidney, pleaded guilty to Reckless Endangerment & resisting Arrest in Delaware County Court, he was appearing for a conference on a pending indictment, he decided to pleaded guilty to the charges, relating to an incident on July 19, 2025, in the Village of Sidney, where he attempted to light himself on fire with gasoline in a garage near a propane tank, Sidney Police Officers Royce Terry and Jenna Nordberg, managed to get the fire extinguished without any person or property being seriously harmed. Cotten will be sentenced on April 28th

Recruit New York will be held on the weekend of April 18th & 19th this year, Fire Departments & Emergency squads will hold open house events and try to recruit more people to join their local volunteer fire department of emergency squad. The State DEC & Area Fire Departments announced that the annual Burn Ban is in effect now to May 14th this year. Open Burning of brush or debris is prohibited during that time-frame, to prevent wildfires & grass fires during the traditional driest time of the year.

The State DEC & local fire departments remind area residents that the annual burn ban will will take effect March 16th, and will run through May 14th this year. During the Burn Ban, people will not be allowed to have large open fires and the burning of leaves, brush, cardboard are prohibited. The use of fire pits with fireguards, small cooking fires, charcoal and propane gas grills are allowed. The Burn Ban exists due to the high risk of wildfires & grass fires that can occur during the early spring and spread rapidly due to the drier than normal conditions.

State Police arrested Steven Vitalo of Cold Brook for grand larceny, insurance fraud and other similar offenses. Vitalo owns a company called Central Plumbing & Drains in Herkimer County, The Otsego County District Attorney's Office accuses Vitalo of defrauding multiple clients throughout the county, Anyone who believes they were a victim of fraud can call the State Department of Financial Services hotline at 1-888-930-6565.

Unadilla Fire Department responded to a structure fire at about 5:20 PM at Weidman Street. The first arriving unit was on scene within 5 minutes of dispatch, the situation under control quickly and prevented further damage. Wells Bridge Fire Department responded with several other departments on standby. No injuries were reported.

Following U.S. military operations in Iran, State Police are taking precautionary steps to protect communities across the state. Troopers are increasing their presence at religious, diplomatic, and cultural sites in coordination with our federal, state, and local law enforcement partners. So far, there were no specific, credible threats to New York, residents are asked to remain alert and report any suspicious activity to law enforcement.

Oneonta Fire Department responded to a fire at 57 Maple Street Saturday morning, 1st floor residents and visitors were able to leave the house safely, the 2nd floor apartments were under construction, the 1st floor apartment suffered water damage from fire operations, The cause of the fire has not yet been determined, Mutual aid was provided by Otego, West Oneonta and Franklin fire departments. no injuries were reported.

Payton Gendron of Conklin appeared in court today seeking to have his federal trial moved from Buffalo to New York City. Gendron murdered 10 people in a Buffalo area TOPS supermarket in 2022, Gendron is serving a life sentence without the possibility of parole from his State trial, he still faces a federal trial in which prosecutors are pursuing the death penalty. Also, Gendron's parents have reached settlements with the attorneys representing the victims families & the survivors, The gun shop, Vintage Firearms formerly of Endicott, settled lawsuits for selling the AR-15 to Gendron that was used in the murders, Means LLC settled a lawsuit for falsely advertised about magazine locks used by Gendron, claiming that they complied with New York State Gun laws.

Patrick Shea plead guilty to manslaughter and arson, he set a fire to keep warm inside a vacant structure at 1 Main Street in Binghamton on February 12, 2025, the fire led to the death of Binghamton Firefighter J.R. Gaudet, who died when the building collapsed on him. Shea is expected to serve 7 years in prison as part of a plea bargain arrangement.

The Binghamton Rumble Ponies announced the full 2026 Promotional Schedule for the 2026 season today. There will be 15 giveaways, 12 firework shows, 7 specialty jerseys, 3 appearances and a newly introduced drone show. The Otsego County Sheriff’s Office arrested 49 year old Kunga Gyamtso following an investigation of a sexual assault that occurred in the Town of Hartwick. Gyamtso is accused of subjecting a female victim to unwanted forcible sexual acts at his residence in the Town of Hartwick. Evidence was presented to the Otsego County Grand Jury which handed down an indictment for the arrest, for Rape & Criminal Sexual Act, Gyamtso was arraigned in the Otsego County Court and remanded to the Otsego County Correctional Facility on $40,000 cash bail or $400,000 partially secured bond. The Otsego County Sheriff’s Office was assisted by the Vestal Police Department. .

State Police will be hosting a free child car seat check on Sunday, February 1, between 10 am. and 1 pm. at the Delhi Fire Department located at 140 Delview Terrace Ext. Delhi. Techs will Make sure your child’s car seat is properly installed and the right fit for their age, height and weight, they will check the car seat if there are any recalls and check its expiration. State Law requires that all children must be restrained in an appropriate child restraint system while riding in a motor vehicle until they reach their 8th birthday. Delaware County partnered with local towns and villages, fire departments and EMS & they deployed 10 weather stations across the county to monitor various weather conditions. The data being collected is transmitted through a third party contractor to a server used by the national weather service to help with forecasting, issuance of weather alters and tracking climate change. The Unatego Hall of Distinction will honor this year’s inductees tonight at the Unatego High School Cafeteria with a reception 5:30 & the induction during halftime at tonight's basketball game. The Inductees are William Mitchell, a 1973 graduate, who will be honored posthumously, he earned a PhD in Computer Science from the University of Illinois, followed by a career working with applied mathematics and numerical analysis, 1983 graduate Trisha Souders-Rubin became a Licensed Clinical Social Worker, specializing in eating disorders in adolescents and adults & was a tenured faculty member at Georgetown University.

Delaware County Sheriff’s Deputies were dispatched to a report of suspicious activity Monday in the Town of Middletown. A Deputy encountered 49-year-old Amy Slater of Fleischmanns, Slater made admissions to the Deputy, regarding her setting her residence on fire. Multiple fire departments responded Upon conclusion of the investigation, Slater was arrested and charged with Arson and Criminal Mischief, Slater was arraigned and released pending her appearance in the Town of Middletown Court at a later date to answer the charges.

The money raise will go for the construction of a new Fire Station for the Guilford Fire Department.

Governor Kathy Hochul unveiled proposals to strengthen New York’s gun laws by cracking down on 3D-printed and illegal firearms. The new legislation would establish criminal penalties for the manufacture of 3D-printed firearms and order minimum safety standards for 3D printer manufacturers to block the production of firearms and firearm components. The legislation would also require gun manufacturers to design their pistols so they cannot be modified into illegal machine guns, and require police departments and sheriffs’ offices to report recoveries of all 3D printed guns to the state.

The New Berlin Police Department & local firefighters responded to an accident on State Highway 23 near Sheff Road, where the vehicle caught on fire. The New Berlin Police Department reported that the road was closed in both directions following the accident, shortly before noon today, motorists were detoured around the site, more information will be released in the near future.

Otsego County Office of Emergency Services reported that the Garrattsville Fire Department and nearby departments responded to a structure fire at 436 Texas Road in New Lisbon. The house was fully involved, & was a total loss, several cats & a guinea pig were believed to have died in the blaze. One tanker responding to the blaze rolled onto its side in adverse weather conditions, no injuries at the fire or the accident were reported. The cause of the fire is being investigated.

Norwich Firefighters were assisted by the Oxford, North Norwich and Sherburne Fire Departments, Chenango County Office of Emergency Services, NYSEG, Norwich Water Department, Chenango County Sheriff's Office.

On Tuesday afternoon, the Deposit Fire Department responded to a house fire in the Town of Sanford. A candle had accidentally caught a chair on fire in a single family residence. The fire was able to be extinguished by the resident prior to crews arriving on scene. 20 home candle fires are reported each day across the country, If you use open flame candles, make sure they are in stable holders and place them where they cannot be knocked down easily. Keep them at least 12 inches away from anything that burns and be sure to blow out all candles when you leave a room or home, or when you go to bed.

The Broome County Sheriff’s Office arrested 2 people on a variety of felony charge. On December 15th, deputies responded to a burglary complaint in the Town of Binghamton, they found fresh footprints in the snow, signs of a break-in and smoke billowing from inside the house due to an active fire. State Police & Binghamton Fire Department responded, Deputies followed footprints and found evidence of stolen items, they used a drone to & located 37 year old Anthony Storti of Conklin, who was found to be in possession of narcotics, the investigation uncovered that Storti had been in the residence, left a vape behind and he set a fire inside. 24 year old Allyson Russell of Endicott, was identified as an accomplice in the burglary and arson. Both were charged with a host of felonies including Burglary, Arson criminal possession of a weapon, Grand Larceny & criminal possession of a controlled substance, they face court action shortly.

Trout Creek Fire Department responded at about 11:20 Tuesday morning for a tractor trailer into a house. Nobody was home at the residence and that the driver of the truck was not injured. Masonville Volunteer Fire Department, State DOT, State Police, Delaware County Sheriff's Office, NYSEG and a code enforcement officer also responded, State Highway 206 was closed, All units were back in service around 3:30 PM.

The State Office of Parks, Recreation & Historic Preservation announced that on January 1, they are hosting the annual First Day Hikes celebrations at state parks, historic sites, nature trails, environmental education centers, and other public lands across New York State. Deposit Fire Department released more details about a fire on December 14, on North Sanford Road in the town of Sanford. Deposit, Eastern Broome Emergency Services and the Harpursville Fire Department were dispatched after a resident reported a smoke on the 2nd floor. the fire was quickly knocked down, it was determined that the fire started in the chimney of a wood burning stove and spread into the walls of the structure. Everyone was able to escape the residence uninjured. a 2nd alarm was requested with additional response from Afton, Windsor, Masonville & West Windsor.

Sidney Police Department responded Friday Afternoon to a report of a male subject pointing a firearm at a female at the Circle Drive Apartment Complex. Officers arrested 21 year old Connor Steidle of South Carolina, a search of the residence resulted in the discovery of a large quantity of cocaine and 2 firearms, including a handgun. Steidle was charged with Criminal Possession of a Controlled Substance with Intent to Sell, Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon, Reckless Endangerment, Criminal Use of Drug Paraphernalia, Endangering the Welfare of a Child, & 3 counts of Menacing. Steidle was transported to Delaware County Central Arraignment, where he was remanded to the Delaware County Jail on $25,000 bail. Sidney Police Department was assisted by State Police with this arrest.

State Police responded Saturday to 438 County Highway 11, Lot 30 in the town of Laurens for to assist at a fully engulfed fire. West Laurens Fire, West Oneonta Fire, Mount Vision Fire and Laurens Fire were already on scene attempting to get the fire under control. It was determined that the resident, 62 year old Roger Delong was still inside and was later located deceased. Investigators from New York State Fire and the Otsego County Office of Emergency Services responded to the location and will determine the cause of the fire.

Deposit Fire fighters, with help from surrounding fire departments responded to a blaze on North Sanford Road, early Sunday Morning. early reports suggest that occupants & pets escaped, more information will be released shortly by the Deposit Fire Department.

The Norwich Fire Department responded last night at about 9:40 to a commercial structure fire at 4450 State Highway 23 at Norwich Meadow Farms in the town of Norwich. Norwich Fire Chief Jan Papelino told WCDO News what they encountered and what caused the fire:

Chief Papelino said that several other Fire companies responded, Fire fighters were on the scene until 3:30 AM, no injuries were reported.
