UHS Delaware Valley Hospital has been awarded a $20 million grant through the State Department of Health. The Hospital recently announced plans to build a 4-story addition & the grant will support that expansion. The new building will house primary medical care services, specialty services, physical, occupational & speech therapy and a laboratory, The Medical Neighborhood Project is expected to begin shortly, with the anticipated completion by the end of 2027.
Delaware County Office for the Aging will present " Name that Scam" an interactive, and informative presentation from the Elder Abuse Center at Lifespan of Greater Rochester. State Police and the Broome County Sheriff’s Department responded to a residential fire at a home on Broad Street in the town of Chenango, A 26-year-old female resident had been able to get herself and two children, ages five and two, out of the home, but was unable to get to a one-year-old due to the heavy thick smoke. Troopers and Sheriff’s Deputies were able to get in through a window and get the one-year-old out of the home. The child was transported to Upstate Medical Center and passed away from the injuries sustained in the fire. Troopers are working with Broome County Fire Investigators to determine the cause of the fire.
Public Meeting #1 for the Otsego Lake Watershed Protection Plan will be held Today, from 6:00 to 8:00 pm. at Glimmerglass State Park in the Lakeview Pavilion, at County Road 31, Cooperstown. The public meeting will provide an overview of the planning process and the desired outcome of the Watershed Protection Plan. A community survey will be launched during the public meeting and will be available for at least one month to gather additional input from the community. The Department of State provided funding to develop a Plan that identifies water quality threats and recommends local actions to safeguard the resource. Water quality in Otsego Lake is changing because of climate change, invasive species, and harmful inputs to the lake, the plan will identify causes of the degrading water quality and define specific actions to protect the lake and watershed.

The Chenango County Sheriff’s Office arrested 51 year old Thendara Hartwell of Plymouth for Making a Terroristic Threat and Falsely Reporting an Incident. On August 5th, the County's 911 Center received a call from Community Bank in Norwich stating that they received a bomb threat from an anonymous phone number. The Sheriff’s Office responded & evacuated multiple businesses, a State Police Explosives Detection Canine and bomb technician conducted a search of the entire premises and did not locate any signs of explosive devices & the businesses re-opened. After an investigation and execution of a search warrant, it was found that Hartwell made the threatening phone call from a blocked phone number and caused public alarm and inconvenience. Hartwell was taken into custody today & was arraigned & she was

remanded to the Chenango County Jail on $1,250 bail.

18 year old Kenneth Santiago-Pepin of Johnson City, was convicted of Criminal Possession of a Weapon, and was sentenced to a state prison term of 6 years, followed by 5 years of post release supervision. On January 30th, Johnson City Police responded to 22 Sanford Street for a report of shots fired, Santiago-Pepin approached the residence, produced a handgun, and fired at the building multiple times, officers apprehended Santiago-Pepin after a brief chase on foot, Police found that he possessed a 2nd weapon.
Chenango County Sheriff's Office arrested 38 year old Justin Quakenbush of Oneonta Monday for Grand Larceny, Criminal Possession of Stolen Property, Unlawful Fleeing a Police Officer and Reckless Endangerment. Deputies arrested Quackenbush following a report of a stolen vehicle, Deputies were able to locate the stolen vehicle in the City of Norwich, they initiated a traffic stop and Quackenbush failed to comply and led Deputies on a pursuit through the City and into the Town of New Berlin. Quackenbush stopped in South New Berlin where he was taken into custody, he was transported back to the Chenango County Sheriff's Office for processing and was arraigned & he was remanded to the Chenango County Jail on $10,000 bail.

Chenango County Sheriff's Office responded to a report of a bomb threat Tuesday at about 1:00 PM that was made to Community Bank on State Highway 23 in the Town of Norwich. The building which included Community Bank, a Mirabito Gas Station, and Dunkin Donuts were quickly evacuated. Chenango County Sheriff’s Office and State Police responded and secured the scene, a State Police Explosives Detection Canine conducted a thorough search of the entire premises and did not locate any signs of any explosive devices, it was determined that there was no threat to the public and the businesses were back open at approximately 4:00 pm. The investigation to who made the threat is still ongoing.
52 year-old Terrell Heyward was sentenced to 21 years to life in prison today in Broome County Court. On January 11th, Heyward shot 54 year-old Sarah Hauer in the back of the head at the Woodburn Court apartment building on Exchange Street. The District Attorney's Office contended that Heyward was frustrated that his girlfriend, who was a friend of Hauer’s, wouldn’t see him. When Hauer told Heyward that his girlfriend was unavailable, he shot Hauer and fled these, leaving her to die.

Otsego County Sheriff's Office arrested 37 year old Mohamad Haidar of Decatur, following an investigation into repeated domestic violence. Haidar was charged with Predatory Sexual Assault, plus multiple counts of 1st degree & 3rd degree Rape, 1st & 3rd degree Criminal Sexual Act, Assault, Stalking, Labor Trafficking, unlawful inprisonment, Strangulation, Criminal possession of a weapon & Overdriving, torturing, failure to provide proper sustenance for animals. Investigators were contacted by victims who reported sustaining severe abuse for several years while living with Haidar, where they were forced to live at the residence and submit to extreme abuse which often resulted in serious physical injury. Haidar was taken in to custody without incident, a search warrant was executed & evidence was seized. The Susquehanna SPCA removed numerous animals. Haidar was processed and was lodged in the Otsego County Correctional Facility for Arraignment, the investigation is on-going and additional charges are pending. 35 year old Natasha Reed of Hamden was indicted on 2 counts by a Delaware County Grand Jury for Criminal Possession of a Controlled Substance and Aggravated Unlicensed Operation of a Motor Vehicle. Reed allegedly possessed over 500 milligrams of cocaine, on November 26, 2024, Deputies conducted a traffic stop and found Reed to have a suspended license, officers seized cocaine and drug paraphernalia from the vehicle.

Chenango County Sheriff's Office arrested 39 year old Thomas Kopech of Norwich Friday on an active Arrest Warrant from Town of Plymouth Court from an incident on May 31st, where Kopech allegedly broke into a residence in the Town of Plymouth and assaulted the victims inside the home. Kopech then fled the scene before Deputies responded which resulted in the warrant of arrest. Kopech was arrested without incident and arraigned & was remanded to the Chenango County Correctional Facility on $10,000 cash bail. Kopec is to appear in court on a later date. Kopech was charged with Burglary, Criminal Mischief, Aggravated Criminal Contempt, Aggravated Sexual Abuse, Criminal Obstruction of Breath/Blood Circulation & Unlawful Imprisonment.
Delaware County Sheriff's Deputies arrested 27 year old Derek Mead of Walton for with 1 count each of Endangering the Welfare of a Child, Criminal Obstruction of Breathing, Assault and Unlawful Imprisonment, following the investigation into a domestic dispute last Tuesday in the Village of Walton. Mead is accused of being involved in a physical domestic dispute with another person while a child was present. Mead was processed and was turned over to Delaware County Correctional Facility to await Arraignment.
State Police will have 3 Car Seat Safety Checks this week, Technicians will be in Whitney Point Tuesday from 4 pm. – 7 pm. at 2612 Liberty Street, on Wednesday, from 4 pm. 7 pm. & Thursday from 4:00 to 7:00 at the Broome County Fair, at the Whitney Point Fairgrounds. Warren County 911 received a call from 45 year old Luciano Frattolin of Canada, reporting his 9-year-old daughter Melina Frattolin was missing, with a possible abduction, in Lake George. As the case progressed, law enforcement identified inconsistencies in the father’s account of events and the timeline he provided. The girl was found dead in Ticonderoga, the Warren County Sheriff’s Office has turned the investigation over to State Police. Luciano Frattolin, has been arrested and is currently being held at the Essex County Jail, Luciano Frattolin, the father of Melina Frattolin, was charged with second-degree murder and concealing of a corpse, The investigation is ongoing,
Milford Fire Department and several other area Fire Departments responded Friday morning to a structure fire at the Milford Corner Store, 69 South Main Street. The fire spread to surrounding buildings, including a the retail building next door & 2 nearby residences; 2 Milford firefighters were able to rescue an occupant who was trapped on the 2nd floor of one of the involved residential buildings, the patient was treated & released at Bassett Medical Center in Cooperstown for smoke inhalation, 2 firefighters sustained minor injuries, and were evaluated at the scene & released.
Sidney EMS & State Police responded to a motor vehicle accident on Delaware County Route 4 in Sidney, initial reports suggested that a vehicle rolled off the roadway with 3 possible injuries Sunday at about 5:40 PM Sunday, injured occupants were taken to area hospitals for the treatment of injuries, the cause of the crash is under investigation, The Operator was identified as 20 year old Kadance Maus of Walton.

Patrick Proefriedt of the town of Colesville was sentenced today in Broome County Court to 25 year to life in jail for 2nd degree murder. Proefriedt was arrested following the 2023 incident where he shot his newborn baby Eleanor with a crossbow and injured his wife, he pleaded guilty in March to the murder charge,
The FBI has announced the indictment of 63 year old Henry Garcia of Vero Beach Florida for "Sending a potentially hazardous material" charge, by mailing a letter last year to the New York Attorney General's Office in Albany, containing what was believed to be a biological weapon. The suspicious white powder was not a hazardous substance, the charge filed against Garcia carries a maximum term of five years in prison and a fine of up to $250,000.

Chenango County Sheriff’s Office arrested 28 year old Kathleen Brown of Plymouth for Burglary & 3rd degree Grand Larceny, after receiving a larceny complaint of a vehicle. Brown is accused of taking a vehicle from a residence in the Town of Norwich without the owner's permission, she was located with the vehicle, by the City of Norwich Police Department & was taken into custody and released on an appearance ticket to appear in the Town of Norwich Court at a later date.

The State DEC announced that more than $3 million was awarded to 45 not-for-profit land trusts across the state, through the Conservation Partnership Program, which will support 61 projects designed to support land trusts for the prevention of farmland Conversion, Water Quality and conserve open space. Locally, $98,000 will go to the Otsego Land Trust: for Professional Development, they also will receive a Transaction Grant for $22,000, the Chenango Greenway Conservancy will receive a Capacity Grant, for $18,750

Delaware County Sheriff's Office arrested 42 year old Ryan Darran of Stamford, for DWI, following an investigation of a motor vehicle accident on May 17th. Deputies responded to a 1 car accident on State Highway 23 in the Town of Harpersfield, the vehicle left the roadway and entered a ditch, Deputies interviewed Darran & charged him with DWI and other lesser charges, Darran was released on appearance tickets for Town of Harpersfield Court at a later date.

Locally, the Village of Cooperstown will get $1 million to demolish 217 Main Street, in favor of a 50-unit, 3-story apartment building. The City of Norwich will receive $1 million for the former office building at 23 East Main Street to be repurposed for a childcare center, the 2nd floor will house Commerce Chenango offices with a reception area, The site’s emergency generator and location also position it for FEMA shelter designation, further strengthening community resilience.

Governor Hochul announced that contracts have been executed for 26 large-scale land-based renewable energy projects that, upon completion, will provide more than 2.5 gigawatts of clean energy, powering more than 670,000 homes throughout the State. State Police arrested 31 year old Pierce Tobin of Oneonta for 2nd degree Assault following a violent incident at the Homer Folks Facility. On May 9th, Troopers, SUNY University Police, and the Oneonta Town Constable responded to a report of an assault, An investigation revealed that Tobin became aggressive after being informed by a staff member that he was not permitted to smoke. Tobin punched the staff member in the face and bit off a portion of the victim’s ear. The victim was treated at A.O. Fox Hospital. Tobin was taken into custody at the scene and was arraigned & was remanded to the Otsego County Jail on $5,000 cash/credit or $10,000 bond. His next court appearance is scheduled for Thursday, The investigation remains ongoing.

On May 1st, 22 year old Seth Ostrander of Unadilla was arrested and charged with 2nd degree Attempted Murder and Criminal Use of a Firearm. State Police & Delaware County Sheriff’s Deputies responded to a report of a domestic disturbance on State Highway 8 in the town of Masonville, Troopers determined that a verbal argument had escalated into a physical altercation during which Ostrander discharged a shotgun in the direction of another individual. The victim was not struck by the gunfire and declined further medical treatment at the scene. Ostrander was taken into custody and arraigned at Delaware County Centralized Arraignment. The investigation is ongoing.
Binghamton Police responded to the Salvation Army at 131 Washington Street yesterday afternoon, Officers found a 57-year-old male suffering from stab wounds, the man was taken to an area hospital and was pronounced dead. 37-year-old Michael Brutvan allegedly entered the building and stabbed the victim several times & fled the scene, but was located & arrested. Brutvan has been charged with 2nd-degree murder, the investigation is continuing.

The Department of Justice announced the results of Operation Restore Justice, which resulted in the rescue of 115 children and the arrests of 205 offenders in the nationwide crackdown. The coordinated effort was executed over the course of five days by all 55 FBI field offices. Locally, Jerry Butler of Walton was charged, he is accused of using a social messaging application to request and receive sexually explicit content from a minor, he is believed to be involved in the "764" network, whose members seek to corrupt and exploit vulnerable populations, including minors, He faces at least 15 years in prison. The Department urges the public to report suspected exploitation of a child through their tip-line at 1-800-CALL-FBI, at tips.fbi.gov, or by calling your local FBI field office.
Otsego County Sheriff's Office arrested 33 year old Jeffrey Fuller of Decatur, for Criminal Obstruction of Breathing or Blood Circulation, after Otsego County Deputies responded to a residence in the Town of Decatur for a physical domestic incident. Following an investigation, Fuller was arrested, processed and was held for Centralized Arraignment, he will face court action on the charge shortly.

President Trump is working to dismantle the Consumer Financial Protection Bureau which is a federal agency that prevents Americans from getting scammed by big banks and corporations and responds to millions of consumer complaints each year. Trump has attempted to fire nearly 90% of the agency’s staff, including all but one employee of the Office of Financial Protection of Older Americans. Local government sales tax collections totaled $5.8 billion in the first quarter of 2025, an increase of 3.2% compared to the same quarter last year, according to a report released by State Comptroller Tom DiNapoli. Chenango County saw the highest quarterly growth at 11.8%, followed by Delaware County at 10.4%, & Broome County was 4th at 9.8%. 14 of 18 of the cities outside of New York City that impose their own sales tax experienced year-over-year growth in the first quarter. Norwich had the largest increase at 14.5%.

State Comptroller Tom DiNapoli's auditors found that New York state bought hundreds of millions of dollars' worth of medical equipment at the onset of the COVID-19 pandemic, that now sits unused in storage facilities. To compete for the purchase of the medical equipment at the start of the pandemic, Then Governor Cuomo took emergency steps to accelerate the procurement process, inconsistent with Office of General Services guidance. DiNapoli's auditors determined the state paid $452.8 million to purchase 247,343 Medical items & machines, only 324 of those items were distributed, the audit recommends that the state distribute the items to hospitals & medical providers who may be able to use them, and stop paying for excessive storage fees for those items.

The Broome County Special Investigations Unit Task Force conducted a traffic stop on Bunn Hill Road in the Town of Vestal. A search of the vehicle revealed about 4 ounces of methamphetamine under a car seat where one of the 3 children present had been sitting during the traffic stop. The operator, 25 year old Lacey Brown of Binghamton, and passenger 25 year old Jacob Brown of Binghamton, were each charged with 2nd & 3rd Degree Criminal Possession of a Controlled Substance and 3 Counts of Endangering the Welfare of a Child, Child Protective Services responded to the scene to take custody of the children until they were turned over to a trusted adult. Also seized from the traffic stop was $1,242 in US currency. Both Lacey and Jacob Brown were arraigned and remanded to the Broome County Correctional Facility, where they remain in custody.
On Friday Delaware County Sheriff's Deputies observed a vehicle to be traveling at about 100 miles an hour in a 55-miles per hour zone, while passing another vehicle in the Town of Davenport. at that speed. Deputies identified the driver as 21-year-old Cash Carter of West Sayville, Deputies subsequently arrested and charged Carter with one count of Reckless driving, Speed Not Reasonable and Prudent and Obstructed View among other charges, Carter was released on traffic summonses and was directed to appear in the Town Davenport Court at a later date to answer the charges.
Delaware County Sheriff Deputies were dispatched in January to Liberty Street in Walton for a Trespass complaint, Deputies were advised by the owner of the property that 36-year-old Leanne Woolard was found in the storage area of the building but had left the area prior to patrols arrival, The owner previously reported Woolard had previously trespassed and was reported to Walton Police. An Arrest Warrant was issued for Criminal Trespass, On Friday Deputies located and arrested Woolard, she was processed and turned over to the Delaware County Correctional Facility for Arraignment.

A Delaware County Grand Jury returned a 9-count indictment against 19 year old Alex Young of East Meredith, for various counts of Rape, Aggravated Sexual Abuse, 2nd degree sexual Abuse, Possessing a Sexual Performance by a Child, Young allegedly possessed a performance which included sexual conduct by a child less than 16 years of age, he also is accused of having sexual contact with minors. Young appeared in the Delaware County Court for arraignment, bail was set at $100,000 bond and $50,000 cash.
The Oneonta Police Department along with the New York State Police, Otsego County District Attorneys Investigator and Norfolk Southern Railway Police are investigating an incident that occurred on the railway tracks in the City of Oneonta. In the early morning hours of Sunday, March 30, 2025, an individual was found deceased on the tracks. The cause of death is still under investigation and, while foul play has not been ruled out, there were no immediate signs of criminal activity at the scene. No further information will be released as family notifications still need to be made.
40 year old Elizabeth Motts pleaded guilty to 3rd degree Burglary in Delaware County Court last week. Troopers responded to Mountainside Creamery in February in the Town of Roxbury regarding a report that several items had been stolen. Signs of forced entry were discovered. Troopers noted that a former employee had stolen copper wire months before. On February 10th, law enforcement was sent to the scrap yard for an ongoing domestic, where Motts was fighting with a male while unloading several metal sheets onto the scales that would later be confirmed to be stolen. Motts later made admissions to assisting in the burglary of Mountainside Creamery and to the transportation of the stolen metal materials to the scrap yard.

Chenango County Sheriff’s Office arrested 35 year old Cody Borawa of Afton for Aggravated Harassment and Stalking. The investigation determined that over the course of 6 months Borawa attempted to contact the victim through emails, fake phone numbers, text messages, phone calls, third party contact through family & friends, and social media accounts after repeatedly being told to have no further communication with the victim. Borawa was released on an appearance ticket for the above charges and is to appear in the Town of Afton Court at a later date.
43 year old Jamie Viviano of Binghamton pleaded guilty in Broome County Court to 2nd degree Burglary, after Viviano’s involvement in two separate burglaries. On August 5, 2024, Viviano unlawfully entered a residential building in Binghamton, where he stole coins from a washing machine dispenser, he repeated this crime on December 13th but during the second incident, he escalated his behavior by brandishing a knife and threatening a worker at the housing complex while stealing more quarters from the machine. Viviano had already pleaded guilty to 3rd degree burglary last November for a separate incident, due to the nature of the new conviction, his sentence will be enhanced, when he is sentenced in May to 6 years in state prison, followed by 5 years of post-release supervision.

48-year-old Scott Mawhiney of Deposit, was sentenced to 30 years to life in prison in Broome County Court on Wednesday, after being found guilty of attempted murder & numerous other charges for the shooting of Trooper Ryan Thorp in 2021. Mawhiney shot at the trooper, missed him, but hit his patrol car, sending numerous metal fragments into Thorp’s arm, the injuries ended Thorp's career.
Chenango County Sheriff's Office arrested 41 year old Jason Chase of Norwich & 21 year old Danielle Froelich of Cincinnatus, following a traffic stop recently in Sherburne. Both were charged with various drug charges after packaged drugs and related materials were found during a traffic stop. Chase was wanted on an active warrant for a violent felony issued by Chenango County Court. Chase was remanded to the Chenango County Correctional Facility without bail and scheduled to appear in Town of Sherburne Court at a later date. Froelich was arraigned and released on an appearance ticket and is also scheduled to appear in Town of Sherburne Court at a later date.

Last July, the Broome County Special Investigations Unit executed a narcotics search warrant in Binghamton, officers seized methamphetamine, cocaine, fentanyl, packaging materials, a digital scale, and $7,796 cash from suspected drug sales.
Chenango County Sheriff's Office arrested Jesse Moore of North Norwich for Criminal Mischief, Harassment, & Assault, for allegedly injuring 2 people during an altercation on February 3rd. Moore was arraigned and remanded to the Chenango County Jail.

49 year old Keith Audette of Hamden, appeared in Delaware County Court and was sentenced to a 5-year term of probation supervision for the crime of Driving While Ability Impaired by Drugs. Audette had previously appeared in Delaware County Court in November and entered a plea of guilty to the charge, he had been previously convicted of Operating a Motor Vehicle While Intoxicated in Chenango County Court in 2015, he also admitted that he drove a motor vehicle in the Village of Walton on April 9, 2024, while under the influence of methamphetamine. Audette was also ordered to pay fines, fees, and a surcharge at a total amount of $1,570, his license was revoked, and he was ordered to provide a sample of his DNA for inclusion in the state DNA data base. If he violates any of the terms of probation, he may be re-sentenced to one and one third to four years in state prison.

State Police responded yesterday afternoon to at about 3:50 pm to a 3-vehicle crash at the intersection of State Highway 7 and County Highway 9 in the town of Oneonta. A preliminary investigation determined that a BMW was traveling on State Highway 7 when it struck a Toyota from behind while the Toyota was waiting to turn left onto County Highway 9, the Toyota was pushed into the path of a Chevrolet SUV and they collided head-on. The operator of the BMW, a 76-year-old male was pronounced deceased on scene, it is unknown at this time whether he died as a result of the collision or if he suffered a medical event. The operator of the Toyota, a 24-year-old male was transported to A.O Fox Hospital, The operator of the Chevrolet SUV, a 52-year-old male with 3 children were checked out on scene but not transported. The investigation is on-going.
Chenango County Sheriff’s Office arrested 43 year old Randall Harmon of Sherburne for Criminal Contempt & Criminal Possession of a Controlled Substance, after he violated specific conditions of an Order of Protection. Members of the Chenango County Sheriff’s Office & Parole Officers made a home visit, in the home Officers located a female subject & a child, who had an order of protection against Harmon, Officers seized methamphetamine. Harmon was taken to the Chenango County Sheriff’s Office for processing, he was then remanded to the Chenango County Correctional Facility on an active Parole Warrant as a result of the previous charges.
23 year old Bryce Farrell of Sidney appeared in Delaware County Court and pleaded guilty to Attempted Burglary, he admitted that on July 28, 2023, in the Village of Walton, he entered a building he did not have permission to be in for the purpose of committing a crime, 3 days later, an individual reported to Walton Police Department that his residence had been broken into and a safe stolen. Investigators reviewed security footage, identified Farrell as one of the burglars, an arrest warrant was issued & Farrell was apprehended by State Police in November. Judge Hubbard ordered the Delaware County Probation Department to conduct a pre-sentencing report. His sentencing is tentatively scheduled for March 11th.

Property tax levy growth for New York's school districts and 10 cities will remain capped at 2% for the fourth year in a row, according to State Comptroller Tom DiNapoli. The tax cap limits annual tax levy increases to the lesser of the rate of inflation or 2% with certain exceptions. The law also includes provisions that allow school districts and municipalities to override the cap. DiNapoli's office calculated the inflation factor at just under 3%, The cap affects 675 school districts and 10 small cities with fiscal years starting July 1st.
46 year old Andre Gilliam of the Town of Chenango was sentenced to 5.5 years in State Prison followed by 3 years of post-release supervision after being found guilty by a Broome County Jury of Criminal Possession of a Controlled Substance and Criminally Using Drug Paraphernalia. On November 7, 2023, the Broome County Special Investigations Unit executed a narcotics search warrant on Castle Creek Road, Town of Chenango, they seized fentanyl, a cutting agent, a digital scale and nearly $4000 cash from suspected drug sales.
The State DEC Forest Rangers conducted 362 search and rescue missions, extinguished 122 wildfires covering nearly 6,500 acres, participated in 60 prescribed fires that served to rejuvenate more than 1,155 acres of land, and worked on cases that resulted in more than 1,200 tickets and arrests in 2024. On December 14th in the Otsego County Town of Plainfield, forest rangers discovered pallets & construction waste in the Plainfield State Forest, as well as a serial number on a discarded freezer, which was traced back to an unidentified restaurant, last week, Rangers determined who was responsible for the illegal dumping and issued a ticket for depositing debris on State land. The subject is also required to remove the debris.

35 year old Jeffrey Lane was sentenced as a second violent felony offender in Broome County Court to 5 years in State Prison followed by 5 years of post-release supervision for 2nd degree Robbery. On March 10, 2024, Lane confronted an Uber driver in Binghamton, Lane pulled the Uber driver from the vehicle and stole it, leading law enforcement on a high speed pursuit before being apprehended.
State Police at Troop C are looking for 2 suspects that burglarized a building at the Endwell Greens Golf Course on January 11 and took various tools. 1 suspect appears to be an older male with glasses and the second person is covered up. Otsego County Sheriff's Office arrested 34 year old Kyle Packer of Edmeston, for Criminal Mischief, following an investigation into the report of a damaged property, he was processed and released on an appearance ticket returnable to the town of Edmeston Court at a later date. Packer was arrested last October for violating of a Court Order of Protection, where he was charged with 2 counts of 3rd degree Burglary plus 4 counts of Criminal Contempt, he also faced similar charges in July of 2023.

Otsego County District Attorney's Office announced the sentencing of Jamesan Conville of Pennsylvania. Conville was charged with reckless endangerment for driving off with an Otsego County Deputy partially inside of his car and dragged the deputy 300 feet. The deputy conducted a traffic stop on I-88 in the Town of Milford after Conville was clocked at about 100 miles an hour. Conville is expected to serve between 1 to 4 years in state prison.
Friends of Recovery Dedicated to Others celebrated the re-opening of its new recovery center, “The Turning Point of Delaware County” on Friday. The new facility provides a new and improved space for people struggling with substance abuse and addiction. A Florida man is facing multiple charges following a firearms related incident in Endicott. Last Tuesday, patrols responded to a report that the Endicott Police Department were searching for a male suspect who had pointed a handgun at a female in Endicott, before fleeing the scene in a red Dodge Caravan. Broome County Sheriff’s Office patrols responded Monday to a 911 call reporting shots fired in the area of State Route 7B in the Town of Fenton. The caller had been working to clear brush on State property with a Bobcat machine when he heard a gunshot and saw a person pointing a shotgun directly at him. After raising a portion of the Bobcat to protect himself, the worker called 911. 42 year old Jennifer Warner of Port Crane was taken into custody, she was charged with Criminal Possession of a Weapon, Reckless Endangerment, Menancing & Criminal Possession of a Controlled Substance for methamphetamines, she was remanded to the Broome County Correctional Facility.

The Broome County Sheriff’s Office is currently investigating a hit and run accident in the Town of Chenango. On November 27 at 6:30 p.m. at 1388 River Road, a car struck a pedestrian. Governor Kathy Hochul today announced nearly $220 million in federal funding to support counter-terrorism and emergency preparedness efforts across New York State. New York State repealed on Friday a law that made it a crime to cheat on your spouse, which was a misdemeanor punishable by up to 3 months in prison. Governor Hochul signed the bill that repealed that law that dates back to 1907, about a dozen people have been charged since the 1970s, and 5 of those cases resulted in convictions.

State Police and local law enforcement agencies throughout the State will increase patrols through Thanksgiving weekend, targeting impaired and reckless driving. The special enforcement period runs through this Sunday and will also target other unsafe driving behaviors like Move Over Law violations. During the 2023 Thanksgiving holiday period, law enforcement officers arrested 1,342 drivers for DWI, issued 7,656 speeding tickets and 970 tickets for distracted driving.
Delaware County Sheriff's Deputies responded last month to a Harassment complaint in the Town of Davenport. 75-year-old George Sydlar of Davenport had engaged in a course of conduct, which alarmed or annoyed another person, and Deputies requested a criminal summons to be issued by the Davenport Town Court, last week Deputies arrested Sydlar, he is scheduled to return to the Davenport Town Court at a later date. Sydlar was sentenced to 30 days in jail earlier this year after he falsely reported that his neighbor committed a crime, and he refused to cooperate with authorities during the investigation.

51 year old David Louden of Sidney appeared in Delaware County Court Friday after being arrested for a probation violation. The Delaware County Department of Probation had filed a revocation petition alleging 10 violations of the terms of his probation, for failing to report to his probation officer, possessing and consuming alcohol in violation of his conditions, possessing illegal narcotics, and refusing to answer the door to probation officers at his residence. Louden was remanded to the Delaware County Jail, he is scheduled for a conference on December 9th. .

Chenango County Sheriff's Office arrested 38 year old Michael VanDerWeert of Guilford & 47 year old Dawn Cavanaugh of North Carolina, for Burglary, Petty Larceny, Criminal Mischief and Conspiracy. Deputies responded to a burglary complaint at a business in the Town of Norwich, where someone broke into the building and stole multiple items. The vehicle used in the burglary was spotted at a business in the Village of Oxford, VanDerWeert and Cavanaugh were arrested and transported to the Chenango County Sheriff’s Office where they were released on appearance tickets to appear in the Town of Norwich Court at a later date.
Delaware County Sheriff’s Deputies responded Saturday to an ATV crash near Fuller Hollow Road in the Town of Hamden. Prior to Deputies’ arrival, Delaware County 911 reported that a victim had been privately transported to Delaware Valley Hospital in the Village of Walton with a second victim still on scene. Deputies located the 2nd victim, an 11-year-old male, at a residence, who was transported to Albany Medical Center by Life Net for non-life-threatening injuries. The 1st Victim was a 13-year-old female who was pronounced deceased at the Delaware Valley Hospital, due to injuries sustained from the crash.
Local sales tax collections in New York state increased by 2.3% in October according to State Comptroller Tom DiNapoli. Local collections totaled $1.84 billion for the month, up $41 million from the previous October, County and city collections outside of New York City increased by only .4%, 36 of 57 counties experienced year-over-year increases.
The Chenango County Historical Society will participate in Giving Tuesday, on December 3rd. Giving Tuesday asks people to donating to local charities, Giving Tuesday is held on the Tuesday after Thanksgiving. Otsego County Sheriff's Office arrested 38 year old Joseph Bard of Waterville for 3rd Degree Grand Larceny after an investigation into the theft of thousands of dollars from a local couple. Bard was arrested ,after an elderly couple reported thousands of dollars missing from their bank account, Bard is accused of making many transactions, transferring over $31,000 to his own bank account. Bard was located in Waterville & was taken into custody without incident, he was processed and was being held in the Otsego County Correctional Facility to await Centralized Arraignment.
U.S. Senator Kirsten Gillibrand announced that New Yorkers can now apply to receive federal assistance to pay their heating bills, after she was able to secure $360 million in federal funding for New York through the Low Income Home Energy Assistance Program.

State Police and the Susquehanna SPCA removed 21 cats from a property in Chenango County Wednesday. Investigators were advised of a possible animal cruelty case at a home on State Route 206 in the town of Coventry. Investigators visited the home and determined that the cats were living in deplorable conditions within the home and in surrounding buildings on the property. The cats were removed with the assistance of the Susquehanna SPCA and will be receiving further medical care from the Susquehanna SPCA. The investigation is on-going. Charges are pending.
Following yesterday's Building a More Resilient Southern Tier event in Binghamton, Governor Hochul and Senators Schumer and Gillibrand announced that the Municipal Infrastructure Grant Program will be investing $140 million in fiber-optic broadband expansion across New York— with $64 million in funds coming to the Southern Tier Region. Open Access fiber connectivity will be available for multiple internet providers to use to offer fiber optic cable services to the region.

Chenango County Sheriff’s Office arrested 29 year old Damion Spicer of Plymouth for 2nd degree Assault last week. Deputies were called for an assault in Sherburne, Spicer allegedly hit the victim several times in the face, causing serious physical injury. The victim was transported to Upstate Medical Center in Syracuse to receive further treatment. Spicer was arraigned & was remanded to the Chenango County Correctional Facility on $50,000 cash bail. Spicer is set to appear in the Town of Sherburne Court at a later date.
New York's annual statewide holiday donation drive to benefit families in need will begin next Monday, Donations of new unwrapped toys, new and gently used coats, and new school supplies are requested to assist community-based organizations during the holiday giving season. Broome County Sheriff's Office arrested 57 year old David Zimmer of Whitney Point following a high speed chase from Binghamton, onto I-88 into the Town of Fenton. on Tuesday,, a traffic stop was attempted on Zimmer, who's vehicle matched the description from an incident in Johnson city earlier. Zimmer was eventually stopped when his vehicle became disabled from a spike strip deployed by deputies & State Troopers. Zimmer faces 2 felony charges, 4 misdemeanors and 31 traffic violations following the high-speed pursuit, he was taken into custody, K9 units found cocaine in Zimmer's Vehicle, he was arraigned at & remains in custody at the Broome County Correctional Facility.

Smith stated that the motivation behind the creation of Drug Court was noble, to help low level, non-violent, drug users obtain the treatment they needed, but the State’s Bail Reform and Discovery Reform, has led to the portion of the population the program was meant to help, are no longer entering the criminal justice system. Binghamton Police responded to the report Thursday morning of an bomb threat at the State Office Building, at the 17th floor Attorney General’s office. A K9 Unit along with the Endicott Police Bomb Squad searched the office and did not find a bomb. The Chenango County Sheriff's Office announced that the South Abington Police Department in Pennsylvania located & arrested Donald Shurock, who is being held in the Lackawanna County Jail pending his extradition back to New York. Shurock was wanted since last week, he had been located in a vehicle by a deputy, resisted arrested and fled the scene on foot, the Deputy was treated & released for injuries sustained in trying to arrest Shurock. Shurock is wanted on the initial warrant plus Assault of a Police Officer and Resisting Arrest.
The Otsego County Board of Elections announced that Early Voting for the November 5 General Election will begin October 26 through November 3 at the Foothills Performing Arts Center, on Market Street in Oneonta & at The Meadows Office Complex, at 140 County Highway 33W in Cooperstown. The Delaware County Board of Supervisors will have an official ribbon cutting ceremony at the new DPW Administration Building at 2 Bridge Street in Delhi at 12:00 PM Today. The new office building houses the DPW administrative staff along with the Planning and Watershed Affairs offices. Remaining on Page Avenue in Delhi is the DPW material storage yard, the fueling station, the bridge fabrication shop and the salt shed. The new patrol building in Bloomville will allow for greater access to roads in the northern part of the county for maintenance and snow removal. The Chenango County Sheriff’s Office arrested 41 year old Benjamin Bishop of Otselic for reckless endangerment, two counts of unlawful fleeing, and one count of resisting arrest. The Sheriff’s Office received a complaint of a road rage incident after a caller reported that Bishop's Van ran a vehicle off the road in Sherburne, additional calls described Bishop cutting off and tailgating other vehicles, he was located in Norwich, deputies attempted a traffic stop, he failed to comply, struck multiple vehicles and his vehicle became disabled, he fled on foot but was taken into custody after a taser was deployed. Governor Kathy Hochul today extended the application deadline for homeowners to apply for emergency repair grants for the July and August 2024 extreme weather events across the state. Funds are available to eligible homeowners flood or insurance coverage or other forms of disaster recovery funds insufficient. 52 year old Shannon Finch of Margaretville was indicted by the Delaware County Grand Jury & was charged with Criminal Possession of a Controlled Substance. The indictment alleges that on May 5 in a hotel room in Fleischmanns, Finch, possessed methamphetamine, he was previously arraigned in the Town of Middletown Town Court where he was released on his own recognizance, he faces up to 5 1/2 years in state prison and 2 years of post-release supervision if convicted.
Broome County Sheriff’s Office Road Patrol observed a vehicle reported missing from the Town of Fenton. The vehicle had pulled into a driveway in Binghamton when the patrol activated their emergency lights. The vehicle then accelerated into the yard, driving through a fence into the yard of a residence on State St in an attempt to escape police. The vehicle had struck a building, the occupants fled on foot. The female passenger, 21 year old Hailey Blank was located and taken into custody, 20 year old Rodney McCormick, was located & arrested, he was charged with Criminal Mischief, Reckless Endangerment, Obstruction of Governmental Administration & Unauthorized Use of a Motor Vehicle, Blank was charged with Criminal Possession of a Controlled Substance & Obstruction of Governmental Administration. McCormick and Blank were turned over the Binghamton Police to answer for multiple warrants, both were remanded to the Broome County Correctional Facility.
19 year old Lamont Weaver of Binghamton, and an 18-year-old adolescent offender from Binghamton, pleaded guilty to Criminal Possession of a Weapon in Broome County Court. On April 27th, Weaver was involved in a shooting in Binghamton, at sentencing on October 25, 2024, Weaver is expected to receive a sentence of up to 8 years in New York State Prison, along with up to 5 years of post-release supervision. On August 18th, the adolescent offender was involved in shooting in Binghamton, firing several rounds at people during a dispute. the adolescent faces 6 years in State Prison, followed by 5 years of post-release supervision.
59 year old Dolores Barse, also known as Dolores Hurlburt of Sidney appeared in Delaware County Court last week & pleaded guilty to Welfare Fraud, she is accused of providing false information while applying for SNAP and HEAP benefits, she claimed to have no income despite being employed. Barse improperly received $14,203 in public benefits that she was not entitled to, she will be ordered to pay the money back to the Delaware County Department of Social Services.

Oneonta Firefighters responded to the report of an apartment fire in the Oneonta Theatre building on Chestnut street this afternoon. Chenango County Sheriff's Office arrested 34 year old Daniel Dungey of Oxford for 2 counts of Menacing, 3 counts of Endangering the Welfare of a Child, and 1 count of Criminal Obstruction of Breathing or Blood Circulation. Deputies and State Troopers responded to a domestic dispute in the Town of Plymouth, where a firearm was displayed. Law enforcement arrived and secured the scene. It was determined that during the physical altercation, Dungey displayed a loaded handgun and threatened the victims, in the presence of several children. Deputies and Troopers located multiple firearms inside Dungey’s vehicle on scene, he was arraigned & was released on his own recognizance & will appear in the Town of Plymouth Court at a later date.

State Police assigned to the New York State Fair Sunday received a call of possible shots fired between the midway and concert at Suburban Park, 3 minutes later they received a secondary call of possible shots fired at the eatery building. Troopers responded to both reports and determined that there was no evidence of shots fired or anyone being injured. After consulting with Fair officials, the decision was made to close the Fair early on Sunday night. State Police continue to investigate the false reports.
The Broome County Sheriff’s Office is currently investigating a stabbing that took place at 207 Bornt Hill Rd in the Town of Union. A suspect is in custody and the victim was transported to UHS Wilson Hospital with serious injuries. The Sheriff's Office received assistance was provided from the State Police and the Endicott Police Department, the investigation is continuing.

The Headquarters is located at 6 East Main Street in Norwich in the Copies Plus Building. This is across the street from East Park. The Former St. Mary's Church in Rome, which was built in 1872, will be taken down after damage to the church form a tornado that ripped through Rome July 16th, the steeple & roof were ripped apart & the building was too unstable to rebuild.
